GenevaCentreforSecuritySectorGovernanceCybersecurityCapacityBuildingandDonorCoordinationintheWesternBalkansFabioBarbero,EUISSNilsBerglund,EUISSAboutDCAFDCAF–GenevaCentreforSecuritySectorGovernanceisdedicatedtoimprovingthese-curityofstatesandtheirpeoplewithinaframeworkofdemocraticgovernance,theruleoflaw,respectforhumanrights,andgenderequality.Sinceitsfoundingin2000,DCAFhascontributedtomakingpeaceanddevelopmentmoresustainablebyassistingpartnerstates,andinternationalactorssupportingthesestates,toimprovethegovernanceoftheirsecuritysectorthroughinclusiveandparticipatoryreforms.Itcreatesinnovativeknowledgeprod-ucts,promotesnormsandgoodpractices,provideslegalandpolicyadviceandsupportscapacity-buildingofbothstateandnon-statesecuritysectorstakeholders.DCAF’sFoundationCounciliscomprisedofrepresentativesofabout60memberstatesandtheCantonofGeneva.Activeinover80countries,DCAFisinternationallyrecognizedasoneoftheworld’sleadingcentresofexcellenceforsecuritysectorgovernance(SSG)andsecuritysectorreform(SSR).DCAFisguidedbytheprinciplesofneutrality,impartiality,lo-calownership,inclusiveparticipation,andgenderequality.Formoreinformationvisitwww.dcaf.chandfollowusonTwitter@DCAF_Geneva.DCAF-GenevaCentreforSecuritySectorGovernanceMaisondelaPaixCheminEugène-Rigot2ECH-1202Geneva,SwitzerlandTel:+41227309400info@dcaf.chwww.dcaf.chTwitter@DCAF_Geneva2CybersecurityCapacityBuildingandDonorCoordinationintheWesternBalkansContentsEXECUTIVESUMMARY3INTRODUCTION3PARALLELCAPACITYUNIVERSESINTHEWESTERNBALKANS6THEEUROPEANUNION6THEUNITEDKINGDOM8THEUNITEDSTATES9THEOSCE10THEWORLDBANK10THEUNITEDNATIONS11ENHANCINGCOORDINATIONTHROUGHCAPACITYBUILDINGPRACTICES12LOOKINGAHEAD143EXECUTIVESUMMARYContinuedinterestandinvestmentincybersecuritycapacitybuildingintheregionclearlyindicatesthattheWesternBalkansremainsastrategicallyimportantregionforanumberofinternationalactors.Systematic,coordination-by-designmethodologiesandbestpracticesamongdonorsthatutilisewhole-of-societyandmulti-stakeholderapproachescanimprovethelegitimacy,ownershipandsustainabilityofoutcomesinthecontextofpersistentchal-lengestohumancapacity,politicalwill,andresourcescarcity.Furthermore,tobetterde?netherolesofdi?erentcapacitybuildingactors,helpidentifyopportunitiesforstrategicpart-nerships,andclarifydonor-recipientrelationships,donorsshouldseektostrengthenthelinksbetweenpolicyobjectivesandstrategiesforcapacitybuildinginterventions.Astheinterwoventhreatsandopportunitiesofcybersecurityanddigitaldevelopmentgrowmorecomplex,andgeopoliticaltensionsrise,bothdonorsandrecipientsshouldlooktowardsamoreholisticunderstandingofcapacitybuildingintheWesternBalkansthatalsoenablesmeaningfulinternationalengagementonthepeaceandsecurityofcyberspace.INTRODUCTIONCyberspaceisatheatrewherestatescooperateandcompeteovertheirinterestsandval-uesacrossalldomains:security,diplomacy,criminaljusticeanddevelopment.Digitaltrans-formation–withubiquitousaccesstotheinternetatitscore–hasbecomeoneofthekeydriversforeconomicgrowthandsocietalchanges.Itisnotsurprising,therefore,thatcyber-securityandresiliencehavebecomeanimportanttargetfordomesticreformsandanas-pectforstrengtheninginternationalcooperation.However,notallstateshavetheresourcesandexpertiserequiredtopursuethoseobjectivesinastructuredandsustainablemanner.AstheCybersecurityCapacityMaturityModel(CMM)ReviewReportsfortheWesternBal-kanscountriesshow