Ⅰ.FisrtMilanConferenceofIEC/TC111

－－2005年3月21日至3月25日

針對IEC/TC111此次會議,我方提出6份具體提案：--March21through25,2005:ForthisconferenceofIEC/TC111,wehavemadesixdetailedproposals：1）針對TC111的工作范圍，我們提出：標準起草組成員應有廣泛的代表性，必須保證發(fā)展中國家代表的參與；電子電氣產品中限制物質的使用及環(huán)境意識設計也應給廣大發(fā)展中國家留出過渡期，發(fā)達國家應向發(fā)展中國家提供技術和資金支持。（針對TC111整體）1）AsfortheworkscopeofTC111,weproposethat:Themembersofthedrawing-upgroupshouldbewidelyrepresentative,itshouldensurethattherepresentativesofdevelopingcountriesattendtheconference；periodoftransitionshouldbeleftintheuseofrestrictedsubstancesandinenvironmentalideologydesign,andinelectricalandelectronicproducts.Developedcountriesshouldprovidetechnicalandfinancialsupporttodevelopingcountries.（TC111asawhole）2）針對“電子電器產品中限制物質的檢測程序”的提案，我們提出：應確定拆分原則，以保證各個實驗室之間檢測結果的一致性和可比性；部分檢測方法缺少比對和驗證。（WG3）2）Asfortheproposal,“thedetectionprogramofrestrictedsubstancesinelectricalandelectronicproducts”,wesuggestthatprinciplesofdismantlementshouldbesetinordertoensuretheconsistencyandcomparabilityofthedetectionresultsbetweenlabs.Partsofdetectionmethodslackofcomparisonandcertification.（WG3）3）詳細地提出對同質物質進行清晰詳細定義的必要性，以及如果不進行詳細定義會產生的不同理解進而產生的消極后果。（WG3）3）Putforwardindetailthenecessityofclearanddetaileddefinitionofcomaterials,aswellastheadversesubsequenceresultingfromdifferentunderstandingswithoutdetaileddefinition（WG3）54）針對“電子電器產品中限制物質的檢測程序”的提案，再次提出了提案中存在的一些問題，如；所使用的標準物質的差異及樣品制備方法的差異對測試結果的影響等等。（WG3）4）Asfortheproposal“themeasurementprogramofrestrictedsubstancesinelectricalandelectronicproducts”,weputforwardsomeproblemspresentintheproposals,suchas：theinfluenceofdifferenceinstandardmaterialused,andthedifferenceinthewayofpreparation,tothemeasurementresults,etc.（WG3）5）對日本提出的“環(huán)境意識設計”提案提出了相應的建議：作為ECD的國際標準，應包括我們迄今為止所能想到的環(huán)境方面；該標準應建立通俗易懂實用的技術規(guī)范，應推薦一些ECD工具；應強調循環(huán)利用在ECD中的重要性。（WG2）5）Asfortheproposalof“EnvironmentalIdeologyDesign”madebyJapanese,wehaveputforwardrespondentproposals:asinternationalstandardofECD,theaspectswehavethoughtofshouldbeincluded;straightawayandpracticaltechnicalspecificationsshouldbeestablished;someECDinstrumentsshouldberecommended；theimportanceofrecycling

inECDshouldbestressed.（WG2）6）正式提出一份提案“Producer‘sMaterialDeclarationforElectricalandElectronicProductsandSystems”，該提案已經提交國家標準委，計劃作為國家提案正式提交TC111。由于在會上同“材料聲明”工作組的其他成員進行過溝通，TC111已明確表示考慮中國的提案。（WG1）

6）Aproposal,“Producer'sMaterialDeclarationforElectricalandElectronicProductsandSystems”，wasformallyputforward.IthasbeensubmittedtotheNationalStandardCommittee,whichisscheduledtopresenttoTC111asstateproposal.Ascommunicatedwithmaterialworkgroupsinconference,TC111hadclearlyexpressedtheproposalmadebyChinawouldbeputintoconsideration.（WG1）

