3、、法規(guī)，結(jié)合電力生產(chǎn)的實(shí)際，制定本規(guī)程。1.2 作業(yè)現(xiàn)場(chǎng)的基本條件。1.2.1 作業(yè)現(xiàn)場(chǎng)的生產(chǎn)條件和安全設(shè)施等應(yīng)符合有關(guān)標(biāo)準(zhǔn)規(guī)范的要求，工作人員的勞動(dòng)防護(hù)用品應(yīng)合格、齊備。1.2.2 經(jīng)常有人工作的場(chǎng)所及施工車輛上宜配備急救箱，存放急救用品，并應(yīng)指定專人經(jīng)常檢查、補(bǔ)充或更換。1.2.3 現(xiàn)場(chǎng)使用的安全工器具應(yīng)合格并符合有關(guān)要求。1.2.4 各類作業(yè)人員應(yīng)被告知其作業(yè)現(xiàn)場(chǎng)和工作崗位存在的危險(xiǎn)因素、防范措施及事故緊急處理措施。1.3 作業(yè)人員的基本條件。1.3.1 經(jīng)醫(yī)師鑒定，無(wú)妨礙工作的病癥 （體格檢查每?jī)赡曛辽僖淮?）。1.3.2 具備必要的電氣知識(shí)和業(yè)務(wù)技能，且按工作性質(zhì)，熟悉本規(guī)程的相關(guān)部

4、分，并經(jīng)考試合格。1.3.3 具備必要的安全生產(chǎn)知識(shí)，學(xué)會(huì)緊急救護(hù)法，特別要學(xué)會(huì)觸電急救。1.4 教育和培訓(xùn)。1.4.1 各類作業(yè)人員應(yīng)接受相應(yīng)的安全生產(chǎn)教育和崗位技能培訓(xùn)，經(jīng)考試合格上崗。1.4.2 作業(yè)人員對(duì)本規(guī)程應(yīng)每年考試一次。因故間斷電氣工作連續(xù)3個(gè)月以上者，應(yīng)重新學(xué)習(xí)本規(guī)程，并經(jīng)考試合格后，方能恢復(fù)工作。1.4.3 新參加電氣工作的人員、實(shí)習(xí)人員和臨時(shí)參加勞動(dòng)的人員（管理人員、非全日制用工等） ，應(yīng)經(jīng)過安全知識(shí)教育后，方可下現(xiàn)場(chǎng)參加指定的工作，并且不得單獨(dú)工作。1.4.4 外單位承擔(dān)或外來(lái)人員參與公司系統(tǒng)電氣工作的工作人員應(yīng)熟悉本規(guī)程、并經(jīng)考試合格，經(jīng)設(shè)備運(yùn)行管理單位認(rèn)可，方可參加工

5、作。工作前，設(shè)備運(yùn)行管理單位應(yīng)告知現(xiàn)場(chǎng)電氣設(shè)備接線情況、危險(xiǎn)點(diǎn)和安全注意事項(xiàng)。1.5 任何人發(fā)現(xiàn)有違反本規(guī)程的情況，應(yīng)立即制止，經(jīng)糾正后才能恢復(fù)作業(yè)。各類作業(yè)人員有權(quán)拒絕違章指揮和強(qiáng)令冒險(xiǎn)作業(yè)；在發(fā)現(xiàn)良接危及人身、電網(wǎng)和設(shè)備安全的緊急情況時(shí)，有權(quán)停止炸業(yè)或者在采取可能的緊急措施后撤離作業(yè)場(chǎng)所，并立即報(bào)告。1.6 在試驗(yàn)和推廣新技術(shù)、新工藝、新設(shè)備、新材料的同時(shí)，應(yīng)制定相應(yīng)的安全措施，經(jīng)本單位分管生產(chǎn)領(lǐng)導(dǎo)（ 總工程師 ） 批準(zhǔn)后執(zhí)行。1.7 電氣設(shè)備分為高壓和低壓兩種:高壓電氣設(shè)備：電壓等級(jí)在1000V及以上者；低壓電氣設(shè)備：電壓等級(jí)在1000V以下者。運(yùn)用中的電氣設(shè)備，是指全部帶有電壓、一部分

45、。封閉式 組合電器引出電纜備用孔或母線的終端備用孔應(yīng)用專用器具封閉。2.1.10 運(yùn)行中的高壓設(shè)備其中性點(diǎn)接地系統(tǒng)的中性點(diǎn)應(yīng)視作帶電體， 在運(yùn)行中若必須進(jìn)行中性點(diǎn)接地點(diǎn)斷開的工作時(shí)，應(yīng)先建立有效的旁路接地才可進(jìn)行斷開工作。2.2 高壓設(shè)備的巡視。2.2.1 經(jīng)本單位批準(zhǔn)允許單獨(dú)巡視高壓設(shè)備的人員巡視高壓設(shè)備 時(shí)，不準(zhǔn)進(jìn)行其他工作，不準(zhǔn)移開或越過遮欄。2.2.2 雷雨天氣，需要巡視室外高壓設(shè)備時(shí)，應(yīng)穿絕緣靴，并不準(zhǔn)靠近避雷器和避雷針。2.2.3 火災(zāi)、地震、臺(tái)風(fēng)、冰雪、洪水、泥石流、沙塵暴等災(zāi)害發(fā)生時(shí)，如需要對(duì)設(shè)備進(jìn)行巡視時(shí)，應(yīng)制定必要的安全措施，得到設(shè)備運(yùn)行單位分管領(lǐng)導(dǎo)批準(zhǔn)，并至少兩人一組，巡
