osesrationalization;suggestthenewtechnics,newmaterial,newtechnology,newfacilitiesandsoon,takepartinunitedebugemployment.監(jiān)理人嚴(yán)格按《鐵路建設(shè)工程監(jiān)理規(guī)范》(TB10402—2003)、現(xiàn)行的鐵路工程建設(shè)標(biāo)準(zhǔn)、規(guī)范、規(guī)程及相關(guān)文件、業(yè)主有關(guān)監(jiān)理的工作要求開展監(jiān)理工作。StrictlyapplyingtheSupervisioncodeofrailwayconstructionengineering(TB10402-2003),activatethestandard,thecriterion,therulesandauxiliarydocumentsofrailwayconstructionengineering,owner’srequirements,anddevelopsthesupervisiontask.3、監(jiān)理工作目標(biāo)Aimforsupervisionwork3.1.“三控制”目標(biāo)“ThreeControl”Aim3.1.1質(zhì)量控制目標(biāo)ProjectQualitycontrol工程質(zhì)量總目標(biāo):建成我國客專線示范線、精品線,達(dá)到世界一流的工程質(zhì)量。工程質(zhì)量分項目標(biāo)如下:Generalaimisprojectquality:Setupanationalpassengertransportspecialrailwaylineasexampleandsuper-excellencelinewhichreachthehigh-classqualityinternationally.Sub-aimofprojectqualitylistsasfollows:1)杜絕設(shè)計、施工的重大質(zhì)量事故。Strictlypreventthedesignandtheconstructionworkfromfatalaccident.2)單位工程一次驗(yàn)收合格率達(dá)到100%。Therateofwhichtheprojectunitschecksandacceptuptogradeonetimeonlyreaches100%.3)一次開通成功,基礎(chǔ)設(shè)施達(dá)到設(shè)計速度目標(biāo)值的要求。Succeedinrunningonceandbasicapparatusreachestherequirementofthedesignspeedtargetvalue.4)竣工文件做到真實(shí)可靠,齊全整潔,實(shí)現(xiàn)一次交驗(yàn)合格。Succeedinrunningonceandbasicapparatusreachestherequirementofthedesignspeedtargetvalue.3.1.2進(jìn)度控制目標(biāo)Schedulecontrol本標(biāo)段重點(diǎn)工程以施工承包合同工期為控制目標(biāo),站前工程于2007年9月15日完工,確保2008年8月1日開通。Theaimtocontrolofimportantprojectforthelotisworkcontractconstructiontimelimitforaprojectinworkcontract,andserviceandpreparationprojectwouldcompleteinSep,15th,2007.InsurebeopentotrafficinAug,1st,2008.3.1.3投資控制目標(biāo)Investmentcontrol控制在鐵道部批準(zhǔn)的設(shè)計概算范圍內(nèi),確保不突破。Insureitbecontrolledintherangeofthedesign’sbudgetary-estimatewhichisapprovedbyTheRailwayDepartment.3.2.“兩管理”目標(biāo)“TwoManagement”Aim3.2.1合同管理目標(biāo):Contractmanagement:在合同的授權(quán)范圍內(nèi),督促業(yè)主與承包人全面履行合同,公正地處理工程變更、延期、索賠等合同管理事宜,維護(hù)業(yè)主、承包人的合法權(quán)益,保證合同正常執(zhí)行。Withintherangeofcontractauthorization,supervisingandurgingownerandcontractorcarryingoutthecontract,andfairtreatwiththecontractmanagementwhichcontainstheengineeringmodification,thedeferment,counterclaim,andsoon.Therearealsotheresponsibilitiesthatvindicatetheownerandcontractor’slicitrightsandinterests,ensurethecontractperforminguptosnuff.3.2.2信息管理目標(biāo):Informationmanagement:通過對工程的項目施工監(jiān)理過程中各類信息的采集、加工和處理,為監(jiān)理工程師決策提供依據(jù),做到辦事有要求,驗(yàn)收有數(shù)據(jù),變更有指令,計量支付有憑證。