CFDTerminalInformationandRegulations

TheinformationandregulationsdescribedinthisdocumentconstitutestheproceduresandprocessesforthesafeloadingofCrudeOilfromtheCFDTerminal.

Thepurposeoftheseproceduresistosupplyinformationandguidancetotheowners/charterers,mastersandcrewofallLiftingVesselsthatwillloadattheTerminal,toensureasafeandsuccessfulconductofallmarineoperationsandloadingoperations.

Notwithstandingtheinformationcontainedinthisdocument,itisarequirementthatalloperationswillatalltimesbeconductedtoensurethatthehigheststandardsofSafety,HealthandEnvironmentalperformanceisapplied.

Informationcontainedinthisdocumentdoesnotinanywayexonerateanyoneinvolvedfromtheuseofsoundjudgmentandthepracticeofgoodseamanshipinperformingtheoperationsrequired,neithershoulditbeconstruedasreplacingtheapplicableInternational,NationalorOperatorregulationsandpoliciesinforceatthetimeoftheoperation.

PriortoapproachtotheTerminal,thechecklistsandproceduresintheAppendicesofthisdocumentshallbeagreedandexecuted(whererequired),andadheredtobythepartiesinvolved.

Forthepurposesoftheseregulations,thefollowingdefinitionsshallapply:

“Barrel”means42U.S.gallons,equivalentto34.97UKGallonsor159litresmeasuredatatemperatureof60degreesFahrenheitatsealevelpressure.

“CIQSA”meansstateadministrationforEntry-ExitInspectionandQuarantineofthePeople’sRepublicofChina.

“CrudeOil”meansanyliquidhydrocarbons,includingallcrudeoils,condensates,andliquefiedpetroleumgases,producedandsavedfromtheCFD11OilFieldsandwhichisstableorhasbeenstabilizedand,ifnecessary,otherwisetreatedtorenderitsuitableforliftingandtransportationinvesselsinnormaluse.

“ETA”meanstheestimateddateandtimeofarrivalattheTerminaloftheLiftingVessel(ashereindescribed).

“InBerth”shallbedeemedtobewhenthemooringhawser(s)aremadefasttotheLiftingVessel,whentheloadinghosestringisdeployedfromtheTerminalandconnectedtotheLiftingVessel’smanifold,andwhentheLiftingVessel’scargopipingislineduptothefirsttank(s)tobefilled.

“LiftingParty”meansthePartyresponsibleforprovidingtheTankerandforacceptingtheCrudeOilliftedthereto.

“LiftingVessel”shallmeanavesselnominatedtoreceiveCrudeOilattheTerminalwhichconformstoOperator’sTerminalRegulations;complieswiththeInternationalMaritimeOrganization(“IMO”)ConferenceonTankerSafetyandPollutionPrevention;theInternationalSafetyManagementCode(“ISM”);andtheInternationalConventiononCivilLiabilityforOilPollutionDamage(“CLC”);isownedorcharteredbyamemberoftheInternationalTankerOwnersPollutionFederationLtd.(“ITOPF”);hasinsuranceinscopeandamountsasrequiredbytheinternationalProtectionandIndemnity(“P&I”)Clubs;isacceptedbytheOperatorafterreviewofanOilCompaniesInternationalMarineForum(“OCIMF”)ShipInspectionReportProgram(“SIRE”);and,conformstotheMaritimeTrafficSafetyLawofthePeople’sRepublicofChina.

“Operator”meansKerr-McGeeChinaPetroleumLimited.,oritssuccessorasdefinedinArticle8ofthePetroleumContract,untilJanuary1,2013,andthereafter,ChinaNationalOffshoreOilCorporation(CNOOC).

“PointofDelivery”meansthatpointatwhichtheCrudeOilpassestheoutletflangeoftheTerminal’soffloadinghosestring.

