建設(shè)工程管理基礎(chǔ)知識ConstructionProjectManagementBasics一、圖紙會審的概念、程序及要求1.Theconcept,procedureandrequirementofdrawingreview圖紙會審的概念(1)Theconceptofdrawingreview圖紙會審是指工程各參建單位在收到設(shè)計(jì)院施工圖設(shè)計(jì)文件后，對圖紙進(jìn)行全面細(xì)致的熟悉，審查出施工圖中存在問題及不合理情況并提交設(shè)計(jì)院進(jìn)行處理的一項(xiàng)重要活動。圖紙會審由建設(shè)單位組織并記錄。Drawingreviewisanindispensableactivity,inwhichaftergettingtheas-builtdrawingsofferedbythedesigninstitute,allentitiesoftheprojectshouldfullyfamiliarizethedrawings,checktheirpotentialproblemsandillogicalities,andfeedtheconclusionbacktothedesigninstitutetopolishthedrawings.Theconstructionpartyshouldorganizethedrawingreviewmeetingandwritethemeetingminutes.第一節(jié)圖紙會審、設(shè)計(jì)變更和工程簽證

Constructionscheduling.（3）施工現(xiàn)場平面布置。

（1）Definitionandtypeoftechnicaldisclosure技術(shù)交底是指工程開工之前，由各級技術(shù)負(fù)責(zé)人將有關(guān)工程各項(xiàng)技術(shù)要求逐級向下貫徹，直到施工現(xiàn)場。Technicaldisclosurereferstoanactoftechnicalpersonneloftheprojecttohelpprojectpersonnelinvolved,includingthoseworkingonthesite,tounderstandtechnicalrequirementsoftheproject.

技術(shù)交底的內(nèi)容包括：圖紙交底、施工組織設(shè)計(jì)交底、設(shè)計(jì)變更交底和分項(xiàng)工程技術(shù)交底。Technicaldisclosureinvolvesdisclosureaboutprojectdrawings,constructionexecutionplans,designchangesandsubprojects.設(shè)計(jì)交底應(yīng)由建設(shè)單位負(fù)責(zé)組織。Theprojectconstructionentityshouldberesponsiblefororganizingthedesigndisclosure.第二節(jié)施工組織設(shè)計(jì)、專項(xiàng)施工方案和技術(shù)交底

技術(shù)交底記錄包括：施工組織設(shè)計(jì)交底、專項(xiàng)施工方案技術(shù)交底、分項(xiàng)工程施工技術(shù)方案交底、“四新”技術(shù)交底和設(shè)計(jì)變更交底。Thefollowinginformationshouldbeincluded:constructionexecutionplans,specialschemesforconstructionsafety,subprojects;newmaterials,products,technologiesandtechniques;anddesignchanges.重點(diǎn)和大型工程施工組織設(shè)計(jì)交底應(yīng)由施工企業(yè)的技術(shù)負(fù)責(zé)人把主要設(shè)計(jì)要求、施工措施以及重要事項(xiàng)對項(xiàng)目部主要管理人員進(jìn)行技術(shù)交底。其他工程施工組織設(shè)計(jì)交底應(yīng)由項(xiàng)目技術(shù)負(fù)責(zé)人進(jìn)行交底。Technicalmanagersofthebuildingcompanyshouldtakechargeofdisclosing

Session2ConstructionOrganizationDesign,SpecialConstructionPlan,andTechnicalDisclosure圖紙交底的目的在于使施工人員了解設(shè)計(jì)特點(diǎn)、構(gòu)造、做法、要求、施工功能等，以便掌握和了解設(shè)計(jì)意圖和設(shè)計(jì)關(guān)鍵。Objectivesofdrawingdisclosureistohelpbuildingworkerstounderstandfeatures,buildingstructures,practices,requirementsandfunctionsofdesign,inanattempttomaketheintentandkeypointsofthedrawingdesignfullyinformed.項(xiàng)目開工前應(yīng)由項(xiàng)目技術(shù)負(fù)責(zé)人向承擔(dān)施工的負(fù)責(zé)人或者分包人進(jìn)行書面技術(shù)交底，技術(shù)交底資料應(yīng)辦理簽字手續(xù)并歸檔保存。Beforetheconstructionbegins,techmanagersoftheprojectshouldmakeatechnicaldisclosureinawrittenformtothebuilderorthesubcontractor.Thedisclosuredocumentsshouldbesignedandpurintorecords.技術(shù)交底文件應(yīng)由施工項(xiàng)目技術(shù)人員編制，并經(jīng)項(xiàng)目技術(shù)負(fù)責(zé)人批準(zhǔn)實(shí)施。Documentsoftechnicaldisclosurearesupposedtobecompiledbytechnicalpersonnelthatisspecifictoaconstituentproject

Session2ConstructionOrganizationDesign,SpecialConstructionPlan,andTechnicalDisclosure專項(xiàng)施工方案技術(shù)交底應(yīng)由項(xiàng)目專業(yè)技術(shù)負(fù)責(zé)人負(fù)責(zé)，根據(jù)專項(xiàng)施工方案對專業(yè)工長進(jìn)行交底。Professionaltechnicalmanagersofthespecialprogramshouldberesponsibleforthetechnicaldisclosureofspecialconstructionplan,anddisclosetothesectionchiefaccordingtospecialconstructionplan.

