commitments

implemented

plans,amid

a

burgeoning

innovation

landscape.

Newpolicyframeworks

such

as

the

European

Union’sPackaging

and

Packaging

Waste

Regulation

and

theforthcoming

United

Nations

Plastics

Treaty

will

provideadditional

ballast

to

mainstream

reuse

systems.Thiswhitepaperprovidesguidanceonstandardizedreusemeasurementandofferscorporatestakeholders,policy-makers,standard-settersandecosystemactorsa

frameworktotracksuccessonreusemodels.Itistheculminationofworkinggroupmemberinputsandbasedonrecommendationsfrom

theteam.Selectcompaniesinthegroupalsopiloteda

preliminaryversionoftheguidelinesagainsttheirreuseactivitiestoensuretheprincipleswere

testedinreal-worldsettings.Againstthesedevelopments,itisbecomingurgenttoharmonizethewayinwhichstandardsaresetandprogressmeasured.Afragmentedapproachintarget-settingandmeasurementwouldslowdownthewidescaleadoptionofreusemodels,createinconsistencyinthequalityofreportingandleadtoalossofconsumercon?dence.Theseguidelinesonstandardizedreusemeasurementmustbecontinuallyre?ned.TheCBWinitiativewarmlywelcomesstakeholderstoprovidefeedbackandjoinourstrategicefforttofocusoncollaborativecapacitybuilding.Ourgoalistoworktowardsa

goldstandardonprogressmeasurementforreusemodels.ItiswiththisobjectiveinmindthattheWorldEconomicForum’s

ConsumersBeyondWasteinitiativehasbeenconveningamultistakeholderworkinggroupsinceearly2022todiscussreuseguidelinesandstandards.We

wishtoexpressourgratitudetoallcontributorsandinvitereaderstoexploreourmeasurementguidance.Pleasejoinusinthisendeavourtocutplasticpollution.ScalingReuseModels:AGuidetoStandardizedMeasurement3Executive

summaryWith

governmentsandcompaniesnowsettingreusetargets,itisessentialtostandardizehowsuccessismeasured.Thisistoavoidafragmentationintarget-settingandmeasurementapproaches,whichwouldslowdownthewidescaleadoptionofreuse.Thewhitepaperistargetedat:––Corporatestakeholderscommittedtoexploring,enablingand/ortestingnewreusemodels,particularlywithintheconsumergoodsandretailsectors.TheWorldEconomicForum’s

ConsumersBeyondWaste

(CBW)initiativehasbeenconveningaworkinggroupofleadingconsumercompaniesandnon-pro?torganizationssinceearly2022tobuildaseminalguidetostandardizedreusemeasurement,withtwoprioritymetricsthatincombinationmostrobustlytrackprogressonreuse.Policy-makersandstandard-settersseekingtobetterunderstandhowtomeasureprogressonreusemodelsandwhatmetricsshouldbeincorporatedintofuturelegislationandstandards.Attheendof2022,theForumpublishedapreliminaryversionoftheguidelineswiththeprioritymetrics,parameterswithinclusionsandexclusions,andcalculationexamples.In2023,theseguidelineswerepilotedandselectcompaniesintheworkinggrouptestedthemetricsinreal-worldsettingsagainsttheirrespectivereuseactivities.Themeasurementguidelineshavebeenre?nedbasedontestingoutcomesandworkinggroupcontributionsthroughoutthepastyear.–Thebroadersetofecosystemactors(includingothercorporateplayers,non-pro?ts,reusesolutionprovidersandinvestors)interestedinunderstandingthinkingtodateonstandardizedreusemeasurementandwhomaywishtoapplytheguidelinestotheirownreuseactivities.Thisdocumentprovidesasummaryofthreeareas:In2024,workinggroupmemberswillfocusoncollaborativecapacitybuildingandreachingconvergenceonremainingareaswithdivergentstakeholderperspectives(theseareasare1.

Ultimately,theambitionisforthesereusemeasurementguidelinestobecometheacceptedstandardforallstakeholders,whichwillsupportacceleratingtheadoptionofreusemodelsatscale.3.

