2、inoperable which directly threaten the safety of both the airplane and people. 飛行機(jī)組應(yīng)當(dāng)熟知緊急情況處置程序,提高緊急情況下的應(yīng)變和處置。 The flight crew should familiar with the emergency-dealing procedure, improve the strain capacity under the emergency. 發(fā)動機(jī)部分或全部失效; some or all part of the engine is inoperable 飛機(jī)在空中起火及其他火警;

6、scue is needed, telegraph signal: “XXX”, talking ”PAN” 遇險的飛機(jī)可用當(dāng)時與地面電臺聯(lián)系的頻率重復(fù)發(fā)出遇險信號,同時打開并將應(yīng)答機(jī)置于“A7700”;飛機(jī)遭劫持時,應(yīng)將應(yīng)答機(jī)置于“7500”。 The wrecked airplane can use the frequency which used to contact with the broadcasting station to repeatedly transmit wreck signal, at the same time, the crew should open and s

7、et the responder on “A7700”, when the airplane is hijacked, the crew should set the responder on “7500” 海上飛行時,遇險信號應(yīng)當(dāng)用500千赫或2182千赫的頻率發(fā)出;遇險的飛機(jī)可通過121.5兆赫或243兆赫的頻率報告飛機(jī)位置,遇險性質(zhì)和所需救援信息。 When flying on the sea, the wreck signal should use 500 Hz or 2182 Hz, and the polite can use 121.5 megahertz or 243 mega

8、hertz to report airplane location and the characteristics of wreck and the rescue information 飛機(jī)遇險時,飛機(jī)外燈光的使用為:重復(fù)打開/關(guān)閉著陸燈和航行燈。 When the airplane is wrecked, the using way of the outer light of the airplane: repeat opening or closing the landing light and the navigation light. 任何緊急情況之前,機(jī)長必須保證飛機(jī)的航徑和飛機(jī)狀

10、應(yīng)急服務(wù)援助;如果需要偏離ATC部門許可,應(yīng)盡快獲得一個新的許可。 The polite in command should report the flight condition to the nearest ATC as soon as possible, and declare the emergency condition and ask for the necessary command and emergency service aid; if the conditions does not meet the ATC command, the polite should reque

14、 of the emergency, intention plan and the matters needing attention and so on, thus the flight attendants can help the polite deal with the emergency situation. 在起飛滑跑后,決斷速度之前,如發(fā)現(xiàn)跑道有障礙物,飛機(jī)、發(fā)動機(jī)、儀表設(shè)備發(fā)生故障影響飛行安全時,應(yīng)立即中斷起飛; before the V1 and after the taking off, if the polite find that obstacles on the ru

15、nway, the malfunction of the airplane, engine, instrument which affected the flight safety, and the polite should immediately abandon taking-off.n飛行中發(fā)生特殊情況,不能繼續(xù)飛往著陸機(jī)場,應(yīng)當(dāng)選擇最近合適機(jī)場著陸,并及時報告空中交通管制部門和簽派部門; if there is some particular condition happened during the flight, and the airplane can not arrive at

16、 the destination, the polite should chose the most nearest and suitable field to land, at the same time, they should report the condition to the ATC and dispatcher as soon as possible.n如果不能繼續(xù)飛行,需要迫降時,應(yīng)當(dāng)立即報告空中交通管制部門和簽派部門。報告內(nèi)容:航班號、飛機(jī)號、故障情況、迫降時間、地點(diǎn)。迫降時按迫降和應(yīng)急撤離程序進(jìn)行。 If the airplane can not continue flyi

18、ure of force landing and emergency evacuation. 當(dāng)航空器、發(fā)動機(jī)飛行中受到損傷,應(yīng)當(dāng)避免劇烈動作和大速度飛行; when the airplane or the engine are damaged during the flight, the airplane should avoid fierce movement and fly under a big speed 在飛行中發(fā)生升降舵、副翼操縱綱索或連桿之一斷裂并遇到上升下降氣流判斷已不可能飛到最近機(jī)場時,應(yīng)當(dāng)立即選擇場地迫降; when the elevator, one of the ai

23、he time is permitted, the polite in command can consider other crew members suggestions.4.1 機(jī)長的職責(zé) the responsibility of the captain 在必須撤離飛機(jī)的緊急情況下,機(jī)長必須并首先組織旅客安全撤離飛機(jī),在明確飛機(jī)所載人員已經(jīng)全部離開遇險飛機(jī)之后,最后離開飛機(jī); In the emergency of evacuating from the airplane necessarily, the captain must and first organize passenge