會議期間，各成員單位團結一致、精誠合作，提出了中國在制定相關標準方面的建議，為中國更深入地參與TC111范圍內相關國際標準及技術文件的制定奠定了堅實的基礎。會后,國家標準委批準CQC陸梅副主任加入SPS工作組、一名成員加入“材料聲明”工作組、三名成員加入“環(huán)境意識設計”工作組、三名成員加入“有害物質檢測”工作組。Duringtheconference,allthememberunitsunitetogetherwithallthefaithanddedication,andmadetheproposalsonestablishingrelatedstandards,settingasolidfoundationforparticipatingfurtherinestablishmentofrelatedinternationalstandardsandtechnicaldocumentswiththescopeofTC111.Aftertheconference,theNationalStandardCommitteeapprovedthenominationofLuMei，DeputyDirectorofCQCasmemberofSPSworkgroup,thenominationofonememberasmemberof“MaterialDeclaration”workgroup,andthreeasmemberof“EnvironmentalIdeologyDesign”workgroup,andthreeasmemberof“HarmfulSubstanceDetection”workgroup.7二、檢測方法（WG3）工作組巴黎會議Ⅱ.WG3ParisConferenceonTestMethod－－2005年5月23日至24日

IEC/TC111/WG3成立首次工作會議在法國召開，參加該次會議的有來自ACEA特別工作組和WG3工作組的專家共計31人。中國2名專家全程參與討論了標準草案（1CD稿）的各個章節(jié)，針對草案中存在的問題提出了修改意見和建議。參加討論的專家提出的主要問題集中在以下2個方面：

A、均質材料定義的理解；

B、樣品的拆解；由于這兩個問題密不可分，討論的主要意見各有道理，最終決定制定一個指導性技術文件，對樣品拆解工作加以指導。--May23through24,2005.FirstworkconferenceoffoundationofIEC/TC111/WG3washeldinParis.TheattendantsoftheconferenceareexpertsfromACEAspecialworkgroupandWG3workgroup,altogether31.TwoChineseexpertsparticipatedallthroughinthediscussiononeverychaptersandsectionsofthedraftstandard（1CDDraft），makingrevisioncommentsandsuggestionsoncurrentproblemsinthedraftstandard.Thequestionsaskedbytheexpertsattendedtheconferenceconcentratemainlyonthetwofollowingaspects:A、Comprehensionofdefinitionofhomogenousmaterials；

B、DismantlementofSamples.Asthetwoquestionsareinseparable,eachofthemainviewshasitsreason.Finally,adecisionwasmadethatadirectorytechnicaldocumentshouldbemadeinthisworkgroup,guidingthedismantlementofsamples.

8三、材料聲明特別工作組西班牙會議

Ⅲ.SpainConferenceofMaterialDeclarationSpecialWorkgroup

－－2005年6月13日至14日在巴塞羅那AFME(電子材料制造商協(xié)會)召開，中國派出專家參會。會前，繼續(xù)細化、修訂、完善了中方提案，并在會上作了發(fā)言。兩天的會議基本上圍繞在材料聲明中是否加入產品的環(huán)境信息展開討論，部分代表團成員認為：目前急需制定出材料聲明的調查表等具體的指導標準，而產品的環(huán)境信息所需的環(huán)境評估標準眾多，環(huán)境評估機構基準不同，很難在短時間形成被國際社會統(tǒng)一接受的標準方法，難以滿足目前市場及相關法規(guī)的需要；法國代表團堅持加入產品的環(huán)境信息，以完善材料信息，方便后續(xù)的使用者和消費者。日本代表團認為TC111已經成立WG2環(huán)境意識設計工作組，而且6月底就要召開首次會議，這部分工作可以在WG2工作組中進行。其他一些國家代表認為這兩種意見均有可取之處，需要進一步探討。--June13through14,2005

TheSpainconferenceofmaterialdeclarationworkgroupwasheldatAFME(AssociationofManufacturersofElectronicMaterials)inBarcelona.Chineseexpertsweresenttoattendtheconference.

Beforetheconference,theproposalfromChinadelegatewasfurtherspecified,revisedandperfected,andonwhichaspeechwasmadeattheconference.

