新公共服務(wù)理論視角下S市老年人“數(shù)字鴻溝”問(wèn)題研究摘要:

本文以新公共服務(wù)理論為視角,研究了S市老年人“數(shù)字鴻溝”問(wèn)題。通過(guò)深入調(diào)研和數(shù)據(jù)分析,得出以下結(jié)論:

首先,老年人中存在數(shù)字技能差異,部分老年人缺乏數(shù)字技能,難以使用互聯(lián)網(wǎng)及相關(guān)技術(shù),造成了數(shù)字鴻溝現(xiàn)象。

其次,政府承擔(dān)賦予老年人數(shù)字技能的責(zé)任。但是,目前政府在老年人數(shù)字化服務(wù)方面的投入不足,缺乏有效的政策和措施,無(wú)法解決老年人數(shù)字鴻溝問(wèn)題。

此外,社區(qū)組織、志愿者以及親友間提供的服務(wù)能夠?qū)夏耆司徑鈹?shù)字鴻溝產(chǎn)生積極影響。

最后,本文提出建立政府、社區(qū)、非營(yíng)利組織與企業(yè)四方合作的數(shù)字服務(wù)中心,并加強(qiáng)對(duì)老年人數(shù)字技能教育的推廣,來(lái)緩解老年人數(shù)字鴻溝問(wèn)題。

Abstract:

Thispaperstudiesthe"digitaldivide"problemofelderlypeopleinScityfromtheperspectiveofthenewpublicservicetheory.Throughin-depthinvestigationanddataanalysis,thefollowingconclusionsaredrawn:

Firstly,therearedifferencesindigitalskillsamongelderlypeople,andsomeelderlypeoplelackdigitalskills,makingitdifficulttousetheInternetandrelatedtechnologies,leadingtothephenomenonofdigitaldivide.

Secondly,thegovernmentbearstheresponsibilityofgivingelderlypeopledigitalskills.However,atpresent,thegovernment'sinvestmentindigitalservicesfortheelderlyisinsufficient,andthereisalackofeffectivepoliciesandmeasurestosolvetheproblemofelderlydigitaldivide.

Inaddition,servicesprovidedbycommunityorganizations,volunteers,andfriendsandfamilycanhaveapositiveimpactonelderlypeopleinalleviatingthedigitaldivide.

Finally,thispaperproposestoestablishadigitalservicecenter,whichisapartnershipbetweenthegovernment,community,non-profitorganizations,andenterprises.Thepromotionofdigitalskillseducationfortheelderlyshouldalsobestrengthenedtoalleviatetheproblemofelderlydigitaldivide.

Public-privatepartnershipsareanothercriticalcomponentofeffortstobridgethedigitaldivide.Bypartneringwithprivatesectorcompanies,governmentscanleverageresourcestoexpandbroadbandaccessanddevelopinnovativesolutionstoaddressthechallengesofdigitalinclusion.Suchcollaborationscanalsosupportthedevelopmentofnewtechnologiesandbusinessmodelsthatcanhelptoincreaseaccesstodigitalservicesandtools.
