industrialdevelopmentandruralrevitalization.Answerstosuchfundamentalquestionsas“whydotouristscome,”“howdotheycome”and“whatdotheycomeherefor”areimportantfortheplanningandimplementationofpoverty-alleviationmeasures.2.Demonstration-ledcollectiveeconomytransformation.FourvillagesinChetianTownshiphavetriedthedemonstration-ledoperation,buildingitintothe“village-leveltourismdemonstrationsite”astheircollectiveasset.TheyworkhardtoprotectandtransformolddilapidatedhousesoftheTujiaandMiaovillagersandbuildhumansettlements.Thishasresultedintheimprovementofthesoftwareandhardwareofdemonstrationoperations,andtheestablishmentofamanagement-useintegrationmechanism.Thedemonstrationtourismvillagehaspromotedthedevelopmentof233“TaoyuanRenjia”B&Bsand20“SenlinRenjia”B&Bsinthetownship,includingmorethan70impoverishedhouseholds,facilitatingtheemploymentofvillagers,industrialdevelopmentandsofagriculturalprodu3.Aculture-drivenfoundationforthetourismindustry.TheChetianTownshiphasfullyutilizeditshistoricalandculturalresourcesbyimplementingculture-drivenprojectssuchastheprotectionofTianlongMountain,LiawaCaveexcavation,TusiTownpresentation,buildingofaculturalcenter,establishmentofapovertyalleviationworkshopforintangiblecultualcomposition.Theculturalsupport,historicalstoriesanddevelopmentforthe4.Integrationandinteractiontoempowerindustrialdevelopment.Theinteractionamongthevillage,township,countyandcity;theintegrationof200200200agriculture,cultureandtourism;andthejointeffortsofvariousdepartmentsandunits,haveresultedinalocalizanddifferentiateddevelopmenttemplatefeaturingecologicalhealth,ruralcomplex,agricutourismandfarmingexperience.Thefocuson“oneproductforonevillage,onespecialtyforoneteam,”isdesignedtoensuretheChetianTownshipretainsitsoriginalnaturalenvironmen5.Acceleratingthereformof“agriculture,ruralareasandfarmers.”Tocomplywiththeprincipleof“governmentbridging,marketoperation,andmassparticipation”intheculture-tourismintegration,state-ownedandprivateentitiesarebroughttogethertoexplorethe“threechanges”reform(turningresourcesintoassets,“marketentities+professionalcooperatives+peasanthouseholds.”Theinteractionamongvariousagenciesandlocalvillagesenhancesendogenoussphereofinfluenceandputsinplaceasustainabledevelopmentsystemforthebenefitoffarmersandpoverty-strickenhouseholds.Tourismdevelopmenthasfacilitatedtheall-roundsuccessoftheChetianTownshipinthebattleagainstpoverty.Atotalof2,797peoplefrom624householdsinthreeadministrativevillageshavebeenliftedoutofpoverty.Thepercapitanetincomehasincreasedfromthirtythree(233)“TaoyuanRenjiaRenjia”B&Bshavebeenestablished,withanaverageannualreceptionofmorethan70,000people.TheaverageincomeincreaseofhouseholdsisoverRMB10thetownshiphasbeenratedaruraltourismdemonstrationtownshipinChongqingMunicipaliExperienceandInspirat1.Makejointeffortsinwork.Sincepovertyalleviationisasystematicproject,it’snecessarytointegrateallforcestobuildapovertyalleviationpatterninwhichpovertyalleviationthroughexpertise,povertyalleviationthroughindustrialdevelopmentandpovertyalleviationthroughsocialassistancearesupplementedwitheachother.Inaddition,it’snecessarytoplaytheroleofassistanceandfullymobilizetheenthusiasmofimpoverishedpeople,thusmakingjointeffortsforp2.Fullutilizationofthetownship’sresources.Withthedevelopmentofruraltourismandcharacteristindustriesasitsanchor,theChetianTownshiphasimplementedspot-onpoliciesforspecificissues.Throughcollaborativeandcoordinatedactivities,ithasimplementedpoverty-alleviatingmeasures,changeddevelopmentconcepts,expandedinnovativeideasandexploredthecharacteristicsofresources.Additionally,thetownshiphasadoptedthe“governmentguidance,state-ownedenterprisesleading,marketdriving,andthemainbodyofthemasses”frameworktodevelopgreenandorganiclocalagriculturethroughlargescaleindustrialization.Itisworkinghardtodevelopruraltourismandcreatedemonstrationparkswiththeintegrationofagricultureandecologicalenvironment,idyllicsceneryandcoolclimate.3.Providestrongfundingsupport.Overthepastthreeyears,themunicipalandcountydepartmentsatalllevelshavegiventheirfullsupportandhaveinvestedmorethanRMB600millionininfrastructureconstructionforpovertyalleviation,ruraltourism,industrialdevelopmentandpublicservices.Theyhaveestablishedapolicysupportsystempriorifunds,arrangementsfornewprojectsandnewmeasuresfocusedonpovertyalleviatFirst,strengthenthedevelopmentofmarketmechanisms,reformandinnovation.Itiscrucialtoadheretotheguidelinesofflagship-ledscaleofindustrialdevelopmentandearlyattainmentofofstate-ownedenterprisesandextensiveparticipationofvariousmarketentities.Topromotetourismeconandindustrialdevelopment,wewillstrengthenthe“threechanges”reforminruralareas,transferwastelandinanall-roundmanner,buildorchards,teagardensandgardens,providepolicysupportandfinancialsupport.Second,boostthesustainabledevelopmentofcharacteristicindustries.Wewilladaptmeasurestolocalconditionsformorebenefits,focusonthelayoutofcharacteristicindustriesacrossthetownship.Wewillalsooptimizeecologicalandtourismresources,givefullplaytoanindustrialdevelopmentsystemcharacterizedbyacombinationofadvantagesanddisadvantages,all-for-onedevelopmentandoverallpromotionwiththecamelliaoleifera,tealeafandruraltourismasthemainfocus,andtraditionalChinesemedicinalmaterials,leaf-usedwolfberryfruit,economicfruitforestandothersmallindustriesaseffectivesupplements.202XiejiapingTujiaTownship,SongziCity,Jingzhou摘要湖北省荊州市松滋市卸甲坪土家族鄉(xiāng)以創(chuàng)建“國(guó)家全域旅游示范區(qū)”為契機(jī),以脫貧攻堅(jiān)特色旅游發(fā)展三年規(guī)劃為藍(lán)本,大力發(fā)展文旅融合、農(nóng)旅融合、康旅融合、電旅融合,緊密結(jié)合脫貧攻堅(jiān),深入推進(jìn)“旅游+”產(chǎn)業(yè)融合發(fā)展,旅游扶貧效果明顯。