(2010年6月24日，渥太華)中華人民共和國(guó)主席胡錦濤尊敬的哈珀總理，女士們，先生們，朋友們：TheRt.Hon.PrimeMinisterStephenHarper,LadiesandGentlemen,DearFriends,首先，我謹(jǐn)對(duì)總理先生為我們舉行盛大的晚宴并發(fā)表熱情洋溢的講話(huà)，表示衷心的感謝！LetmebeginbyexpressingheartfeltthankstoPrimeMinisterHarperforhostingthisgrandbanquetanddeliveringwarmremarks.借此機(jī)會(huì)，我也要感謝第四屆中加經(jīng)貿(mào)合作論壇的組織方——加中貿(mào)易理事會(huì)、中國(guó)貿(mào)促會(huì)共同為準(zhǔn)備這次活動(dòng)付出的努力。長(zhǎng)期以來(lái)，加中貿(mào)易理事會(huì)和在座各位朋友為增進(jìn)中加兩國(guó)人民相互了解和友誼、促進(jìn)中加關(guān)系發(fā)展作出積極貢獻(xiàn)。我謹(jǐn)向你們并通過(guò)你們，向所有關(guān)心和支持中加友好事業(yè)的加拿大各界人士，表示誠(chéng)摯的謝意！在中加建交40周年之際，我很高興應(yīng)邀再次對(duì)加拿大進(jìn)行國(guó)事訪(fǎng)問(wèn)。今天，我同米夏埃爾·讓總督、哈珀總理進(jìn)行了富有成果的會(huì)見(jiàn)會(huì)談，達(dá)成廣泛共識(shí)。我們一致同意，致力于發(fā)展中加戰(zhàn)略伙伴關(guān)系，以?xún)蓢?guó)建交40周年為契機(jī)，在新的起點(diǎn)上將中加關(guān)系全面推向前進(jìn)。IalsowishtotakethisopportunitytoextendappreciationtotheCanadaChinaBusinessCouncil(CCBC)andtheChinaCouncilforthePromotionofInternationalTrade(CCPIT)fortheireffortstoorganizetheFourthChinaCanadaBusinessForum.Overtheyears,theCCBCandallofyoupresenthavemadeactivecontributionstodeepeningmutualunderstandingandfriendshipbetweenourtwopeoplesandpushingforwardrelationsbetweenourtwocountries.Iwishtoextendmyheartfeltappreciationtoyouand,throughyou,tothepeoplefromvarioussectorsofCanadawhohavecaredforandsupportedthegrowthofChina-Canadafriendship.IamdelightedtoonceagainpayastatevisittoCanadaontheoccasionofthe40thanniversaryofourdiplomaticrelations.Today,IhadfruitfulmeetingsandtalkswithGovernorGeneralMicha?lleJeanandPrimeMinisterHarper,andwereachedextensiveconsensusinourdiscussions.WereaffirmedourcommitmenttotheChina-Canadastrategicpartnershipandagreedtotaketheopportunityofthe40thanniversaryofourdiplomaticrelationstofurtheradvanceourbilateraltiesinallrespects.女士們、先生們！LadiesandGentlemen,1970年10月，中加兩國(guó)領(lǐng)導(dǎo)人從兩國(guó)和兩國(guó)人民根本利益出發(fā)，順應(yīng)時(shí)代潮流，作出兩國(guó)建交的戰(zhàn)略決策，掀開(kāi)了中加關(guān)系發(fā)展新篇章。40年來(lái)，在雙方共同努力下，兩國(guó)關(guān)系走過(guò)了成績(jī)斐然的發(fā)展歷程。兩國(guó)高層和各級(jí)別交往頻繁。兩國(guó)務(wù)實(shí)合作取得豐碩成果，雙方年貿(mào)易額從建交之初的1.5億美元發(fā)展到2009年的297億美元，中國(guó)已成為加拿大第二大貿(mào)易伙伴和第三大出口市場(chǎng)。雙方文化、教育、衛(wèi)生、司法執(zhí)法等領(lǐng)域互利合作不斷擴(kuò)大和深化，在許多重大國(guó)際和地區(qū)問(wèn)題上保持有效溝通和協(xié)調(diào)。近年來(lái)，兩國(guó)每年往來(lái)人員總數(shù)超過(guò)70萬(wàn)人次，平均每天有超過(guò)2000人往返于太平洋兩岸，雙方締結(jié)7對(duì)友好省和37對(duì)友好城市。