24、rs evacuate from the airplane in safety, and leave the airplane finally in making sure that all the passengers in the airplane have already left the distressed airplane; 未經(jīng)機(jī)長同意,機(jī)組人員不得擅自離開飛機(jī); The crew should not leave the airplane without the permission of the captain;4.1 機(jī)長的職責(zé)機(jī)長的職責(zé) the responsibilit

27、ny. 判斷階段,保持機(jī)組分工不變;處置階段,機(jī)長作為主操縱駕駛員;決斷階段,機(jī)長可重新進(jìn)行分工。 Keep the division of labor of the crew invariable in the period of judgment; the captain should be the manager; the captain can renew the division of labor. 聽從機(jī)長指揮,并積極提供信息和建議;協(xié)助機(jī)長確定處置方案和/或進(jìn)近相關(guān)操作;及時提醒,避免失誤。 Following the commanding of the captain, and

28、 providing information and proposed actively; assisting the captain in making sure of disposition scheme and (or) coherent operation; reminding in time to avoid mistake.4.4 簽派員職責(zé)簽派員職責(zé) The Duty of the Dispatcher 簽派員在接到機(jī)長緊急情況通知后,應(yīng)當(dāng)把情況報告給直接負(fù)責(zé)運(yùn)行該設(shè)施的機(jī)場。簽派員在飛行期間發(fā)現(xiàn)需要立即決斷和處置的緊急情況時,應(yīng)當(dāng)將緊急情況通知機(jī)長,確實(shí)弄清機(jī)長的決斷,并且作好

29、記錄。 After receives the emergency notification disseminated by the captain, the dispatcher should report the situation directly to the airport which is responsible for operating the facility. When the dispatcher finds out the emergency that should be decided and solved immediately during the flight,

30、the dispatcher should notify the captain, affirm the captains decision, and take the note.n在上述情況下,該簽派員不能與機(jī)組取得聯(lián)系,則應(yīng)當(dāng)宣布進(jìn)入緊急狀態(tài),并采取以下行動:完成簽派緊急檢查單上規(guī)定的通知和緊急程序;需要時通知有關(guān)的不值班的人員到場;在緊急情況結(jié)束后通知所有有關(guān)部門和人員;在此種情況下為保證飛行安全應(yīng)當(dāng)采取的其他行動,并作好詳細(xì)記錄。 Under this situation, if the dispatcher cannot contact the captain, he should

31、accounce the emergency, and take actions as following: accomplish the notification and the emergency procedure prescribed on the emergency check list; notify the related not-on-duty staff to present; after the emergency situation, notify all the related departments and staffs; under such situation,

32、take other actions to ensure the safety and take notes carefully. 完成所有由機(jī)長或者簽派發(fā)出的命令或者要求;保持與簽派的聯(lián)系;保證簽派能得到有關(guān)地面條件和航站準(zhǔn)備情況的準(zhǔn)確、完整的資料;通知需要的不值班人員到場;將通訊和所采取的措施作詳細(xì)的記錄;將詳情記錄呈報公司飛行安全部門。 Accomplish all the demands and requirements made by captain or dispatcher; keep touch with the dispatcher; ensure the dispatche

33、r can obtain the accurate and complete preparation information of the ground situation and the airport; inform the not-on-duty staff to present; take detailed notes of communication and the actions that have been taken; report the detailed notes to the flight safety department.5.1 機(jī)長的權(quán)力 The captains

34、 rights 在需要立即決斷和處置的緊急情況下,機(jī)長可以采取他認(rèn)為在此種情況下為保證飛行安全應(yīng)當(dāng)采取的任何行動。 Under the emergency situation which needs to be decided and solved immediately, the captain should take any action which can ensure the flight safety. 在此種情況下,機(jī)長可以在保證安全所需要空中交通管制部門許可的范圍內(nèi)偏離規(guī)定的運(yùn)行程序與方法、天氣最低標(biāo)準(zhǔn)和其他規(guī)定。 When emergency occurs, the capta

35、in can deviate the prescribe operation procedure and method, the minima standard of weather, and other rules which is needed to ensure the safety within the permission of the air traffic control department.當(dāng)任何情況和條件危及安全時,或當(dāng)出現(xiàn)不正常情況,經(jīng)評估這種情況的各種因素之后,機(jī)長確信存在可能演變成緊急情況時,為確保安全,機(jī)長有權(quán)公布緊急狀態(tài)。 When any situation a

36、nd condition which endangers the safety or abnormal situation occurs, the captain firmly believes that the condition would possibly become the emergency by evaluating various elements. And when it occurs, the captain has the authority to announce the emergency condition. n機(jī)長可以授權(quán)某飛行機(jī)組成員首先發(fā)現(xiàn)緊急情況而又來不及通

