Thereissimplynowaytorestonourpastachievements.Today’scompetitionrendersobsoletehugechunksofwhatweknowandwhatforcesustoinnovate.Foreachindividual.Severalcareerswillbecustomary,andcontinuingeducationandretrainingwillbeinescapable.Toattainthisextraordinarylevelofeducation,government,business,schools,andevenindividualswillturntotechnologyfortheanswer.
Inindustry,processingtheinformationanddesigningthechangesnecessarytokeepupwiththemarkethasmeantthegrowinguseofcomputers.Theschoolsarenowfollowingclosebehind.AlreadysomecollegesintheUnitedStatesarerequitingacomputerforeachstudent.Itisestimatedthat500,000computersarealreadyinuseinAmericanhighschoolsandelementaryschools.Althoughthereisanabysmallackofeducationalsoftware,thenumberofcomputersinschoolsexpandsrapidly.
ThecomputeristheProteusofmachines,asittakesonathousandformsandservesathousandfunctions.Butitstrulyrevolutionarycharactercanbeseeninitsinteractivepotential.Withadvancedcomputers,learningcanbeindividualizedandself-paced.Teacherscanbecomemoreproductiveandtheentirelearningenvironmentenriched.
Itisstrikinghowmuchcurrentteachingisaproductofpencilandpapertechnology.Withthecomputer’scapacityforsimulationanddiversekindsoffeedback,allsortsofnewpossibilitiesopenupfortheredesignofcurriculums.SeymourPapert,theinventorofthecomputerlanguageLOGO,believesthatconceptsinphysicsandadvancedmathematicscanbetaughtintheearlygradeswiththeuseofcomputers.Onevery-daylevel,word-processingsignificantlyimprovesthecapacityforwrittenexpression.Intermsofdrillandpractice,self-pacedcomputer-assistedinstructionenablesthestudenttoadvancerapidly—withoutbeinglimitedbytheconflictingneedsoftheentireclass.Inshort,oncewelearntousethisnewbrainoutsidethebrain,educationwillneverbethesame.Industry,facedwiththepressuresofarapidlyshiftingmarket,isalreadydesigningnewmethodstoretrainitsworkers,IntheUnitedStates,atechnologicaluniversityhasbeensetuptoteachengineeringcoursesbysatellite.Andtheadvancesintelecommunicationsandcomputationalpowerwilldramaticallyexpandtheopportunitiesfornationalandinternationaleffortsineducationandtraining.Withoutromanticizingthemachine,itisclearthatcomputersuniquelychangethepotentialforequippingtoday’scitizensforunprecedentedtasksofthefuture.ParticularlyinEuropeandtheUnitedStates,innovationwillbethebasisforcontinuedprosperity.Newcompetitorsareemergingtochallengetheoldeconomicarrangements.Howsuccessfullywerespondwilldependonhowmuchweinvestinpeopleandhowwiselyweemploythelearningtoolsofthenewtechnology.1.Whatisthedecisivefactorinfuturecompetitionbetweennations?A.Oil.
