1、第 PAGE37 頁 共 NUMPAGES37 頁東寧小學師德師風施行方案東寧小學深化開展師德師風建立集中教育活動施行方案 為深化貫徹落實教育部關于進一步加強和改良師德建立的意見老師20_51號、中小學老師職業(yè)道德標準老師20222號和市、縣教育工作會議精神,加快建立一支德高藝精的老師隊伍,著力構建和諧師生關系,努力辦好人民滿意的教育,按照遂寧市教育局關于在全市教育系統(tǒng)深化開展師德師風建立集中教育活動的通知、蓬溪縣教育體育局關于轉(zhuǎn)發(fā)在全市教育系統(tǒng)深化開展師德師風建立集中教育活動的通知的要求結(jié)合我校實際,特制定本方案。一、指導思想建立一支師德高尚、業(yè)務精湛的老師隊伍是推進教育改革開展的關鍵;加強
2、和創(chuàng)新學校管理,是實現(xiàn)教育新目的的重要保障。二、充分認識師德師風建立集中教育的重要性和緊迫性近年來,在各級黨委、政府的正確領導下,學校進一步強化了師德建立,推進學校管理創(chuàng)新,育人形式創(chuàng)新,獲得明顯成效,涌現(xiàn)出了一批師德高尚的優(yōu)秀老師,教育特色化、優(yōu)質(zhì)化開展的活力增加,人民對教育滿意度有了新進步。但人民群眾對優(yōu)質(zhì)教育資需求有了新增長,對老師言行和教書育人才能提出了新要求。目前,在個別老師身上也出現(xiàn)了一些不容無視的問題:師德建立缺乏系統(tǒng)性、針對性和實效性,師德建立與學校管理、教育教學管理互相脫節(jié);“只管老師校內(nèi)言行,不管、放任老師校外表現(xiàn)”,未能實現(xiàn)師德教育和管理全覆蓋;存在管理薄弱環(huán)節(jié)甚至盲區(qū),
3、只注重教學管理,無視老師思想政治工作,放松教職工師德師風教育等。個別老師教書育人責任心不強、奉獻意識不夠、拜金思想膨脹等問題突出存在;個別老師法紀意識冷淡,日常言行極端自由化現(xiàn)象越來越突出,甚至發(fā)生失德違紀違法現(xiàn)象,影響了廣闊老師在人民群眾中的良好形象,影響了教育事業(yè)的安康開展,必須實在增強師德建立和強化教育管理的憂患意識,深化認識加強師德建立的必要性和緊迫性,把師德建立擺在老師隊伍建立的首位,實在加強老師思想政治教育、職業(yè)理想、職業(yè)道德、職業(yè)紀律教育,加強政策法制教育、全局思想教育,標準老師從教行為,加強學校管理,不斷優(yōu)化“教風、學風、校風”,樹立為人師表、愛生如子、愛崗敬業(yè)的良好形象。三、
4、師德師風建立集中教育活動目的任務通過開展師德師風建立集中教育活動,全面實現(xiàn)“老師為人師表程度有新進步,學校教育教學管理有新加強,辦人民滿意的教育、建人才開展高地有新進步”的目的。一堅持用科學的理論武裝廣闊教職工,在進步老師政治素質(zhì)上求打破。組織廣闊老師認真學習鄧小平理論和“三個代表”重要思想,深化學習和理論科學開展觀,結(jié)實樹立正確的人生觀、價值觀、教育觀和質(zhì)量觀,旗幟鮮明地樹立學?!敖虝恕闭龤?,以優(yōu)良的思想政治素質(zhì)影響和引領學生,進步為人師表、依法執(zhí)教程度。二強化老師的正確職業(yè)理想,在進步老師職業(yè)道德程度上求打破。以培養(yǎng)優(yōu)秀創(chuàng)新人才、傳播先進文化和推動社會進步為己任,增強老師的職業(yè)榮耀感、
