建設(shè)項(xiàng)目環(huán)境影響報(bào)告表(生態(tài)影響類)項(xiàng)目名稱:寧夏固原西南地區(qū)110kV網(wǎng)架優(yōu)化工程編制日期:二〇二四年一月中華人民共和國(guó)生態(tài)環(huán)境部制——③施工人員租用項(xiàng)目附近民房,產(chǎn)生的生活垃圾分類收集后,依托租住地生活垃圾收集設(shè)施,處置。按要求處置//電磁環(huán)境//①采用合理的導(dǎo)線截面及結(jié)構(gòu),提高導(dǎo)線、金具加工工藝及控制導(dǎo)線對(duì)地距離,減少對(duì)周圍電磁環(huán)境影響;②加強(qiáng)項(xiàng)目日常監(jiān)督管理及運(yùn)營(yíng)期工頻電場(chǎng)、工頻磁場(chǎng)的監(jiān)測(cè)工作;③加強(qiáng)對(duì)項(xiàng)目周圍民眾的科普宣傳工作滿足《電磁環(huán)境控制限值》(GB8702-2014)相應(yīng)標(biāo)準(zhǔn)限值環(huán)境風(fēng)險(xiǎn)///按要求處置環(huán)境監(jiān)測(cè)//按照運(yùn)行期環(huán)境監(jiān)測(cè)計(jì)劃對(duì)項(xiàng)目進(jìn)行電磁環(huán)境、聲環(huán)境監(jiān)測(cè)滿足《電磁環(huán)境控制限值》(GB8702-2014)相應(yīng)標(biāo)準(zhǔn)限值;《工業(yè)企業(yè)廠界環(huán)境噪聲排放標(biāo)準(zhǔn)》(GB12348-2008)及《聲環(huán)境質(zhì)量標(biāo)準(zhǔn)》(GB3096-2008)相應(yīng)標(biāo)準(zhǔn)限值其他////——PAGE89—七、結(jié)論本項(xiàng)目符合國(guó)家和地方產(chǎn)業(yè)政策,符合相關(guān)規(guī)劃,項(xiàng)目選線合理,符合固原市生態(tài)保護(hù)紅線管控要求。本項(xiàng)目針對(duì)施工期和運(yùn)行期存在的環(huán)境問題采取相應(yīng)的防治措施,對(duì)評(píng)價(jià)區(qū)域環(huán)境質(zhì)量影響較小。因此,建設(shè)單位認(rèn)真落實(shí)設(shè)計(jì)和本報(bào)告表中的環(huán)保措施,從環(huán)境保護(hù)角度分析,寧夏固原西南地區(qū)110kV網(wǎng)架優(yōu)化工程的建設(shè)是可行的。

寧夏固原西南地區(qū)110kV網(wǎng)架優(yōu)化工程電磁環(huán)境影響專題評(píng)價(jià)建設(shè)單位:國(guó)網(wǎng)寧夏電力有限公司固原供電公司二〇二四年一月一、項(xiàng)目概況①綠塬330kV變電站110kV間隔改造工程:本期利用綠塬變已建110kV間隔(10Y),110kV構(gòu)架和GIS設(shè)備基礎(chǔ)前期已建,本期配套新建一組避雷器支架及基礎(chǔ)。②瓦亭-隆德改接綠塬變110kV線路工程:新建線路長(zhǎng)約2×2.10km(雙回路,雙側(cè)掛線、單側(cè)預(yù)留)+1×0.15km(單回路),新建鐵塔10基,其中雙回路耐張塔4基,雙回路直線塔5基,單回路耐張塔1基。③綠塬-張易Ⅰ線改接將臺(tái)變110kV線路工程:新建線路長(zhǎng)約1×0.23km,新建鐵塔2基,拆除原110kV綠易I線98#-99#段0.3km;拆除原清將線173#、174#水泥門桿及234#、235#鐵塔共4基,并在其附近新建桿塔4基;更換原清將線架空導(dǎo)線19.41km。④清水河-將臺(tái)改接張易變110kV線路工程:167#到擬建綠塬-將臺(tái)100#鐵塔段線路0.07km;拆除167#水泥門桿1基。二、電磁評(píng)價(jià)因子和評(píng)價(jià)標(biāo)準(zhǔn)1、評(píng)價(jià)因子工頻電場(chǎng)、工頻磁場(chǎng)。2、評(píng)價(jià)標(biāo)準(zhǔn)根據(jù)《電磁環(huán)境控制限值》(GB8702-2014)中頻率0.025kHz-1.2kHz的公眾曝露控制限值的規(guī)定,確定電磁環(huán)境影響評(píng)價(jià)標(biāo)準(zhǔn)如下:(1)工頻電場(chǎng):200/f為輸變電工程評(píng)價(jià)標(biāo)準(zhǔn),即頻率f=50Hz時(shí),工頻電場(chǎng)強(qiáng)度E=4000V/m。