Accordingtothedata’scollection,processingandtransactinginthecourseofsupervisingtheprojectconstruction,supplyingsupervisorgistfordecision.Weneedrequirementforwork,dataforcheckingandaccepting,dictateforalterationandwarrantforpayment.3.3、“一協(xié)調(diào)”目標(biāo)“OneHarmonization”Aim在合同授權(quán)范圍內(nèi)協(xié)調(diào)雙方合同關(guān)系,及時避免或減少合同履行中產(chǎn)生的爭議或糾紛,以“弄清事實(shí)、分清是非、明確責(zé)任、適用條款”為前提,堅持協(xié)商為主、調(diào)解優(yōu)先的原則處理爭議或糾紛。Harmonizingtherelationshipbetweenthedoubleofcontractintherangeofauthorization,avoidingorreducingthedisputedandbotherduringthecontractisperforming,withcooperationandintermediationasthefirstinbothering.3.4安全控制目標(biāo)SafetyControlAim實(shí)現(xiàn)“四無、一杜絕、一控制、一達(dá)標(biāo)”的目標(biāo)?!八臒o”:無職工因工死亡事故、無重大交通責(zé)任事故、無重大火災(zāi)事故及無機(jī)破事故。Nohumanlifelooseduringwork,Nofataltrafficaccident;Nofatalfireaccident;Nofacilityexplosionaccident.“一杜絕”:杜絕行車和人身安全的重大、大事故及行車險性事故的發(fā)生。Preventtheaccidentduringoperationandofpersonnel.“一控制”:職工年重傷頻率控制在0.5‰以下。Thefatalbodilyharmofpersonnelmustbecontrolledbelow0.05%.“一達(dá)標(biāo)”:安全生產(chǎn)達(dá)國標(biāo)。Toachievenationalstandard.3.4.1.監(jiān)理工作包括審核、檢查并改進(jìn)承包單位的安全管理制度:Supervisionreviews,checksandimprovesthesafetymanagementsystemofcontractorscomprising:安全管理制度建立;Safetymanagementsystemmustbeestablished;施工組織設(shè)計中必須制定分項工程的安全操作細(xì)則,并向施工作業(yè)人員交底;Safetyoperationdetailedrulesforeverysubjectmustbeimplementedinconstructionanddesignorganizationsanddistributedtoconstructionworkers.施工人員須參加相應(yīng)等級的安全培訓(xùn);Workmanmustpasstheadequatelevelofsafetytraining,施工人員未經(jīng)參加安全培訓(xùn)并取得資格者不得上崗。Workmanisnotallowedtobeondutywithoutapermit,coveringtheirsafety-training;3.4.2.施工現(xiàn)場安全管理體系應(yīng)包括:Safetymanagementsystemofconstructionsitesincludes:油庫設(shè)置Oildepotstorageequipment,通訊設(shè)備存放Storingofsignalequipment,易燃易爆材料存放Storingofflammableandexplosivematerials,消防管理Firecontrolmanagementsystem,惡劣天氣防止Managementsystemunderextremeweatherconditions.3.4.3.根據(jù)基本安全規(guī)則及制造商指導(dǎo)進(jìn)行的施工機(jī)械使用及技術(shù)安全狀況檢查Usageofconstructionmachinesinaccordancewiththebasicsafetyrulesandrecommendationsoftheproducer.3.4.4.對施工單位作業(yè)過程進(jìn)行安全檢查Safetyrelatedcheckofthecontractor’sconstructionprocess.3.5環(huán)境保護(hù)目標(biāo)EnvironmentProtectionAim建設(shè)綠色鐵路通道,保護(hù)周邊生態(tài)環(huán)境,將工程施工對環(huán)境的影響盡量減至最小,全面達(dá)到京津城際軌道交通鐵路建設(shè)環(huán)保要求。Constructgreenrailtransit,protectenvironmentfromengineeringeffectandreachtheenvironmentalrequirementofJing-Jinintercityrailtransitprojectconstruction.監(jiān)理方應(yīng)根據(jù)規(guī)章制度發(fā)布口令或通過現(xiàn)場控 錄。