天津高度重視職業(yè)培訓(xùn)工作,堅(jiān)持圍繞支柱和優(yōu)勢(shì)產(chǎn)業(yè)發(fā)展需要,加大職業(yè)培訓(xùn)力度,努力把勞動(dòng)力成本優(yōu)勢(shì)轉(zhuǎn)化為素質(zhì)和技能優(yōu)勢(shì),服務(wù)經(jīng)濟(jì)社會(huì)發(fā)展大局。2009年以來,組織各類職業(yè)培訓(xùn)173.4萬人次,其中在職職工99.7萬人,農(nóng)村勞動(dòng)力24.4萬人,失業(yè)人員10.1萬人,其他各類人員39.2萬人,共有46.1萬人取得國(guó)家職業(yè)資格證書。截至目前,高級(jí)工以上高技能人才達(dá)到26.9萬人,比“十五”末增長(zhǎng)31.2%,占已取得職業(yè)資格證書人員的比例為26%。技能人才隊(duì)伍結(jié)構(gòu)的進(jìn)一步優(yōu)化,為我市經(jīng)濟(jì)和社會(huì)事業(yè)發(fā)展提供了強(qiáng)有力的技能人才支撐,為做大做強(qiáng)先進(jìn)制造業(yè),加快濱海新區(qū)開發(fā)開放,實(shí)現(xiàn)天津經(jīng)濟(jì)社會(huì)科學(xué)發(fā)展、和諧發(fā)展做出了積極貢獻(xiàn)。

一、以完善培訓(xùn)促就業(yè)機(jī)制為重點(diǎn),努力實(shí)現(xiàn)勞動(dòng)者素質(zhì)就業(yè)

實(shí)施“藍(lán)領(lǐng)雙證”培訓(xùn)工程。在企業(yè)中采取技能培訓(xùn)課程與高自考互認(rèn)銜接的辦法,使在職技術(shù)工人在取得職業(yè)資格證書的同時(shí),取得學(xué)歷證書,實(shí)施范圍由制造業(yè)擴(kuò)大到現(xiàn)代服務(wù)業(yè)、由國(guó)有企業(yè)擴(kuò)大到各類企業(yè)。

實(shí)施農(nóng)村富余勞動(dòng)力轉(zhuǎn)移培訓(xùn)工程。充分利用社會(huì)培訓(xùn)資源,針對(duì)失地農(nóng)民和農(nóng)村富余勞動(dòng)力的特點(diǎn),調(diào)整培訓(xùn)考核標(biāo)準(zhǔn),提高農(nóng)村富余勞動(dòng)力轉(zhuǎn)移就業(yè)能力。

實(shí)施再就業(yè)培訓(xùn)工程。對(duì)失業(yè)人員經(jīng)過免費(fèi)培訓(xùn)、就業(yè)指導(dǎo)仍未就業(yè)的,增加一次免費(fèi)培訓(xùn)。

實(shí)施畢業(yè)生“雙證”工程。將學(xué)歷證書、職業(yè)資格證書并重制度由職業(yè)院校擴(kuò)大到普通高校,使高校畢業(yè)生在獲得相應(yīng)理論知識(shí)的同時(shí),掌握一定的職業(yè)技能。

實(shí)施創(chuàng)業(yè)培訓(xùn)工程。按照合理布局的原則,建立區(qū)域性的創(chuàng)業(yè)培訓(xùn)機(jī)構(gòu)。免費(fèi)創(chuàng)業(yè)培訓(xùn)由持《再就業(yè)優(yōu)惠證》人員擴(kuò)展到所有城鄉(xiāng)勞動(dòng)者。對(duì)成功創(chuàng)業(yè)的,可再享受一次“改善或擴(kuò)大你的企業(yè)”免費(fèi)培訓(xùn),促進(jìn)創(chuàng)業(yè)者擴(kuò)大企業(yè)規(guī)模,實(shí)現(xiàn)以創(chuàng)業(yè)帶動(dòng)就業(yè)。

二、以服務(wù)經(jīng)濟(jì)發(fā)展為重點(diǎn),大力推進(jìn)技能人才隊(duì)伍建設(shè)