分項(xiàng)工程施工技術(shù)交底由專業(yè)工長對專業(yè)施工班組（或?qū)I(yè)分包）進(jìn)行交底。Sectionchiefshouldconductthedisclosureofsubdivisionalprojectconstrutiontoprofessionalconstructiongroups(orprofessionalsubcontractors).“四新”技術(shù)交底應(yīng)由項(xiàng)目技術(shù)負(fù)責(zé)人組織有關(guān)人員編制。Technical

Session4AcceptanceandRecordsofConstructionQuality一、工程驗(yàn)收的程序I.Proceduresofconstructionacceptance1.檢驗(yàn)批質(zhì)量驗(yàn)收(1)Inspectionlotqualityacceptance檢驗(yàn)批質(zhì)量驗(yàn)收合格應(yīng)符合下列規(guī)定：Thequalifiedinspectionlotqualityacceptance

shouldmeetthefollowingrequirements:（1）主控項(xiàng)目和一般項(xiàng)目的質(zhì)量經(jīng)抽樣檢驗(yàn)合格。Thedominantitemandgeneralitemarequalifiedthroughsamplinginspection.（2）具有完整的施工操作依據(jù)、質(zhì)量檢查記錄。Withcompleteconstructionoperationbasisandqualityinspectionrecords.檢驗(yàn)批是工程驗(yàn)收的最小單位。Inspectionlotisthesmallestunitofconstructionacceptance.檢驗(yàn)批應(yīng)由專業(yè)監(jiān)理工程師組織，其驗(yàn)收結(jié)論也應(yīng)由監(jiān)理工程師填寫。Theinspectionlotshallbedefinedbyprofessionalsupervisoryengineers,andtheacceptanceresultsshallbefilledinbythemaswell.主控項(xiàng)目是指對安全、衛(wèi)生、環(huán)境保護(hù)和公眾利益起決定性作用的項(xiàng)目。Thedominantitemreferstoitemsthatplayadecisiveroleinsafety,health,environmentalprotectionandpublicinterests.檢驗(yàn)批主控項(xiàng)目全部合格，一般項(xiàng)目是允許有一定偏差的項(xiàng)目，最多不超過20%的檢查點(diǎn)可以超過允許偏差值，但也不得超過規(guī)定值的150%。Allthedominantitemsintheinspectionlotmustbequalified,butthegeneralitemsareallowedtohavecertaindeviations:Amaximumof20%

Session4AcceptanceandRecordsofConstructionQuality在制定檢驗(yàn)批的抽樣方案時(shí)，應(yīng)考慮合理分配生產(chǎn)方風(fēng)險(xiǎn)（或錯(cuò)判概率α）和使用方風(fēng)險(xiǎn)（或漏判概率β），主控項(xiàng)目，對應(yīng)于合格質(zhì)量水平的α和β均不宜超過5%；對于一般項(xiàng)目，對應(yīng)于合格質(zhì)量α不宜超過5%，β不宜超過10%。Samplingschemeoftheinspectionlotsshouldbebasedonproductionparty'srisk(probabilityforerroneousjudgementα)andtheutilizationparty'srisk(probabilityforneglectingjudgementβ).Forthequalifieddominantitems,bothαandβshouldbelowerthan5%;Forqualifiedgeneralprojects,αshouldnotexceed5%andβshouldnotexceed10%.第四節(jié)工程質(zhì)量驗(yàn)收和記錄

Session4AcceptanceandRecordsofConstructionQuality2.分項(xiàng)工程質(zhì)量驗(yàn)收(2)Qualityacceptanceofsubprojects分項(xiàng)工程質(zhì)量驗(yàn)收應(yīng)符合下列規(guī)定：Itshouldmeetthefollowingregulations:（1）所含的檢驗(yàn)批均應(yīng)達(dá)到合格質(zhì)量的規(guī)定。Allinspectionlotscontainedinthesubprojectsareincompliancewiththestipulationsforacceptablequality.（2）所含的檢驗(yàn)批的質(zhì)量驗(yàn)收記錄應(yīng)完整。Thequalityacceptancerecordsfortheinspectionlotscontainedinthesubprojectsshouldbecomplete.分項(xiàng)工程質(zhì)量應(yīng)由專業(yè)監(jiān)理工程師組織項(xiàng)目專業(yè)技術(shù)負(fù)責(zé)人等進(jìn)行驗(yàn)收。Thequalityofsubprojectsshallbeinspectedandacceptedbyprofessionalsupervisoryengineersandprofessionaltechnicalmanagers.第四節(jié)工程質(zhì)量驗(yàn)收和記錄

Session4AcceptanceandRecordsofConstructionQuality3.分部（子分部）工程質(zhì)量驗(yàn)收應(yīng)符合下列規(guī)定：(3)Thequalityacceptanceofsub-sectionprojectsshallbeincompliancewiththefollowingregulations:（1）其所含分部工程的質(zhì)量均應(yīng)驗(yàn)收合格。Allsub-sectionprojectscontainedshallbeincompliancewiththeacceptablequality.（2）質(zhì)量控制資料應(yīng)完整。Thequalitycontroldatashallbecomplete.（3）地基與基礎(chǔ)、主體結(jié)構(gòu)和設(shè)備安裝等分部工程有關(guān)安全及功能的檢驗(yàn)和抽樣檢測結(jié)果應(yīng)符合有關(guān)規(guī)定。

Safetyandfunctionrelatedtestingandsampletestingresultsforsub-sectionprojectsofgroundfoundations,principalstructuresandequipmentinstallationshallmeetrelevantregulations.（4）觀感質(zhì)量驗(yàn)收應(yīng)符合要求。

Theappearancequalityacceptanceshallmeettherequirements.第四節(jié)工程質(zhì)量驗(yàn)收和記錄

Session4AcceptanceandRecordsofConstructionQuality4.單位（子單位）工程質(zhì)量驗(yàn)收應(yīng)符合下列規(guī)定：(4)Thequalityacceptanceofunitprojectsshallbeincompliancewiththefollowingregulations:（1）其所含分部工程（子分部）工程的質(zhì)量均應(yīng)驗(yàn)收合格。
