中國的電子政務(wù)建設(shè)于上世紀(jì)80年代末起步，中央和地方政府機(jī)關(guān)建設(shè)了辦公自動(dòng)化(OA)系統(tǒng)，建立了范圍有限的內(nèi)部信息網(wǎng)絡(luò)，逐步普及計(jì)算機(jī)在公文處理、計(jì)劃統(tǒng)計(jì)等方面的應(yīng)用。電子政務(wù)工程TheconstructionofE-GovernmentframeworkinChinahasstartedinthelate1980ssincetheinitiationoffirstE-Governmentprograminwhichthegovernmentsbothatcentralandlocallevelsbuiltupofficeautomation(OA)systemsandestablishedanintranetwithlimitedcoverageandcomputersweregraduallygivenwidelyuseintheprocessingofofficialdocumentsandpreparingofplansandstatistics.E-Government

“金橋工程”“金關(guān)工程”“金卡工程”“金稅工程”“政府上網(wǎng)工

“金關(guān)工程”。又稱為海關(guān)聯(lián)網(wǎng)工程，其主要任務(wù)是推廣電子數(shù)據(jù)交換（EDI）技術(shù)，實(shí)現(xiàn)貨物通關(guān)自動(dòng)化、國際貿(mào)易無紙化，以提高政府工作效率，防止造假舞弊。電子政務(wù)工程E-Government

近五年內(nèi)，中國電子政務(wù)建設(shè)的主要任務(wù)是：電子政務(wù)工一、建設(shè)和整合統(tǒng)一的電子政務(wù)網(wǎng)絡(luò)，保證業(yè)務(wù)系統(tǒng)互聯(lián)互通，信息共享。電子政務(wù)工程AuniformandintegratedE-Governmentnetworkisneededtobeconstructedtoensureallbusinesssystemsconnectedandinformationshared.E-Government

一、建設(shè)和整合統(tǒng)一的電子政務(wù)網(wǎng)絡(luò)，保證業(yè)務(wù)系統(tǒng)互聯(lián)互通，信息二、建設(shè)和完善財(cái)政、金融監(jiān)管、海關(guān)、稅務(wù)、社會(huì)保障、農(nóng)業(yè)、質(zhì)量監(jiān)督、水利、審計(jì)信息化即“金審工程”，等12個(gè)重點(diǎn)業(yè)務(wù)系統(tǒng)。電子政務(wù)工程KeyservicenetworksinvolvingPublicFinance,Customs,Taxation,SocialSecurity,Agriculture,ProductQualityControl,WaterResourceandAuditInformation(knownastheGoldenAuditProject)shouldbeconstructedandimproved.E-Government

二、建設(shè)和完善財(cái)政、金融監(jiān)管、海關(guān)、稅務(wù)、社會(huì)保障、農(nóng)業(yè)、質(zhì)三、編制政務(wù)信息資源建設(shè)規(guī)劃，開發(fā)人口、法人單位、自然資源、空間地理等基礎(chǔ)信息數(shù)據(jù)庫。電子政務(wù)工程DBAgeneralplanforestablishingofgovernanceinformationresourcedatabanksstoringbasicinformationlikepopulation,judicialentity,naturalresourceandgeographyshallbeprepared.E-Government

由于中國財(cái)政、稅務(wù)、海關(guān)等部門和金融、電力、石化、鐵路、民航等重要行業(yè)信息化程度的提高，財(cái)務(wù)會(huì)計(jì)軟件應(yīng)用的普及，傳統(tǒng)審計(jì)職業(yè)受到了前所未有的挑戰(zhàn)。特別是會(huì)計(jì)領(lǐng)域出現(xiàn)了計(jì)算機(jī)犯罪和舞弊，對計(jì)算機(jī)信息系統(tǒng)的檢查成為審計(jì)工作必須涉及的新領(lǐng)域。Withtheincreasinguseofinformationandnetworkingtechnologiesbothingovernmentagencieslikepublicfinance,taxation,customsandmajorenterprisessuchasmonetaryinstitution,powercompany,petrochemicalindustry,railwayandcivilaviationcompany,aswellastherapiddevelopmentandapplicationofaccountingsoftware,traditionalaudithasencounteredunprecedentedchallenges.Especiallyduetothecomputercrimesandfraudemergingintheaccountingsector,auditofinformationsystemhasgraduallybecome審計(jì)信息化AuditComputerizationanewtargetofaudit

經(jīng)國務(wù)院批準(zhǔn)，“金審工程”于2002年5月正式啟動(dòng)。一期投資2300萬美元,其主要內(nèi)容是：ApprovedbytheStateCouncil,theGoldenAuditProjectwaslaunchedinMay2002withatotalbudgetof23millionUSDollarsforthefirstphaseofproject.審計(jì)信息化AuditComputerization經(jīng)國務(wù)院批準(zhǔn)，“金審工程”于2002年5月正式啟動(dòng)。
