3BasicRequirements
3.0.1Beforedrillingoperationofoffshorewindpowerprojects,basicdatasuchasmeteorologicaldata,
marinehydrology,topography,geology,course,pipelineandobstacledistributionintheengineering
areashallbecollected,andthetechnicalandsafetydisclosuresshallbecarriedoutaccordingtothe
requirementsofsurveyassignment.
3.0.2Beforedrillingoperationofoffshorewindpowerprojects,hazardidentificationandsafetyrisk
assessmentshallbecarriedout,thedrillingconstructionschemeandemergencyresponseplanfor
offshorewindpowerprojectshallbecompiled,andtheconstructionpermitforthewaterand
underwaterconstructionshallbehandled.
3.0.3Drillingoperationofoffshorewindpowerprojectsshallmeetthefollowingrequirements:
1Whenthewaterdepthisgreaterthan30m,aspecialdrillingplanshallbedeveloped.
2Thedrillingoperationofoffshorewindpowerprojectsshouldbecarriedoutinaperiodwith
smallwindforce.Whenthereisdensefogorthewindforceisgreaterthanlevel5,theoffshore
explorationplatformshallnotbeanchored,unmooredordisplaced.
3Forbadweathersuchasstrongwindlargerthanlevel6orwaveheightlargerthan3.0m,drilling
operationshallnotbeallowed.
3.0.4Eachroundtripofdrillingshallberecordedtimely,indetailandinorder.Thedrillingrecordform
ofoffshorewindpowerprojectsshouldcomplywithAppendixA.
3.0.5Duringthedrillingoperationofoffshorewindpowerprojects,thewastesinmanufacturingand
householdwastessuchasdrillingfluidsandoilshallbewellcollectedandtreatedproperly,andshall
notbedumpedorburnedatwill.

4DrillingPreparation
4.1OperationPlan
4.1.1Beforethedrillingoperationofoffshorewindpowerprojects,thedrillingoperationplanshallbe
preparedaccordingtotherequirementsofthesurveyassignmentbasedontheanalysisofthecollected
dataandfieldinvestigation.
4.1.2Thedrillingoperationplanshouldincludeprojectoverview,purposeandtask,selectionof
drillingplatform,configurationofdrillingequipmentandauxiliaryequipment,positioningofdrilling
platform,drillingtechnologyandmethod,qualitycontrol,productionorganizationand
schedulearrangement,safetyandenvironmentalprotectionmeasures,etc.
4.2SelectionofDrillingPlatforms
4.2.1Thetypeofdrillingplatformsforoffshorewindpowerprojectsshallbeselectedaccordingtothe
seaconditionsoftheoperationareaanddrillingtechnicalrequirements,andshouldcomplywiththe
requirementsoftable4.2.1.

4.2.2Trussdrillingplatformshouldbeusedfordrillinginintertidalwindpowerprojects,orfloating
drillingplatformcanalsobeusedwithstrandedstate.Theself-elevatingdrillingplatformshallbe
preferredforboreholeswithin-situtestingrequirements.
4.2.3Thedrillingplatformofoffshorewindpowerprojectsshallbesetupfirmlyandarranged
reasonably,anti-collisionfacilitiesshallbesetaroundtheplatform.
4.2.4Theareaofthedrillingfieldonthedrillingplatformofoffshorewindpowerprojectsshouldnot
belessthan50m2andthewidthshallnotbelessthan5m.Thethicknessofwoodenboardforthe
platformshallnotbelessthan40mm.Thesafetyrailaroundthedrillingfieldshallnotbelessthan
1.20mhigh,andsafetyprotectionnetsshallbesetup.

4.2.5Thedeadweightsafetyfactorofdrillingplatformforoffshorewindpowerprojectsshallbe
greaterthan5.
4.2.6Afterthedrillingplatformofoffshorewindpowerprojectsissetup,thedrillingplatformshallbe
inspectedforacceptance,andthedrillingsafetysupervisorandthecaptainofthedrillingplatform
shallparticipatetheinspectionandacceptance.
4.3SelectionofDrillingEquipmentandAuxiliaryDevices
4.3.1Thedrillingequipmentforoffshorewindpowerprojectsshallbeselectedaccordingtothesea
conditions,boreholedepth,samplingandtestingrequirements.Whenfloatingdrillingplatformisused
fordrillingoperation,thedrillingrigwithwavecompensationfunctionshouldbeselected.
4.3.2Thewaterpumpshallbeselectedaccordingtothesiterequirementsofpumpinghead,drilling
technologyandmethods,etc.
4.3.3Thethick,externalcoupling,high-strengthandhigh-qualityseamlesssteelpipeshallbeselected
asthedrillingriser.Itsspecificationshallmatchwiththeborediameterofstarting.Thedrillingriser
withwavecompensationdeviceshouldbepreferred.
4.3.4Irontripodorquadripodcanbeusedforderrick,andtheheightofderrickshouldnotbegreater
than9m;derrickclothorsunshadeclothshallnotbeused.
4.3.5Thedrillingpipesshallbeselectedaccordingtothedrillingtechnologyandmethod,andshall
complywiththerelevantprovisionsofthecurrentnationalstandardGB/T16950,CodeofGeological
CoreDrillingTools.
4.3.6Commondoubletubeorsingletubecorebarrelmaybeusedforbedrockcoredrilling;two-stage
swiveltypecorebarrel,otherdoubletubeortripletubeswiveltypecorebarrelwithgoodperformance
shouldbeusedforcoredrillingofoverburdenorsoftandfracturedrock.
4.4AnchorPositioningofDrillingPlatform
4.4.1Forthemovementofnon-self-propelleddrillingplatform,tugboatwhichmeetsthetowing
requirementsofpower,speedandotherparametersshallbeselected.
4.4.2Thetype,quantity,ropelength,specificationandsizeofanchorsusedforanchorpositioningof
drillingplatformshallcomplywiththefollowingrequirements:
1Thetypeofanchorshallbeselectedaccordingtotheseabedsoil.
2Thenumberofwindlassesandanchorsshallnotbelessthan4sets.
3Thelengthofanchorchainshallnotbelessthan5timesofthewaterdepth.
4Thediameteroftheanchorropeshouldbe15mmto25mm;thelengthshouldbe100mto
250m;andthesafetyropeshouldbesetup.Thestrengthsafetyfactorofanchorropeshall
be5to8.
5Theanchorropeandanchorshallbereliablyconnected,andtheanchordriftshallbesetup.
4.4.3Theanchorpositioningoffloatingdrillingplatformshallmeetthefollowingrequirements:
1Anchorpositioningshouldbecarriedoutintheslacktideperiodwithvisibilitygreaterthan