建立技能人才政策制度體系。圍繞濱海新區(qū)發(fā)展定位、產(chǎn)業(yè)優(yōu)化升級(jí)需要,先后制定了《關(guān)于加強(qiáng)技能人才隊(duì)伍建設(shè)的實(shí)施意見》、《天津市職業(yè)培訓(xùn)補(bǔ)貼辦法》等文件,出臺(tái)了近20項(xiàng)系列配套政策措施,重點(diǎn)圍繞技能人才培養(yǎng)、選拔、評(píng)價(jià)、使用、激勵(lì)、交流、保障等方面提出了明確的政策規(guī)定和要求,逐步形成政府推動(dòng)、行業(yè)發(fā)動(dòng)、企業(yè)行動(dòng)以及學(xué)校參與、社會(huì)支持、個(gè)人需求的技能人才培養(yǎng)新格局。

建立技能人才表彰激勵(lì)機(jī)制。我市建立了以政府獎(jiǎng)勵(lì)為導(dǎo)向、企業(yè)獎(jiǎng)勵(lì)為主體、社會(huì)獎(jiǎng)勵(lì)為補(bǔ)充的激勵(lì)機(jī)制,對(duì)做出突出貢獻(xiàn)的高技能人才加大了表彰和獎(jiǎng)勵(lì)力度。2004年將技師、高級(jí)技師職務(wù)津貼分別提高到100元和200元;2007年開始,對(duì)榮獲“中華技能大獎(jiǎng)”、“全國(guó)技術(shù)能手”、“天津市技術(shù)能手”的高技能人才分別給予每人5萬元、1萬元、5000元的一次性政府獎(jiǎng)勵(lì)。每三年評(píng)選出市級(jí)有突出貢獻(xiàn)的技師100名,給予每人每月200元的政府津貼,并且已有10位高技能人才享受國(guó)務(wù)院政府特殊津貼。通過一系列的評(píng)選表彰活動(dòng),技能人才的社會(huì)地位和崇尚技能的社會(huì)氛圍得到進(jìn)一步提高,激發(fā)了職工崗位成才的積極性。

制定新的職業(yè)培訓(xùn)補(bǔ)貼辦法。按照“需求引導(dǎo)培訓(xùn)、補(bǔ)貼對(duì)應(yīng)等級(jí)”原則,建立了政府按社會(huì)需求程度購(gòu)買培訓(xùn)成果的機(jī)制。依據(jù)市場(chǎng)需求、培訓(xùn)成本和職業(yè)資格等級(jí),合理確定并每年調(diào)整培訓(xùn)補(bǔ)貼職業(yè)目錄和補(bǔ)貼標(biāo)準(zhǔn),有效調(diào)動(dòng)了社會(huì)培訓(xùn)機(jī)構(gòu)和企業(yè)開展職業(yè)技能培訓(xùn)的積極性。

技能人才培養(yǎng)經(jīng)費(fèi)投入機(jī)制基本形成。我市逐步建立政府、企業(yè)、社會(huì)共同分擔(dān),多渠道籌措資金的投入機(jī)制。明確企業(yè)按規(guī)定提取的教育培訓(xùn)經(jīng)費(fèi)中應(yīng)有60%以上用于技能勞動(dòng)者培訓(xùn),在此基礎(chǔ)上,由市統(tǒng)籌安排職業(yè)培訓(xùn)和技能人才培養(yǎng)專項(xiàng)資金用于高技能人才、城鎮(zhèn)失業(yè)人員、農(nóng)村勞動(dòng)力就業(yè)和創(chuàng)業(yè)培訓(xùn)。我市職業(yè)培訓(xùn)經(jīng)費(fèi)投入機(jī)制的建立,為健全面向城鄉(xiāng)全體勞動(dòng)者職業(yè)培訓(xùn)制度,廣泛開展職業(yè)培訓(xùn)和技能人才培養(yǎng)奠定了良好基礎(chǔ)。

三、以創(chuàng)新技能人才評(píng)價(jià)機(jī)制為重點(diǎn),加強(qiáng)企業(yè)高技能人才培養(yǎng)

企業(yè)是高技能人才培養(yǎng)、評(píng)價(jià)和使用的主體。近年來,我市進(jìn)一步健全以職業(yè)能力為導(dǎo)向、以工作業(yè)績(jī)?yōu)橹攸c(diǎn)、注重職業(yè)道德與知識(shí)水平的技能人才評(píng)價(jià)體系,促進(jìn)高技能人才成長(zhǎng)。一是探索高技能人才多元評(píng)價(jià)模式。積極推行國(guó)家職業(yè)資格證書制度,探索社會(huì)化考評(píng)、企業(yè)評(píng)價(jià)、院校認(rèn)證、技能競(jìng)賽選拔等高技能人才多元評(píng)價(jià)模式。二是積極開展在企業(yè)生產(chǎn)一線鑒定的方式。在大型骨干企業(yè)打破標(biāo)準(zhǔn)化考核鑒定方式,根據(jù)生產(chǎn)、設(shè)備、技術(shù)、工藝等崗位特性需求,在企業(yè)生產(chǎn)一線開展鑒定,在生產(chǎn)服務(wù)過程中進(jìn)行考核。我們已在石油和海洋化工、機(jī)械裝備、冶金、港口等行業(yè)的30多個(gè)職業(yè)實(shí)行生產(chǎn)過程鑒定的新辦法,有效激發(fā)了高技能人才的積極性、主動(dòng)性和創(chuàng)造性,受到企業(yè)歡迎。三是破格選拔優(yōu)秀技能人才。對(duì)掌握高超技能、工作業(yè)績(jī)突出的在崗技能勞動(dòng)者,打破年齡、工齡、身份、等級(jí)的限制,破格參加技師、高級(jí)技師考評(píng),讓優(yōu)秀高技能人才脫穎而出。四是每年選擇50—60個(gè)通用性強(qiáng)、技術(shù)含量高、企業(yè)急需、就業(yè)容量大、有社會(huì)影響力的職業(yè)開展職業(yè)技能競(jìng)賽。企業(yè)評(píng)價(jià)、院校考核、社會(huì)化鑒定和技能競(jìng)賽等技能人才評(píng)價(jià)機(jī)制的建立,既提升了技能人才的社會(huì)價(jià)值,又引導(dǎo)了廣大技能勞動(dòng)者走技能成才之路。

四、以提升技能人才培養(yǎng)能力為重點(diǎn),深入推動(dòng)職業(yè)院校改革發(fā)展

全市職業(yè)院校按照“高端引領(lǐng),多元辦學(xué)、內(nèi)涵發(fā)展”的指導(dǎo)思想,辦學(xué)層次、辦學(xué)能力和管理水平有了較大提升,經(jīng)過資源整合后,全市共有獨(dú)立設(shè)置的高等職業(yè)院校26所,在校生14.5萬人,占全市普通高等教育在校生總數(shù)的近40%;中等職業(yè)學(xué)校122所,其中技工院校30所。在校生近20萬人,占全市高中階段教育在校生總數(shù)的近50%。近幾年,全市企業(yè)新充實(shí)的技術(shù)工人94%以上來自職業(yè)院校。目前,全市職業(yè)院校初步形成了以就業(yè)為導(dǎo)向、學(xué)制教育與職業(yè)培訓(xùn)并重、校企合作、產(chǎn)教結(jié)合的辦學(xué)格局。

與此同時(shí),在全市各類職業(yè)院校中普遍推行學(xué)歷證書與職業(yè)資格證書并重的制度,提高學(xué)生的就業(yè)能力。2009年至今參加職業(yè)技能鑒定的各類院校畢業(yè)生達(dá)15.5萬人,占應(yīng)鑒定畢業(yè)生總數(shù)的90%以上。其中,取得中級(jí)及以上職業(yè)資格證書的占68%。涉及各類職業(yè)院校130所,覆蓋職業(yè)(工種)121個(gè)。

五、以提升政府公共服務(wù)能力為重點(diǎn),高標(biāo)準(zhǔn)建設(shè)公共職業(yè)教育培訓(xùn)基地

市委、市政府緊緊把握濱海新區(qū)開發(fā)開放的重要機(jī)遇,著力創(chuàng)新人才培養(yǎng)模式,積極培養(yǎng)高素質(zhì)技能型人才,參照國(guó)內(nèi)外職業(yè)教育的經(jīng)驗(yàn),興建職業(yè)教育培訓(xùn)園區(qū),規(guī)劃總用地37平方公里,規(guī)劃辦學(xué)規(guī)模20萬人。在建的職業(yè)教育培訓(xùn)園區(qū)一期規(guī)劃占地10平方公里,教學(xué)及公共建筑面積130萬平方米,規(guī)劃辦學(xué)規(guī)模5.8萬人,建成后將成為集職業(yè)學(xué)校教育、職業(yè)培訓(xùn)、職業(yè)技能鑒定、職業(yè)技能競(jìng)賽為一體,“產(chǎn)學(xué)研”相結(jié)合的職業(yè)教育培訓(xùn)綜合基地。通過優(yōu)化資源配置、創(chuàng)新體制機(jī)制,爭(zhēng)取到2013年使天津職業(yè)教育培訓(xùn)的面貌發(fā)生根本性改變。

