市政排水管網(wǎng)將匯流雨水排入湖泊、港渠等地表水體的管道出口。3.2溢流污水 overflow

降雨期間超過排水系統(tǒng)控制能力而經(jīng)排水口流出含有大量污染物的雨污混合水。3.3溢流污染控制工程 overflow

pipe與平均城鎮(zhèn)污水量的比值。4 總則4.1 溢流污染控制工程設(shè)計應(yīng)以控制排水受納水體污染物為目標(biāo),通過對排水口溢流污水的截流、收地表水環(huán)境功能需求。4.2溢流污染控制工程設(shè)計應(yīng)以批準(zhǔn)的國土空間規(guī)劃和涉水專項規(guī)劃為依據(jù),與排水體制、雨污分流過全面論證滿足保護環(huán)境、適合實際、經(jīng)濟合理、維護便捷的要求。4.3 城市建設(shè)和管理應(yīng)加強面源污染物控制,減少廢氣排放、垃圾泄漏等污染源,加強排水管網(wǎng)破損施混錯接、漏接設(shè)施修復(fù),提升排水管網(wǎng)雨污分流水平。

—20215 設(shè)計人口與城市密度分區(qū)5.1 溢流污染控制工程設(shè)計人口應(yīng)適應(yīng)城市不同時期人口規(guī)模對溢流污水的控制要求,應(yīng)按工程服務(wù)范圍的現(xiàn)狀人口和規(guī)劃人口的最大值確定。5.2 規(guī)劃人口應(yīng)依據(jù)所在地區(qū)國土空間規(guī)劃確定,無設(shè)計資料時可采用本文件附錄

7.1 一般規(guī)定7.1.1溢流污染控制工程應(yīng)與排水口受納水體水環(huán)境整治工程相結(jié)合,應(yīng)依據(jù)受納水體周邊沿線排水排水口。7.1.2 分流制排水口實施溢流污染控制工程時,應(yīng)調(diào)查排水口雨污混流狀況。雨污混流率可根據(jù)雨水管排水口旱季水量、水質(zhì)監(jiān)測方法確定。7.1.3 溢流污水的截流應(yīng)結(jié)合實際對截流管、溢流污水調(diào)蓄池等工程設(shè)施進行優(yōu)化設(shè)計,充分發(fā)揮工程設(shè)施效能,并應(yīng)符合下列規(guī)定:——實施溢流污染控制工程的排水口均設(shè)置截流管;——采用截流管和溢流污水調(diào)蓄池組合方式截流時,截流管設(shè)計流量按截流管經(jīng)濟截流倍數(shù)確定,并采用截流管先截、溢流污水調(diào)蓄池后調(diào)的設(shè)計原則;——截流管與溢流污水調(diào)蓄池進水口采用槽式截流井方式截流溢流污水。7.1.4截流溢流污水的處置,應(yīng)結(jié)合工程建設(shè)條件利用污水處理廠處理或獨立設(shè)置溢流污水處理站處理,處理達標(biāo)后排放,并應(yīng)符合下列規(guī)定:——截流溢流污水不得排入市政雨水管道;——截流溢流污水排入污水管網(wǎng)時,滿足受納污水管至污水處理廠的下游污水管道具備雨污分流條件。不具備條件時,通過截流管直接排入污水處理廠或溢流污水處理站;——溢流污水處理站的處理標(biāo)準(zhǔn)依據(jù)受納水體水質(zhì)管理目標(biāo)經(jīng)綜合評估后確定;——處理達標(biāo)后的截流溢流污水優(yōu)先滿足港渠景觀水體回補和城市中水利用需求。7.1.5 當(dāng)采用植被緩沖帶、人工濕地、生物滯留塘等生態(tài)處理設(shè)施調(diào)蓄和處理截流溢流污水時,應(yīng)符合下列規(guī)定:2域;——生態(tài)處理設(shè)施所在地處于城市建設(shè)區(qū)下風(fēng)向,其周邊
