Introduction
TheElectricVehicleCouncilhascompiledanoverviewofthemajorelectricvehicle(EV)momentsfor2023,includingEVmarkethighlights,charginginfrastructureprogress,andpolicyachievements.ThisreportalsoincludeshighlightsofsomeofthekeyactivitiesoftheEVCounciloverthecourseof2023.
Overthecourseof2023,yetagaintheEVmarketinAustraliaexperiencedstronggrowthintermsofbothsalesandmodelavailability.Whilethesesignsarepositive,significantworkremainstoaccelerateadoptiontoalignwithAustralia’sclimatetargets,andtakefurtheractiontoaddressthehighcostoftransportinthiscountrywhichiscontributingtothecurrentcostoflivingchallenges.Activepolicysupporttodecarboniseheavyvehiclesisalsolagging,withmoreworkrequiredin2024.
WiththerecentannouncementbytheFederalGovernmentofitspreferreddesignforaNewVehicleEfficiencyStandard,2024issettobeanexcitingyearahead,withtheopportunityformoreAustraliansoverthecomingyearstohavegreaterchoiceinefficientcarmodels,andslashtheirfuelbills.
Wewelcometheopportunitytocontinueworkingwithgovernments,industryandallAustralianstohelpacceleratetheelectrificationofAustralia’stransportsystem.

NewEVpurchasesinAustraliamorethandoubledin2023,comparedto2022,withthetotalnumberofEVsonAustralianroadsnowexceeding180,000.1ThisgrowthcontinuesthetrendofaroundadoublingofthenewEVmarketeveryyearsince2020.Inlargepart,thisgrowthhasbeendrivenbyincreasinglypositiveactionstakenbymanyAustraliangovernments.ItisalsoaresultoftheAustralianEVindustryworkingwithinthesepolicyparameterstoreducecostsforconsumers,increasemodelavailability,androlloutcharginginfrastructurenationally.
OverthecomingyearsitwillbemoredifficultforthelocalEVmarkettoachievethesamelevelofexponentialgrowth(inpercentageterms),simplyduetothetotalvolumeofsalesnowbeingsolargei.e.98,436newEVssoldin2023.Withcontinuedpolicysupport,theElectricVehicleCouncilisconfidentthemarketcancontinuetogrowat30-50%peryear–inlinewithwhatwillberequiredtosupportthecountry’sclimatetargets,whiledrivingdownfuelbillsforAustralians.

In2023,theACTcontinued,andindeedextendeditsnationalleadintermsofEVmarketshare,beingthefirstAustralianjurisdictiontopass20%ofallnewvehiclessoldbeingEVs,achieving21.9%bytheendof2023.Thisisagainthankstotheterritorygovernment’sstrongleadershiponEVpolicyovermanyyears.
Lookingmorebroadlyacrossthecountry,everyotherstateandterritoryalsoexperiencedstronggrowthinEVsales.Insecondplace,NSWachieved9.0%,followedbyQueenslandat8.3%,Victoriaat8.0%,TasmaniaandWesternAustraliabothat7.8%,SouthAustraliaat6.8%andtheNorthernTerritoryat3.2%.AlthoughtheNorthernTerritorydoescurrentlytrailotherstatesandterritories,itshouldbenotedthatEVsalesintheNTmorethantripledin2023comparedto2022.TheNTiseffectivelyonlyoneyearbehindthenationalaverage,asignificantaccomplishmentconsideringitsstatusasahighlyremotejurisdictionwithasmallpopulation.ThisunderscorestheimportanceofcontinuedeffortsbytheNTGovernmenttosupportEVadoptionintheterritory.TheEVCalsowanttocongratulatetheQueenslandGovernment’scontinuingleadershiponEVincentives,havingthelargestrebateavailableinthecountry.2
TheElectricVehicleCouncilwillbecarefullymonitoringthedistributionofEVsalesacrossthecountryaftertheNewSouthWales,VictorianandSouthAustraliangovernmentsprematurelyandabruptlywithdrewEVincentivesin2023.InVictoria,thisimpactwillbepartiallyoffsetbytheabolishmentofthatstate’sEVtax,butoverall,thisisaconcerningmovebyseveralgovernmentsatapointwellshortofwheretheEVmarketneedstobetoalignwithourclimatetargets.
TheEVCstronglyencouragesallAustraliangovernmentstoactivelysupportEVuptakeuntilatleast30%EVsalesareachievednationally,afterwhichweexpectincentivescanbephasedoutprogressively.

