Butwhatdecision,andwhataction?InthedebateabouthowtorespondtoIran,twoopposingcampshaveemerged:OnewantstogiveintoIran;theotherwantstobombit.Botharewrong.

Inthefirstcamparethose—mostlyinEurope,butalsoinmanyotherpartsoftheworld—whoacceptTehran'sargumentthatithasarighttodevelopnucleartechnologyforpeacefulpurposes.AndwhiletheywouldopposeanIranianbomb,theyarguethatthereislittlewecandotopreventadeterminedIranfrombuildingoneeventuallyandthat,inanycase,anuclear-armedIrancanbecontained.Itwouldbedifficulttogetinternationalsupportforeconomicsanctions,theysay,andevenifRussiaandChinaweresomehowtoagreetothem,sanctionswouldfailtochangepolicy—asinIraq,NorthKoreaandCuba.

Thisviewisentirelytoocomplacent.It'sadelusiontobelievethatIran'sprogramisforcivilianpurposesonlyandthatallowingIrantomasternuclearenrichmentisthereforenobigdeal.GivenIran'slongtrackrecordofhidingandlyingaboutimportantaspectsofitsnuclearprogram,allowingittodevelopenrichmentandreprocessingcapabilities—evenunderaninternationalinspectionregime—wouldremovethemostimportanttechnicalbarriertoitsacquiringnuclearweaponsandleavethedecisionofgoingnuclearentirelyinthehandsofAhmadinejad'sradicalIslamistgovernment.Thatisanunacceptablerisk.

ThedangersofanIranianbombareclear.Others—SaudiArabia,Egypt,Turkey—couldfollowsuit,bothinordertodeterTehranandinthewell-warrantedbeliefthataworldthatallowedIrantobuildabombwouldsurelyallowthemtodosoaswell.Thiswouldbeafatalblowtothealreadyshakynuclearnonproliferationregime,whichfornearly40yearshashelpedconvincecountriesasdiverseasSweden,SouthKorea,BrazilandUkrainethatthecostsofacquiringnuclearweaponsfaroutweighthebenefits.Moreover,anuclear-armedIranwouldrepresentamajorthreattoregionalandglobalsecurity.ItcoulddetertheUnitedStatesandothersfromrespondingtoIranianaggressionortoTehran'ssupportforterrorismintheMiddleEastandbeyond.AndgiventhemessianicstreakofTehran'scurrentleaders,dowereallywanttoruntheriskofthempassingnuclearmaterialsorevenaweaponontoalQaeda(基地組織)?
