摘要:

林業(yè)作為我國國民經(jīng)濟(jì)和社會(huì)發(fā)展的重要產(chǎn)業(yè)之一,早已成為以林業(yè)資源為基礎(chǔ)的多種產(chǎn)業(yè)和社會(huì)事業(yè)的支撐。由于省域林業(yè)系統(tǒng)資源配置存在著很多的非線性和時(shí)滯特性,使得優(yōu)化配置變得十分復(fù)雜和困難。本文基于時(shí)滯網(wǎng)絡(luò)DEA(Dataenvelopmentanalysis)模型,以我國典型省域林業(yè)系統(tǒng)為例,從經(jīng)濟(jì)、社會(huì)、生態(tài)等多個(gè)方面出發(fā),探究如何實(shí)現(xiàn)省域林業(yè)系統(tǒng)資源的優(yōu)化配置。首先提出了時(shí)滯網(wǎng)絡(luò)DEA模型的基本原理,在此基礎(chǔ)上對模型進(jìn)行了改進(jìn),建立了基于量化和非量化指標(biāo)的林業(yè)系統(tǒng)資源配置模型。通過模型求解,得到了典型省域林業(yè)系統(tǒng)的資源配置效率和效益指標(biāo),分析了優(yōu)化配置后的影響和實(shí)質(zhì)意義。最后,進(jìn)一步探討了優(yōu)化配置實(shí)踐中面臨的挑戰(zhàn)和研究方向,為推動(dòng)省域林業(yè)系統(tǒng)的可持續(xù)發(fā)展提供了參考和借鑒。

Abstract:

AsoneoftheimportantindustriessupportingthenationaleconomyandsocialdevelopmentinChina,forestryhasbecomethebackboneofvariousindustriesandsocialundertakingsbasedonforestryresources.Duetothenonlinearityandtimelagcharacteristicsexistedintheresourceallocationofprovincialforestrysystems,ithasbecomecomplicatedanddifficulttooptimizetheallocation.Basedonthetime-delayednetworkDEA(Dataenvelopmentanalysis)model,takingthetypicalprovincialforestrysysteminChinaasanexample,thisstudyexploreshowtoachievetheoptimizationofresourceallocationinprovincialforestrysystemfromeconomic,social,ecologicalandotheraspects.First,thebasicprinciplesofthetime-delayednetworkDEAmodelareproposed.Onthisbasis,themodelisimproved,andaquantitativeandnon-quantitativeindicator-basedforestrysystemresourceallocationmodelisestablished.Bysolvingthemodel,theresourceallocationefficiencyandbenefitindicatorsofthetypicalprovincialforestrysystemareobtained,andtheimpactandpracticalsignificanceoftheoptimizedallocationareanalyzed.Finally,thechallengesandresearchdirectionsfacedinthepracticeofoptimizedallocationarefurtherdiscussed,providingreferencesandreferencesforpromotingthesustainabledevelopmentofprovincialforestrysystems.