CalculationmodelsandmeasurementapproachesPleasenotethatinthisdocument,referencetothestakeholdergroupthathasbeencollaboratingontheguidelinesisreferredtoas“theworkinggroup”.The“CBWcommunity”referstothebroadersetofstakeholdersthatarepartoftheinitiative.TheWorldEconomicForumreferstotheinstitutionconveningtheCBWmultistakeholdercommunityonreuse.TheConsumersBeyondWasteworkinggrouponstandardizedreusemeasurementcomprisesAmcor,

Coca-Cola,theEllenMacArthurFoundation,Greenpeace,Nestlé,PepsiCo,TerraCycle,

Unilever,WalmartandtheWorldWildlifeFund.ScalingReuseModels:AGuidetoStandardizedMeasurement4IntroductionPublicandprivatesectormomentumforreusemodelsisgrowing,requiringastandardizedapproachtothemeasurementofprogress.Theproliferationofplasticwasteisharmingtheplanet,peopleandeconomies.Halfofglobalplasticproductionisforsingle-useandonly9%ofplasticsisrecycledglobally.Recyclingalonewillnotsolvetheplasticwastecrisisandinnovativesolutionsareprogressivelawsonreuse.Attheregionallevel,newextendedproducerresponsibilitylawsinCaliforniaandOregonareencouragingwastereductionandNewYork

Cityisevaluatingabillthatwouldmandatefast-casualrestaurantstoservefoodinreusablecontainers.needed.plasticproductionincreasescarbonemissionsandnegativelyimpactshumanhealth.

Froman1Asidefromthealarmingrefusefootprint,2Businesseshavealsostartedtomakenewcommitments,buildingadditionalmomentumforreuse.Coca-ColaandPepsiCoannouncedindustry-?rsttargetsin2022toachieve20-25%reuseby2030asashareoftheirbeverageportfolios.Thestart-upinnovationecosystemcontinuesto?ourish,withearlypioneerssuchasLoopandAlgramoexpandingintonewgeographicmarketsandcollaboratingwithretailersglobally.economicstandpoint,single-usepackagingisinef?cient,with95%ofitsvaluelostafterinitialuse,equatingto$100billionannually.3Reusehasemergedasapromisingsolutionamidtheplasticwastecrisis.Reusablepackagingmodelsdesignedtobeusedmultipletimesarepivotaltoachievinga

worldfreeofplasticpollution.TheUnitedNationsEnvironmentProgrammeunderscoresitspotentialintheTurning

offthe

Tap

report,announcingreuseasthemostpowerfulmarketshiftthatmustoccurinasystemstransformationtoendplasticpollution.Lastly,reusepresentsasigni?canteconomicopportunity.Converting20%ofsingle-useplasticpackagingtoreusegloballyisestimatedInnovativepartnershipsareplayinganinstrumentalroleinscalingreusablepackagingsystems.HavingpartneredwiththelikesofQYOSandAlnerinIndonesia,Unileverhasdevelopeda

networkofmorethan350re?lloutletsinGreaterJakartaandSurabaya,dispensingproductsfrommanyofitshomecarebrands,suchasRinso,SunlightandWipol.

Walmartistestinga

homedeliveryservicewithLoopinArkansaswithanassortmentofproductsinreusablecontainersthroughWalmart+InHome.

Nestlé

is

partnering

with

start-up

CircolutioninGermanytopilotofferingNesquikinstandardized,reusablecontainers.Thecombinationofgovernmentandbusinessactivitiesisanexcitingturningpointandrepresentsa

keyopportunitytoacceleratereuseprogressandstandardizemeasurement.Reuse

hasemergedasa

promisingsolutionamidtheplasticwastecrisis.

