5、e requirements is given in the Appendices. The content of the Appendices is not intended to modify the requirements given in the body of the document.DEFINITIONS2.1Owner means SECCO, the owner / operator of the plant.2.2Contractor means the company committed to designing and furnishing the facilitie

6、s for a plant project.2.3Supplier means the company manufacturing or selling the equipment installed in the plant.2.4Background noise means noise from all sources other than from the subject plant.RESPONSIBILITIES3.1The Owners responsibilities shall include:a)Notification to the Contractor of all ap

7、plicable mandatory regulations.b)Provision to the Contractor of background noise level data. As a minimum this shall include survey measurements made at the boundaries of the new plant. The Owner may request the Contractor to determine the background noise levels. This should include statistical mea

8、surements (including LAeq, LA10, LA90) and measurements of dBA, dB(lin) or dBC, and octave bands from 31Hz to 8kHz.c)Provision to the Contractor of any area noise level requirements additional to those in this document. This may include requirements at unit boundaries within the plant, and requireme

9、nts at specific community areas.3.2The Contractors responsibilities shall include:a)Design of the plant to achieve the noise limits specified, including specification and purchase of Suppliers equipment consistent with the noise design, and provision of such additional noise treatment as may be requ

10、ired to meet the specified noise limits. Where Work Area and Community Noise requirements are specified the plant shall satisfy both categories of requirement.b)Provision to Owner of reports, area plans and schedules to demonstrate the acceptability of the design.c)Final noise survey to show that th

11、e plant when handed over to Owner complies with the noise level requirements.d)Where for reasons of operability or practicability a local relaxation of noise limits is considered desirable by the Contractor he shall propose to and obtain from the Owner written confirmation of the acceptability of ea

Whe

16、re for a given area there is more than one requirement due to the types of operating conditions the Contractor shall ensure all the requirements are satisfied. The primary purpose of these requirements is for the protection of hearing of personnel. Additionally these requirements are intended to pro

17、vide a suitable environment for spoken communication.The various areas of the plant shall be classified in a number of areas depending on their use, and noise level requirements allocated accordingly. Where higher noise levels may occur infrequently or for short durations, or where the noise is impu

18、lsive, additional noise limits are specified. Where the noise has significant narrow-band tonal content a tonal weighting to the specified level is defined. For reasons of practicability or operability a limited number of areas may be classified Noise Restricted Areas, where access will be limited i

19、n order to minimise the risk of damage to hearing for personnel. For Owner approvals purposes each Restricted Area shall be treated by the Contractor as a relaxation in the noise requirement. General Work Area Noise Limit - normal operationsIn any area accessible to personnel, noise levels shall not

20、 exceed 83dBA under normal operating conditions. Also the individual octave band levels given below shall not be exceeded. 21、848178787576747472Limits for impulsive noiseIn an area where personnel can at any time be exposed to impulsive noise, the impulsive noise shall be limited to a peak level of 200 pascal (140dB(lin) ). This shall not take into account any use of personal hearing protection.Weighting for Tonal / Narrow

22、-band noiseIf any equipment to be used on the plant has an annoying tonal / narrow-band noise characteristic then the narrow-band noise from this equipment should be reduced in the relevant octave bands to be below the broadband noise in the area by the following amountReduction of Sound Pressure Le

23、vel (dB)631252505001k2k4k8kNarrow Band Weighting - in plant noise46773Limits for short term or infrequent noise exposure During operating conditions where higher noise levels can be experienced for limited durations, noise levels higher than the General Work Area limit of 83dBA can be accepted, depe

24、nding on the duration, and will be subject to agreement by the Owner. The basis of calculation shall be an acceptable base level of 85dBA for a 8 hour working day, with the allowable exposure reduced by a factor of 2 for each 3dBA increase in noise level, but subject to a maximum level of 115dBA. Th

25、is shall not take into account any use of personal hearing protection.The application of this provision includes operation of relief valves and blowdown systems. Areas subject to this provision shall include but not be limited to high level walkways, platforms and ladders.Restricted AreasIn some are

26、as of high noise levels effective noise control measures may be excessively costly or considered impracticable due to the type or extent of treatment needed or the consequences of this treatment on equipment accessibility for maintenance operations. In these cases the Contractor may propose Restrict

27、ed Areas having high noise levels (above the design limit) and in which the use of personal hearing protection will be mandatory when the equipment is or may be operating. In particular Restricted Areas may be considered for Emergency Power Generation enclosures, Firewater Pump enclosures, and Gas t

31、 - Community noise1591112128REPORT REQUIREMENTS6.1The Contractor shall produce noise reports, equipment and acoustic treatment schedules, and noise level plans to show the following information.Noise reports, to give noise design requirements, summary of significant noise-emitting equipment in each

32、area, giving noise levels expected, acoustic treatment included in the design, and any particular features or considerations incorporated.Equipment noise schedules, to give list of equipment noise levels specified / ordered / Supplier data.Acoustic treatment schedules, to give lists of pipe lines re