37、知機(jī)長,其可以采取必要的行動確保飛行安全,并設(shè)法將危急情況報告機(jī)長。nThe captain can authorize the member of the crew to take action to ensure the safety of the flight and then try to inform the captain if he finds the emergency firstly and does not have time to tell the captain.5.2 簽派員的權(quán)利簽派員的權(quán)利 dispatchers right 飛行簽派員在飛行期間發(fā)現(xiàn)需要其立即決斷

38、和處置的緊急情況時,應(yīng)當(dāng)將緊急情況通知機(jī)長,確實(shí)弄清機(jī)長的決斷,并且應(yīng)當(dāng)將該決斷作出記錄。 During flight, when there is an emergency situation need to decide and handle, dispatcher should inform the situation to the captain, and cleared and write down the decision from the captain. 5.2 簽派員的權(quán)利簽派員的權(quán)利 dispatchers rightn如果在上述情況下,該飛行簽派員不能與飛行人員取得聯(lián)系,

39、則應(yīng)當(dāng)宣布進(jìn)入緊急狀態(tài),并采取他認(rèn)為在此種情況下為保證飛行安全應(yīng)當(dāng)采取的任何行動。 Under that condition, if the dispatcher can know get connection with the captain, an emergency status should be announced, and any action that can make sure the flight safety should be take immediately.當(dāng)機(jī)長或者飛行簽派員行使應(yīng)急權(quán)力時,應(yīng)當(dāng)將飛行的進(jìn)展情況及時準(zhǔn)確地報告給相應(yīng)的空中交通管制部門和簽派部門。 Wh

40、en the captain or the dispatcher are using their emergency right, the flight condition should be reported to relative ATC department and the dispatch apartment immediately and accurately.宣布應(yīng)急狀態(tài)的人員應(yīng)當(dāng)通過公司的運(yùn)行副總經(jīng)理,向局方書面報告任何偏離。 The vice president for that day should be told of the emergency state, and re

46、om the ATC department and the priority right is needed. 遇險飛機(jī)應(yīng)該通知地面站的信息: The message that the distressed aircraft should send to ground: 宣布緊急狀態(tài)(視情況、拍發(fā)三次MAYDAY或PAN);提供飛機(jī)識別信號;顯示所用的操作頻率;表明飛機(jī)所在位置與高度;表明緊急事件的性質(zhì);表明計(jì)劃或采取的行動;為有效幫助救援計(jì)劃提供任何額外信息。 Announce emergency state( according to the current situation, thre

48、圖和飛行進(jìn)程,并應(yīng)毫不遲疑地向空中交通管制部門請求援助。 Under the emergency conditions, the captain should report his intention and flight condition to the ATC and dispatch department, and ask for first-aid with out hesitation. 要求空中交通管制部門指揮在航路上的其它航空器避讓,將沿航路就近一個或數(shù)個機(jī)場的有關(guān)資料及天氣實(shí)況提供給機(jī)長,在航站區(qū)域內(nèi)優(yōu)先著陸。機(jī)長取其就近安全性最大的一個機(jī)場作備降或迫降的最后決策。 Askin

49、g ATC to instruct the A/C on the same route to avoid the distressed A/C, and report the information and the weather condition of the near airports, and provide a priority landing for the distressed A/C. 51、ntity 最低油量是指在飛行過程中應(yīng)當(dāng)報告空中交通管制員采取應(yīng)急措施的一個特定燃油油量最低值。該油量是在考慮到規(guī)定的燃油油量指示系統(tǒng)誤差后,最多可以供飛機(jī)在飛抵著陸機(jī)場后,能以等待空速在高于機(jī)場標(biāo)高450米(1500英尺)的高度上飛行30分鐘。 The minimum fuel quantity is a specific minimum fuel quantity that report to the ATC during flight for emergency situation. After the concern of the discrepancy of the fuel qua

52、ntity indication system, it conclude the fuel for the farthest alternate airport, and 30 minute waiting fuel at 450 meters(1500feet) in waiting speed above the airport. 當(dāng)出現(xiàn)最低燃油量狀況時,機(jī)長應(yīng)當(dāng)向空中交通管制員宣布“最低油量”,并申請優(yōu)先著陸;向空中交通管制員報告剩余的可用燃油還能飛多少分鐘; 繼續(xù)按空中交通管制員同意的航路飛行;通知簽派員,已宣布了最低油量; When the A/C is in the minimum

53、 fuel quantity, the captain need announce “minimum fuel quantity” to the ATC, and request for priority landing; report the time that the fuel can support for the flight; continue flight route according to ATC; inform the dispatcher that the flight is under the minimum fuel quantity; 由于最低燃油狀況和緊急油量狀況間