Duringthetwo-dayconference,discussionwasmadebasicallyaboutwhetherornottheenvironmentalinformationofproductsshouldbeincludedinthematerialdeclaration.Someofdelegatemembersthinkthat：Particulardirectorystandardssuchasquestionnairearebadlyneededtomakeout,whiletherearemanyappraisalstandardsneededbyenvironmentalinformation,

andbasicstandardsforenvironmentalappraisalaresodifferentthatauniformstandardmethodacceptedbyinternationalsocietyistoodifficulttobeformed,whichcouldhardlymeettherequirementsofthemarketandrelatedlawsandregulations；Frenchdelegateinsistsonincludingenvironmentalinformationofproducts,soastoperfectmaterialinformationandfacilitatefollowingconsumersandusers.

JapanesedelegatethinkthatTC111hassetuptheenvironmentalideologydesignworkgroupWG2,andthefirstmeetingofwhichwillbeheldattheendofJune,sotaskofthispartcouldbestartedwithinworkgroupWG2.

Somedelegatesfromothercountriesthinkthatthebothideashaveredeemingfeatures，whichneedfurtherstudy.9通過討論，達成如下結論：Throughdiscussion,thefollowingconclusionsweremade：1）已經注意到本工作組在產品的環(huán)境信息方面與TC111的其他工作組的業(yè)務范圍有交叉，提請TC111大會考慮。1）IthasbeennoticedthatthisworkgrouphassomecrossoverofbusinessscopewithotherTC111workgroupsinproductinformation.PleasetakethemintoconsiderationattheconferenceofTC111.2）形成了材料聲明標準提案和產品的環(huán)境信息標準提案的背景文件、范圍、制定目標和理由。2）Backgrounddocuments,scope,targetssettingandreasonsforproposalofmaterialdeclarationstandardandproposalofenvironmentalinformationstandardhavebeenformed.3）討論確定美國為材料聲明提案的召集人，法國為產品的環(huán)境信息提案的召集人。3）Throughdiscussion,itwassettleddownthattheU.S.wasnominatedcallerofmaterialdeclarationproposal,andFrancecallerofenvironmentalinformationproposal.4）各代表團表態(tài)時，中方代表表示繼續(xù)參加材料聲明提案的研究工作，是否參加產品的環(huán)境信息的相關工作需要等中國NC做決定。4）Whendelegatesexpressingtheirattitude,representativeofChinesedelegateshowedthatChinesedelegatewillcontinueparticipatinginresearchofproposalsofmaterialdeclaration.Asforwhetherornottoparticipateinworksrelatedtoenvironmentalinformationofproducts,itisuptoChineseNC.10四、環(huán)境意識設計（WG2）日本、米蘭會議

Ⅳ.WG2JapanandMilanConferencesonEnvironmentalIdeologyDesign

中國的IEC/TC111/WG2工作組沒有派專家參加該工作組的2次會議，但是一直在密切跟蹤整個工作組的相關信息，國內的WG2工作組在國內成立了國際標準跟蹤研究技術支持小組，采取會議或電子郵件的方式，重點研討了該工作組正在起草的標準（IEC62430）針對標準草案提出了一些建設性的意見。已經派遣3名專家參加2006年1月份在泰國舉行的第三次會議。IEC/TC111/WG2workgroupexpertsfromChinadidnotattendthesecondmeetingofthegroup,buttheyhadalwayspaidcloseattentiontoandkepttracingonalltheinformationrelatedtotheworkgroup.ChineseWG2hassetupatechnicalsupportgroupinchargeoftracingandresearchinginternationalstandardsbymeansofmeetingsande-mails,discussedmainlythestandardbeingdraftedbytheworkgroup(IEC62430),andputforwardsomeconstructiveproposalsonstandarddrafting.ThreeexpertshavebeensentforattendingthethirdmeetinginThailandinJan.2006.11五、IEC/TC111南非會議