Australia’sEVFleet
Itisestimatedtherearenowover180,000EVsonAustralianroads3,withover80%ofAustralia’sEVfleetmadeupofBEVs.EVsnowrepresentapproximately1%ofthetotallightvehiclefleetinAustralia.Althoughweareheadingintherightdirection,with99%ofAustralia’slightvehiclefleetstilltobetransitioned,thereisclearlystillmoreworktobedone.
SupportfromallAustraliangovernmentswillbenecessaryforthenationtoachievea100%zero-emissionvehiclefleetby2050–inlinewithournationalandstateclimatetargetsofnetzeroby2050(atthelatest).Whilewestillhavealongroadaheadtoachievethesetargets,itremainspossibleifthetransportsectordoesitsfairshare.Forlightvehicles,achievingthisoutcomewilldependontheAustralianParliamentlegislatingthegovernment’srecommendeddesignforaNewVehicleEfficiencyStandard4.

TheElectricVehicleCouncilcontinuestoadvocateforAustraliatoaimfor1millionEVstobeonAustralia’sroadsbytheendof2027(approximately5%ofAustralia’spassengerandlightcommercialvehiclefleet).ThiswouldseeAustraliaalsoachievearound30%EVmarketsharebytheendof2027.
ThesetargetswouldputAustraliaonafeasiblepathwaytowardsachievingaround2.5millionEVsby2030(equivalenttoapproximately50-60%ofallnewvehiclespurchasedbeingEVs),whichisacriticalmilestoneonthejourneytowardsa100%zero-emissionvehiclefleetby2050.
Asshowninthefigureonthefollowingpage,althoughweareofftoagoodstart,westillhavesomewaytogotoachievethesetargets.ThisagainhighlightstheongoingneedforstrongandconsistentEVpolicyfromallAustraliangovernments.

Theupcomingintroductionofthegovernment’sNewVehicleEfficiencyStandardwillnotonlyhelptofurtherexpandtherangeoffuel-efficient,hybridandEVmodelsavailabletoAustralians,butalsothevolumeofeachmodelsuppliedtothecountry.
WhichEVsareeligiblefortheAustralianGovernment’sEVDiscount?
In2022,theAustralianGovernmentintroduceditsEVDiscountpolicy.TheprimarybenefitofthisdiscountisanexemptionfromFringeBenefitsTax(FBT)forelectricvehicles
purchasedbycompaniesand/orthroughsalarysacrificearrangements.TheintentionofthispolicyistoincreaseEVadoptionbyfleets,whichwillsellthesevehiclesoverthenextfewyearsandcreateastrongsecond-handEVmarketforallAustralianstobenefitfrom.
Thisincentiveisavailabletoanyonewhocansalarysacrificeavehiclethroughtheiremployer,andcompanyfleets.

WhileunderstandingthenumberandtypesofEVsbeingsoldeachyearremainsimportant,increasinglytheEVChasbeenaskedbydifferentstakeholdersaboutthetypesofAustralianspurchasingEVsandwhereEVsarebeingsold.

TheElectricVehicleCouncilhaspartneredwithTheUniversityofSydneytolaunchanEVownershipsurveyinFebruary2024,fromwhichweaimtoprovideanupdatedsnapshotofAustraliansowningEVs,andhowtheyareusingthem.Insightsfromthissurveywillbesharedlaterin2024.
Aspartofthis2023recap,weareexcitedtobeabletoprovideinsightintowhereasignificantproportionofnewEVsweresoldlastyear.Thisisthankstodataprovidedbyourmembers,BYDandTesla,whichcombinedmadeupapproximatelytwo-thirdsofallnewEVssoldin2023.
Asshownonthemap,newEVsweresoldrightacrossAustraliain2023.Thisincludedmanyoutermetropolitan,regionalandruralpartsofthecountry.It’simportanttonotethatthisfigureonlyincludesbatteryelectricvehicles(BEVs)–sinceTeslaandBYDdonotcurrentlysellplug-inhybridelectricvehicles(PHEVs)inAustralia.
Toprovidegreaterinsightintothisdistributionofsalesacrossthecountry,wehavecalculatedthatapproximately43%ofnewEVssoldwereinOuterMetropolitanAreas,39%wereinInnerMetropolitanAreas,andtheremaining18%wereinregionalandruralareas.
It’sencouragingtoseeawiderangeofAustralians,fromacrossthecountry,beingabletogainthebenefitsofowninganEV,althoughwerecognisethereisstillmoreworktobedonetosupportallcommunitiesinmakingtheswitchoverthecomingdecades.ThisincludesworkingwithourmembersandAustraliangovernmentstocontinuesupportingthebuildoutofanever-expandingnationalnetworkofpublicfastchargers,drivingdowncosts,andincreasingthenumberofEVmodels,ofallshapesandsizes,tomeetdifferenthouseholdandbusinessrequirements.
Infuturereportswewillcontinuetoexpandonthedatawepublish,withtheaimofbothidentifyingwhereEVuptakeisontrack,andotherareaswherefurthersupportand/oractionisneeded.TheElectricVehicleCouncilalsocontinuestoexploreopportunitiestopublishsalesdataonothervehiclesegmentsincludingelectricbusesandtrucks.Whilethesesegmentscontinuetogrow,Australiadoesnotcurrentlyhaveapubliclyavailabledatabaseofvehiclesales.