(2)工頻磁場(chǎng):5/f為輸變電工程評(píng)價(jià)標(biāo)準(zhǔn),即頻率f=50HZ時(shí),工頻磁感應(yīng)強(qiáng)度B=100μT。(3)架空輸電線路下的耕地、園地、牧草地、畜禽飼養(yǎng)地、養(yǎng)殖水面、道路等場(chǎng)所,其頻率50Hz的工頻電場(chǎng)強(qiáng)度控制限值為10kV/m,且應(yīng)給出警示和防護(hù)指示標(biāo)識(shí)。三、電磁評(píng)價(jià)工作等級(jí)和評(píng)價(jià)范圍1、評(píng)價(jià)工作等級(jí)本項(xiàng)目輸電線路采用架空線路。架空線路邊導(dǎo)線地面投影外兩側(cè)各10m范圍內(nèi)有電磁環(huán)境敏感目標(biāo),根據(jù)《環(huán)境影響評(píng)價(jià)技術(shù)導(dǎo)則輸變電》(HJ24-2020),確定架空線路環(huán)境影響評(píng)價(jià)等級(jí)為二級(jí)。綜上,確定本項(xiàng)目電磁環(huán)境影響評(píng)價(jià)等級(jí)為二級(jí)。2、評(píng)價(jià)范圍根據(jù)《環(huán)境影響評(píng)價(jià)技術(shù)導(dǎo)則輸變電》(HJ24-2020)要求,確定110kV架空線路邊導(dǎo)線地面投影外兩側(cè)各30m作為工頻電場(chǎng)、工頻磁場(chǎng)的評(píng)價(jià)范圍。四、電磁環(huán)境敏感目標(biāo)本項(xiàng)目評(píng)價(jià)范圍內(nèi)電磁環(huán)境敏感目標(biāo)見表3-7。五、電磁環(huán)境現(xiàn)狀評(píng)價(jià)為了解本項(xiàng)目運(yùn)行前的電磁環(huán)境質(zhì)量現(xiàn)狀,我單位委托寧夏盛世藍(lán)天環(huán)保技術(shù)有限公司于2023年12月21日對(duì)項(xiàng)目周邊的電磁環(huán)境進(jìn)行了現(xiàn)狀監(jiān)測(cè),具體詳見附件4。1、監(jiān)測(cè)項(xiàng)目測(cè)量離地1.5m高度處的工頻電場(chǎng)強(qiáng)度、工頻磁感應(yīng)強(qiáng)度。2、監(jiān)測(cè)方法監(jiān)測(cè)方法嚴(yán)格按《交流輸變電工程電磁環(huán)境監(jiān)測(cè)方法(試行)》(HJ681-2013)進(jìn)行監(jiān)測(cè)。3、監(jiān)測(cè)儀器電磁監(jiān)測(cè)儀器見專題表1。專題表1監(jiān)測(cè)儀器一覽表項(xiàng)目工頻電場(chǎng)、工頻磁場(chǎng)監(jiān)測(cè)儀器參數(shù)寧夏盛世藍(lán)天環(huán)保技術(shù)有限公司儀器名稱及型號(hào)測(cè)量范圍生產(chǎn)廠家檢定與校準(zhǔn)SEM-600LF-01D電磁場(chǎng)探頭和讀出裝置工頻電場(chǎng)工頻磁場(chǎng)(10nT-3mT)北京森馥科技股份有限公司出廠編號(hào):G-2240/D-2238設(shè)備編號(hào):LT-DC03-1檢定單位:華東國(guó)家計(jì)量測(cè)試中心檢定證書號(hào):2023F33104837919002有效期:2023.9.19-2024.9.184、監(jiān)測(cè)布點(diǎn)按照《環(huán)境影響評(píng)價(jià)技術(shù)導(dǎo)則輸變電》(HJ24-2020)布點(diǎn)。寧夏固原西南地區(qū)110kV網(wǎng)架優(yōu)化工程:①瓦亭-隆德改接綠塬變110kV線路工程:本次在本線路單回路與雙回路處各布設(shè)1個(gè)監(jiān)測(cè)點(diǎn),總計(jì)2個(gè)監(jiān)測(cè)點(diǎn);②清水河-將臺(tái)改接張易變110kV線路工程:本次在改造線路處布設(shè)1個(gè)監(jiān)測(cè)點(diǎn)位。③綠塬-張易Ⅰ線改接將臺(tái)變110kV線路工程:在改造線路處布設(shè)1個(gè)監(jiān)測(cè)點(diǎn)位。④敏感目標(biāo):本項(xiàng)目共2個(gè)敏感目標(biāo),各布設(shè)一個(gè)監(jiān)測(cè)點(diǎn),總計(jì)2個(gè)監(jiān)測(cè)點(diǎn)。具體詳見專題圖1。