Reusablepackagingmodelsdesignedtobeused

multipletimes

are

pivotal

toachieving

a

worldfree

ofplasticpollution.tobea$10billionopportunity.4ThemostrecentmilestoneforthereusemovementistheEuropeanParliamentvotetoincludereuseprovisionsinthePackagingandPackagingWasteRegulation.HistoricUnitedNationsnegotiationsarealsounderwaytodevelopaninternationalagreementtoendplasticpollution,whichcanbolsterreusesolutions.Moreover,

governmentssuchasFranceandChilehavedesignedScalingReuseModels:AGuidetoStandardizedMeasurement5Reusemeasurementparametersandde?nitions1Thestandardizationofmeasurementrequires

aconsistentapproachtowhatconstitutesreuse.Giventhemultitudeofcontainersandcomponentsenablingreusesystems,thischapterisdividedintotwosections.The?rstsectionprovidesanoverviewofthereusemeasurementscopeandparameters;thesecondoutlinesde?nitionsofkeyterms.Throughouttheseguidelines,theterm“shall”denotesamandatoryrequirement,whiletheterm“should”impliesastrongrecommendation.1.1

Reusemeasurementscopeandparameters:InclusionsandexclusionsWhilereuseiscriticaltocombattingplasticpollution,thereareotherapproachesthatreducetheglobalwastefootprint.Somearelistedbelowasexcludedbutmaystillbeeffectivewaste-reductionstrategies.environmentalbreak-evenpointtoensuretheimpactofreusablecontainersislessthansingle-usealternatives.ReusemodalitiesReuseThiseffortfollowsEMF’s

categorization,coveringfourmodalitiesalongtwomodes:re?ll(containerre?lledbyconsumers)andreturn(containerreturnedtobusinesses).Reuseisde?nedasanoperationbywhichacontainerisre?lledorreusedforthesamepurposeforwhichitwasconceived,withorwithoutthesupportofauxiliaryproductspresentonthemarketenablingthecontainertobere?lled.Thisre?ectsde?nitionsoftheInternationalOrganizationforStandardizationandEllenMacArthurFoundation(EMF),alongwithworkinggroupinput.1.

Reusemodelsareenvironmentallybene?cial.Reusemodelsareintendedtoreducetheoverallamountofsingle-useandvirginpackagingused.Companiesshallensurethatreusesystemsdonotinadvertentlyaddtopackagingwasteorproliferateproblematicpackaging.Thiseffortfocusesonlyonprimarypackaging,de?nedaspackagingthatcomesdirectlyincontactwiththeproduct.Allsecondaryandtertiarypackagingisexcluded.ConsumergoodsfocusThere

aremanycontainersandcomponentsenablingreusesystems.TheWorldEconomicForumrecommendsthefollowinginclusionsandexclusionsforwhatconstitutesreuse.Thesearebasedonarealistic,currentstateofreusesystems.Thisallowsforsomenon-reusable,butrecyclable,containersandcomponentstofacilitatereusesystemsincertaininstances.Single-usecomponentsthatarenotrecyclablewillnotbecountedasreuse.Thiseffortfocusesonpackagingforconsumergoodsproducts.Allothersectorswereexcludedfromtheanalysis.PackagingmaterialsTheseguidelinesarematerialagnosticwhenitcomestoreusablepackagingmodels,solongasthecriteriasetoutbelowaremetandthepackagingitemservestomitigateplasticpollution.Ideally,reusesystemswillevolvesuchthatallsystemcomponentsarereusable.However,theForumrecognizesthatindustrycapabilitiesandinfrastructurearenotinplacetodaytoachievethis.To

promotea

transitiontoreuse,theForumbelievestheinclusionsandexclusionsbelowbalancethegoalofreducingplasticwastewiththerealitiesofcurrentbusinesscapabilities.ReuseparametersFormodelstoqualifyasreuse,theyshouldful?ltwoessentialcriteria:Theinclusionsandexclusionsmayresultinsomeproductformatsnotcountingtowardsreuse.However,

thesemayrepresentothercircularitytypesorachievebene?cialoutcomeslikeplasticwastereduction.Ultimately,circularsolutionsarekeytomitigatingplasticwasteandcompanies1.