5、歷史使命感和社會責任感,正確面對收入分配制度調(diào)整中的新情況、新問題,引導廣闊老師愛崗敬業(yè)、以生為本、無私奉獻、志存高遠,自覺履行教書育人的神圣職責。三標準老師的教書育人行為,在進步教育教學質(zhì)量上求打破。堅持教學育人、管理育人、效勞育人,引導廣闊老師全面貫徹黨和國家的教育方針,結(jié)實樹立“以學生為本”的理念,遵循教育規(guī)律,把握學生的身心特點,嚴謹治學,為人師表,精心育人,全面施行素質(zhì)教育,促進學生德智體美全面開展。四著力解決師德師風方面存在的突出問題,在樹立老師良好形象上求打破。當前,老師隊伍總體上是安康向上的,但也有極少數(shù)學校和老師存在著亟需解決的問題。通過教育活動,采取綜合措施,解決師德建立和
6、師德表現(xiàn)上存在的問題,以高尚師風推動校風嚴明,促進教育安康開展。五著力探究師德管理有效形式,在建立健全師德建立管理長效機制上求打破。建立和完善常態(tài)化的師德教育制度、老師身為世范的綜合管理機制、嚴格的師德考核制度,學校、家庭、社會三位一體的師德師風評價監(jiān)視制度和育人質(zhì)量的問責制度,并形成長效機制,構建與我校教育改革開展相適應的老師職業(yè)道德長效建立機制和管理機制。六以集中開展師德建立活動為契機,在全面提升學校管理程度上求打破。把老師的校內(nèi)校外師德表現(xiàn),作為老師資格認定、學校聘人用人、評優(yōu)晉職晉級的首要條件,作為學校獎勵性績效工資分配的重要根據(jù),調(diào)動廣闊教職員工工作積極性,增強學校凝聚力、執(zhí)行力、公
7、信力,促進學校管理和教育教學質(zhì)量的全面提升,加快辦人民滿意教育進程。三、堅持“六項原那么”,確保師德師風建立集中教育活動順利開展一親密聯(lián)絡實際原那么。圍繞“責任奉獻”活動主題,結(jié)合學校領導班子、老師隊伍建立實際,實在把解決師德問題與圍繞教育教學創(chuàng)新這個中心工作結(jié)合起來,做到從實際出發(fā),有的放矢地開展教育活動。二面向全員原那么。教育活動面向每一位教職工,充分發(fā)揮離退休老老師的作用,做到人人參與,全面進步。三正面教育為主原那么。突出正面典型引路、反面典型警示,教育引導廣闊老師增強自我教育、自我進步的內(nèi)在動力。利用各種宣傳方式,宣傳師德標準要求,使廣闊教職工人人皆知,心里明白。同時,應加強對廣闊老師
8、的人文關心,幫助老師解決實際困難,增強老師的職業(yè)幸福感、榮耀感,引導廣闊老師主動查找和糾正自身存在的問題,增強老師自我教育、自我完善、自我進步的自覺性。四發(fā)揚民主原那么。老師是師德師風建立的主體,充分發(fā)揚民主是搞好師德師風建立的重要前提。尊重老師的民主權利,充分調(diào)動老師參與活動的主動性、積極性和創(chuàng)造性。五機制創(chuàng)新原那么。實在把查找問題、加強整改和制度機制創(chuàng)新貫穿師德建立全過程,既注重嚴格教育、強化監(jiān)管,又注重加強迫度機制建立,著力構建師德建立的長效機制,做到用機制鼓勵人、制度管理人、環(huán)境帶動人、成效鼓舞人。六促進教育質(zhì)量進步的原那么。堅持從有利于全校老師隊伍的安康開展、有利于全校教育的全面開展
9、來開展教育活動。突出重點,實在解決老師隊伍中存在并且影響我校教育形象的突出問題。把開展師德建立活動與推動學校各項工作結(jié)合起來,通過師德建立活動轉(zhuǎn)變作風、弘揚正氣、凝聚人心、促進和諧、提升道德素養(yǎng)、展現(xiàn)老師良好精神風貌,促進學校質(zhì)量進步,促進我校教育事業(yè)持續(xù)開展進步。三、精心組織師德師風建立集中教育活動,確?;顒荧@得實效師德師風集中教育活動從2022年6月開場, 20_年1月底根本完畢。整個活動分為四個階段,工作步驟和工作重點是:一廣泛發(fā)動、宣傳發(fā)動階段2022年6月10日6月25日。1.召開發(fā)動大會。組長作好發(fā)動報告,發(fā)動全體老師積極參加師德建立活動, 使廣闊老師充分認識師德建立的重要性和緊迫