InOctober1970,leadersofChinaandCanada,actinginthefundamentalinterestsofthetwocountriesandpeoples,tookthestrategicdecisiontoestablishdiplomaticrelationsbetweenus.ItwasamovethatmetthetrendofthetimeandturnedanewpageinChina-Canadarelations.Sincethen,ourbilateralrelationshavemaderemarkableachievementsthankstoeffortsofbothsides.Thetwocountrieshavehadfrequentcontactsatthetopandotherlevels.Wehavecarriedoutfruitfulpracticalcooperation.AnnualtradevolumesurgedfromamereUS$150millionintheearlydaysofourdiplomatictiestoUS$29.7billionin2009.ChinaisnowCanada'ssecondlargesttradingpartnerandthirdlargestexportmarket.Bilateralmutually-beneficialcooperationinculture,education,healthcare,justiceandlawenforcementhasgrowninbothscopeanddepth.Andwehavemaintainedeffectivecommunicationandcoordinationonmanymajorinternationalandregionalissues.Inrecentyears,therehavebeenmorethan700,000mutualvisitsbetweenthepeopleofourtwocountrieseachyear.Itmeansthateachdayover2,000peopletravelacrossthePacificOceanbetweenourtwocountries.Wehaveestablishedsevensister-provincerelationshipsand37sister-cityrelationships.事實(shí)表明，中加關(guān)系發(fā)展不僅給兩國(guó)人民帶來(lái)了實(shí)實(shí)在在的利益，也有力促進(jìn)了亞太地區(qū)乃至世界和平、穩(wěn)定、繁榮。雖然中加國(guó)情不同，但雙方?jīng)]有根本利害沖突，共同利益遠(yuǎn)遠(yuǎn)超過(guò)分歧。只要雙方堅(jiān)持相互尊重、平等互利、求同存異的原則，牢牢把握兩國(guó)關(guān)系正確方向，中加關(guān)系就完全能夠成為不同社會(huì)制度、不同發(fā)展水平、不同發(fā)展模式國(guó)家間關(guān)系的典范。WhathashappenedshowsthatthegrowingChina-Canadarelationshiphasbroughtconcretebenefitstoourpeoples,andcontributedsignificantlytopeace,stabilityandprosperityintheAsia-Pacificregionandbeyond.Thoughournationalconditionsdiffer,thereexistsnoconflictoffundamentalinterestsbetweenus,andourcommoninterestsfaroutweighourdifferences.Aslongaswebothadheretotheprinciplesofmutualrespect,equality,mutualbenefitandseekingcommongroundwhilereservingdifferences,aslongaswekeeptotherightdirectionofbilateralrelations,wewillmakeourrelationshipamodelforrelationsbetweencountriesdifferentinsocialsystemandlevelandmodelofdevelopment.女士們、先生們！LadiesandGentlemen,新形勢(shì)下，中加兩國(guó)各自的發(fā)展都給對(duì)方帶來(lái)重要機(jī)遇，雙方共同利益日益增多，各領(lǐng)域合作潛力巨大。一個(gè)健康穩(wěn)定、積極發(fā)展的中加關(guān)系有利于中國(guó)，有利于加拿大，也有利于亞太地區(qū)乃至整個(gè)世界。Underthenewcircumstances,ChinaandCanadacanbenefitgreatlyfromeachother'sdevelopment.Ourcommoninterestsarebroadeningandourcooperationinallareasholdstremendouspotential.Asound,stable,positiveandgrowingChina-CanadarelationshipservestheinterestsofChina,Canada,theAsia-Pacificregionandtheworldatlarge.