PURPOSE目的ThisProceduredescribeshowaquestionreceivedasRequestforInformation(RFI)fromContractorduringdesign,procurement,andconstructionistobecontrolled,respondedto,anddocumented.在設(shè)計(jì),采購(gòu)和施工階段,承包商將會(huì)提出一定的問(wèn)題并要求答案或資料;這個(gè)程序?qū)⒁訰FI(資料要求單)來(lái)處理。本程序旨在說(shuō)明如何控制,答復(fù)和存檔在設(shè)計(jì),采購(gòu)和施工階段從承包商收到的以RFI形式提出的問(wèn)題。2.0 SCOPE范圍ThisProcedureappliesspecificallytoquestionsassociatedwithengineeringdeliverablesprovidedinInvitationtoBid(ITB)PackagewhichbecomepartoftheContract.Itisintendedforquestionsondesignclarity,errors,omissions,orinconsistencies.本程序針對(duì)已用于成為合同一部分的招標(biāo)書(ITB)包中有關(guān)設(shè)計(jì)文件的問(wèn)題,是針對(duì)有關(guān)設(shè)計(jì)澄清、錯(cuò)誤、遺漏或含有矛盾點(diǎn)之類的問(wèn)題。ThisProcedureisforusebyCNOOCIntegratedManagementTeam(IPMT)anditsContractorsduringImplementationPhaseoftheCNOOCHuizhouRefineryProject.本程序?qū)镃NOOC一體化管理組(IPMT)及其承包商在CNOOC惠州***煉油項(xiàng)目實(shí)施期間使用。3.0 DEFINITIONSANDACRONYMSRESPONSIBILITIES責(zé)任ProjectManager(PM)–項(xiàng)目經(jīng)理(PM)–ResponsibleforimplementinganRFIprocedurewiththeContractorduringthedesign/procurementandconstructionstagesoftheproject.負(fù)責(zé)在項(xiàng)目設(shè)計(jì)/采購(gòu)和施工階段同承包商貫徹執(zhí)行RFI程序。ThePMwillreceivetheRFIfromtheContractorandisresponsiblefordeterminingwhetherornottheRFIrequiresinvolvementbyaLeadDisciplineEngineer(LDE).項(xiàng)目經(jīng)理應(yīng)接收承包商的RFI并負(fù)責(zé)決定是否需要某專業(yè)工程師主管(LDE)來(lái)處理該RFI。CoordinatesresolutionofRFIwiththerespectiveLDE(s).WhentheRFIinitiatesadesignchange,thePMisresponsibleforinitiatinganEngineeringChangeRequest(ECR)and/orTrend.同各專業(yè)工程師主管協(xié)調(diào)解決RFI。當(dāng)RFI牽涉設(shè)計(jì)變更時(shí),項(xiàng)目經(jīng)理應(yīng)負(fù)責(zé)按照業(yè)主《變更管理規(guī)定》的程序和要求進(jìn)行變更。LeadConstructionEngineer(LCE)–施工工程師主管(LCE)–ResponsibleforimplementinganRFIprocedurewiththeContractorunderthedirectionoftheConstructionManager(CM)whensitepresenceisestablished,i.e.Contractorhasmobilizedonsite,duringconstructionstageoftheproject.在現(xiàn)場(chǎng)(就是在項(xiàng)目施工階段承包商已進(jìn)入現(xiàn)場(chǎng)),在施工經(jīng)理(CM)的領(lǐng)導(dǎo)下,負(fù)責(zé)協(xié)調(diào)承包商貫徹執(zhí)行RFI程序。ResponsibleforcoordinatingthisprocedurewiththePMfortheContractandforinstructingtheContractortotransmititsRFIstotheassignedProjectCoordinator.負(fù)責(zé)同合同項(xiàng)目經(jīng)理協(xié)調(diào)本程序并指示承包商將其RFI傳給指定的項(xiàng)目協(xié)調(diào)員。EPCand/orEPContractor–isresponsibleforensuringthatthisRFIProcedureisfollowedduringContractor’speriodofperformance,andthatallofitsquestionsaresenttotheOwnerinaproperlycompletedRFIForm.EPC和/或EP承包商–負(fù)責(zé)確保承包商在施行期間遵照本RFI程序進(jìn)行,并確保所有問(wèn)題以正確填寫RFI表格的方式傳給業(yè)主。AssignedLeadDisciplineEngineer(LDE)-isresponsibleforprovidingtimely(lessthan6workingdaysfromdateofreceipt)andcompleteresponsetoeachRFIdirectedtohimbytheProjectCoordinatorforresolution.