“Terminal”meansthefloating,production,storageandoffloading(FPSO)facilityattheCFD11Field(named“HAIYANGSHIYOU112”)(oranyreplacementforit)mooredoffshoreforthepurposeofstoringallCrudeOilproducedfromsaidfacilitiesandforloadingCrudeOiltoLiftingVesselsnominatedbytheLiftingParties.

“Tonne”means1000kg,equivalentto2200poundsweight

“LongTon”meanstheEnglishtonof2240lbs

1.1 FieldLocation

The165,000tonnesdeadweightfloatingstorageproductionandoffloading(FPSO)facility[“nameBOHAISHIYOUHAIYANGSHIYOU112”]ismooredwithaTowerYoketypeSinglePointMooring(SPM)systemintheCFD11OilFieldinBohaiBayapproximately48NauticalMilesEastofTanggu.

1.4 DesignatedWaitingArea

ADesignatedWaitingAreaofone(1)NauticalMileradiusTBAisapprovedbytheGovernmentAuthorityTankersarrivingtoloadshallwaittoberthinthisareaandwillnotcloseonanystructuresorsubseapipelinesconnectingthePlatformstotheTerminal,unlessdirectedtodosobythePilot,LoadingMasterorOIM.ThisWaitingAreaisnormallythepointwhereNoticeofReadiness(NOR)istenderedandwherethePilotandLoadingMasterwouldboard.

1.5 StorageCapacity

TheTerminalhasatotalstoragecapacityofaround990,000barrelsofcrudeoil.Inpracticetheamountofcrudeoilstoredonboardisunlikelytoexceed785,000barrels.

1.6Hawser

TheHawserhasanewdrybreakingstrengthof560tons.ToensurethattheriskofinjurytopersonnelorpropertyoneitheraLiftingVesselortheTerminaliskepttoaminimum,theLiftingVessel’sbowstoppermustnotbetheweakestcomponentofthemooringarrangement.InordertoprotecttheLiftingVessel’sbowstopperassembly,thechafechainmustbeprovidedwithaweaklinkdesignedtopartat170tons.

1.7 PumpingRates

ThemaximumratethatTankerswillreceivecrudeoilis6,000cubicmetersperhour.

1.8 FloatingHose

Loadingiseffectedthroughasinglefloatinghoseassemblycomprising23x35feetlengthsectionsof20inchdiameter,and3x35feetlengthsof16inchdiametertanker“rail”hose.

Thecapacityofthefloatinghoseassemblyisapproximately578.5barrels(92cubicmeters).

NavigationalSignalsDisplayedbyTerminal

TheFPSOissemi-permanentlyattachedtotheSPMandis,therefore,partoftheSPM.TheEPSOdisplayslightandfogsignalsforanoffshoreinstallation.

1.10GeneralDescriptionoftheTerminal

TheTerminalcomprisesa165,000tonnesdeadweightfloatingproductionstorageandoffloading(FPSO)facility[named-BOHAISHIYOU112].TheTerminalissemi-permanentlymooredbyaTowerYoketypeSinglePointMooring(SPM).Intheeventofsevereiceorotherabnormalconditions,theTerminalmaybedisconnectedfromtheSPMandtowedtoashelteredlocation.BeforetheTerminalistowedaway,thefluidandpowerjumperswillbedisconnectedandrecoveredontotheTerminal,andtheyokewillbedisconnectedandloweredtotheseabed.

EachLiftingVesselwillbeberthedtothesternoftheTerminalina“TandemMooringArrangement”byasinglenylonmooringhawserandOCIMFType76mmchafechain.ThechafechainwillbeconnectedtothechainstopperslocatedontheLiftingVessel’sforedeck.

CrudeOilwillbeloadedthroughafloatinghoseassemblyfromthesternoftheTerminaltotheLiftingVessel’sstarboardmidshipsmanifold.ThismanifoldshallbeconfiguredandequippedasdefinedinOCIMFRecommendationsforOilTankerManifolds&AssociatedEquipmentandshallbeequippedwithatleastone16”flangeorhavea16”reducerfittedtoallowconnectionofthefloatinghoseend.