*:*:工頻電、磁場(chǎng)監(jiān)測(cè)點(diǎn)位*:*:工頻電、磁場(chǎng)監(jiān)測(cè)點(diǎn)位*:*:工頻電、磁場(chǎng)監(jiān)測(cè)點(diǎn)位專題圖1本項(xiàng)目監(jiān)測(cè)點(diǎn)位示意圖5、監(jiān)測(cè)頻次每天監(jiān)測(cè)1次,監(jiān)測(cè)1天。6、監(jiān)測(cè)條件晝間天氣晴,溫度-5.8-2.3℃,濕度27.2-28.8%,靜風(fēng);7、質(zhì)量控制(1)每次監(jiān)測(cè)前,按儀器使用要求,對(duì)儀器進(jìn)行校準(zhǔn)。(2)監(jiān)測(cè)地點(diǎn)選在地勢(shì)較平坦,盡量遠(yuǎn)離高大建筑物和樹木、電力線和通信設(shè)施的地方。(3)監(jiān)測(cè)人員與天線的相對(duì)位置應(yīng)不影響測(cè)量讀數(shù),其他人員和設(shè)備應(yīng)遠(yuǎn)離測(cè)試場(chǎng)地。(4)監(jiān)測(cè)儀器經(jīng)校驗(yàn),并在有效期內(nèi)。(5)監(jiān)測(cè)的條件符合技術(shù)規(guī)范的要求。8、監(jiān)測(cè)結(jié)果電磁環(huán)境現(xiàn)狀監(jiān)測(cè)結(jié)果見專題表2。專題表2電磁環(huán)境現(xiàn)狀監(jiān)測(cè)結(jié)果統(tǒng)計(jì)表測(cè)點(diǎn)序號(hào)行政區(qū)域測(cè)量點(diǎn)位工頻電場(chǎng)強(qiáng)度(V/m)工頻磁感應(yīng)強(qiáng)度(μT)監(jiān)測(cè)值標(biāo)準(zhǔn)值監(jiān)測(cè)值標(biāo)準(zhǔn)值1#固原市西吉縣、隆德縣、涇源縣瓦亭-隆德改接綠塬變110kV線路工程雙回路處468.81100000.53781002#涇源縣小六盤草畜專業(yè)合作社6.07440000.09763#瓦亭-隆德改接綠塬變110kV線路工程單回路處354.73100000.83464#清水河-將臺(tái)轉(zhuǎn)接張易變單回路線路處297.670.36775#綠塬-張易Ⅰ線改接將臺(tái)變單回路線路處127.450.12266#張堡源村西吉縣基礎(chǔ)母牛繁育示范園40.1740000.13589、監(jiān)測(cè)結(jié)果分析根據(jù)監(jiān)測(cè)結(jié)果可知,擬建輸電線路工頻電場(chǎng)強(qiáng)度監(jiān)測(cè)值在127.45V/m~468.81V/m之間,工頻磁感應(yīng)強(qiáng)度監(jiān)測(cè)值在0.1226μT~0.8346μT之間;本項(xiàng)目受附近已運(yùn)行變電站及輸電線路影響,導(dǎo)致工頻電場(chǎng)強(qiáng)度、工頻磁感應(yīng)強(qiáng)度監(jiān)測(cè)數(shù)值較大。敏感目標(biāo)處工頻電場(chǎng)強(qiáng)度監(jiān)測(cè)最大值為40.17V/m,工頻磁感應(yīng)強(qiáng)度監(jiān)測(cè)值為0.1358μT。綜上,該項(xiàng)目建設(shè)區(qū)域內(nèi),工頻電場(chǎng)強(qiáng)度、工頻磁感應(yīng)強(qiáng)度均低于《電磁環(huán)境控制限值》(GB8702-2014)規(guī)定的4000V/m和100μT標(biāo)準(zhǔn)限值。六、電磁環(huán)境影響預(yù)測(cè)與評(píng)價(jià)根據(jù)《環(huán)境影響評(píng)價(jià)技術(shù)導(dǎo)則輸變電》(HJ24-2020),新建架空線路的電磁環(huán)境影響預(yù)測(cè)采用模式預(yù)測(cè)的方式。1、線路工程根據(jù)《環(huán)境影響評(píng)價(jià)技術(shù)導(dǎo)則輸變電》(HJ24-2020)的規(guī)定,采用模式預(yù)測(cè)方法預(yù)測(cè)架空線路運(yùn)行對(duì)其周圍電磁環(huán)境的影響。(1)預(yù)測(cè)模式本項(xiàng)目架空線路的工頻電場(chǎng)、工頻磁場(chǎng)影響預(yù)測(cè)將參照《環(huán)境影響評(píng)價(jià)技術(shù)導(dǎo)則輸變電》(HJ24-2020)附錄C、D推薦的計(jì)算模式進(jìn)行。①高壓交流架空輸電線路下空間工頻電場(chǎng)強(qiáng)度的計(jì)算(附錄C)a.單位長(zhǎng)度導(dǎo)線上等效電荷的計(jì)算高壓輸電
