inthe'99fortuneglobalforum,whichissponsoredbytime-warnergroupinc.thisforum'sthemeis"china:thenext50years."chinaisalargedevelopingsocialistcountry,anditsfuturedevelopmentwillnotonlydirectlyaffectthefutureofthechinesepeople,butwillalsohaveimportantimpactonthedevelopmentandprogressofasiaandtheworld.overthepasthundred-oddyears,thechinesepeoplehavegonethroughstormandstress,andinthecourseof vigorous struggle they have acplished a greathistorictransformation.newchina's50yearsofdevelopmenthaveresultedinacplishmentsthathaveastonishedtheworld.onlysixyearsago,inthislujiazuidistrictofshanghai'spudongarea,wherewearegatheredthisevening,therewereonlyrun-downhousesandfarms.nowitisavibrantmodernfinancialandbusinesszone,fullofhighrisebuildings.overfiftyyearsago,iwasinshanghaiattendinguniversity.atthattime,ihadadeepsenseofthepoverty,backwardnessandfeeblenessoftheoldchina.itwasthenthatidecidedtodevotemyselftothenobletaskofbuildinganindependent,free,democratic,unified,richandpowerfulnewchina,andihavebeenstrugglingforthattothisveryday.fourteenyearsago,ibecamemayorofshanghaiandexperiencedtheprocessofreform,opening-upandmodernizationinthis,china'sbiggestcity.i'hefirrst50yearsofthe20thcentury,thechinesepeoplemadeunflaggingeffortstochangethetragicfatethathadbeentheirseversincetheopiumwar.afterarduousandvaliantstruggle,theyfinallyendedtheirsemi-colonialandsemi-feudalhistory,wonindependenceforthenationandfreedomforthepeople,andfoundedthepeople'helatterhalfofthe20thcentury,relyingontheirownefforts,thechinesepeoplewentallouttomaketheircountrystrong,andbegansocialistconstruction.onthepooranddeprivedfoundationofoldchina,theybuiltarelativelypleteindustrialstructureandnationaleconomicframework,raisingthelevelsoftheirculturalandmateriallivessignificantly.chinastartedmarchingforwardsteadilytowardprosperity.now,thechinesepeopleareconfidentlytakingtheroadtothefuture,theroadofsocialismwithchinesecharacteristicspioneeredbyradedengxiaoping.thesehistoricinitiativesofthechinesepeoplehavefundamentallytransformedthetragicfateofmodernchina,andtheyarealsogreatcontributionsmadebythechinesepeopletothecauseofhumanprogress.atthismomentintime,whenweareabouttostepintothe21stcenturyandlookaheadattheprospectsforthenext50years,wearefilledwithconfidence.thechinesepeoplewillfirmlyandunswervinglyfollowthepathofreformandopening-up.ourgoalistorealizemodernizationbythemiddleoftheingcentury,tomakeourcountryawealthy,strong,democraticandcivilizedmodernsocialistcountry,andtoachievethegreatrevivalofthechinesenation.here,iwouldliketospeaktoyouaboutsomebasicvaluesofthechinesepeople.withoutanunderstandingofthese,itisdifficulttomakesenseofpresentandfutureeventsinchina.thechinesepeoplehavealwaysrespectedthedignityandworthofhumanbeings.themunistpartyofchinaledthepeopleinrevolution,constructionandreformfortheverypurposeofrealizingfreedom,democracyandhumanrightsforallthepeopleofchina.thegreatvitalitydisplayednowadaysinchinavividlydemonstratesthetremendousspacethatthechinesepeoplehavetofreelyanddemocraticallyexercisetheircreativity.chinahasapopulationofoverbillion,butitssocialproductionisstillnotwelldeveloped,andwemustfirstandforemostsafeguardthepeople'srightstosurvivalanddevelopment;otherwisewecannotevenbegintotalkaboutotherrights.thefactthatchinahasassuredtherightstosurvivalanddevelopmentofoverbillionpeopleisamajorcontributiontothecauseoftheprogressofhumanrightsallovertheworld.thechinesepeopleadvocatethecloseinterlinkingofcollectivehumanrightswithindividualhumanrights,ofeconomic,socialandculturalrightswithcitizens'politicalrights.thisistheroadwemusttakeforthecauseofpromotinghumanrightsinlightofchina'snationalconditions.thechinesepeoplehavealwaysinsistedonindependence.theycherishtherightsofindependencethattheyhavewonoveralongperiodofstruggle,andtheyresolutelyupholdtherightofallpeopletoenjoytheserights.wealsobelievethateverycountryhastherighttochoosethesocialsystem,ideology,economicsystemandpathofdevelopmentthatsuititsnationalconditions.countrieswithdifferentsocialsystemsshouldrespecteachother'ssovereigntyandterritorialintegrity;theyshouldtreateachotherasequalsandcoexistpeacefully.weopposeanyeffortsbyanycountrytoimposeitsownsocialsystemandideologyonanothercountry.thechinesepeoplehavealwayslovedfreedomandpeace.thechinesepeoplehavesufferedgreatlyfromwarsandinvasionsinmoderntimes,andtheyfeeldeeplyhowpreciouspeaceis.asitengagesinmodernization,chinaneedsapeacefulinternationalenvironment.wehopethatallpeoplewillbeabletoliveinaworldwithoutwarandwithoutviolence.chinacarriesoutaforeignpolicywithpeaceasitsgoal,andresolutelyopposesanyactsthatendangerworldpeace.china'sdevelopmentdoesnotposeathreattoanyone,instead,itwillonlyhelptoadvanceworldpeace,stability anddevelopment.itisthechinesepeople'ssolemnpromisetotheworldnevertoseekhegemony.the chinese people havealwaysprizednationalunity.tosafeguardtheunityofthemotherlandisthefirmaspirationoftheentirechinesepeople.hongkonghasalreadyreturnedtothemotherland;macaowillreturnondecember20thisyear.itiscertainthatthetaiwanquestionwilleventuallyberesolved.nocountrywillallowitsownterritorytobesplitoff,norwillitallowanyforeignforcetocreateorsupportsuchasplit.ourguidelineforsolvingthetaiwanquestionis"peacefulreunificationandonecountry,twosystems."inresolvingthetaiwanquestion,wewillnotundertaketorenouncetheuseofforcepreciselyforthepurposeofbringingaboutapeacefulresolutionofthetaiwanquestion.thechinesepeoplehaveboththedeterminationandabilitytoachievethepletereunificationoftheirmotherland.theseriesofrecentsevereearthquakesthatoccurredintheregionoftaiwanweightheavilyontheheartofeveryoneinchina.iwouldliketotakethisopportunitytoagainexpressprofoundcondolencestoourpatriotsintaiwanwhohavesufferedfromtheearthquakes.theworldisacolorfulandvariedone.thepeopleofeachcountryfollowthepathofdevelopmenttheyhavechosenforthemselvesandpursuetheirownideals.thisisaniinevitabledemandandbasiccriterionfortheprogressofhumancivilizationandworlddemocracy.itisthereforeanunstoppabletideofhistory.webelievethatthedifferentsocialsystemsthatexistintheworldandthedissimilaritiesinpoliticalbeliefsshouldnotbeusedasobstaclestothevariouskindsofnormaleconomicandtechnologicalcooperationandexchange.allyoubusinessleaderstonightareoutstandingachieversinyourrespectivefields.youhaveawealthofsuccessfulexperiencesandstrategicvision.setyoureyesonchina.chinawelesyou.china'smodernizationneedsyourparticipation,andchina'seconomicdevelopmentwillalsoofferyoutremendousopportunities.ihopethatchineseenterpriseswilllearnfromtheadvancedexperiencesofforeignenterprises.theymustgooutandtemperthemselvesinthewindsandstormsofeconomicglobalization,andbuilduptheirownpetitiveness.thechinesegovernmentwilloffergoodtermstoandcreateabetterenvironmentforforeignenterprisesinvestinghere.china'sdevelopmentandthatofothercountries,thedevelopmentofthesouthandthatofthenorthintheworldareallinterlinkedandplementary.theyshouldstepupexchangesandcooperationonthe