指定的專業(yè)工程師主管(LDE)–負(fù)責(zé)及時(shí)提供(從收到日起6個(gè)工作日內(nèi))并完成項(xiàng)目協(xié)調(diào)員指示他對(duì)每個(gè)RFI的答復(fù)。ProjectCoordinator-isresponsibleformaintaininganRFILogfortheEngineeringDepartment.TheRFIlogwillhavearecordofallRFIsissuedforeachContractandacross-referencetoissuedengineeringdocumentsthathavebeenclarifiedorslightlymodifiedbyanRFIresponse.項(xiàng)目協(xié)調(diào)員-負(fù)責(zé)維護(hù)設(shè)計(jì)部的RFI記錄表。RFI記錄表應(yīng)記錄每個(gè)合同發(fā)布的所有RFI,以及針對(duì)已澄清或稍加修改的設(shè)計(jì)文件的交叉參考目錄。DisciplineManager-isresponsibleforreviewingallcompletedRFIsandfordistributingtheinformationtoLDEsaslessons-learned,asappropriate.專業(yè)經(jīng)理-負(fù)責(zé)審核所有完成的RFI,并在適當(dāng)?shù)臅r(shí)候?qū)⒆鳛榻?jīng)驗(yàn)教訓(xùn)的資料發(fā)給專業(yè)工程師主管5.0 PROCEDURE程序Issuance發(fā)布TheContractorshallbeprovidedwithcopiesoftheRFIform(ExhibitB)bythePM(fordesignactivities)and/ortheLCE(forconstructionactivities).InstructionsshallbeprovidedtotheContractorregardingtheproceduresforpreparingandsubmittinganRFI.Asnecessary,theContractorshallcompleteandissueanRFItoeitherthePMduringdesign,orLCEduringconstruction.TheLCEmayalsoinitiateanRFIwhentheyanticipateaquestionfromtheContractor.項(xiàng)目經(jīng)理(設(shè)計(jì)工作)和/或施工工程師主管(施工工作)應(yīng)提供給承包商RFI表(附件B)副本。有關(guān)編制和提交RFI程序說(shuō)明應(yīng)提供給承包商。必要時(shí),承包商應(yīng)完成并在設(shè)計(jì)期間將RFI發(fā)給項(xiàng)目經(jīng)理,或在施工期間發(fā)給施工工程師主管。當(dāng)施工工程師主管預(yù)料到承包商的問(wèn)題時(shí),也可以啟用RFI。5.2 ReceiptandDistribution接收和發(fā)放UponreceiptoftheRFI,thePMorLCEshalldetermineifanRFIcanbeansweredwithoutassistance.Ifso,theanswerisprovidedandtheRFIreturnedtotheContractor,throughtheProjectCoordinator.IftheRFIisissuedtotheLCEduringconstructionandtheLCEcannotansweritwithoutassistance,hewillforwardtheRFItothePMforassistanceinresolvingthequestion.ThePM,ifnecessary,willforwardtheRFItotheProjectCoordinatorwhowillcontacttheassignedLDEtoprovideresolution.TheassignedLDEwillconsultotherLDEs,ifrequired,andthenreturntheresolvedRFItotheProjectCoordinatorfordistributionandnotationtoissuereviseddocument(s),ifrequired.收到RFI后,項(xiàng)目經(jīng)理或施工工程師主管應(yīng)決定是否可以答復(fù)RFI。如果可以答復(fù),應(yīng)經(jīng)過(guò)項(xiàng)目協(xié)調(diào)員給予答復(fù)并將RFI返還給承包商。若在施工期間,RFI發(fā)給了施工工程師主管,且施工工程師主管不能給予答復(fù),則他應(yīng)將RFI轉(zhuǎn)發(fā)給項(xiàng)目經(jīng)理協(xié)助解決問(wèn)題。如有必要,項(xiàng)目經(jīng)理應(yīng)將RFI轉(zhuǎn)發(fā)給項(xiàng)目協(xié)調(diào)員,由項(xiàng)目協(xié)調(diào)員聯(lián)系指定的專業(yè)工程師主管提供解決方案。如需要,指定的專業(yè)工程師主管應(yīng)與其他專業(yè)工程師主管商討,然后將已得到回答的RFI還回給項(xiàng)目協(xié)調(diào)員發(fā)放,如需要,作注釋說(shuō)明發(fā)布修改的文件。CopiesofallcompletedRFIs,asissuedtotheContractor,shallbedistributedtotheDisciplineManagerviatheProjectCoordinator.