2019年,卸甲坪成功創(chuàng)建了國(guó)家3A級(jí)旅游景區(qū),年游客接待量突破36萬(wàn)人次,旅游總收入突破8,000萬(wàn)元。目前,卸甲坪正努力爭(zhēng)創(chuàng)國(guó)家4A級(jí)旅游景區(qū)。卸甲坪減貧成效突出,整體經(jīng)濟(jì)水平大幅提升,已蛻變?yōu)楹笔÷糜蚊?zhèn)。203203203203麓,最高海拔815米,素有“荊州屋脊”之稱。甲坪是湖北省12個(gè)散居少數(shù)民族鄉(xiāng)鎮(zhèn)之一,也是一個(gè)偏遠(yuǎn)山區(qū)鄉(xiāng)、深度貧困鄉(xiāng)。卸甲坪有著得天獨(dú)厚的青山綠水美景、獨(dú)具特色的民族民俗文化、引濟(jì)模式、兼顧生態(tài)保護(hù),成了卸甲坪旅游帶動(dòng)脫貧的新挑戰(zhàn);交通和旅游基礎(chǔ)設(shè)施不完善、旅游開(kāi)發(fā)不夠深入、旅游專業(yè)人才匱乏,仍是制約卸甲坪旅景因文化而有靈魂。在文旅部門(mén)的指導(dǎo)下,卸甲坪之美。挖掘“土因子”:以“山歌大王”寧遠(yuǎn)俊和“榮譽(yù)鄉(xiāng)民”鄧和平為代表的文化工作者挖掘和收集散落民間的土家族民俗文化資源,先后出版《深家族史考》和《荊南土家族研究》等系列叢書(shū)十余套,成為傳承土家族文化的“活化石”。傳唱“土調(diào)子”:文化進(jìn)課堂,組織“卸甲坪山歌”培訓(xùn)班族舞蹈豐富校園大課間,押加、蹴球等民族體育項(xiàng)目走進(jìn)訓(xùn)練基地;文化進(jìn)鄉(xiāng)村,新建土家民俗文起,連續(xù)四屆民俗文化節(jié)均上榜“荊楚鄉(xiāng)村旅游生態(tài)種養(yǎng)等特色農(nóng)業(yè),產(chǎn)業(yè)發(fā)展活力迸發(fā),鄉(xiāng)村“旅游后備箱”不斷升級(jí):一是培育新業(yè)態(tài)。依托“基地+農(nóng)戶”,支持培育晶地農(nóng)業(yè)、村暉農(nóng)業(yè)等28家新型市場(chǎng)經(jīng)營(yíng)主體,開(kāi)發(fā)了葛根、蜂蜜、香菇、壇醬等10余種特色農(nóng)產(chǎn)品。二是擦亮新品牌。2019年,“卸甲坪葛根”成功申報(bào)國(guó)家農(nóng)產(chǎn)品地理標(biāo)志。2020年起,卸甲坪每年規(guī)劃200萬(wàn)元產(chǎn)業(yè)基金,全力扶持壯大“葛根+山羊”循環(huán)產(chǎn)業(yè),打造荊州“葛根之鄉(xiāng)”。市委市政府出臺(tái)了《卸甲坪葛根產(chǎn)業(yè)發(fā)展三年行動(dòng)方案(2021-渠道。依托“旅游后備箱工程”,借著消費(fèi)扶貧、農(nóng)村電商的東風(fēng),土家蜂蜜、傳統(tǒng)醬菜、葛根制品等“土疙瘩”成了俏銷貨,走出深山,走向然溫泉資源得天獨(dú)厚,依托曲尺河溫泉度假邨,打造集溫泉養(yǎng)生、康養(yǎng)度假、田園休閑為一體的鄉(xiāng)民生集團(tuán)建設(shè)了曲尺河溫泉度假邨,帶動(dòng)本鄉(xiāng)就州、火爆湘鄂邊,年接待游客20多萬(wàn)人次。二是204205205205205鄉(xiāng)鎖定康養(yǎng)勝地的遠(yuǎn)景目標(biāo),豐富游客新體驗(yàn),提升旅游附加值。三是打造溫泉第一鄉(xiāng)。定位湘家美食等元素,做實(shí)“溫泉+酒店+養(yǎng)生+運(yùn)動(dòng)+卸甲坪土家族鄉(xiāng)成立了松滋首家農(nóng)村電子商務(wù)運(yùn)營(yíng)葛根制品、熏制臘肉、土雞、土豆等以前的“土疙人,年游客接待量突破36萬(wàn)人次,旅游總收入突貧基金,支持龍頭企業(yè)、專業(yè)合作社與貧困戶建立全鄉(xiāng)共培育農(nóng)民專合組織、農(nóng)家樂(lè)、客棧和傳統(tǒng)食米基地、100畝巖泉水產(chǎn)養(yǎng)殖基地、20萬(wàn)筒香菇基地、10萬(wàn)斤土家壇醬基地。產(chǎn)業(yè)扶貧已覆蓋全教育等文旅資源,打造以土家民俗文化為本底、以“賞土家風(fēng)情,泡天然溫泉”為主題的鄉(xiāng)村旅游點(diǎn),走出了一條“旅游+”的鄉(xiāng)村旅游發(fā)展1.積極破解交通瓶頸。加快推進(jìn)洈水至卸甲出口的連接線、楊樹(shù)坪至宜張高速連接線,讓卸甲坪融入宜昌1小時(shí)經(jīng)濟(jì)圈,成為宜昌、張家界旅游2.持續(xù)推進(jìn)景點(diǎn)開(kāi)發(fā)。拓寬融資渠道,引進(jìn)實(shí)力強(qiáng)、有旅游開(kāi)發(fā)經(jīng)驗(yàn)的大公司進(jìn)行戰(zhàn)略合作,有序推進(jìn)曲尺河康養(yǎng)小鎮(zhèn)、黃林橋生態(tài)小鎮(zhèn)、江西3.大力培育特色產(chǎn)業(yè)。支持鄉(xiāng)內(nèi)小型農(nóng)家坪葛根、源溪洞生態(tài)蝦蟹、村暉生態(tài)糧油等特色農(nóng)業(yè)產(chǎn)業(yè)品牌,逐步將農(nóng)產(chǎn)品變成旅游產(chǎn)品。充分發(fā)揮旅游的綜合效益,進(jìn)一步鞏固脫貧成效,助推鄉(xiāng)村振興。