,cybermaturityintheregionrangesfromstart-uptoformativelevels,1scoringdi?erentlydependingoncountriesandacrossdimensions(Fig.1).Despiteremark-ableexceptions,severalstatesstilllacko?cialcybersecuritydocumentsdetailinghowtoestablishcoordinationbetweenkeycybersecuritygovernmentalandnon-governmentalac-torsorlackanoverarchingnationalcybersecuritystrategy.Severalemergencyresponseteamsexistintheregion,howeverthedegreeofgovernment-ledcoordinationatthena-tionallevelvariesfromcountrytocountry,togetherwithCERT’sa?liationtointernationalconsortiumssuchasFIRST.Relevantdi?erenceexistswithregardstotheexistenceof2formalcategorisationofcriticalinfrastructureandrelatedlegislation.Nationalcybercrimelegislationexistsinmostcountriesintheregion,butchallengesinthee?ectiveprosecutionofcybercriminalsandinthealignmentoflawswithregionallegalinstrumentssuchastheCouncilofEurope’sConventiononCybercrimeremain.Di?erentlevelsofawarenessex-istaroundtheprotectionofpersonalinformationandthesecurityofpersonaldata,withagrowing–butstillinsu?cient–cybersecuritycultureamongcitizens,whichvariesgreatlydependingoninternetpenetration,theuptakeofe-commerceande-governmentinthena-tionaleconomy,andtheavailabilityofcybersecurityeducationinnationalcurricula.1CMMreviewshavebeenconductedforallWBcountries.AllexceptMontenegropublishedtheirCMMreviews,whichareaccessiblehere:https://gcscc.ox.ac.uk/cmm-reviewsThegraphicbelowwascompiledbytheauthorsbasedonpubliclyavailableCMMreviews:EachoftheCMMstagesofcybermaturity,i.e.start-up,formative,established,strategic,anddynamicwasassignedascorefrom1(start-up)to5(dynamic).Ascoreforeachdimensionwascalculatedbasedontheaveragescoreofeachfactorwithinsaiddimension.2Attimeofwriting,onlySerbiaandMontenegroaremembersofForumofIncidentResponseandSecurityTeams(FIRST).https://www.?/members/map4CybersecurityCapacityBuildingandDonorCoordinationintheWesternBalkansTheneedtoclosethegapbetweenthosemostandleastadvancedaswellastocontinueadvancingthegloballevelsof‘cyberreadiness’againstthebackgroundofevolvingcyberthreatsanddigitalrisksiswhathasattractedeverybody’sattentiontotheexistingmecha-nismssuchastechnicalcooperationandcapacitybuilding/development.Cybercapacitybuilding(CCB)canbebroadlyde?nedasthedevelopmentandreinforce-mentofprocesses,competences,resourcesandagreementsaimedatstrengtheningna-tionalcapabilities,atdevelopingcollectivecapabilitiesandatfacilitatinginternationalco-operationandpartnershipsinordertoresponde?ectivelytothecyber-relatedchallengesofthedigitalage.TheseCCBactivitiescancontributetopreventingcyber-relatedrisks,toprotectingcitizens,infrastructuresandprocesses,tothepursuitofcriminalactsincyber-spaceandtotheresponsetomaliciouscyberevents.3Amidanevolvingthreatlandscapeandanupsurgeininvestment,theWesternBalkanshaveseenaproliferationincyberCCBactivitiescarriedoutbybothnationalandinterna-tionalactors.Despitetheexistinggaps,progressintheunderstandingoftheimportanceofbuildingadequatecapacitieshasincreasedintheregion,allowingWesternBalkansnationstobecomeplayersandpartnersasopposedtomererecipients.Giventheincreasingnumberofstakeholdersinvolvedinthe?eldglobally,the2018‘CouncilConclusionsonEUExternalCyberCapacityBuildingGuidelines’recognisedthatsucha4proliferation,“createsopportunitiesforsynergiesandburden-sharingbutalsoposeschal-lengesintermsofcoordinationandcoherence.”Assuch,itcalledupontheEUanditsMemberStates“tocontinuouslyengagewithkeyinternationalandregionalpartnersand34PawlakP.