我市積極創(chuàng)建面向全體勞動(dòng)者的市區(qū)兩級(jí)公共技能實(shí)訓(xùn)中心,為全體勞動(dòng)者提供以技能實(shí)訓(xùn)為主,兼顧職業(yè)技能鑒定、職業(yè)技能競(jìng)賽等功能的綜合服務(wù)場(chǎng)所。

我市職業(yè)能力建設(shè)工作將按照國(guó)務(wù)院的要求,以黨的十七大精神為指導(dǎo),落實(shí)國(guó)家和我市中長(zhǎng)期人才發(fā)展規(guī)劃,實(shí)施人才強(qiáng)市和擴(kuò)大就業(yè)的發(fā)展戰(zhàn)略,堅(jiān)持以高技能人才培養(yǎng)為重點(diǎn),積極造就一大批經(jīng)濟(jì)社會(huì)發(fā)展急需的技能人才;堅(jiān)持以促進(jìn)技能就業(yè)為導(dǎo)向,以提升職業(yè)能力為核心,加快健全面向全體勞動(dòng)者的職業(yè)培訓(xùn)制度;堅(jiān)持以培養(yǎng)、評(píng)價(jià)、使用、激勵(lì)為重點(diǎn),通過創(chuàng)新體制機(jī)制、完善政策措施、夯實(shí)工作基礎(chǔ)、加大工作力度,加快技能人才隊(duì)伍建設(shè),為天津市經(jīng)濟(jì)社會(huì)的可持續(xù)發(fā)展,為加快濱海新區(qū)開發(fā)開放奠定堅(jiān)實(shí)的技能人才基礎(chǔ)。

把握重點(diǎn)突出特色

充分發(fā)揮職業(yè)培訓(xùn)促進(jìn)就業(yè)的基礎(chǔ)性作用

按照黨中央、國(guó)務(wù)院提出的健全面向全體勞動(dòng)者的職業(yè)培訓(xùn)制度要求,緊緊圍繞貫徹《就業(yè)促進(jìn)法》,以高技能人才工作為引領(lǐng),以企業(yè)培訓(xùn)為重點(diǎn),以職業(yè)院校和技工院校為依托,以鑒定評(píng)價(jià)為手段,著眼于提升城鄉(xiāng)勞動(dòng)者就業(yè)能力,大力開展職業(yè)培訓(xùn)工作,充分發(fā)揮職業(yè)培訓(xùn)促進(jìn)就業(yè)的基礎(chǔ)性作用,積極促進(jìn)勞動(dòng)者實(shí)現(xiàn)素質(zhì)就業(yè)、能力就業(yè)。近年來,我省年均開展各類職業(yè)技能培訓(xùn)80多萬人次。通過加強(qiáng)職業(yè)技能培訓(xùn),技能勞動(dòng)者總量從2005年的200萬人增加到目前的282萬人,增長(zhǎng)了41%;技能勞動(dòng)者占從業(yè)人員總量的比例達(dá)到38.4%,比2005年提高了3.9個(gè)百分點(diǎn);高級(jí)工以上高技能人才從2005年的33.4萬人增加到目前的57萬人,增長(zhǎng)了71%。技能勞動(dòng)者尤其是高技能人才成為各行各業(yè)的骨干,為產(chǎn)業(yè)升級(jí)和經(jīng)濟(jì)發(fā)展做出了重要貢獻(xiàn)。

一、培訓(xùn)與就業(yè)對(duì)接,提高政府補(bǔ)貼培訓(xùn)的有效性和針對(duì)性

針對(duì)勞動(dòng)力資源豐富但就業(yè)難、企業(yè)崗位需求旺盛但招工難的雙重難題,以企業(yè)在崗培訓(xùn)為重點(diǎn),著力促進(jìn)培訓(xùn)與就業(yè)對(duì)接。