10、性,增強責任感,明確活動目的任務。2.營造宣傳氣氛。學校利用橫幅標語,黑板報、展板,信息公告欄、宣傳欄等多種形式宣傳教育活動,營造濃重的氣氛,保證活動開展有序有效進展。3開展師德師風大討論。以工會小組、教學教研組、黨小組等形式召開“師德座談會”,分析p 現(xiàn)狀,查找問題, 圍繞怎樣做學生的良師益友,如何決勝課堂,如何做人民滿意的老師,如何對待有償家教、有償補習等問題廣泛展開討論,討論新時期老師應該具有的素質(zhì)、形象和標準。4制定工作方案。學校制訂工作方案,成立組織機構,落實負責師德建立年活動的日常機構和專兼職人員,明確工作職責。明確指導思想、目的要求和方法步驟以及應獲得的效果。5.培訓活動骨干。做
11、好師德師風教育活動學習資料的編印、訂購,保證學慣用書;聘請市內(nèi)外知名法律和學校思想政治工作專家開展師德師風集中教育活動政治學習輔導骨干的培訓。二征求意見、查擺問題階段2022年6月25日7月5日。1.查找問題。加大對轄區(qū)內(nèi)學校明察暗訪工作力度,查找工作中的薄弱環(huán)節(jié),排查管理盲區(qū),幫助老師查找自身在盡職履責方面存在的問題。2.征求意見。學校將通過意見箱、召開家長座談會和老師討論會、發(fā)放征詢意見表等多種形式,廣泛征求老師、學生、家長、社會對學校加強師德建立工作的意見和建議,會診查找本校師德建立、學校管理出現(xiàn)的問題并做好梳理,形成學校剖析材料。3.自查自糾。每位老師將根據(jù)市、縣、學校的師德師風集中教
12、育活動方案,找出自己在校內(nèi)校外“為人師表”上的差距和缺乏,進展深化剖析,寫出書面材料。一是思想方面有沒有違犯教育方針、法律法紀、政策,分布傳播有害學生身心安康的思想言論;有沒有只顧個人得失,不顧全大局,或只教書不育人的思想。二是工作方面有沒有敷衍塞責、馬虎從教,不備課,不修改或少修改作業(yè),成心不完成或不按時完成教育教學任務等損害學生利益的行為;有沒有該講授的內(nèi)容不講授,留到課后進展有償家教謀取私利的行為;有沒有不愛學習,不鉆研業(yè)務,將別人的成果據(jù)為己有用于晉職晉級的行為;有沒有挖苦、挖苦學生,歧視差生,體罰或變相體罰學生行為;有沒有違背教學紀律,酒后上課,擅離課堂,在課堂上接打 等行為。三是行
13、為方面有沒有以非法方式表達訴求的行為;有沒有利用節(jié)假日到外地補課掙“外水”以及從事第二職業(yè)行為;有沒有向?qū)W生、家長推銷教輔資料和其他商品,承受或索要學生、家長財物等以教謀私的行為。三組織學習、深化反思階段2022年7月6日8月31日。今年暑期,學校將集中7天時間統(tǒng)一開展學習教育活動。1嚴格開展集中學習教育。學校將制定實在可行的學習方案,列出學習內(nèi)容、時間和詳細要求,特別選擇有關師德師風方面的專著,落實開展集中學習教育活動的各項保障;聯(lián)絡實際,與學習理論活動相聯(lián)絡,與校風、教風現(xiàn)狀相聯(lián)絡,與教職工自身的從教實際相聯(lián)絡,與建立“教育強市、人才高地”的要求相聯(lián)絡。學校將組織全體老師重溫胡錦濤總書記2
14、0_7年8月31日在全國優(yōu)秀老師代表座談會上的講話以及總書記給孟二冬女兒回信,認真學習老師法、未成年人保護法、游行示威法、信訪條例、中小學老師職業(yè)道德標準、教育部關于進一步加強和改良師德建立的意見等法律法規(guī)和文件精神,組織觀看第十屆“園丁杯”演講比賽和近期市教育局組織的明查暗訪光盤。深化學習全市教育工作會議精神、教育規(guī)劃綱要,要采取“四結(jié)合”的方式,即個人自學與集中學習相結(jié)合、個人考慮與座談交流相結(jié)合、講課輔導與集體討論相結(jié)合、聽取先進事跡報告與剖析反面典型相結(jié)合。每位老師在學習中將做到“五有”,即有考勤、有學習材料、有讀書筆記、有學習心得、有對學校師德工作建議,確保學習質(zhì)量。2.深化反思。學
