6、e to the Notice on the Planfor Printing and Distributing Electric Power Industry Standard 2005issued by the General Office of National Development and ReformCommission of the Peoples Republic of China (FGBGY 2005 739).These specifications are intended to provide guidance for the designof dispatch au

7、tomation in district power networks in China. Over thepast decade, the DL 50021991 standard has played a major guiderole in this regard. In principle, the provisions set forth herein on thedesign, function and performance indicators of dispatch automationdesign in district power networks apply to al

8、l district networks. Giventhe numerous district networks in China and their differentiatedfeatures, some functions and requirements specified herein areimpractical or temporarily not required in some cases. Therefore,such functions and requirements can be used or not in project-specificdesigns.Compa

9、red with DL 50021991, the major modifications madeto these specifications are as follows, in addition to the supplementsand adjustments to some of its original clauses:The applicable scope of the original specifications isexpanded and some low indicators are modified.The application function at the

10、master station is added, andtelecontroldesign and telecontrol equipment function at theplant/substation end are augmented.Some relevant clauses in DL 50021991 are revised herein.These specifications will supersede DL 5002 1991 uponII DL / T 5002 2005implementation.These specifications are proposed b

11、y the China ElectricityCouncil.These specifications are solely managed by the TechnicalCommitteeon Electric Power Planning and Engineering ofStandardization Administration of Power Industry.These specifications are interpreted by the Northwest ElectricPower Design Institute.These specifications are

13、 T 5002 20051 Scope These specifications specify the principles that shall be followed inthe design of dispatch automation system in district networks.These specifications apply to the planning, design and feasibilitystudy of dispatch automation system in district networks, districtnetwork dispatch

14、automation engineering, and the design of small-sizedhydropower stations, thermal power stations, and substations underthe jurisdiction of district network centralized control station anddistrict network dispatch center. These specifications can be used as areference in the design of expanded/retrof

23、ict networks, reflect the operationalrequirements of power markets, unify technical standards for design,and implement related national policies.3.0.2 Dispatch automation system in district networks is now amain technical means for generation and dispatch of electricity. Adistrict network dispatch a

24、utomation system consists of dispatchautomation system master station, power plant and substationtelecontrol system (plant/substation end). As the basis for design ofmaster station and plant/substation end, these specifications may alsobe referenced in addition to other applicable for the design of

25、districtnetwork centralized control stations and other parts.3.0.3 The district network dispatch automation design shall bebased on the planning and design of district network (primary) systemthat has been reviewed. The system dispatch management structureand division of dispatch management responsi

26、bilities shall be definedprior to initiating the design.3.0.4 As a principle, the design level year of district networkdispatch automation should be the same as the level year of thedistrict network (primary) system.3.0.5 The planning and design of district network dispatchautomation system may be u

27、sed as the basis for feasibility study ofdistrict network dispatch automation engineering, design of dispatchautomation, and preliminary design of dispatch automation in powergeneration and transformation.4 DL / T 5002 20053.0.6 The design of district network dispatch automation shall beadaptable to

28、 the hierarchical management structure of power systemdispatch, and controlled in hierarchies. The information shall bedirectly monitored, collected, and transmitted.3.0.7 In designing district network dispatch automation, an analysisof power system features, operational needs and communicationcondi

29、tions is required to propose the functional requirements,technical indicators, telecontrol information contents, informationtransmission schemes, requirements for functions and configurationsof interface computers, as well as configurations of telecontrolsystems.3.0.8 The design of master station sh

30、all be based on reviewedplanning, design and feasibility study of district network dispatchautomation system to determine the types and specifications ofequipment, prepare preliminary design and construction drawings,and coordinate with design liaison, acceptance, and other engineeringservices.3.0.9

31、 The design of plant/substation end shall be based on reviewedplanning and design of district network dispatch automation systemto verify dispatching relationships, contents of information to becollected by telecontrol, determine specifications and types ofequipment, and information transmission cha

32、nnels, and prepareordering drawings, schematic wiring diagrams, and installationwiring diagrams.3.0.10 District network dispatch automation systems shall suitdomestic situation to meet grid operational requirements.3.0.11 In addition to the provisions herein, the dispatch automationdesign of electri

33、c power system shall comply with the currentnational and industrial codes and regulations.5 DL / T 5002 20054 Master Station 4.1 Overall System Structure4.1.1 The master station of the dispatch automation system shallemploy a redundant, open and distributed application environment.The entire hardwar

34、e and software architecture shall meet therequirements in respect of redundancy and modularization.4.1.2 Commercially available and stable latest versions of softwaresuch as operating systems and databases are recommended fordispatch automation systems. The system applications shall be inmodular des

