ThisStandardwaspreparedbytheACIFWorkingCommittee

CECRP/WC4onDisabilityStandards.ItisoneofaseriesofTelecommunicationStandardsdevelopedundertheMemorandumofUnderstandingbetweentheAustralianCommunicationsAuthorityandtheAustralianCommunicationsIndustryForum.

ThisStandardistheresultofaconsensusamongrepresentativesontheACIFWorkingCommitteetoproduceitasanAustralianStandard.

TherequirementsinthisStandardareconsistentwiththeaimsofs380oftheTelecommunicationsAct1997.Specificallytheseaimsincludespecifyingtherequirementsforfeaturesoftheequipmentthataredesignedtocaterforanyorallofthespecialneedsofpersonswithadisability.

OneoftheobjectsoftheTelecommunications(ConsumerProtectionandServiceStandards)Act1999istoensurethatthestandardtelephoneservice,payphonesandothercarriageservicesofsocialimportancearereasonablyaccessibletoallpeopleinAustraliaonanequitablebasis,wherevertheyresideorcarryonbusiness.ThisStandardprovidesrequirementsandwhereappropriaterecommendsdesignfeatureswhichremovebarrierstoaccessforpeoplewithdisabilities.RegardmustbehadtothisStandardindeterminingcompliancewiththeDisability

DiscriminationAct1992.

ItshouldbenotedthatsomeCustomerEquipment(CE)mayrequiredemonstrationofcompliancewithrequirementsinotherStandards.

ApplicableelectricalsafetyStandardsandEMCStandardsmayapplyunderCommonwealthorStatelaws,orboth.

facilitiesavailabletothepersonaffectedbydisability;or

(b)inthetermsorconditionsonwhichthosegoods,servicesor

facilitiesaremadeavailabletothepersonaffectedbydisability;or

(c)inthemannerinwhichthegoods,servicesorfacilitiesaremadeavailabletothepersonaffectedbydisability.

IndeterminingwhetherapersonhasinfringedthisruleinrelationtothesupplyorprovisionoftelecommunicationsCustomerEquipment,regardmustbehadtowhethertheCustomerEquipmentcomplieswiththeACA’sdisabilitystandard.

TheDDAmakesitunlawfultodiscriminateonthegroundsofdisabilityinarangeofareasincludingtheprovisionofgoods,servicesandfacilities.TelecommunicationsiscoveredbytheseprovisionsoftheDDA.

ThisDisabilityStandardappliestocertainCustomerEquipment(CE)thatusesatelephonehandsetorakeypad,thatismanufacturedin,orimportedintoAustraliaforusewiththeStandardTelephoneService.ThisStandarddefinesthetechnicalrequirementsrelatingtothefeaturesoftheequipmentthatisdesignedtocaterforsomeofthespecialneedsofpersonswithdisabilities.

Note:Thisincludesfaxmachineswithahandsetandsystemintegral

equipment.

TherequirementsofClauses5.1.2and5.1.3shallapplytoCustomerEquipmenthandsetreceiversotherthanthefollowing:(a)Cellularmobiletelephones.

(b)Cordlesstelephonesthatusetransmissiontechnologythatprevents

effectivecouplingtohearingaidsduetoelectromagneticinterference.

FrequencyResponse

ThefrequencyresponseofthemagneticfieldradiatedbythehandsetreceiversshallcomplywiththelimitsshowninFigure3/P.370ofITU-TRec.P.370[4].

Magneticfieldstrength

Toenablecouplingtohearingaids,themagneticfieldstrengthradiatedfromthehandsetreceiversshallbebetween–17dBand–34dBrelativeto1A/mat1kHz,untilthefollowingnewrequirementstakeeffectonthedatesspecified:

(a)From1July2003,magneticfieldstrengthradiatedfromallhandset

receivers,thatarenotpartofSystemIntegralEquipmentandwhichwerefirstmanufacturedin,orfirstimportedintoAustraliaafter1September2001,shallbebetween–17dBand–30dBrelativeto1A/mat1kHz.

(b)From1March2005,magneticfieldstrengthradiatedfromall

handsetreceivers,thatarenotpartofSystemIntegralEquipmentandwhichwerefirstmanufacturedin,orfirstimportedintoAustraliabefore1September2001,shallbebetween–17dBand–30dBrelativeto1A/mat1kHz.

Note1:From1March2007,magneticfieldstrengthradiatedfromhandsetreceivers,thatarepartofSystemIntegralEquipmentshouldbebetween–17dBand–30dBrelativeto1A/mat1kHztoenablecouplingtohearingaids.

Note2:Thechangesstipulatedinitems(a)and(b)aretoprovideforbettercouplingofhandsetreceiverswithhearingaids.EarliercomplianceofCEwiththenewspecificationspriortotherequireddatesisrecommended.

CompliancewithClause5.1shallbecheckedbyusingthemethoddescribedinClause6.3.1.

5.2Tactileindicatorsonkeypads

5.2.1TherequirementsofClause5.2shallonlyapplytoCEwithakeypad,thathaskeysthatcanbedifferentiatedbytouch,wherethekeypadhastheprimaryfunctionofdiallingforthepurposesofcallset-upfortheStandardTelephoneService.

5.2.2CEmanufacturedin,orimportedinto,Australiapriorto1July2003areexemptfromtherequirementsofthoseClauses.

From1July2003,allcellularmobiletelephonesandcordlesstelephonesshallhavearaisedpipasatactileindicationonorinthevicinityofthekeyassociatedwithdigit‘5’onthekeypad.

ThepipspecifiedinClause5.2.3andClause5.2.4shallbeatleast0.4mmabovethefaceofthekey.

Note:Thisdoesnotpreventotheradditionalindicatorstobelocatedinthe

vicinityofthekeyassociatedwiththedigit'5'.

CompliancewithallrequirementsapplicabletotheCEasspecifiedintherequirementsclausesistobeverified.

MethodsfordemonstratingcomplianceofCEwithrequirementclausesspecifiedinthisDisabilityStandardaredescribedinClauses6.2to6.3.

Standardtestconditions

TestingforcompliancewiththisStandardshallbeconductedatthenominalsupplyvoltageoftheCEandwithinthefollowingrangesofatmosphericconditions:

(a)Anambienttemperatureintherangeof15°Cto25°Cinclusive.(b)Arelativehumidityintherangeof30%to75%inclusive.(c)Anairpressureintherangeof86kPato106kPainclusive.Whereelementsinatestcircuitarevariable,thetestshallbecarriedoutovertheindicatedrangeforthatelement.

Theaccuracylevelofallmeasurementsshallbebetterthan±2%forvoltageandcurrent,±0.25%forfrequencyand±0.5%fortime.Allcomponentvaluesinthetestconfigurationshallhaveatoleranceof—

(a)±1%forresistance;

(b)±1%forcapacitance;and

(c)–0%,+25%forinductors.

Theprevailingconditionsshallberecordedforeachtest.

Hearingaidcouplingtest

MagneticfieldstrengthshallbemeasuredinaccordancewiththeproceduresdescribedinSections4.1and4.2ofITU
