-4-CompletionandAcceptanceManagementRegulationForAngolaSHPK.K.PhaseIInordertoensurethesmoothhandoverofthisprojectandunifythecompletionacceptanceprocedure，itisherebytoestablishthisregulation.Thecompletionandacceptanceofallunitworksofthisprojectshouldbeimplementedaccordingtothisregulation.PreparationbasisRelevantarticlesofgeneralcontractofAngolaSHPK.K.PhaseICurrentacceptanceregulationsinChina;Relevantrequirementsoftheemployer.Theprincipleofcompletionacceptance Thecompletionacceptanceisdividedintotwostages,substantialcompletionandfinalacceptance.SubstantialCompletion(unitwork)acceptanceBuildings:Conductcompletionacceptancebasedonregardingthesinglebuildingintheblockasitsunitwork;Communitymunicipalworks:Conductcompletionacceptancebasedonregardingallspecialtiesastheunitwork;Municipalroadproject,trafficengineering,roadlandscapegreeningproject:conductacceptanceinsectionsaccordingtomileagedeterminedbasedonroadnumber;Municipaldrainage,sewage,watersupplyandreclaimedwaterproject,roadlighting,municipalelectrictransmissionlineandcommunicationproject:conductacceptanceinsectionsaccordingtomileagedeterminedbasedonroadnumber;2A,2Bsubstationofhighvoltagetransmissionproject,60KVtransmissionline,conductacceptanceaccordingtotheunitworksrespectively;Formunicipalpowersupply,switchingpost,substation,box-typetransformerand15KVtransmissionline,0.4KVpowerlines,powermonitoringsystem:conductacceptanceaccordingtounitworksbasedonblocksandpowersupplyunit;Thepowersupplylinesfromthemunicipalinspectionwelltothesewageplantandwatertreatmentplantshouldcarryoutacceptanceaccordingtothemileagedeterminedbasedonroadnumber;Sewageplantandwatertreatmentplantcarriesoutacceptancebasedontheindependentstructuresandmunicipalworksinsidetheplantastheunitproject;Waterdeliverypipelinesandwaterintakepumproomcarriesoutacceptanceaccordingtotheunitwork;Openditches,conductacceptanceaccordingtothemileagefollowingthescope.Final(unitwork)acceptanceBuildingsandcommunitymunicipalworks,switchingpost,substation,box-typetransformerand15KVtransmissionline,0.4KVpowerlines,powermonitoringsystem:conductacceptancebasedonblockasitsunitwork;Municipalroadproject,trafficengineering,roadlandscape,municipaldrainage,sewage,watersupplyandreclaimedwaterproject,roadlightingandtelecommunicationproject:conductfinalacceptanceaccordingtoeachwholeroad;Thepowersupplylinesfromthemunicipalinspectionwelltothesewageplantandwatertreatmentplant:conductfinalacceptanceaccordingtotheroad;2A,2Bsubstationofhighvoltagetransmissionproject,60KVtransmissionline,conductacceptanceaccordingtoeachsystemrespectively;Sewageplantandwatertreatmentplantcarriesoutacceptancebasedonplantboundaryastheunitwork;Waterdeliverypipelinesandwaterintakepumproom:carriesoutfinalacceptancebasedonwatersupplysystemastheunitwork;Openditches:Conductfinalacceptanceaccordingtotheopenditchasunitwork.AcceptanceapplicationconditionsProjectentityThehousingconstructionandtheauxiliaryutilitieshavebeencompletedaccordingtothedesign,theyhavecompletedtheoperationtestontherelevantsystem,theycanmeettherequirementsofusagefunction.i.e.Civilworks,watersupplyanddrainage,electricityandelevatorallhavebeencompleted,allindoorandoutdoorpipelineshavebeencompleted,allthepipelines,communitymunicipalroad,greening,Oncetheengineeringdepartmentconfirmsthatitcanmeetthecompletionacceptancestandard,aftercountersigningagreementontheCompletionAcceptanceApplicationTable,itshallbesubmittedtothequalitysupervisionofficeofdesigndepartment.AfterthequalitysupervisionofficeofdesigndepartmentreceivingtheCompletionAcceptanceApplicationTablecountersignedbyengineeringdepartment,checkwhetherallpartialandsectionworkspasstheinspection,andaccordingtotheprojectqualityconditioncontrolledbysupervisionengineer,theofficeshouldsignthecommentsontheCompletionAcceptanceApplicationTabletoindicatewhethertheofficeagreestoacceptandsubmittotheengineeringdepartment.Ifthecompletionacceptanceisnotagreed,theengineeringdepartmentshallberesponsibleforsuperviseandrectifytheinconsistentitems,afterthecompletionofrectification;itshouldbesubmittedtotheengineeringdepartmentagainforacceptanceapplication.4.1.4 CITICcarriesoutinternalcompletionacceptance.WhentheengineeringdepartmentanddesigndepartmentofCITICallagreetocarryoutcompletionacceptance,theengineeringdepartmentshallorganizetherelevantdepartmentsandpersonnelofCITICandthechiefengineer,productionmanager,technical,quality,engineeringandotherrelatedpersonneltocarryoutinternalacceptancejointly.Whenitfailstopasstheinternalacceptance,theengineeringdepartmentshallorganizeandpreparecorrectivemeasureandrectificationimplementationplanontheissuesfounded,andshouldsubmittoCITICforapprovalwithintwodays,andshouldberesubmittedforacceptanceafterrectificationaccordingtotheplan.4.1.5 ExternalacceptanceAfterpassingtheinternalacceptance,thesupervisingofficeandTPFshalldeterminethecompletionacceptanceitemsanddates,issuetheCompletionAcceptanceNotice(seeappendix3)totheapplicabledepartmentandmakeacopytoengineeringdepartment.OncereceivingtheCompletionAcceptanceNotice,theengineeringdepartmentshallorganizetherelevantpersonnelintherelatedconstructionprojectmanagementofficetoarriveontime.4.1.6 RectificationofdefectsAftertheacceptanceofTPF,thequalitysupervisionofficeshallberesponsibleforcollecttheQualityDefectSchedule(punchlist)(indicatethemaindefectsandminordefectsinthetable).WherethemaindefectsarethoseitemsthatshouldberectifiedbeforeTPFsigningtheQualityCompletionAcceptanceRecordforUnitWorks,theminordefectsarethosecanbeignoredwhilecarryingoutcompletionacceptance，buttheitemsshouldberectifiedbeforefinalacceptance），sendtheDefectsNoticetothedepartment（seeappendix4），andmakeacopytotheengineeringdepartment.TheengineeringdepartmentshallorganizethedepartmenttocarryoutrectificationonthequalityproblemslistedintheDefectsNotice，itshouldre-submitthecompletionacceptanceapplicationtotheengineeringdepartmentaftertherectification，theengineeringdepartmentshouldinformthesupervisionofficetocarryoutacceptanceafterverification.4.1.7 RectificationacceptanceofqualitydefectsAfterthesupervisionofficerecheckthequalityproblemslistedintheDefectsNoticeandconfirmtheyarequalified,theofficeshouldsubmittoTPFtocarryoutacceptanceonthequalitydefectrectificationitems.4.1.8 TheownersignstheengineeringqualitycompletionacceptancerecordTPFsignstheQualityCompletionAcceptanceRecordforUnitWorks（seeappendix5）aftercarryingoutacceptanceonthequalitydefectsrectificationitems.FinalacceptanceWhenCITIChascompletedthewholeconstructioncontentsaccordingtotheregulationofcontract,andtheminordefectrectificationproposedbyTPFhascompleted,thesupervisionofficeshallsubmitthefinalacceptanceapplicationtoTPF15daysinadvance,theownershallsignQualityCompletionAcceptanceRecordforUnitWorksafterqualifiedandaccepted.Forcompletionacceptanceflowchartpleaseseeappendix1:CompletionAcceptanceFlowChartforUnitWorksAppendix1：CompletionAcceptanceFlowChartforUnitWorksAppendix2：CompletionAcceptanceApplicationTableAppendix3：CompletionAcceptanceNoticeAppendix4：DefectsNoticeAppendix5：QualityCompletionAcceptanceRecordforUnitWorks