嚴(yán)重時應(yīng)會同有關(guān)單位共同研究解決,不得隱瞞。Theaccidentmustbetreatedandrecorded.Thrashouttheaccidentwithrelativecompanywhenitissevere,nohiding.●鉆孔應(yīng)一次成孔,不得中途停頓。并及時填寫鉆孔記錄。Theholeshallbeaccomplishedoncetime,nohaltinperiod.Fillthereportfordrillingintime.4.2.3清孔●鉆孔至設(shè)計高程經(jīng)檢查后,應(yīng)立即進(jìn)行清孔。檢測沉碴厚度。灌注水下混凝土前容許沉碴厚度為:Aftereverythinglikesdrillandheightindesignischecked,theholeshallbecleanedatonce,checkthethicknessofballast.Beforecastingtheconcrete,thicknessofballastis:●柱樁不大于5cm,磨擦樁不大于20cm。Ofcolumnpileless5centimeters,andfrictionpilelessthan20centimeters.●清孔后應(yīng)即抓緊吊放鋼筋籠及灌注水下混凝土,隔時過久,應(yīng)復(fù)查沉碴厚度,超過規(guī)定應(yīng)重新清孔。Aftercleaningthehole,therebargabionshallbesuspendedandplaced,andconcreteshallbegroutedatonce.Iftheintervalistoolong,thethicknessofballastwillberechecked,anditneedscleaningagainwhenthicknessexceedsthestandard.●鋼筋籠宜整體吊放。分段吊放時,上下段必須焊接順直,安裝后應(yīng)定位牢固,以免灌注時產(chǎn)生下沉和上浮現(xiàn)象,鋼籠筋骨架制作允許偏差符合相關(guān)規(guī)定。Rebar-gabionhadbetterbesuspendedandplacedwhole.Theupsideanddownsidemustbeweldedsmoothlyandstraightwhenpartsofrebar-gabionaresuspendedandplacedrespectively,rivettherebarfastenhardafterinstallation,avoidsubsidenceandunstableduringgrouting.Theallowablewarpofrebar-gabionproductionmustbecontrolledwithintheareaofrelativeregulation.4.2.4鋼筋籠R●鋼筋籠所用鋼筋質(zhì)量與制作應(yīng)符合鋼筋砼結(jié)構(gòu)中有關(guān)質(zhì)量要求和規(guī)定。所用接頭均須焊接。Thequalityandtechnicsofrebarshallberequiredaccordingtotherelativestandardinreinforcedconcretestructure.Alloftie-inmustbewelded.●鋼筋骨架允許偏差為:鋼筋骨架長度±100mm,鋼筋骨架直徑±20mm,主筋間距±0.5d(d為主筋直徑)。Allowablewarpofrebar-gabionproductionis:thelengthofrebarframework±100mm;diameterofrebarframework±20mm;thespacebetweenmainrebar±0.5d(“d”replacesdiameterofmainrebar)●鋼筋籠宜整體吊放。分段吊放時,上下段必須焊接順直。安裝后應(yīng)定位牢固(如焊接在鋼護(hù)筒上),以免灌注時產(chǎn)生下沉或上浮現(xiàn)象。Rebar-gabionhadbetterbesuspendedandplacedwhole.Theupsideanddownsidemustbeweldedsmoothlyandstraightwhenpartsofrebar-gabionaresuspendedandplacedrespectively,rivettherebarfastenhardafterinstallation(forexample,itcanbeweldedwithsteelcasing),avoidsubsidenceandup-floatduringgrouting.4.2.5灌注水下混凝土G●水下混凝土質(zhì)量、操作及檢驗(yàn)標(biāo)準(zhǔn)應(yīng)符合驗(yàn)標(biāo)要求。水泥用量不宜少于350Kg/m3,當(dāng)摻用外加劑時可酌予減少,但不得少于300Kg/m3。水泥的初凝時間不少于2h。陷度18~22cm,骨料宜用河砂、卵石,粗骨料粒徑可采用1~4cm。Thestandardofunderwater-concretequality,groutingoperationandinspectionshallbeaccordwithcontractrequirement,thedosageofcementshallbe350Kg/m3atleast,300Kg/m3atleastwithmixing-additive,Thefirstcoagulate-timeofcementis2hoursatleast.Concavityofcementis18~22cm;gravelandscreeisusedascrushstone,anddiameterofcrushstoneis1~4cm.