為了更好推進(jìn)中加關(guān)系發(fā)展，我們雙方應(yīng)該從戰(zhàn)略高度和長(zhǎng)遠(yuǎn)角度出發(fā)，堅(jiān)持中加戰(zhàn)略伙伴關(guān)系大方向不動(dòng)搖，不斷為兩國(guó)關(guān)系發(fā)展注入新的動(dòng)力；應(yīng)該繼續(xù)加強(qiáng)高層往來(lái)，保持和擴(kuò)大各級(jí)別、各層次磋商，不斷增進(jìn)相互了解和信任；應(yīng)該繼續(xù)推進(jìn)各領(lǐng)域務(wù)實(shí)合作，探索合作新途徑新方式，讓兩國(guó)人民切身體會(huì)到中加合作成果；應(yīng)該加強(qiáng)在重大國(guó)際和地區(qū)問(wèn)題上的協(xié)調(diào)，加強(qiáng)在氣候變化、核安全、糧食安全、公共衛(wèi)生安全、反恐等問(wèn)題上的磋商和合作，推動(dòng)國(guó)際秩序朝著更加公正合理的方向發(fā)展；應(yīng)該尊重和照顧對(duì)方核心利益和重大關(guān)切，妥善處理敏感問(wèn)題，確保中加關(guān)系不受干擾地向前發(fā)展；應(yīng)該積極推動(dòng)兩國(guó)社會(huì)各界廣泛開(kāi)展交流，努力增進(jìn)兩國(guó)人民相互了解和友誼，不斷夯實(shí)中加友好社會(huì)基礎(chǔ)。ToadvanceChina-Canadarelations,wemusttakeastrategicandlong-termperspective,maintainourstrategicpartnership,andinjectnewimpetusintothegrowthofourrelations.Wemustincreasehigh-levelexchangesandcontinueandexpandconsultationsatvariouslevelstoincreasemutualunderstandingandtrust.Wemustpushforwardpracticalcooperationinallfieldsandexplorenewwaysandmeansofcooperation,sothatthepeoplecanfeelforthemselvesthebenefitsofourcooperation.Wemustintensifycoordinationonmajorinternationalandregionalissues,enhanceconsultationsandcooperationonclimatechange,nuclearsecurity,foodsecurity,publichealthsecurityandcounter-terrorism,andcontributeoursharetoamorejustandequitableinternationalorder.Wemustrespectandaccommodateeachother'scoreinterestsandmajorconcernsandappropriatelyhandlesensitiveissuestoensurethatourbilateralrelationswillmoveforwardwithoutdisruption.WemustencourageextensiveexchangesbetweenvarioussectorsofthetwocountriesandincreasethemutualunderstandingandfriendshipbetweenthetwopeopleswithaviewtoconsolidatingpublicsupportforChina-Canadafriendship.女士們、先生們！LadiesandGentlemen,經(jīng)貿(mào)合作是中加關(guān)系的重要組成部分。深化中加經(jīng)貿(mào)合作，符合兩國(guó)和兩國(guó)人民根本利益，也是全面推進(jìn)中加戰(zhàn)略伙伴關(guān)系的必然要求。中加經(jīng)濟(jì)互補(bǔ)性很強(qiáng)，合作空間廣闊。目前，雙邊貿(mào)易額占各自外貿(mào)總額的1%和6%左右，加拿大對(duì)華投資尚不到中國(guó)吸引外資總額的1%，中加經(jīng)貿(mào)合作大有可為。雙方應(yīng)該把握機(jī)遇，開(kāi)拓思路，堅(jiān)持互利雙贏，挖掘合作潛力，豐富合作內(nèi)容，創(chuàng)新合作方式，推動(dòng)經(jīng)貿(mào)合作向更大規(guī)模、更寬領(lǐng)域、更高水平發(fā)展。為此，我建議雙方在以下幾方面進(jìn)行努力。