15、校將在學習教育的根底上,組織每位老師圍繞“怎樣做新時期師德高尚的人民老師”、“我為老師添榮耀”、“老師職業(yè)精神的時代特點”、“老師與學生共同成長”、“如何創(chuàng)新師德建立的方法和途徑”等內(nèi)容深化開展師德建立大討論。學校將在大討論的根底上,組織老師從思想和行為上進展反思。對照中小學老師職業(yè)道德標準,認真開展師德師風評議“十查十看”活動查理想信念,看是否忠誠黨的教育事業(yè);查依法執(zhí)教,看是否有違和國家的方針、政策的言行;查愛崗敬業(yè),看是否熱愛學校,盡職盡責;查熱愛學生,看是否關愛每一位學生,尊重每一位學生;查嚴謹篤學,看是否勤奮刻苦鉆研業(yè)務;查團結(jié)協(xié)作,看是否尊重同志,互相學習;查尊重家長,看是否主動聯(lián)
16、絡家長,聽取意見;查廉潔從教,看是否無私奉獻、廉潔自律;查為人師表,看是否模范遵守社會公德、職業(yè)道德;查效勞意識,看是否滿腔熱情為學生效勞,為家長效勞。學校和教職工將采取自我檢查、自我糾正、自我教育、自我進步的方法,結(jié)合自身實際認真自查在以往教育過程中的思想行為,找出在師德師風方面存在的問題、缺乏與差距,對存在問題的詳細表現(xiàn)、危害和產(chǎn)生問題的原因,深化細致的剖析,寫出書面自查報告,在校內(nèi)進展公布,并開展民主評議活動,進展?jié)M意度測評。學校將召開思想交流會,采取“一人發(fā)言眾人幫”的方式開展安康的批評和自我批評,堅決防止和杜絕“一團和氣”、“老好人”作法,使得每個老師心靈深處得到震撼和升華教育。3、
17、開展七項活動。一是舉行優(yōu)秀老師報告會。二是開展師德“三評”活動。即學生評老師、老師評校長、家長評學校。學校將組織開展師德師風評議“三評”和“十查十看”活動。三是組織法律法規(guī)等理論知識考試。為了進步老師依法從教程度,在集中學習階段完畢時將對全體老師進展一次學法考試檢驗學習效果,并將成績納入年度考核內(nèi)容,同時考試結(jié)果計入個人師德檔案;成績不及格的,嚴格采取多種措施予以處置,年度不得晉級評優(yōu)。四是開展好師德承諾,采取“老師向?qū)W校承諾,學校向?qū)W生、家長、社會承諾”的方式搞好師德承諾,并對承諾內(nèi)容廣泛宣傳,嚴格要求全體教職工模范遵守和執(zhí)行;五是舉辦“責任奉獻廉潔”教書育人演講比賽。六是深化開展“老師進萬
18、家”家訪活動。新學期開場前后,每位老師至少家訪5名以上學生家長,作好家訪記錄,并將老師家訪活動長期堅持,形成制度,加強學校與家庭、社會的聯(lián)絡。七是開展爭創(chuàng)師德標兵活動。學校將結(jié)合老師節(jié)慶賀活動,培樹典型,大力宣傳和表彰師德標兵的先進事跡,使廣闊老師學有典范,趕有目的,鼓勵老師不斷進步。四完善機制、整改進步階段2022年9月1日20_年1月31日。1.整改突出問題。學校和廣闊教職工將針對查找出來的問題進展認真分析p 研究,由學校領導班子和老師個人分別提出整改方案,落實整改詳細措施,有步驟、有方案地限期整改。學校將對極個別問題突出,不自糾自改的,采取堅決措施予以整治。2、樹立先進典型。學校將采取多