SizeLimitationsforLiftingVessels

Theterminalisdesignedtoberththeliftingvesselsbetween30,000DWTand150,000DWT,alwaysprovidedthatthevessel’sdraftdoesnotexceed18meters.

1.12 OtherRequirementsforLiftingVessels

Abowcenterfairleadwithminimumdimensions600mmx450mm.

A76mm200tonSafeWorkingLoad(SWL)chainstopperfittedatthebowandconformingtotheOCIMFRecommendationsforEquipmentEmployedintheMooringofShipsatSinglePointMoorings.

Thedistancefrombowtomidshipmanifoldconnectionshallnotexceed450feet(137M).

Amidshipderrickorcranewithaminimumliftingcapacityof15tonnesSWLforliftingthehose.Theliftinghookshallbeprovidedwithsafetylatch.

Amooringwinchwithaminimumratedpullof15tonnesconnectedtoaropestoragereelwithcapacitytoaccept200metresof10inchmessengerline.

A16inchmidshiphoseconnectionsconformingtotheOCIMFRecommendationsforOilTankerManifolds.

MarpolCategory2Tankershavingfullysegregatedcleanballastwater.ThereisnofacilitytoacceptdirtyballastwaterorslopsfromLiftingVesselsanddischargetoseaisprohibited.

TheTerminalwillrefusetoacceptaLiftingVesselwithadeficientinertgassystem.

TheLiftingVesselshallinformtheTerminalofalldeficienciesthatmayaffectitssafenavigationandoperation.

HelicopterportwinchingareapursuanttoInternationalChamberofShipping(ICS)guidelinesontheportside.

TheLiftingVesselshallbeprovidedwithatowingpointandsuitablefairleadatthesternforattachingasupportvesselwithupto100tonbollardpull.SuchattachmentpointshallconformtotheOCIMFMooringEquipmentGuidelines.

TheLiftingVesselshallcomplywithallapplicableinternationalconventionsandbeoperatedinaccordancewiththeguidancecontainedintheInternationalSafetyGuideforOilTankersandTerminals(ISGOTT)

Double-hulledLiftingVesselsarepreferredattheCFD11Terminal.

IftheageoftheLiftingVesselexceeds15years,itmustbedouble-hulled.

VesselsintendingtocallatCFD11TerminalshallhavebeensubjectedtoavettinginspectionconformingtotheOCIMFSIREInspectionprotocolwithinthepreceding(6)monthsandhavehadthereportlodgedintheOCIMFSIREdatabase.AcopyofthisreportandanyassociatedcorrespondenceshouldbesenttotheCFDTerminal.Owners/CharterersandMastersoftheLiftingVesselsintendingtocallatCFDTerminalshallcomplywiththerequirementsofthevettinginspector(s).

IrrespectiveofthenatureoftheSIREreports,allLiftingVesselsshallbesubjecttoaspecificvettinginspectionbytheOperator’sLoadingMasterwhileattheWaitingAreaandpriortoapproachingtotheTerminal.OperatorreservestherighttorefusetoacceptanyvesselthathasdeficienciesthatarenotabletoberectifiedtotheOperator’ssatisfaction.Owners/CharterersandMastersoftheLiftingVesselsintendingtoloadattheTerminalshallcomplywiththerequirementsoftheLoadingMastersvettingrequirements.

1.13 CargoHeating

CFDCrudeOilhashighwaxcontentandwillbeloadedatatemperatureofaround55oC.LiftingVesselsshallbecapableofmaintainingthecargotemperaturethroughoutloading,carriageanddischarge.ThemaximumtemperatureofCFDCrudeOilwillnotexceed70℃.’

1.14 SupportVessels

Two(2)supportvesselsareavailableattheTerminaltoassisttheLiftingVesselinmooring,hoseconnectionandunmooring.

OneofthesewillactasasterntugthroughouttheloadingoperationwhiletheLiftingVesselismooredtotheTerminal.