100mandwindforcelessthanlevel5,andshouldbeundertheunifiedcommandofa
specialpersonnel.
2Theweightoftheanchorsshallbeequaltoorslightlygreaterthantheweightoftheanchors
oftheequivalentmarinevessel.
3Theanchorropeshallbemadeofcorrosion-resistantnylonropeorsteelwirerope.
4Thepositivesideofthedrillingplatformshouldbeperpendiculartothewavedirection.The
mainanchorshallbedroppedbeforetheauxiliaryanchorinanchorpositioning.Whenthe
flowrateislarge,thecrossanchoringshouldbedropped.
5Afteranchorpositioning,theanglebetweentheanchorropeandthewatersurfaceshouldbe
controlledatabout10°.Thestressoftheanchorropeshallbeuniform,andthebrakeof
thewindlassshallbereliable.
4.4.4Theanchorpositioningmethodsofself-elevatingdrillingplatformandfloatingdrillingplatform
arethesame.Whentheself-elevatingdrillingplatformrisesofftheseasurfaceandreachesthe
expectedheight,theanchorropeshallbeinarelaxedstate.
4.4.5Aftertheplacementofplatform,itshallbemeasuredandpositionedintime.Thedeviationof
boreholepositionshallcomplywiththerequirementsoftable4.4.5.

5DrillingTechnologyandMethods
5.1GeneralRequirements
5.1.1Theboreholestructure,thedrillingandsamplingmethodsandtheboreholeprotectionmeasures
shallbeselectedordesignatedorselectedaccordingtotherequirementsofthedrillingassignment.
5.1.2Fortheboreholeswithsamplingrequirementsoftheseafloorsediment,thesamplingshallbe
conductedfirstbeforeinstallingthedrillingriser.
5.1.3Intheprocessofdrilling,theaxisofcrownblock,verticalshaftofdrillingequipmentandguiding
casingpipeshallbekeptonthesameaxis.
5.1.4Whentrippingofboreholeandrunninginborehole,thewaterdepthshallbemeasuredand
recordedrespectively.
5.2InstallationofDrillingRiser
5.2.1Thedrillingrisershouldbeconfiguredaccordingtothewaterdepth,tidalrangeandwaveheight.
Whenthedrillingriserequippedwithwavecompensationdeviceisused,itslengthshallcomplywith
therequirementsofmaximaltidalrangeandwaveheight.
5.2.2Accordingtothewaterdepth,flowrate,flowdirectionandotherconditions,thedrillingriser
shallbeinstalledwithsafetyhaulingropesofdifferentanglesanddirections.Reversethreadcoupling
orflangeshouldbeselectedasthecasingjoint.
5.2.3Thedrillingrisershouldbepenetratedbythestaticpressureorhammeringmethod,andshouldbe
insertedintotherelativelydenseorhardstratum.
5.3DrillingTechnologicalParameters
5.3.1Theselectionofdrillingtechniqueandparametersshallconsidertherockdrillability,andthe
drillabilityclassificationofrockshallcomplywiththerequirementsofAppendixBofthis
specification.
5.3.2Thepowerheadandself-weightofdrillingtoolshouldbeusedfordrillingwhenthedrillingrig
withwavecompensationfunctionisused,andtheself-weightofdrillingtoolorcounterweightofdrill
collarshouldbeusedfordrillingwhenthedrillingrigwithoutwavecompensationfunctionisusedon
floatingdrillingplatform.Whentungsten-carbidedrillingisadopted,thebitpressureshallbeselected
accordingtothelithology,boreholediameterandbitstructure.Thebitpressureoftungsten-carbide
drillingshallcomplywiththerequirementsoftable5.3.2-1.Whendiamonddrillingisadopted,thebit
pressureshallbeselectedaccordingtolithology,bitliparea,diamondparticlesize,grade,
concentration,etc.Thebitpressureofdiamonddrillingshouldcomplywiththerequirementsoftable
5.3.2-2.
