杰桑·索南達杰，治多縣索加鄉(xiāng)人，生于1954年，1974年畢業(yè)于青海民族學(xué)院，畢業(yè)后要求返回治多縣工作，從學(xué)校教師做起，先后擔(dān)任縣文教局局長、索加鄉(xiāng)黨委書記、治多縣縣委副書記。在他提倡下，治多縣為開發(fā)西部地域和阻止日益猖獗淘金、偷獵活動，成立了治多縣西部工作委員會，索南達杰擔(dān)任西部工作委員會書記?；隁w可可西里——悼念索南達杰27/54

索南達杰任縣委副書記期間，因為不忍目睹可可西里非法淘金者和寶貴野生動物被偷獵團伙大肆瘋狂地獵殺，組建了我國第一支武裝反偷獵隊伍。他十屢次進入可可西里無人區(qū)，足跡遍布可可西里這個野生動物生活天堂，與偷獵者展開不懈斗爭。