33、quiring acoustic insulation, including insulation type, thickness and extent.Noise plans, to show expected noise levels in each area.In addition Process P&IDs shall include extents of pipework acoustic insulation.6.2These reports, schedules and plans shall be issued to Owner and approved by him, at

34、two stages in the project. The reports and schedules shall include planned individual noise level requirements for all significant equipment and any anticipated acoustic treatment, whether or not included in equipment requisitions at that stage. The noise plans shall show anticipated noise levels in

35、 each area. Anticipated pipework acoustic insulation requirements shall be listed in line list format, showing extent and thickness.Process P&IDs should show anticipated extent of acoustic insulation. The Plant Insulation Specification shall include a section relating to acoustic insulation, definin

36、g the overall thicknesses and materials of construction called up in the acoustic insulation schedule.The reports and schedules shall include supplier noise data for individual equipment and any acoustic treatment required. The noise plans shall show anticipated noise levels in each area. Pipework a

37、coustic insulation requirements shall be listed in line list format, showing extent and thickness.Process P&IDs shall show extent of acoustic insulation. The Plant Insulation Specification shall include a section relating to acoustic insulation, defining the overall thicknesses and materials of cons

38、truction called up in the acoustic insulation schedule.ACCEPTANCE TESTING7.1Noise level survey measurements will be made inside the plant areas to confirm that the noise level requirements have been satisfied. These measurements may be made at any accessible position 1m or more from any equipment du

39、ring normal operations of the plant at or near its full design capacity. Additional measurements may be made during blowdown, operation of relief valves, or operation of any other intermittently or infrequently operating equipment.The measurements shall be made in the nine octave bands between 31Hz

40、and 8kHz, as well as of dBA and dB(lin) or dBC, using slow response of the meter. Where noise is considered to be impulsive in nature the peak value of dB(lin) or dBC shall be measured.Noise survey measurements will be carried out in such areas and numbers of locations in each area as agreed between

41、 Contractor and Owner before commencement of measurement survey.7.2Noise level measurements will be made in Community areas to confirm that the noise level requirements have been satisfied. These shall include the measurements required by the relevant PRC Noise measurement standards, and include as

42、a minimum LAeq, LA10, LA90, during day and night time conditions, for the measurement times stated in the noise requirements section above. In addition the noise spectrum shall be measured at each measurement position, for the nine octave bands between 31Hz and 8kHz and dBA and dB(lin) or dBC.Locati

43、on and number of noise measurement positions will be agreed between Contractor, Owner and Local Authority before commencement of measurement survey.7.3All noise level measurement equipment shall be Type 1 or Type 0 accuracy.7.4No allowance will be made for meter tolerances.APPENDIX AgUIDANCE ON DESI

44、GN, REPORTING AND TESTINGThe content of this Appendix is intended only as initial guidance for the Contractor, and does not modify supersede or replace the requirements given in the main part of this document.A1DESIGN NOISE LEVEL REQUIREMENTSA1.1The purpose of noise control is to limit the exposure

45、of personnel to noise. The exposure can be determined as a weighted-average level over time of the working day (LAeq) using the method in for example the UK Noise at Work Regulations. Noise levels will vary throughout the plant on an areas basis, and possibly on a time basis, and in the initial desi

46、gn phase of a plant reliable estimates of the time spent by each class of personnel in each area / level of noise cannot be made. The noise exposure method of noise control design is therefore not considered sufficiently reliable for initial design of a complete plant. Accordingly the plant noise li

47、mits have been expressed as area noise level requirements.With the intention of maintaining personnel noise exposure for an 8 hour working day below a weighted-average (LAeq) of 85dBA, and ideally below a LAeq of 80dBA, and since the planned working day is to be 12 hours, the area limit has been set

48、 at 83dBA, acknowledging that if this limit is satisfied then a significant proportion of the plant area will be quieter than this.A2CONTRACTORS RESPONSIBILITIESA2.1It is the contractors responsibility to carry out the noise control design for the plant such that the various noise level requirements

49、 are all satisfied by the completed plant. He shall determine combined effective noise levels.Some indicative noise level requirements for types of equipment are listed here for general guidance. Some adjustments may be needed for particular equipment to take into account features specific to the pa

50、rticular equipment, such as numbers and noise levels of neighbouring equipment, noise from pipework, and distances between equipment.A2.3If for any reason it is not technically feasible to achieve the noise requirements, or the Contractor considers there is a serious economic penalty in achieving th

51、ese requirements, the Owner shall be advised of what noise levels are technically feasible or economic, and requested for an appropriate relaxation in the requirements.A3SUGGESTED NOISE LEVEL REQUIREMENTSNoise limits for individual items of equipment should be derived from the overall plant requirem

52、ents for Work Area and Community noise, and take into account the location of the equipment and its surroundings.