Reusablecontainersarepartofa

broaderreusesystem,meaningthere

areestablishedarrangementsensuringthepossibilityofreusesothatthecontainerisreusableinpractice.ScalingReuseModels:AGuidetoStandardizedMeasurement7shallensureotherpackagingwastereductionapproachesdonotunderminereuseandrecycling.ifre?llathomeshouldbereportedonseparatelyvis-a-vistheothermodalitiesuntilmeasurementabilityisimproved,asthereislessvisibilityintoconsumerbehaviourandnumberof?lls.Thissectionrepresentsgeneralagreementfromtheworkinggroup,however,alignmentonseveraltopicsisstillsought.Theseincludeparametersforbusiness-to-business(B2B)re?llcontainersandauxiliaryproductcontainers.Inparticular,thegrouphasyettoagreeonrecyclabilityrequirementsandtimeline,andmechanismstoensurepackagingwastereduction.TheworkinggroupisalsoexploringContainersmustmeetseveralconditionsacrossa

systemfora

“Atscale”meansthatacontainermustbeproventoberecyclable,beyondtests,pilotsorsinglegeographies.“Inpractice”meansthatsigni?cantrecyclingratesareachievedbythattypeofcontainer.Thethresholdforacontainertoberecyclable“inpracticeandatscale”isthatitachievesa“30%post-consumerrecyclingrateinmultipleregionscollectivelyrepresentingatleast400millioninhabitants.Apossiblealternative,especiallyrelevantformorelocalplayers,istocheckifa30%post-consumerrecyclingrateisachievedinReusablecontainerrequirementsReusabilityFora

containertocountasreusable,atleast95%ofa

reusablecontainerbyweightshouldbereusable(includingallpackagingcomponents).Ata

minimum,themaincontainershallbereusable.Thisincludesreturnablecontainersandre?llable/keepercontainers.Forexample,ifa

bottleisreusablebutthelidisnot,thecontainerisconsideredreusable.However,

ifonlythelidcanbereused,thiswouldnotcountbecausethemaincontainerisnotreusable.allthemarketswheretheirpackagingissold.”5Alternatively,companiesmaytakea

morelocalapproachinwhichtheymonitorata

countrylevelwhethera

packagingtypeachievesa

30%post-consumerrecyclingrate.Reusevolumewouldonlycountincountrieswherethisisachieved,irrespectiveofmeetingthe400-million-personthreshold.Reusablecontainersshouldbepartofa

broaderreusesystem,meaningthereare

establishedarrangementsensuringthepossibilityofreusesothatthecontainerisreusableinpractice.RecyclablecontainersFurthermore,inaccordancewiththeguidanceofEMF,

acontainer“canbeconsideredrecyclableifitsmainpackagingcomponents,togetherrepresenting>95%oftheentirepackagingweight,arerecyclableaccordingtotheabovede?nition,andiftheRecyclabilityAseachcontainerwilleventuallyreachtheendofitsusefullife,reusablecontainersshouldberecyclableinpracticeandatscale.remainingminorcomponentsarecompatiblewiththerecyclingprocessanddonothindertherecyclabilityofthemaincomponents.”6Durablecontainersdesignedtobeusedforatleastthreeyearsdonotneedtoberecyclableinpracticeandatscale(e.g.,metalwaterbottles,ceramicsoapdispensers).DesignedforrecyclingAcontainerformatisdesignedforrecyclingifitmeetsinternationaldesignforrecyclingstandards(e.g.,RecyClassandAPR),whichprovideguidanceonthecompatibilityofpackagingelementswithexistingrecyclingstreams.Business-to-business(B2B)re?llcontainerrequirementsTimelinegraceperiodTo

ensurereusesystemsleadtoa

reductioninvirginmaterials,containersusedbybusinessesonthebackendmustalsomeetcertaincriteria(e.g.to?llproductintoa

re?llstation).TheForumrecognizesthatseveralproductsonthemarkettodayaredesignedforrecyclingbutarenotyetrecyclableinpracticeandatscale.Tosupportorganizationsintransitioningtoreuseandscalinginfrastructurewhilemitigatingunintendedconsequences,thesecontainertypesmaybecounteduntil2030iftheyaredesignedforrecycling.ReusabilityB2Bre?llcontainersshouldideallybereusable.IfB2Bre?llcontainersare

notreusable,companiesshouldstriveforreusablesolutions.Thisgraceperiodaimstoincentivizeeffortstoscalerecyclinginfrastructureforcontainertypesshowingpromiseinmeetingrecyclableinpracticeandatscalecriteriaand/ortoallowcompaniestotransitioncontainertypestothosemeetingtheserequirements.TheForumanticipatesthatthetimelinegraceperiodapproachwillbenuancednextyear.RecyclabilityAta