TradeandeconomiccooperationisakeycomponentofChina-Canadarelations.Deeperbusinesscooperationservesthefundamentalinterestsofourtwocountriesandpeoples.Itisalsoessentialtooureffortstoadvanceourstrategicpartnershipinanall-roundway.Ourtwoeconomiesarehighlycomplementaryandourcooperationhasbrightprospects.Tradebetweenusnowaccountsforonly1%ofChina'stotalforeigntradeandlessthan6%ofthatofCanada's.Canada'sinvestmentinChinatakesuplessthan1%oftotalforeigninvestmentinChina.Thisshowsthatalotcanbedoneinboostingourtradeandeconomiccooperation.Wemustseizetheopportunitiesandbroadenourvisiontoexpandourbusinesscooperationandraiseittoahigherlevel.Weshould,onthebasisofmutualbenefitandwin-winprogress,tapthepotential,enrichthesubstance,andinnovatethewaysofourcooperation.Tothisend,Iwishtomakethefollowingproposals.第一，擴(kuò)大雙邊貿(mào)易。中方歡迎加拿大繼續(xù)推進(jìn)貿(mào)易多元化和全球商務(wù)戰(zhàn)略，擴(kuò)大對(duì)華貿(mào)易。中國(guó)不刻意追求對(duì)加貿(mào)易順差，愿在互利雙贏的基礎(chǔ)上擴(kuò)大進(jìn)口加拿大優(yōu)勢(shì)產(chǎn)品特別是高新技術(shù)產(chǎn)品，也希望雙方共同采取措施提升雙邊貿(mào)易水平。這次訪(fǎng)問(wèn)期間，雙方一致同意爭(zhēng)取到2015年將中加貿(mào)易額提高至600億美元。相信這一目標(biāo)將為推動(dòng)中加經(jīng)貿(mào)關(guān)系發(fā)展注入新的動(dòng)力。First,weneedtoexpandbilateraltrade.ChinawelcomesCanada'scontinuedcommitmenttofollowingadiversifiedglobalcommercestrategyandpursuinggreatertradewithChina.OntheChineseside,itisnotourintentiontoseektradesurpluswithCanada.WearewillingtoincreaseimportofcompetitiveCanadianproducts,particularlyhigh-techproducts,onthebasisofmutualbenefitandhopethatthetwosidescantakejointstepstoelevatethelevelofbilateraltrade.Duringmyvisit,thetwosideshaveagreedtoworktogethertoincreasebilateraltradetoUS$60billionby2015.Iamconfidentthatthistargetwillserveasanewdrivingforcefortheadvancementofoureconomicandtradeties.第二，促進(jìn)雙向投資。中國(guó)政府將繼續(xù)鼓勵(lì)有實(shí)力的中國(guó)企業(yè)通過(guò)多種形式參與國(guó)際經(jīng)貿(mào)合作。中方在港口、鐵路、公路、電信等基礎(chǔ)設(shè)施建設(shè)方面有一定優(yōu)勢(shì)，希望更多參與加拿大實(shí)施“亞太門(mén)戶(hù)計(jì)劃”。同時(shí)，我們也歡迎加拿大企業(yè)參與中國(guó)實(shí)施西部大開(kāi)發(fā)、東北地區(qū)等老工業(yè)基地振興、促進(jìn)中部地區(qū)崛起等區(qū)域發(fā)展戰(zhàn)略。Second,weneedtopromotetwo-wayinvestment.TheChinesegovernmentwillcontinuetoencouragecompetitiveChineseenterprisestotakepartininternationaleconomicandtradecooperationthroughmultipleforms.Chinahasanadvantageininfrastructuredevelopment,includingport,railway,highwayandtelecommunicationnetworks.WelookforwardtogreaterparticipationintheimplementationofCanada'sAsia-PacificGatewayandCorridorInitiative.Atthesametime,wewelcometheparticipationofCanadianbusinessesinChina'sregionaldevelopmentstrategies,includingthedevelopmentofthewesternregion,thereinvigorationofthenortheasternprovincesandotheroldindustrialbasesandthefurtherdevelopmentofthecentralprovinces.