在發(fā)布所有完成的RFI副本給承包商時(shí),應(yīng)經(jīng)項(xiàng)目協(xié)調(diào)員分發(fā)給專業(yè)經(jīng)理。ControlofEngineeringResponse設(shè)計(jì)響應(yīng)控制TheProjectCoordinatorshallreceiveallRFIsforLDEactionandwilltracktheRFIresponse.HemustreceivecopiesofallRFIsissuedduringdesignorconstructionactivitiesandshallmaintainanRFIlogfortheEngineeringDepartmentforeachContract.TheProjectCoordinatorwillprovidemeasurementdatatotheDisciplineManagerwithdataonRFIresponseturnaroundsbyEngineering.Wherecorrectiveactionisrequired,theDisciplineManagershalltakeactiontoimproveresponsetime.項(xiàng)目協(xié)調(diào)員應(yīng)接收有關(guān)專業(yè)工程師主管采取措施的所有RFI,并跟蹤RFI的響應(yīng)情況。他必須接收在設(shè)計(jì)或施工期間發(fā)布的所有RFI副本,并維護(hù)好各合同的RFI記錄表。項(xiàng)目協(xié)調(diào)員應(yīng)向?qū)I(yè)經(jīng)理提供RFI的響應(yīng)情況,一旦需要,專業(yè)經(jīng)理應(yīng)采取措施縮短響應(yīng)時(shí)間。5.4 EngineeringChange設(shè)計(jì)變更TheSeniorEngineeringManagerwillprovideinternaldistributionofRFIstorespectiveLDEstoprovidefeedbackofquestionsraisedtowardstheirengineeringdeliverables.TheLDEsoftheaffectedengineeringdisciplines(otherthanthedisciplineoftherelatedengineeringdeliverables)shallalsobeconsultedtominimizetheconflictsduringtheconstructionstage.Wheneverthereisdoubtonthecomplianceofcodesandstandards,QA/QCManagershallalsobeconsultedinwriting.設(shè)計(jì)經(jīng)理應(yīng)將內(nèi)部分發(fā)的RFI提供給相關(guān)專業(yè)工程師主管,將提出的問(wèn)題反饋到設(shè)計(jì)文件中。還應(yīng)咨詢相關(guān)設(shè)計(jì)專業(yè)的專業(yè)工程師,以便能在施工期間將矛盾減少到最小化。當(dāng)不能確定是否符合規(guī)范和標(biāo)準(zhǔn)的時(shí)候,應(yīng)書面咨詢QA/QC經(jīng)理。ResponsestoRFIswhichareclarifications,orprovideinformationregardingomissions,orwhichcorrecterrorsareconsidered“in-scopework”.ResponsestoRFIswhichthecontractorclaimedtohavecostandscheduleimpactrequiresanOwner-approvedEngineeringChangeRequest(ECR)priortoContractor’simplementation.TheContractorisresponsibleforthepreparationoftheCRandthePMisresponsibleforapprovaloftheCR.TheLDEisresponsibleforassisting,asrequested,toensuresafety,andoperabilityoftheplantandfornotperforminganyengineeringworkuntiltheCRisproperlyapproved.對(duì)RFI的答復(fù)應(yīng)是澄清的,或提供有關(guān)遺漏的資料,或糾正被認(rèn)為是“工作范圍內(nèi)”的錯(cuò)誤。對(duì)RFI的答復(fù),承包商認(rèn)為有費(fèi)用和進(jìn)度計(jì)劃影響的,必須按照業(yè)主《變更管理規(guī)定》的程序要求開(kāi)展工作。5.5 EngineeringRFILogandFile設(shè)計(jì)RFI記錄表和文檔TheDisciplineManagershallreceivecopiesofallcompletedRFIsissuedforeachContractviatheProjectCoordinator.專業(yè)經(jīng)理應(yīng)接收由項(xiàng)目協(xié)調(diào)員發(fā)來(lái)的相關(guān)合同的RFI完成情況。TheProjectCoordinatorshallmaintainbothafileofcompletedRFIsandanRFILogtoserveasareferencefortheEngineeringDepartment.項(xiàng)目協(xié)調(diào)員應(yīng)維護(hù)好已響應(yīng)的RFI文件及其RFI記錄表,以作為設(shè)計(jì)部的參考文件。6.0
