leesterfei@126.com定義Definitions國(guó)際安全管理規(guī)則《ISMCODE》系指由國(guó)際海事組織大會(huì)通過(guò)的，并可由該組織予以修正的《國(guó)際船舶安全營(yíng)運(yùn)和防止污染管理規(guī)則》簡(jiǎn)稱《國(guó)際安全管理規(guī)則》。ISMCODEmeans〈InternationalManagementCodefortheOperationofShipsandforPollutionPrevention〉adoptedbytheIMOAssembly,asamended。主管機(jī)關(guān)Administration系指船旗國(guó)政府。AdministrationmeanstheGovernmentoftheStatewhoseflagtheshipisentitledtofly。公司Company系指船舶所有人，或已承擔(dān)船舶所有人的船舶營(yíng)運(yùn)責(zé)任并在承擔(dān)此種責(zé)任時(shí)同意承擔(dān)本規(guī)則規(guī)定的所有責(zé)任和義務(wù)的任何機(jī)構(gòu)或個(gè)人，如管理人或光船租船人.本手冊(cè)所指“公司”系YANTAIHAIRONGSHIPPINGSERVICECOMPANY。CompanymeanstheOwneroftheshiporanyotherorganizationorpersonsuchasthemanager，orthebareboatcharterer,whohasassumedtheresponsibilityforoperationoftheshipfromtheshipownerandwhoonassumingsuchresponsibilityhasagreedtotakeoverallthedutiesandresponsibilityimposedbytheCode.“Company”appearedinthismanualisYANTAIHAIRONGSHIPPINGSERVICECOMPANY。船舶Vessel系指本公司經(jīng)營(yíng)，管理的所有國(guó)際航運(yùn)船舶。VesselmeansallinternationaltradingvesselsunderoperationandmanagementofYANTAIHAIRONGSHIPPINGSERVICECOMPANY。安全管理體系（SMS）SafeManagementSystem系指能使公司人員有效實(shí)施公司安全和環(huán)境保護(hù)方針?biāo)⒌奈募?、結(jié)構(gòu)化的管理體系。SMSmeansastructuredanddocumentedsystemenablingCompanypersonneltoeffectivelyimplementtheCompanysafetyandenvironmentalprotectionpolicy.指定人員DesignatedPerson系指岸上同最高管理層直接聯(lián)系的某個(gè)人或幾個(gè)人，其責(zé)任和權(quán)力是監(jiān)控各船營(yíng)運(yùn)的安全和防止污染事務(wù),并保證按要求提供充足的資源和岸上支持。本公司指定人員為安全經(jīng)理。DesignatedPersonmeansapersonorpersonsashorehavingdirectaccesstothehighestlevelofmanagement。Theresponsibilityandauthorityofthedesignatedpersonorpersonsshouldincludemonitoringthesafetyandpollutionpreventionaspectsoftheoperationofeachshipandensurethatadequateresourceandshore-basedsupportareapplied.Asrequired，DPiscalledSafetyControllerinourcompany.不符合規(guī)定的情況Non-conformity系指客觀證據(jù)表明不滿足安全管理體系所規(guī)定的要求，或?qū)θ藛T、環(huán)境、船舶及貨物的安全會(huì)造成危險(xiǎn)或損害的可觀察到的情況。Non-conformitymeansanobservationwhereobjectiveevidenceindicatesthenon-fulfillmentofaspecifiedrequirement,orperhapsthreatentothesafetyoflife,environment，ship，andcargo.重大不符合規(guī)定的情況MajorNon-conformity系指對(duì)人員或船舶安全構(gòu)成嚴(yán)重威脅或?qū)Νh(huán)境構(gòu)成嚴(yán)重危險(xiǎn)，并需要立即采取糾正措施的可辨別的背離，此外，還包括未能有效和系統(tǒng)執(zhí)行《國(guó)際安全管理規(guī)則》的有關(guān)條款。Majornon-conformitymeansanidentifiabledeviationwhichposesaseriousthreattopersonnelorshipsafetyoraseriousrisktotheenvironmentandrequiresimmediatecorrectiveaction；inaddition,thelackofeffectiveandsystematicimplementationofarequirementoftheISMCodeisalsoconsideredasamajornon-conformity.