1、-. z農(nóng)村經(jīng)濟(jì)論文:省農(nóng)村金融抑制及改良措施研究【中文摘要】農(nóng)村金融是農(nóng)村經(jīng)濟(jì)的核心,是推動農(nóng)村經(jīng)濟(jì)開展的關(guān)鍵因素。改革開放以來,省農(nóng)村經(jīng)濟(jì)取得了較快的開展,農(nóng)民收入有了明顯的提高,農(nóng)村金融體系得到了有效的改善。但是目前農(nóng)村金融抑制現(xiàn)象依然存在,在一定程度上制約著農(nóng)村經(jīng)濟(jì)的開展。本文綜述了關(guān)于農(nóng)村金融抑制的國外現(xiàn)狀研究,并以金融抑制論、金融深化論、金融約束論以及農(nóng)村金融理論為理論根底,首先從農(nóng)村正規(guī)金融和非正規(guī)金融兩個方面闡述了農(nóng)村金融體系的現(xiàn)狀,初步發(fā)現(xiàn)農(nóng)村存在金融抑制。接著運(yùn)用戈德史密斯的金融相關(guān)比率指標(biāo)通過與省金融開展、全國開展水平進(jìn)展比擬,分析了農(nóng)村金融開展水平,發(fā)現(xiàn)農(nóng)村金融開展落后

2、金融開展,2004年開場逐步縮小與全國的平均水平的差距,到2021年甚至超過了全國平均水平。其次,采用1996年2021年的農(nóng)村金融相關(guān)比率和信貸比對農(nóng)村經(jīng)濟(jì)與農(nóng)村金融之間的關(guān)系進(jìn)展了實(shí)證分析,通過格蘭杰因果關(guān)系檢驗(yàn)發(fā)現(xiàn),農(nóng)村金融開展規(guī)模的擴(kuò)大和貸款數(shù)量的增加都能夠促進(jìn)農(nóng)村經(jīng)濟(jì)的開展,對檢驗(yàn)結(jié)果分析發(fā)現(xiàn)農(nóng)村確實(shí)存在金融抑制。然后,針對實(shí)證分析的結(jié)果和實(shí)際情況,對引起農(nóng)村金融抑制的原因進(jìn)展了探究,發(fā)現(xiàn)引發(fā)農(nóng)村金融抑制的根源在于農(nóng)村正規(guī)金融大規(guī)模的撤并縣及以下金融效勞網(wǎng)點(diǎn),造成農(nóng)村金融市場缺乏有效的競爭。農(nóng)業(yè)銀行、農(nóng)業(yè)開展銀行、農(nóng)村信用合作社、郵政儲蓄銀行等農(nóng)村正規(guī)金融機(jī)構(gòu)又由于各自當(dāng)前存在的問題

3、,未有充分有效的支持三農(nóng),造成農(nóng)村金融主體供應(yīng)缺乏;非正規(guī)金融缺乏有效的監(jiān)視管理,加上部組織制度不規(guī),經(jīng)營風(fēng)險(xiǎn)系數(shù)高、市場環(huán)境混亂等因素,在*種程度上影響著國家有關(guān)政策的實(shí)施,未能*的促進(jìn)農(nóng)村經(jīng)濟(jì)開展;從當(dāng)前農(nóng)村金融市場來看,農(nóng)村金融機(jī)構(gòu)提供的金融產(chǎn)品仍以傳統(tǒng)的存款、貸款、匯款為主,真正滿足農(nóng)村經(jīng)濟(jì)市場化、信息化、多樣化的金融產(chǎn)品少之又少,金融市場效勞缺乏創(chuàng)新;省的農(nóng)業(yè)根本上還是處于“靠天吃飯的一種局面,農(nóng)業(yè)面臨著巨大的自然風(fēng)險(xiǎn)和市場風(fēng)險(xiǎn),雖然已經(jīng)開展了政策性農(nóng)業(yè)保險(xiǎn)的試點(diǎn),但是由于由于農(nóng)業(yè)保險(xiǎn)賠付率高,商業(yè)性保險(xiǎn)機(jī)構(gòu)不愿涉足農(nóng)業(yè)保險(xiǎn)業(yè)務(wù),導(dǎo)致了農(nóng)業(yè)保險(xiǎn)開展滯后;我國農(nóng)村法制環(huán)境的建立剛起步,