ⅴ.IEC/TC111SouthAfricaConference

－－2005年10月20日至22日

IEC/TC111南非會議在南非召開。會前及時轉發(fā)了IEC/TC111的相關文件資料，并要求各參會單位認真研究，及時反饋相關信息。會上，針對會議議題，中國代表團提出如下觀點：鑒于“材料聲明”、“產品的環(huán)境信息”及“環(huán)境意識設計”三個項目業(yè)務范圍存在較多交叉，須明確界定項目組的業(yè)務范圍;應優(yōu)先確保目前急需的“材料聲明”、“環(huán)境意識設計”標準的制定;需請示標準委后，再決定是否派觀察員參加“產品的環(huán)境息”項目組；--October20through22,2005IEC/TC111SouthAfricaConferencewasheldinSouthAfrica.Beforetheconference,relateddocumentsofIEC/TC111weredistributedintimefortheattendantstostudyandfeedbackrelatedinformation.Attheconference,Chinesedelegateputforwardthefollowingideasonthetopicsoftheconference:Inviewofthecrossoverofthebusinessscopeofthreeitems“materialdeclaration”,“environmentalinformationofproducts”and“environmentalideologydesign”，thebusinessscopeoftheitemgroupshallbedefined;Thesettingofcurrentlynecessary“materialdeclaration”and“environmentalideologydesign”standardsshallbepreferablyensured;wewillcontactChinaNationalStandardCommitteefirstandthendecideonwhetherornottoassignobserverstoattendthe“environmentalinformationofproducts”itemgroup.12

向大會介紹了中國在樣品拆分工作上的工作思路和取得的經驗，聽了中國代表團的相應介紹后，主席和秘書長提議由中國代表團起草“樣品拆分”工作開展的框架原則，提交下次會議討論，與會代表都表示非常期待該文件的出臺，由中國起草的關于“樣品拆分”的NP已經于2005年年底通過國家標準委正式提報到IEC/TC111秘書處；IntroducethethoughtlineandexperienceindismantlementofsamplesinChinatotheconference.AfterhearingtheintroductionbyChinesedelegate,ChairmanandGeneralSecretaryoftheConferencesuggestedthatChinadelegatedrawuptheframeprincipleofcarryingoutthe“dismantlementofsamples”,andsubmititfordiscussionatthenextconference.Theattendantsshowedthattheyexpectedthedocumenttocomeintobeing.TheNPdraftedupbyChinahadbeenapprovedattheendof2005,andsubmittedformallytothesecretariatofIEC/TC111.13針對“符合ROHS等相關法規(guī)的要求是生產商的責任，不需要第三方符合性聲明”的個別觀點，指出：是否需要“第三方符合性聲明”，應該參照工業(yè)經濟發(fā)展的水平而定，不能一概而論。這個選擇權不應由會議提出，生產企業(yè)和最終用戶應有非常重要的發(fā)言權和選擇權。目前的情況是無論發(fā)達國家或發(fā)展中國家，都有很多用戶需要由公正的第三方出具符合性聲明，此觀點得到了包括參會的IECQ和大多數(shù)技術組織的代表的認可。Respondingtotheisolatedviewthat“therequirementofmeetingtherelatedlawsandregulationssuchasROHS,isthemanufacturer’sliabilities,withoutneedforthethirdparty’sdeclarationofconformity”，Chinesedelegatepointedoutthatwhetherornotthethirdparty’sdeclarationofconformityisnecessary,shouldbedecidedonthelevelofeconomicandindustrialdevelopment,weoughtn'ttogeneralizeaboutthat.Thisrightofchoiceshouldnotbemadeoutbytheconference,instead,themanufacturersandusersshouldenjoytheimportantrightofspeechandchoice.Thecurrentconditionisthateitherindevelopedcountriesorindevelopingcountries,therearemanyuserswhoneedimpartialthirdpartiestopresentdeclarationofconformity.ThisviewhasbeenacceptedbyIECQattendantsandbytherepresentativesfrommostofthetechnicalorganizations.14通過參加會議，我們感到，發(fā)達國家對該TC的工作十分重視。他們在各自的國內邀請各方面的專家組成了技術支持小組，在研究各自國內產業(yè)發(fā)展水平、標準制修訂情況的基礎上，針對TC111所確定的工作范圍，按各自國家的整體利益有針對性地提出了多個不同的NP，力圖全力主導、影響國際標準的制定。對此，國家標準委十分重視，計劃2006年初正式成立相應的技術委員會歸口對應IEC/TC111的工作，整合現(xiàn)有資源，統(tǒng)一規(guī)劃，爭取做到資源、信息的有效共享，為我國有效參與相關國際標準的制定提供了堅實技術保證平臺。Throughtheconference,wefeltstronglythatsomedevelopedcountri
