ingtointernationalstudents.MostAmericansrecognizethatuniversitiescontributetothenation’swell-beingthroughtheirscientificresearch,butmanyfearthatforeignstudentsthreatenAmericancompetitivenessbytakingtheirknowledgeandskillsbackhome.TheyfailtograspthatingforeignstudentstotheUnitedStateshastwoimportantpositiveeffects:first,theverybestofthemstayintheStatesand—likeimmigrantsthroughouthistory—strengthenthenation;andsecond,foreignstudentswhostudyintheUnitedStates ambassadorsformanyofitsmostcherished(珍視)valueswhentheyreturnhome.Oratleasttheyunderstandthembetter.InAmericaaselsewhere,fewinstrumentsofforeignareaseffectiveinpromotingpeaceandstabilityas
