1、領導班子四風問題自查報告范文依照黨的群眾線路教育實踐活動整體安排,為了更好地發(fā)現題目、查擺題目,xxxx總隊領導班子查擺題目不留死角,剖析緣由不走過場。為查準聚焦題目,總隊領導班子廣泛征求省直單位、市縣xx隊、xx對象和機關干部的意見和建議,召開了黨組專題會議討論研究班子對比檢查材料,在總隊機關展開了處級領導干部民主測評,領導班子成員之間、班子成員與機關處長之間展開交心談心活動。通過談心和征求意見查擺題目。黨組書記、總隊長丁遠忠屢次主持召開對比檢查座談會,領導班子成員深入剖析在為民、務實、清廉、作風方面存在題目的主要緣由。通過對比檢查,對查擺出來的題目進行梳理,領導班子在為民務實清廉及“四風”
2、方面存在的突出題目有:在情勢主義方面,領導班子有些時候存在好人思想,不敢管理,不敢碰硬,怕得罪人;有的領導干部工作飄浮,不夠扎實,按主觀想法辦事;有的領導班子成員基層xx不深進、不細致,xx意識不強,存在機關化作風,只知面上情況,不知點上情況,好多新情況新題目知之甚少。在官僚主義方面,領導班子在對國家xx局的某些工作部署上落實不力,執(zhí)行不力,工作效力不高;有時大局意識和全局觀念還不夠強,過份強調客觀條件;有時群眾觀念淡薄。在享樂主義和奢糜之風方面,領導班子在一些工作上的開辟力不強,缺少創(chuàng)新精神和憂患意識;有的領導干部不求有功,但求無過,對自己要求不高;領導班子艱苦奮斗、節(jié)約勤儉的作風有所淡化,
3、一些工作展開時勤儉意識淡薄,浪費現象時有發(fā)生。這些題目,反映到xxxx工作上,主要體現在怠惰癥、飄浮癥、軟骨癥和享樂癥四個方面:一、工作改革創(chuàng)新上存在畏難、怕煩、求穩(wěn)的“怠惰癥”。主要表現在創(chuàng)新意識不強,創(chuàng)新辦法未幾。xxxx業(yè)務改革工作碰到阻力時存在一定程度的畏難情緒,在國家xx局重大工作推動上有時缺少創(chuàng)新,有些傳統(tǒng)業(yè)務工作沿襲守舊,安于現狀,習慣過往的老做法;對新情勢下改革發(fā)展xxxx工作深進思考和研究不足。工作落實中,有的黨員領導干部不善于接受新事物,循舊路嫌麻煩,不留意鑒戒新門路新方法。在一些xxxx工作貫徹落實上習慣于原文照搬、咋說咋做的思惟,存在用文件落實文件,用會議落實會議的現象
4、,缺少結合xx實際而又創(chuàng)造性地工作。在調動干部工作積極性、主動性、創(chuàng)造性方面,缺少有效措施和手段。做好新時期黨建工作的創(chuàng)新點未幾,黨組織的凝聚力、領導力和黨支部的戰(zhàn)役堡壘作用發(fā)揮得還不夠。二、隊伍管理和業(yè)務建設上存在工作脫節(jié)和作風漂浮的“飄浮癥”。領導班子在安排基層調研時存在怕給基層添麻煩,增加基層負擔的思想,深進基層展開調研時間未幾;領導干部到基層調研工作有時不深進、不細致,因此,對基層xx隊的情況沒有全面了解和熟習,指導基層工作、解決某些特殊困難缺少針對性和有效性;對一些基層xx隊存在的題目,管理不嚴、措施不力;有些工作缺少事后跟蹤監(jiān)督,導致某些工作做過量次,但存在的題目仍然如故。在機關業(yè)
5、務安排和干部配置上,存在處室和干部忙閑不均的現象,領導班子對此缺少有效措施加以治理;領導班子在發(fā)揮年輕干部作用上缺少長遠規(guī)劃和更加得力的措施,針對不同崗位、不同職級的干部,培訓上層次性、重點性不突出;領導班子在宣傳xx工作方面還缺少有效途徑和手段;有的領導干部對分管處室工作和干部管理松懈,怕得罪人,怕丟選票,做好人;對退休干部的管理不夠細致,缺少重視。三、經費管理和使用上存在監(jiān)管紕漏和不勤儉的“軟骨癥”。存在著對財務監(jiān)管不力、管理不規(guī)范的題目。一些辦公用品購置不完全符合財務制度規(guī)定,個別經費支出不符合財務要求;在會議時間、會議范圍等方面把關不嚴,存在不勤儉現象;對市縣xx隊財務管理和專項資金監(jiān)