35、ign and meet applicable national and internationalstandards. Standard software programming interfaces shall be used toenhance software and hardware independence.4.2 General Functions4.2.1 Based on its assigned dispatch responsibilities, a districtnetwork dispatch automation system shall achieve the

36、followinggeneral functions:1234567Computer communication.Supervisory control and data acquisition (SCADA).Network topology.State estimation.Load forecast.Dispatcher power flow.Voltage reactive power optimization control.4.2.2 A district network dispatch automation system should be6 DL / T 5002 2005b

37、ased on its assigned dispatch responsibilities and actual needs tofulfill the following functions:123456Short-circuit current calculation.Calculation of arc suppression coil compensation degree.Static security analysis.Static equivalent in external networks.Calculation of network loss.Dispatcher tra

38、ining simulator (DTS).4.2.3 The district network dispatch automation functions can beimplemented in stages. Basic functions closely related to operationalsafety and economic effects shall be deployed first. The functions forwhich infrastructures are not available can be postponed orimplemented in st

39、ages.4.2.4 District network dispatch centers shall, based on their variousapplication levels, consummate the remote control and regulationfunctions and progressively achieve the network analysis and DTSfunctions.4.2.5 For data collection over network and connection to othercomputer systems, sufficie

40、nt consideration shall be given to networksecurity and necessary protective measures shall be provided.4.2.6 A central control station may collect and supervise data ofpower plants and substations under its jurisdiction and provide basicpreventions against unintended operations, as well as gather an

41、d sendinformation to district network dispatch centers.4.3 Technical Requirements4.3.1 Aspecial telecontrol channel shall be provided for communicationbetween telecontrol systems of the master station and the plant/substationend. The telecontrol protocols shall comply with DL/T 634.5101,7 DL / T 500

42、2 2005DL/T 634.5104 and other applicable standards. Only one telecontrolprotocol released as national standard should be applied within thescope of a district network dispatch center. If other telecontrolprotocols are present within this scope, they may be converted oraddressed by other means.4.3.2

43、Network communication should be used for communicationbetween dispatch automation systems of different dispatch centersand between dispatch automation system and other computerapplication systems within the same dispatch center. The communicationprotocols shall comply with provisions specified in GB

44、/T 18700.1,GB/T 18700.2, GB/T 18700.3, and GB/T 1870.3 For network communication, safety and isolation measuresshall be taken according to national regulations on security protectionfor secondary power systems.4.3.4 Data Collection, Processing, and Control Type.1Remote metering quantity: anal

46、ity.Manual input quantity.4.3.5 The master station shall be equipped with an internal calendarclock with a millisecond resolution and able to receive synchronizationcommands from GPS standard clock.4.3.6 The error between the dispatch automation system time and8 DL / T 5002 2005standard time shall n

47、ot be more than 1 ms.4.3.7 Technical Indicators.1Remote metering quantity:(1) The comprehensive error of remote metering shall notbe more than 1.0% (ratings).(2) The minimum setting for transmission across dead bandshall not be less than 0.25% (ratings).2Remote signaling quantity:(1) The accuracy sh

48、all not be less than 99.9%.(2) The resolution of sequence of event between substationsshall not be more than 10 ms.34The remote controlling accuracy shall be 100%.The remote regulation accuracy shall not be less than 99.9%.4.3.8 Real-time Indicators:1For remote metering, the transmission time from a

49、cross deadband to the controlling station, or the refresh time of important remotemetering quantities in the cyclic transmission mode shall be 4s.2The time for remote signaling displacement transmission tothe controlling station shall be no greater than 3s.The transmission time of remote controlling

50、 and remoteregulation commands shall not be more than 4s.34The response time of workstation screen when invoked:(1) 85% of the screens 2s.(2) The remaining screens 3s.5The refresh cycle of real-time data of workstation screensshall be 510s (adjustable).6The invoking and response time of real-time da

56、ples for configuration of dispatch automation hardwarein district networks.1The hardware shall fulfill the dispatch automation functionsand meet the technical requirements of the system.The new computer system shall have high scalability,2maintainability, compatibility, reliability, and cost efficie

57、ncy.4.4.3 The scale of computer system shall be determined based onthe dispatch automation functions for the design level year and theneeds for 10 years development, with a consideration of the followingconditions.123Capacity of data collection and monitored objects.Type and quantity of telecontrol

58、systems.Type and quantity of data exchange with higher-level andneighboring district network dispatch automation systems.456Type and quantity of external equipment.Quantity of channels and transfer rate.Load rate and estimation condition of CPU.4.4.4 The average load rate of the main server and work

59、stationCPU should be less than 20% in any arbitrary 30 minutes undernormal network operation and less than 50% in any arbitrary10 seconds under faulted network operation.4.4.5 The LAN load rate should be less than 10% under normalconditions.4.4.6 Data communication equipment shall be provided for co