4、法律法規(guī)還不夠健全,加上有些農(nóng)戶和企業(yè)缺乏誠信意識,逃費(fèi)債金融案件時有發(fā)生,影響著農(nóng)村金融生態(tài)環(huán)境的建立。最后,按照帕特里克所提出的消除金融抑制的兩種路徑,應(yīng)該選擇供應(yīng)領(lǐng)先型的模式。對于改良農(nóng)村金融抑制的現(xiàn)狀政策建議,本文認(rèn)為應(yīng)該深化農(nóng)村金融組織體系,催促正規(guī)金融機(jī)構(gòu)改良當(dāng)前所存在的缺乏,發(fā)揮各自的優(yōu)勢,加大金融創(chuàng)新力度;政府加強(qiáng)對民間金融的指導(dǎo)和規(guī),放寬金融農(nóng)村金融市場的準(zhǔn)入門檻,鼓勵社會各類資本建立新型農(nóng)村金融機(jī)構(gòu);大力開展農(nóng)業(yè)保險(xiǎn)和資本市場,降低農(nóng)業(yè)生產(chǎn)的風(fēng)險(xiǎn);優(yōu)化農(nóng)村金融生態(tài)環(huán)境,加快農(nóng)村信用體系建立,同時加強(qiáng)誠信教育和宣傳、加大對逃費(fèi)債行為的打擊力度,營造出良好的金融環(huán)境;完善農(nóng)村擔(dān)

5、保體系,改良當(dāng)前由于農(nóng)村擔(dān)保品缺乏導(dǎo)致的貸款難問題;加大各級財(cái)政對農(nóng)村金融開展的政策支持,鼓勵其他各金融機(jī)構(gòu)加大對“三農(nóng)的信貸投放力度;加速農(nóng)村利率市場化進(jìn)程,減少政府對利率的干預(yù),有效提高資本的投資效率和資源配置,促進(jìn)社會經(jīng)濟(jì)的開展?!居⑽恼縍ural finance is the core of the rural economy, which is the key factor to promote rural economy development. 7、er reviews the financial repression research at home and abroad, and based on the theory of financial repression, financial deepening and financial restraint, firstly the paper analyze the status of the rural financial system in Guizhou from the rural formal finance and rural informal finance,and fo

8、und that rural financial repression e*ists in Guizhou. then using the financial ratios pared with financial development with the Guizhou Province and the national development level analyzed the level of financial development in Guizhou rural areas, the results are that Guizhou rural financial develo

9、pment has lagged behind of financial development in Guizhou, and Beginning in 2004, the gap with the national average level is gradually narrowing, even more than the national average level in 2021.Secondly, followed by the relevant ratio of rural finance and credit ratio in 1996 -2021, the paper em

10、pirically analyzes the rural economy and rural financial relationship. The Granger causality test showed that the e*pansion of rural financial development and the addition in the number of loans are able to promote rural economic development, and found that financial repression really e*ists in Guiz

11、houThen, based on the results of the empirical analysis and the actual situation in Guizhou, researching the causes of the financial repression in Guizhou found that the root causes of rural financial repression are that large-scale rural formal financial merging County and the following financial s

12、ervices branch, resulting in rural financial market lack of effective petition , because of the current problems of The Agricultural Bank, the Agricultural Development Bank, rural credit cooperatives, postal savings Bank and other formal financial institutions in rural areas is not the full and effe

13、ctive supporting to agriculture, resulting in insufficient supply of rural financial body; non-formal financial is lack of effective supervision Management, coupled with the internal organization system is not standardized, business risk is high, market environment is confused, to some e*tent, which

14、 affects the implementation of relevant state policies and not promotes the rural economic healthy development; from the current rural financial market, Rural financial institutions to provide financial products are still the traditional deposits, loans, remittance-based, real needs of rural market

15、economy, information technology and diversified financial products are very few, the financial service is lack of innovation in financial markets; agricultural of Guizhou Province is still in a “dependent on the weather “ situation, agriculture faces enormous natural risks and market risks, although

16、 Guizhou has launched a pilot agricultural policy insurance, but because of the high rate of agricultural insurance claiming, mercial insurance institutions would not like to get involved in agricultural insurance, agricultural insurance development lag behind ; rural legal environment construction

17、is just beginning, laws and regulations are still inadequate, some farmers and enterprises are lack of the awareness of integrity, financial debt cases sometimes occurred, which affect the rural financial ecological environment construction.Finally, according to Patricks financial repression solutio

18、n paths, Guizhou should choose supply-leading. As for the policy proposals of improving financial repression, the paper thinks that should deepen rural financial system, urging the formal financial institutions to improve the current weaknesses, play their strengths and increase financial innovation

19、; strengthen guidance and norms on private finance, rela* rural finance access threshold for financial markets and encourage various types of capital to establish a new rural financial institutions; develop agricultural insurance and capital markets to reduce the risk of agricultural production; opt

20、imize the rural financial ecological environment, speeding up rural credit system ,strengthening the integrity of education and publicity and increasing acts of evasion crackdown on debt to create a sound financial environment; innovate guarantee system in rural areas to improve the current lack of

21、collateral as a result of rural loans hard problem; increase policy to support rural finance development and encourage other financial institutions to increase the credit loans; accelerate the process of market of interest rates in rural areas and reduce government intervention in the interest rate
