1、 國際船舶疫情防控告 船 長 書致國際船舶船長/大副:歡迎您來到廣州港！按照中國政府有關(guān)國際船舶新冠疫情防控的法律法規(guī)和政策要求，港口需要做好國際船舶在港期間的疫情防控，防止疫情輸入，請(qǐng)貴輪配合做好以下疫情防控措施。一、船舶抵港前要求1、需申報(bào)過去一個(gè)月內(nèi)掛靠過的港口、有來自或經(jīng)過疫情嚴(yán)重地區(qū)的新上船員，相關(guān)信息資料由船代提交給港口主管部門（具體疫情嚴(yán)重地區(qū)以口岸管理部門的最新公布為準(zhǔn)）。2、抵港前的2個(gè)星期，對(duì)全員進(jìn)行體溫測量和健康狀況排查，每天早上十點(diǎn)前把報(bào)告發(fā)給代理，相關(guān)信息資料由船代提交給港口主管部門。3、如有船員咳嗽、發(fā)熱等身體異常情況，由船代及時(shí)報(bào)告廣州港主管部門，獲得批準(zhǔn)同意，方

2、可安排進(jìn)港。二、錨地停泊期間1、加強(qiáng)梯口管理工作。停泊期間原則上不予船員離船上岸，非船上人員必須經(jīng)船代確認(rèn)并報(bào)港口主管部門批準(zhǔn)方可登輪。海關(guān)完成衛(wèi)生檢疫前，除引航員和經(jīng)海關(guān)許可的人員外，其他人不準(zhǔn)上下船，不準(zhǔn)裝卸行李、貨物、郵包等物品。2、登輪作業(yè)人員在港口批準(zhǔn)后可以登輪，船方務(wù)必須做好相關(guān)的登記，并核查三天內(nèi)有效的核酸陰性證明、接種疫苗的證明，測量體溫，戴口罩、穿防護(hù)衣戴防目鏡和手套等，在登輪后，不能進(jìn)生活區(qū)，和船員保持距離，不能在船上用餐、用廁和居住等,如不符合條件，要拒絕人員登輪。3、船舶在錨地作業(yè)期間船員不得離開船舶生活區(qū)，靠近港口人員作業(yè)區(qū)。外出生活區(qū)甲板、過道上的船員必須戴口罩。港

3、口工作人員上下船、作業(yè)期間，船員不得靠近港口工作人員，必須保持較遠(yuǎn)距離或者全部進(jìn)入船艙內(nèi)。4、作業(yè)交接。船方與港口的業(yè)務(wù)溝通全部采用線上方式，如有特殊需要單據(jù)交接，必須采用密封袋，在室外采取非接觸式交接，并進(jìn)行消毒處理。5、起錨前。提前1小時(shí)提供全體船員體溫等健康信息給船代，如有異常情況請(qǐng)立即通知船代，由船代通知港口主管部門。三、碼頭停泊期間要求1、?？科陂g原則上不予船員離船上岸，船上作業(yè)期間不得離開船舶生活區(qū)，靠近港口人員作業(yè)區(qū)。2、?？科陂g，外出甲板、過道上的船員必須戴口罩。港口工作人員上下船、作業(yè)期間，船員不得靠近港口工作人員，必須保持較遠(yuǎn)距離或者全部進(jìn)入船艙內(nèi)。3、作業(yè)交接。船方與港口

5、f Officer, Welcome to Guangzhou Port!According to the related prevention and control of pneumonia caused by novel coronavirus(NCP) policy regarding international vessels formulated by the Chinese government, Guangzhou Port is liable to obey it and prevent the imported NCP cases. In order to strength

6、en the prevention and control of NCP and effectively block the spread of the epidemic, please cooperate to do the followings:Requirements before vessel arrival:It is necessary to declare the ports that have been called within the past one month, if there are new crew members from or passing through

7、severe epidemic areas. The relevant information and document materials shall be submitted to the port authority by the shipping agent (for specific severe epidemic areas, the latest announcement of the port management authority shall prevail)Please perform daily temperature measurement and health ch

8、eck of all crews two weeks before arrival. The relevant information and documents will be submitted to the port authority by the shipping agent.If any crew have cough, fever and other physical abnormalities, please report to the Guangzhou Port competent authority via shipping agent in time. 9、s not allowed to enter Guangzhou Port until gets the approval.Requirements during anchorageEnhance the management of entry of vessel. After arriving at Guangzhou port, no crew shall leave the vessel without permission unless in special circumstances. Non-vessel personnel must be confirmed by the shi

10、pping agent and reported to the port authority for approval.The attendances must grant the permit from the port authority first, and the ship side must take record of their body temperature, check their NAT negative report within 72 hours, the vaccination cert. The attendances must wear masks, goggl

11、es, gloves and protective suits, and are not allowed to enter the crews living area, or having dinner on ship, defecation, accommodation etc. If they can not meet these requirements, the ship side has the right to refuse them to board.During the operation of the ship at anchorage, the crew members s

12、hall not leave the living area or approach the port personnels operating area. The crew on the living deck and aisle must wear masks. During the disembarkation and operation of the port staff, the crew shall not be close to the port staff, and must keep a certain distance or enter the cabin of the s
