around6percentofthetotalpopulation.Inordertoreduceoccurrenceanddegreeofdisability,duringthe13thFive-YearPlan(2016-2020),Chinalaunchedaprojecttoestablishnationalcomprehensivepilotzonesfordisabilityprevention.

Throughestablishingcomprehensivepilotzonesfordisabilitypreventionin100counties(municipalities,districts),wehopetoachievethefollowinggoals:

First,establishorganizationalmanagementsystemandworkingmechanismsfordisabilityprevention.

Second,implementcomprehensiveinterventionofdisabilitypreventiontocontroltheoccurrenceanddevelopmentofdisability.

Third,establishadisabilityreportingsystemandbuildaunifieddisabilityEnglishSpeechandDebateinformationmanagementsystem.

Fourth,improvetechnologicalmethodsofdisabilitypreventionandtechnologicalspecificationsandstandards.

OnMay16,2023,PresidentXiJinpingmetwithrepresentativesattendingaceremonycommendingrolemodelswithdisabilitiesandpeoplewhohavemadeoutstandingcontributionsinhelpingthedisabled.Attheceremony,StateCoun-cilorWangYongcalledforimprovedmechanismsandefficientmeasuresfordisabilitysupport.Wangalsocalledforconcretemeasurestoguaranteeequalrightsforthedisabled.

Morethan25millionamongthedisabledhaveseveredisabilities,andnearly10millionareinneedofcareservices,butonlyaboutonemillioncangettheservicestheyEnglishSpeechandDebateneed.

Ononehand,weshouldexerteveryefforttooffersupporttothedisabledinneed,toenablemorepeoplewithdisabilitiestolivebetterlivesandtoliftimpoverishedpeoplewithdisabilitiesinruralareasoutofpoverty.

CaoPengwastheconductoroftheShanghaiSymphonyOrchestraandinitiatoroftheAngelConfidantSalon.In2008,hesetupthesalontohelpautisticchildrenthroughmusic,cultureandothercourses.Hethoughtthoseautisticchildrenwhohavegreatmusicaltalentshouldbepaidattentiontoandcaredfor,sothattheycangetoutoftheirpredicamentandlearntobeindependent.

Ontheotherhand,weshouldurgepeoplewithdisabilitiestolearnfromtheroleEnglishSpeechandDebatemodelstocarryforwardthespiritofself-reliance.

Anothergoodcaseinpointisasfollows.PengChaoisaseniorstudentmajoringinlawinSichuanUniversity.In2001,six-year-oldPengaccidentallytouchedahigh-voltagewire,resultinginamputationofbotharms.Nevertheless,thelifelongdisabilitydidnotknockhimdown.Instead,heinsistedonpracticingwritingandeatingwithhisfeet,andredoubledhiseffortsinstudy.Asaresult,hewasadmittedtoSichuanUniversityinthe2015collegeentranceexaminationandrealizedhisdream.

Thisrequiresnotonlythegovernment’ssupportbutalsotheparticipationofthewholesociety.