(2018)(ed.),“OperationalGuidancefortheEU’sInternationalCooperationonCyberCapacityBuilding”.Availableat:https://www.iss.europa.eu/content/operational-guidance-eu%E2%80%99s-interna-tional-cooperation-cyber-capacity-building.SeealsotheDelhiCommuniquéonaGFCEGlobalAgendaforCyberCapacityBuilding(2017)at:/wp-content/uploads/2020/04/DelhiCommunique.pdfCounciloftheEuropeanUnion(2018),EUExternalCyberCapacityBuildingGuidelines,CouncilConclu-sions(26June2018).Availableat:https://data.consilium.europa.eu/doc/document/ST-10496-2018-INIT/en/pdf5organisationsaswellaswithcivilsociety,academiaandtheprivatesectorinthis?eldwiththeaimofavoidingduplicationofe?ortgiventhelimitedresources.”TheCOVID-19pandemichasbroughtnewchallengestoCCBactivitiesintheregion.Aspolicymakersfacethehealthcrisesanditssocialandeconomicimpacts,morecompetingprioritieslimitthe?nancial,humanandtimecapacitiesthatcanbedevotedtocybercapac-itybuilding.Fordonorsandimplementors,shiftingpoliticalprioritiesmaymaketherecep-tionofCCBactivitiesmorechallenging,whilethebroadeningofthesurfaceattackduetoCOVID-19-comprisingforexamplehospitalsandthehealthsupplychain-bringsforwardnewareasforcapacitybuilding.Ontheotherhand,thepandemicmakescoordinationevenmoreimportantasitallowsformoree?cientallocationofresources.Yet,intheabsenceofvenuesforphysicalmeetingsandvenuesfornetworking,coordinationbetweendonorsandimplementorshasbeendisruptedtoagreatextent.Inthiscontext,ourdiscussionpaperexploreshowcybercapacitybuildingactorsandini-tiativesintheWesternBalkanscouldbebettercoordinated,whileconsideringthebarrierstoreachingcybermaturityintheregion.Firstly,weo?eranon-exhaustiveoverviewofproj-ects,donors,andimplementorsactiveintheWesternBalkans,basedondeskresearchandaseriesofinterviewswithrelevantstakeholders.Secondly,thepaperwillexplorebestpracticesoncoordinationthroughtheframeworkoftheOperationalGuidancefortheEU’sInternationalCooperationonCyberCapacityBuilding.Lastly,basedontheabove,some5conclusionsandbroadrecommendationsareproposed,withaneyetofutureCCBinvest-ment.PARALLELCAPACITYUNIVERSESINTHEWESTERNBALKANSCybercapacitybuildingisinexorablylinkedtoongoinginternationaldebatesaboutthepeaceandstabilityofcyberspace.Asaprocessfocusedonhumanresourcesdevelop-6ment,organisationalarrangementsandlegalandinstitutionalframeworks,CCBactivitiescangenerallybeunderstoodaspromotinganimplicitorexplicitsetofpoliticalandsocialar-rangementsthatre?ectthevaluesandprioritiesofagivendonor.Whilesuchprojectsbuildcapacitybystrengtheninginfrastructureandskills,theyfunctionasdiplomaticmechanismsforaligningpositionsoncyber-relatedissues.Ratherthanpurelytechnocraticendeavours7forsocioeconomicdevelopment,then,capacitybuildinginitiativesimplementedbyinter-nationalactorsarealsoaformofpoliticalinstrument,orientedaroundtheadvancementofforeignpolicyinterests.Assuch,di?erentactorsengageintheWesternBalkanswithpar-ticularstrategicprioritiesandpolicyobjectives,thattendtoshapethenatureoftheircybercapacitybuildinginterventions.THEEUROPEANUNIONTheEUcybersecuritystrategypublishedinDecember2020expresslystatedthat“EUcybercapacitybuildingshouldcontinuetofocusontheWesternBalkansandintheEU’sneigh-bourhood[...]TheEUe?ortsshouldsupportthedevelopmentoflegislationandpoliciesofpartnercountriesinlinewithrelevantEUcyberdiplomacypoli