IsdemandreallyslowingforEVsintheUnitedStates?
InrecentmonthstherehasbeenasteadystreamofclaimsmadeaboutaslowdowninEVsalesintheUnitedStates,andmorebroadlyacrosstheglobe.WhileourreportsprimarilyfocusondevelopmentsintheAustralianEVmarket,giventhebreadthofmisinformationbeingspreadonthisissue,herewehaveincludedabriefoverviewofhowtheUSEVmarketactuallyperformedin2023.
Contrarytowhatsomehaveclaimed,theUSEVmarkethascontinuedtogrowsignificantly,witharecord1.4millionEVssoldin2023.5That’smorethanthetotalnumberofallnewvehiclessoldinAustraliain2023.Asshownbelow,theUSEVmarkethasgrownsignificantlybetween2021and2023,bothintermsofvolumeofsales,andEVmarketshare.

Naturally,asthetotalnumberofEVssoldcontinuestobecomeeverlarger,whetheritbeintheUS,Australiaorglobally,achievingthesamesignificantlevelsofannualgrowthbecomesincreasinglydifficulttoachieve.
Let’stakealookatanexample.In2022,321,000extraBEVsweresoldintheUScomparedto2021.Thisrepresented66%annualgrowth.6Fast-forwardto2023,thetotalincreaseinBEVsaleswasevengreater,with376,000extraBEVssoldcomparedto2022.DespitegrowthinthetotalnumberofBEVsales,inpercentageterms,theannualgrowthratewaslowerfor2023at46%.This‘lower’growthratehasmisleadinglybeenreportedasa‘slow-down’inEVsales.
Inmostcircumstances,46%annualgrowthwouldbeseenasamonumentalachievement.However,againstthebackdropoftheUSundergoingareviewofitsnewvehicleefficiencystandardsfor2027to2032,vestedinterestsaretryingtospreadafalsenarrativethatEVsalesaredeclining.AsoutlinedbythesalesfigurespublishedbytheUSDepartmentofEnergy,thatcouldnotbefurtherfromthetruth.
SinceglobalEVsalesfiguresarestillbeingfinalisedweareunabletopublishasummaryinthisreport.BloombergNewEnergyFinanceestimatesthatover14millionEVsweresoldgloballyin2023.7Thisisanotherrecord-breakingyearfortheEVmarket,up36%comparedto2022.TheEVCaimstoincludeanoverviewofglobalEVsalesfor2023inourmid-yearStateofEVsreport.

Notably,somestatesandterritorieshaveoutpacedothersintermsoftheincreaseincharginglocationsoverthepast12months.It’simportanttoacknowledgethatmanyofthesecharginglocationshousemultiplechargingbaysorpoints,allowingseveralEVstochargesimultaneouslyandincreasingthecapacityofthenetworkfarbeyondthenumberoflocationsalone:

NationalElectric
VehicleStrategy,
designedasaroadmapwiththegoalofincreasingtheuptakeofelectricvehiclesacrossAustralia.ThestrategyinvolvescollaborationbetweenthestateandterritorygovernmentsandtheAustralianGovernmentinsixkeyareas,includingnationalstandards,datasharing,EVaffordability,developmentofremote
andregionalEVcharginginfrastructure,fleetprocurement,andeducationandawareness.