19、種形式,評選“德藝雙馨”標準或示范帶頭老師,充分發(fā)揮其作用,以多種形式加以肯定和組織認可。3、促進學校嚴格管理。學校將以此次集中師德師風教育活動為契機,針對學校存在的問題和實際情況,全面完善或重新修訂相關管理規(guī)章制度,如學習制度、德育工作制度、老師家訪制度、績效考核制度和師德師風考評、監(jiān)視、責任追究等制度,并建立師德師風建立的制度檔案,全面提升學校管理程度,全面進步學校依法依規(guī)對師生的管控才能。4.積極探究,建立師德師風建立長效機制。學校將著力從思想和行動上預防和糾正不良作風,通過認真研究、深化剖析查找出來的突出問題,發(fā)現(xiàn)制度和機制上的破綻和薄弱環(huán)節(jié),用改革創(chuàng)新的方法,建立和完善老師職業(yè)道德建
20、立網(wǎng)絡。一是強化長效機制構建。探究建立健全六項制度,確保師德建立工作持久長效。一要探究建立校內(nèi)外師德管理和師德師風考核綜合評價制度。把師德師風表現(xiàn)分類細化,逐項量化考核,確實無法量化的采取定性考評。把師德師風考核評價結(jié)果歸入師德檔案,與老師的聘用、評優(yōu)、晉職及績效工資嚴密掛鉤,對不合格老師實行一票否決。二要建立監(jiān)視檢查制度。由機關職能部門負責,對來信、來訪、來電反映的師德師風問題,進展認真查處。三要建立師德活動月制度。每年3月、9月定為師德師風活動月,開展“萬名老師訪萬家”、“優(yōu)秀老師展風采”等靈敏多樣的師德教育活動,逐步深化師德建立工作。四要建立學校、老師和家長互動制度。學校通過問卷、 調(diào)查
21、等形式開展評老師、評校務活動,拓寬測評視野。五要完善師德培訓制度。要采取多渠道、多形式開展師德培訓活動,重點搞好班主任、輔導員等德育工作者的專題培訓。六要完善辦學質(zhì)量和程度評估制度。把師德建立做為學校辦學質(zhì)量和教學程度評估以及示范校評估的重要指標,進步學校對師德的關注度。二是建立起紀律嚴明、獎懲逗硬的長效機制。學校將把師德師風作為對干部老師的年度和各種評先評優(yōu)考核的重要根據(jù)之一納入考核目的,實行師德師風問責制,嚴格執(zhí)行“師德一票否決制”,對違背老師職業(yè)道德標準的老師,在規(guī)定時間內(nèi)制止參與一切評先評優(yōu)、晉職晉級等活動。進一步重申學校管理要求、老師職業(yè)道德行為標準,宣布學校嚴格管理和處理違規(guī)行為的
22、新規(guī)定,嚴明校級校規(guī),明確學校對老師在校外違規(guī)行為的綜合處理規(guī)定。三是建立經(jīng)常性教育長效機制。堅持師德學習經(jīng)?;嗅槍π越?jīng)常性組織老師開展有關法律法規(guī)學習和師德師風正反事例剖析教育,做到每月至少有一次老師學習教育大會,建立“師德建立校長信箱”,每期一次在學生和社會群眾中開展師德師風問卷調(diào)查。四、加強領導、強化責任,確保全校師德師風建立集中教育活動扎實開展一加強領導,抓好言論宣傳。學校成立師德師風建立集中教育活動領導小組,負責全校師德師風建立的領導、組織、協(xié)調(diào)、檢查、評估工作,領導小組下設師德師風建立集中教育活動辦公室。一把手負總責、親自抓,相關人員各負其責、協(xié)調(diào)配合,形成加強和推進師德師風建
23、立的整體合力。大張旗鼓地宣傳先進師德典型,大力褒獎人民老師的高尚師德,展現(xiàn)當代老師的精神風貌,弘揚正氣,進一步倡導尊師重教的社會風氣,努力營造師德師風建立的濃重氣氛。2.不斷創(chuàng)新載體,保證活動效果。學校將把師德建立寓于形式多樣的活動中,讓廣闊老師在豐富多彩的師德教育活動中承受教育,經(jīng)受鍛煉。創(chuàng)造性的開展工作,不斷創(chuàng)新活動載體,用新穎的活動載體吸引老師,進步廣闊老師參加活動的積極性和主動性,把活動推向深化,進步活動效果。學校將把師德師風建立和當前及今后的教育工作嚴密結(jié)合起來,把師德師風建立與推動教育改革的理論嚴密結(jié)合起來,統(tǒng)籌兼顧,選擇重點,以集中教育活動為載體推動全年工作的深化開展,通過正師風