險(xiǎn)情HazardousOccurrence系指如果進(jìn)一步發(fā)展會(huì)造成事故的情況(事故前兆)。Hazardousoccurrencemeansitmaybecometoaccidentifdevelopingfurthermore。(Portentofaccident)。事故Accident系指造成人員傷亡或造成環(huán)境、船舶或其貨物損害的事件。Accidentmeanssomethinghappenedtocausepeopleinjuredorenvironment，shiporcargodamaged.審核Audit系指調(diào)查并確認(rèn)某一活動(dòng)或操作是否符合安全管理體系所規(guī)定的要求。InvestigateandverifysomeoperationswhethercomplywiththerulesofISM.客觀證據(jù)ObjectiveEvidence系指以觀察、衡量或測(cè)試為基礎(chǔ)并能被審核的，有關(guān)安全或安全管理體系要素存在和實(shí)施的量或質(zhì)的信息記錄或事實(shí)聲明。Objectiveevidencemeansqualitativeorquantitativeinformation，recordsorstatementsoffactpertainingtotheexistenceandimplementationofanSMSelement，whichisbasedonobservation,measurementortestandwhichcanbeverified.符合證明(DOC)DocumentofCompliance系指發(fā)給符合《國(guó)際安全管理規(guī)則》要求的公司的證明文件。DOCmeansadocumentissuedtoacompanythatcomplieswiththerequirementsoftheISMCode.安全管理證書(SMC)SafetyManagementCertificate系指發(fā)給船舶以表明其管理符合已認(rèn)可的安全管理體系(SMS)的證書.SMCmeansadocumentissuedtoship，whichsignifiesthatthecompanyanditsshipboardmanagementoperationisaccordancewiththeapprovedsafetymanagementsystem。安全記錄SafetyRecord系指為已完成的安全和防污染活動(dòng)或達(dá)到的結(jié)果，提供客觀證據(jù)的文件。SafetyRecordmeanssomedocumentsshowingobjectiveevidencefortheresultsofcompletedsafetyandpollution—preventionactivity管理復(fù)查ManagementReview是由最高管理者就公司的安全和環(huán)境保護(hù)方針、目標(biāo)對(duì)現(xiàn)行的安全管理的符合性、持續(xù)有效性和總體適合性，包括安全和環(huán)境保護(hù)方針、目標(biāo)所作的正式而系統(tǒng)的全面檢查和評(píng)價(jià).It’sasystemicandcomprehensivethatthehighestlevelmanagementcarryoutreviewandevaluationtoverifywhethercompany'ssafetyandenvironmental-protectionactivitiescomplywithefficiencyofSMS.內(nèi)部審核InternalAudits是指由公司內(nèi)部審核員所進(jìn)行的為判斷安全管理體系是否符合ISM規(guī)則，安全管理活動(dòng)和有關(guān)結(jié)果是否符合安全管理體系規(guī)定和計(jì)劃安排，以及這些安全管理體系規(guī)定和計(jì)劃安排是否得到有效實(shí)施并適合達(dá)到安全和防污染目標(biāo)的系統(tǒng)而獨(dú)立的審查。InternalauditisaindependenceauditcarriedoutbycompanyinternalauditorsoastoverifywhetherSMScomplywithISMCODE,whethersafemanagementactivityandrelevantresultscomplywithSMSandarrangedplanandwhetherSMSandarrangedplanalsoreachtorequirementofsafetyandpollution—prevention。程序Procedure系指為完成某項(xiàng)活動(dòng)所規(guī)定的途徑.Proceduremeanstheaccesstoachievesomesafetymanagements.操作文件OperationalDocument系指為完成某項(xiàng)專門活動(dòng)所制定的詳細(xì)的作業(yè)文件.Operationaldocumentmeansadocumentestablishedjustforcarryingoutsomeworksinsafety。觀察項(xiàng)Observation系指在安全管理審核期間所得出的并由客觀證據(jù)所證實(shí)的陳述.它也可以是審核員對(duì)SMS提出的如果不改正可能會(huì)導(dǎo)致不合格的陳述