ThesupportvesselswillbeunderthecontrolofthePilot.WhiletheLiftingVessel’sMasterretainscontrolandresponsibilityforhisvessel,heshallcomplywithallreasonablerequirementsofthePilotandshallprovideassistanceforconnectionanddisconnectionofthetowinglines.

1.15 HydrographicInformation

ThechartdatumdepthintheTerminallocationis20-24.5meters.

Thetidalrangeislessthan2.48meters.

1.17PeriodofTerminalOperation

Terminalloadingoperationstakeplaceonacontinuous24hourbasis.ForsafetyreasonsLiftingVesselberthingactivitiesarescheduledfordaylighthoursonly,weatherpermitting,howeverunberthingoperationscanbeperformedatnight.

1.18ClosureofTerminal

UnfavourablewindandseaconditionsattheTerminalmayfromtimetotimeaffectLiftingVesseloperationsingeneralandberthingactivitiesinparticular.TheTerminalwillbedeclaredclosedforLiftingVesseloperationswhenenvironmentalconditionsdeterioratebeyondthesafeworkinglimitsoftheTerminalasdeterminedbytheTerminalSupervisorinconsultationwiththeMooringMasterandMastersofallvesselsinvolvedinliftingoperations.

1.19TerminalConditionsofUse

UseoftheTerminalbyanyLiftingVesselissubjecttotheConditionsofUseprescribedbyOperatorfromtimetotime.TheconditionsarecontainedintheLetterofIndemnity(Appendix“P”)thatwillbepresentedtotheMasteroftheLiftingVesselforhisexecutionpriortoproceedingtotheberth.NoLiftingVesselshallbepermittedtoberthunlessitsMasterhassignedthe‘LetterofIndemnity’.

InadditiontheMasteroftheLiftingVesselisrequiredtoexecutethePilotageandTowageConditions(Appendix“Q”)priortoproceedingtotheberth.

AnyLiftingVesselcontraveningtheprovisionsoftheTerminalRegulationsshallbedenieduseoftheTerminalbyOperator.Further,OperatorshallinsistthataLiftingVesselvacatetheberth,inspiteofthefactthatitmayhavealreadycommenceddeballastingorloading,iftheLiftingVesseloritscrewarefoundtobeinmaterialbreachoftheTerminalRegulations,poseaserioussafetyhazard,orcauseanunreasonabledelaytoTerminaloperations.

OperatormayelecttoconductanoperationalsafetyinspectionofthevesselpriortocommencementofTerminalactivitiesinordertodeterminethevessel’ssuitabilitytoloadattheTerminal.

1.20RemovalofWreckandDebris

Ifanyvesselsinksorgroundsorotherwisebecomes,intheopinionofOperator,anobstructionordangertonavigationwithintheTerminalorWaitingAreas,anditsowners/charterersfailstoarrangetheremovaloftheobstructionordangerwithinthetimerequiredbyOperator,thenOperatormay,forthepurposeofsafeguardingpersonsandproperty,takeactiontoremovetheobstruction(includinganycargo,tackle,orequipmentwhichmaybelost,released,orjettisonedfromanyvesselintothewaterswithintheTerminalorWaitingAreas),andthecost,expense,andliabilitythereofshallbetothesoleaccountofthevessel’sowners/charterers..IntheeventOperatormusttakesuchaction,thevessel’sowners/charterersshallholdharmlessandindemnifyOperator,itscontractors,servantsandagents,foranylossordamagewhichmaybesustainedbysuchvessel,itscargo,tackle,orequipment,howsoevercaused,andwhetherornotsuchlossordamageisdueinwholeorinparttoanyact,negligence,omission,oranyfaultofOperatororitscontractors,servantsoragents.

2.3 MarineVHFEquipment

TheTerminalandthesupportvesselsareequippedwithmarineVHF/UHF.Theworkingchannelsarechannel69(ShiptoShip)and74(portoperation).