●柱樁在灌注水下混凝土前,應(yīng)射水(或射風(fēng))沖射孔底3~5min翻動沉淀物,立即灌注水下混凝土,射水(風(fēng))壓力應(yīng)比孔底水壓大0.05MPa。beforegroutingunderwater-cement,thesettlingshouldbeturnedoverfor3~5min(launchcurrentorairflow),andthenitshallgroutingunderwater-concreteatonce,thepressureoflaunchingcurrentmustbe0.05MPamorethantheoneatthebottomofhole.●灌注過程中應(yīng)設(shè)專人經(jīng)常測量導(dǎo)管埋入混凝土中深度(不得小于1m,并不宜大于3m)。灌注過程中如因?qū)Ч苈┧驌艹龌炷撩?,坍孔、機(jī)械故障、操作失誤或其它原因,造成斷樁事故,應(yīng)予重鉆或會同有關(guān)單位研究處理。Duringgrouting,itneedsthatsomebodysurveythedepthofpipewhichinsideconcrete(morethan1m,lessthan3m).iftheaccidentofintermittingpilehappenasaresultofpipe-leakageorpipecome-outfromconcrete,mechanicalfailure,mistakeofoperation,hole-collapseandotherreasonsduringgrouting,itshallbere-drilledortreatedwithrelativeunit.●水下混凝土灌注面應(yīng)高出樁頂設(shè)計高程以上1.0m左右,以便清除浮碴,確保樁身質(zhì)量。Thegroutingtopofunderwater-concretemust1.0mmoreorlessabovethetopofpileindesign.Cleantheunstableballasttomakesureofpilequality.●水下混凝土灌注時,必須堅持全程旁站,并督促施工單位做好詳細(xì)施工記錄。thewitnessshallbeheldallprocessofgroutingunderwater-concrete,andtheconstructionshallmakeadetailedreportforconstruction.4.2.6樁身質(zhì)量檢測樁的質(zhì)量檢測應(yīng)符合下列規(guī)定:Qualitycheckforpileshallaccordwithstandardlistbelow:●每根樁作混凝土檢查試件至少一組。onegroupoftest-pieceshallbecheckedatleastduringcheckingtheconcretequality.●結(jié)構(gòu)重要或地質(zhì)條件較差、樁長超過50m的樁或設(shè)計有要求者,可預(yù)埋3~4根超聲波檢測管對水下混凝土質(zhì)量做超聲波檢測。必要時可適當(dāng)加大檢測管直徑。threeorfourultrasonic-detector-pipecanbepre-buriedtocheckthequalityofunderwater-concreteifthestructureisimportantorgeologicalconditionisweak,thelengthofpilemorethan50moritisrequiredspeciallyindesign,thediameterofdetector-pipeshallbeincreasedsuitablewhenitneeds.●大橋、特大橋、地質(zhì)條件較差或有抗震要求者,應(yīng)對部分鉆孔樁進(jìn)行低應(yīng)變動測法檢測樁身混凝土質(zhì)量,并符合現(xiàn)行《鐵路工程基樁無損檢測規(guī)程》(TB10218)的規(guī)定。SomeprojectsshalluseDynamicCheckMethodtoensureconcretequalityofpilebody,suchasbridgeproject,superbridgeproject,projectwithpoorgeological-conditionortheaseismaticrequirement,thecheckshallaccordwith“RegulationsForCheckingPileFoundation”(TB10218).●對質(zhì)量有疑問的樁,應(yīng)鉆取樁身混凝土進(jìn)行檢測。Theconcreteshallbedrilledandtestedwhilepileshavepotential-trouble.●大橋和特大橋或結(jié)構(gòu)需要控制的柱樁的樁底沉渣厚度,按設(shè)計要求進(jìn)行鉆孔取樣檢測。thedepthofbottomballastshallbesampling-testinbridgeproject,superbridgeprojectandframe-controlpile.4.3鉆孔樁質(zhì)量檢驗(yàn)標(biāo)準(zhǔn)(如下表)Inspectionstandardforcast-in-placepilequality(Asfollows)鉆孔樁質(zhì)量檢驗(yàn)標(biāo)準(zhǔn)檢查項目質(zhì)量標(biāo)準(zhǔn)檢查規(guī)定備