第三，深化能源資源合作。加拿大能源礦產(chǎn)資源豐富，中國(guó)是最具潛力、穩(wěn)定可靠的消費(fèi)市場(chǎng)，擁有一批實(shí)力較強(qiáng)的能源礦產(chǎn)企業(yè)和成熟的技術(shù)及勞動(dòng)力，中加開(kāi)展能源資源合作前景廣闊。雙方應(yīng)該繼續(xù)支持兩國(guó)企業(yè)擴(kuò)大合作，在能源資源領(lǐng)域建立長(zhǎng)期穩(wěn)定的伙伴關(guān)系，也可以進(jìn)一步探討在核能、天然氣等清潔能源方面的合作。Third,weneedtodeepencooperationonenergyandresources.CanadaisendowedwithrichenergyandmineralresourceswhileChinaprovidesastable,reliableandthemostpromisingconsumermarket.Chinahasanumberofwell-establishedenergyandmineralcompaniesaswellasmaturetechnologiesandlaborforce.Cooperationbetweenourtwocountriesinenergyandresourcespromisesabrightfuture.Weneedtogivecontinuedsupporttoourcompaniesinexpandingtheircooperationandsettingupalong-termandstablepartnershipintheenergyandresourcessector.Andwemaydiscussfurtherourcooperationinnuclearenergy,naturalgasandothercleanenergysources.第四，拓展合作新領(lǐng)域。中國(guó)正在加快轉(zhuǎn)變經(jīng)濟(jì)發(fā)展方式和調(diào)整經(jīng)濟(jì)結(jié)構(gòu)，加快建設(shè)創(chuàng)新型國(guó)家，加快建設(shè)資源節(jié)約型、環(huán)境友好型社會(huì)。加拿大在環(huán)保、金融、信息、生物醫(yī)藥等領(lǐng)域擁有先進(jìn)技術(shù)和理念。中加可以?xún)?yōu)勢(shì)互補(bǔ)、加強(qiáng)合作，使高技術(shù)產(chǎn)業(yè)、服務(wù)業(yè)、綠色經(jīng)濟(jì)成為合作新增長(zhǎng)點(diǎn)。Fourth,weneedtoletourcooperationbranchoutintonewareas.Chinaisnowacceleratingthetransformationofitseconomicdevelopmentpatternandeconomicrestructuring.Itismovingatafasterpacetowardsaninnovation-drivencountryandaresourceconservingandenvironmentfriendlysociety.Canadahasadvancedtechnologiesandideasinenvironmentalprotection,finance,informationandbio-medicine.Wecandrawuponeachother'sstrengthsandadvancecooperationinthesesectorstomakehightechnologies,theserviceindustryandgreeneconomynewgrowthareasinourcooperation.第五，反對(duì)各種形式的保護(hù)主義。經(jīng)濟(jì)全球化深入發(fā)展使世界各國(guó)緊密聯(lián)系在一起。只有秉持開(kāi)放理念、堅(jiān)持市場(chǎng)開(kāi)放，才能實(shí)現(xiàn)世界經(jīng)濟(jì)全面復(fù)蘇和持續(xù)發(fā)展。中加應(yīng)該以實(shí)際行動(dòng)抵制保護(hù)主義，努力維護(hù)開(kāi)放、公平、公正的世界經(jīng)濟(jì)貿(mào)易體系。Fifth,weneedtoopposeallformsofprotectionism.Aseconomicglobalizationgathersmomentum,countriesintheworldhavebecomemorethanevercloselylinked.Weneedtoadoptaninclusiveapproachandkeepourmarketsopen.Thisisvitallyimportantifwearetoachievethefullrecoveryandsustainabledevelop