TheVHFcallsignfortheTerminalisTBA

2.4 PortableRadios

HandheldVHF/UHFradiosareavailableforcommunicationbetweenthePilot,Terminalandsupportvesselsduringmooring,loadingandunmooringoperations.

2.5 LongRangeCommunications-ETA’s

Alllong-rangecommunicationsshouldbeconductedbyfaxwheneverpossible,otherwisebyVHF/UHFradio.

InformationregardingLiftingVessel’sETA’s,arrivalordeparturefromtheTerminal,shouldalsobedirectedtotheTerminalOperator’sofficeinTanggu,Tianjin,PRC.

2.6 ContactswithTerminal

Whenwithinrange,theLiftingVesselMastershouldcontacttheTerminalonVHFchannel16andagreeonanotherchannelforfurthercommunications.

GoodcommunicationsbetweentheLiftingVesselandtheTerminalisanessentialfeatureoftheloadingoperation.Primaryandsecondarymethodsofcommunicationshallbeestablishedandagreedontoallowforpossibleequipmentfailure.Emergencychannelswillalsobedefined.

2.7Language

EnglishshallbethecommonlanguageestablishedbetweentheLiftingVesselandtheTerminal

2.8 ContactswithSupportVessels

AfterboardingtheLiftingVessel,thePilotwillestablishprimaryandsecondarycommunicationwiththesupportvesselsusingtheTanker’sVHForhandheldsets.

2.9 EmergencyCommunications

IntheeventofanemergencywhenattheTerminalornearapproaches,theprimarymeansofcommunicationwillnormallybeonVHFradioonthechannelcurrentlyinuse.VHFtrafficmaybeheavyandthewords“Emergency”and“Priority”shouldbeemphasized.

2.10 FailureofRadioCommunication

IntheeventofsuchfailureontheLiftingVesselwhenmooredorincloseproximitytotheTerminal,theLiftingVesselshallsoundaseriesofshortblastsonthewhistleandmakeaseriesofshortflashesonasignallamptoattracttheattentionoftheTerminalandthesupportvessels.

Onreceiptofsuchsignals,theTerminalwillimmediatelystopallpumpsandclosethe“CrudeOilLine”valveshouldloadingbeinprogress.ThesupportvesselswillproceedtotheLiftingVesselandrelaycommunicationasrequired.

3.2LiftingVesselsArrivingfromAbroad

LiftingVesselsarrivingattheTerminalfromportsoutsidethePeoplesRepublicofChina

(PRC)willrequireportinwardsclearancewhichmustbearrangedbytheLiftingVessel’s

Masterthroughhisownappointedlocalagents.

TheMasterwillberequiredtosubmitinformationanddocumentsasadvisedbythelocalagentsinordertoobtainclearanceonarrivalattheTerminalwherethenecessaryauthoritieswillboardtheLiftingVesselandcarryoutformalities.

TheLiftingVesselshallhaveacleanBillofHealthoranequivalentdocumentfromthe

lastportofcall.TheLiftingVesselshallalsopossessavalidDe-RattingCertificateora

De-RattingExemptionCertificate.

3.2.4TheLiftingVessel’sMasterandallcrewshallpossessvalidInternationalCertificatesof Vaccinationasrequiredbycurrentlocallaws.Fromtimetotimecholera,smallpoxand yellowfevervaccinationcertificatesmayberequiredanditisthereforeprudentforall crewtobeinpossessionofthesecertificates.

3.2.5TheMastershouldhave6(six)copiesavailableoftheflowingdocuments

3.4 ExportPermit

CargoesdestinedfordischargeoutsideoftheP.R.Chinashallbescheduledatleastonemonthinadvancetoenablethenecessaryexportpermitandcustomstobeobtained.InimplementingArticle13ofthePetroleumContract,applicationsforexportpermitsshallbefiledwiththeOperatorforsubmissiontoCNOOCforprocessingintimetoallowforthethirty(30)daysprocessingtimerequi