(一)領(lǐng)導(dǎo)重視,高位推動(dòng)。近年來,隨著東部沿海地區(qū)產(chǎn)業(yè)向內(nèi)地轉(zhuǎn)移速度的加快,工業(yè)園區(qū)用工需求旺盛,但由于技術(shù)工人總體水平低下,難以符合企業(yè)用工需求,“招工難”、“技工荒”等問題也同時(shí)出現(xiàn),對(duì)技能培訓(xùn)工作提出了嚴(yán)峻考驗(yàn)。省委、省政府領(lǐng)導(dǎo)對(duì)此高度重視,多次召開會(huì)議專題研究,開展實(shí)地調(diào)研,指導(dǎo)出臺(tái)相關(guān)政策。吳新雄省長(zhǎng)、熊盛文副省長(zhǎng)專程到上高、高安等市縣調(diào)研,提出了“一個(gè)中心、兩個(gè)合同、三個(gè)臺(tái)帳、四個(gè)對(duì)接”的就業(yè)培訓(xùn)工作思路。“一個(gè)中心”就是以促進(jìn)農(nóng)村富余勞動(dòng)力就近轉(zhuǎn)移就業(yè)為中心;“兩個(gè)合同”就是工業(yè)園區(qū)企業(yè)與農(nóng)村富余勞動(dòng)力簽訂勞動(dòng)合同,工業(yè)園區(qū)企業(yè)與職業(yè)學(xué)校、職業(yè)培訓(xùn)機(jī)構(gòu)簽訂定向就業(yè)培訓(xùn)合同;“三個(gè)臺(tái)賬”就是建立農(nóng)村富余勞動(dòng)力資源臺(tái)賬、工業(yè)園區(qū)企業(yè)用工需求臺(tái)賬以及職業(yè)培訓(xùn)機(jī)構(gòu)管理臺(tái)賬;“四個(gè)對(duì)接”就是建立勞動(dòng)用工對(duì)接機(jī)制、定向培訓(xùn)對(duì)接機(jī)制、資金資源及政策對(duì)接機(jī)制、就業(yè)培訓(xùn)績(jī)效評(píng)估對(duì)接機(jī)制。

(二)積極探索,創(chuàng)新模式。過去主要以招標(biāo)方式委托民辦培訓(xùn)機(jī)構(gòu)開展補(bǔ)貼培訓(xùn),但由于培訓(xùn)與企業(yè)用工脫節(jié),培訓(xùn)效果不夠理想,在緩解企業(yè)“招工難”方面收效甚微,還引發(fā)了一些資金管理方面的問題。

為解決這一難題,我們?cè)谌⊥茝V了“招工、培訓(xùn)、就業(yè)”三位一體工作模式,即由企業(yè)先招工,招工后由企業(yè)進(jìn)行培訓(xùn),結(jié)業(yè)后再上崗,培訓(xùn)費(fèi)用由政府直接補(bǔ)貼給企業(yè)。這種“穿著工作服培訓(xùn)”的方式,極大提高了培訓(xùn)的有效性和針對(duì)性,實(shí)現(xiàn)了招工與培訓(xùn)的有機(jī)結(jié)合、培訓(xùn)與就業(yè)的無縫對(duì)接。從2009年推廣此模式以來,工業(yè)園區(qū)招工培訓(xùn)人數(shù)達(dá)到了68.44萬人,有效緩解了工業(yè)園區(qū)企業(yè)用工難問題。

此外,我們?cè)谌珖?guó)率先開展了刑釋解教人員職業(yè)技能培訓(xùn)工作,積極提高刑釋解教人員回歸社會(huì)的就業(yè)創(chuàng)業(yè)能力,降低刑釋解教人員重新違法犯罪率。目前已培訓(xùn)了5100多人。這項(xiàng)工作在全國(guó)司法系統(tǒng)尚屬首創(chuàng),受到了中央和省委領(lǐng)導(dǎo)的充分肯定。

(三)加大投入,落實(shí)資金。近幾年,我省加大了職業(yè)培訓(xùn)投入力度,不斷提高職業(yè)培訓(xùn)資金支出比例。2008年以來用于職業(yè)培訓(xùn)的資金就已經(jīng)達(dá)到了7.15億元。2009年,從就業(yè)專項(xiàng)資金中安排了職業(yè)培訓(xùn)補(bǔ)貼資金2.3億元,占全省就業(yè)專項(xiàng)資金的16.4%;2010年增加到3.8億元,占全省就業(yè)專項(xiàng)資金的24%。并安排了近3800萬元資金大力實(shí)施“高技能人才振興工程”,進(jìn)一步加快高技能人才的培養(yǎng)步伐。

二、扶持與創(chuàng)新并舉,加快推動(dòng)技能人才隊(duì)伍建設(shè)

(一)出臺(tái)政策,形成抓手。一是實(shí)施城鄉(xiāng)家庭經(jīng)濟(jì)困難子女免費(fèi)入讀技校資助政策,對(duì)貧困生給予每人每學(xué)年2000元學(xué)費(fèi)補(bǔ)貼,連續(xù)資助兩年,資助名額從2009年的5000名增加到今年的1萬名。

二是實(shí)施“江西省技能人才培養(yǎng)計(jì)劃”,對(duì)青年高技能人才、緊缺技能人才給予每人2000元的政府培訓(xùn)補(bǔ)貼,對(duì)“首席技師”給予每人8000元的政府獎(jiǎng)勵(lì),加