206206XiejiapingTujiaTownship,SongziCity,Jinfor-onetourismdemonstrationzone”whichisbadevelopment.Ithasadvancedtheintegrationoftourismforagriculture,healthcareande-commerce.Duetothetightintegrationofitspovertyalleviationgoalwiththein-depthpromotionofintegrateddevelopmentofthe“Tourism+”industry,remarkableachievementshavebeenmade.In2019,thetownshipcreatedanatiowithanannualtouristr206LocatedintheeasternfootofWulingMountain,withitshighestelevationat815meters,thetownshipisknownasthe“RoofofJingzhou.”Itcoversanareaof110.3squarekilometers,including17,000muofarablelandand112,000muofmountainforests.Itincludeseightadministrativevillagesandonecommunitywithapopulationof14,700,63%ofwhomareTujiaminoritygroupwhichaccountsfor63%ofthetotal12scatteredethnicminoritytownshipsintheprovince,township.Despiteitstourismadvantagessuchasunaturalsceneries,distinctiveethnicfolkcultures,andfascinatingagriculturalandsidelinetourismproducts,thetownshipfacesthechallengeofhowtoachieveconsolidatedindustrialfoundations.It’salsoconfrontedwiththeproblemofaneconomicmodelinneedofenrichmentandaninadequateecologicalprotectionforpovertyalleviationthroughtourism.Undevelopedtransportationandtourisminfrastructures,insufficienttourismdevelopmentandlackoftourismprofessionalshavelimiteditsgrow1.Promotethe“integrationofcultureandtourism”tochangecustomsintolwillbevestedwithabundantculturalconnotationandsupport.Withtheguidanceofculturalandtourismdepartments,thetownshiphasmadefulluseofthecustomsoftheTujiaNationality,blendingthebestofitsnativeelementstoshowcaseitsuniqueessenceandbeauty.IthasexploredtheTujiaculture.Forexample,culturalworkersrepresentedbythe“FolkSongKing”NingYuanjunand“HonoraryVillager”DengHepingtappedandcollectedTamongthepeopleandsuccessivelypublishedmorethantenseriesofbookCultureofShenxiTown,TujiaBalladStoryCollection,HistoricalStudyontheTujiaNationalityandResearchontheTujiaNationalityofJingnan(also207207207207namedNanpingKingdom,oneoftheTenStates(902-979)thatcontrolledsouthernChinaduringthefirsthalfoftheninthcentury,theso-calledFiveDynastiesperiod).Thesebooksweredevelopedinto“l(fā)ivingfossils”forthepreservationandpromotiontheTujiaculture.Moreover,theTujiaculturehasbeenintegratedintocoursesfor“XiejiapingFolkSongs”whichconsistofclassesforyoungcadrestotrainthemtobeltoutTujiasongsandperformtraditionaldanceTujialanguageisspokenregularlytopromoteculturaldevelopmentinthecampus.Ethnicdancelikehand-wavingdance,bamboopoledance,andLianxiangbeatingdance(traditionalfolkdancewithabamboopoletoprayforpeacefulvillagersandprosperouscountry)haveenlivenedtheschool’sbreaktimeactivities.EthnicsportsprojectssuchasYajia,atug-of-wartotheropebyleg,waist,shoulderandneckandCuqiu,atraditionalballkickingsports,havebeenbroughtintothetrainingbase.TheyhavealsodrivenculturalimmersionintoruralareastobuildanewTujiafolkculturemuseumandplanthe“Ten-liCulturalCorridor”ofQingxieHighway(Qinghesi-XiejiapingHighwayofSongziCity,JingzhouCity)toreinvigoratetheTujiaculture.Ithasalsopromotedlocalbrands.Consequently,fourconsecutivefolkculturefestivalshavebeenonthelistofHubeiFamousRuralTourismRoutessince2016.VillageandQinmuzhuangCommunitywereamongtheethnicminorityvillageswithChinesecharacteristicsin2.Promotethe“integrationofagricultureandtourism”tomakelocalproductspopular.Withitscharacteristicagriculturesuchasecologicalplantingandbreedingatthecore,theindustryhasdevelopedamethodtoprovideforthecontinuoussupportfortourismdevelopment.Newbusinessformatshavebeencreatedinresponsetothe“bases+peasanthouseholds”model.Thetownshiphascultivated28newtypesofmarketentitiessuchasJingdiAgricultureandCunhuiAgriculture.Ithasdevelopedmorethan10specialagriculturalproducts,includingpuerarialobata,honey,shiitakemushrooms,andaltarsofsauce.Newbrandshavealsobeenpromoted.ItsuccessfullyappliedfortheNationalGeographicalIndicationAgriculturalProductsforthebrandof“XiejiapingPuerariaLobathasbeenallocatingsince2020anindustri2072082082082millionannuallyforthedevelopmentoftherecyclingindustryof“Puerarialobata+goat.”Thisledtothecreationofa“townshipofPuerarialobata”inJingzhouCity.Themunicipalpartycommitteeandgovernmenthaveissuedathree-yearactionplanfortheindustrialdevelopmentofPuerarialobatafrom2021—2023toprovidetheirsupport.What’smore,newchannelshavebeenbroadened.Inthecontextofpovertyalleviationthroughconsumptionandruraleandwiththeunceasingtourismdevelopmentsupport,thecountry.Theyincludehoney,traditionalpicklesandPuerarialobataproduct3.Promotethe“integrationofhealthcareandtourism”totransformresourcesintowealth.ThetownshiphasutilizedQuchiheHotSpringResorttocreatearuraltourismmodelthatintegratevacationandpastoralleisure.Theuniqueadvantageshavebeenleveragedforlarge-scaledevelopmentandithasintroducedtheYichangMinshengGroupQuchiheHotSpringResort,generatingmorethan200jobsinthetownship.Thesloganof“l(fā)ucidwaters,lushmountains,andauthentichotsprings”resoundthroughoutHubeiandHunanprovinces.Thisresultedinanannualtouristreceptionofmorethan200,000.Morefocusedgoalshavealsobeenset.AstheXiejiapinghotspringsareendowedwithabundanthealth-beneficialthetownshipisdeterminedtobuildahealthcareresortfortheenrichmentoftourists’newexperienceandboosttheaddedvalueoftourism.IthasworkedhardtotransformhotspringhealthcaretowninHunanandHubeiprovinces,theTujiaTownshiphasdeftlycombinedeletraditionalChinesemedicalcare,sportsandfitness,andTujiadelicacies,embodyinganintegratedblueprintofhotsprings,hotels,healthcare,sportsanddelicacies.4.Promotethe“integrationofe-commerceandthetownshipestablishedthefirstrurale-commerceoperationcenterinSongziCity.Thisstationsells27kindsofspecialagriculturalproductssuchasPuerarialobataproducts,traditionalpickles,smokedbacon,nativechicken,goatandhoney.Nearly30,000productshavebeensoldsinceitsoperation,registeringarevenueofmorethanRMB3million.Withtheincreasepublicity,ithasattractedallovertheworld.Thismeanslocalproductssuchastraditionalpickles,Puerarialobataproducts,smokedbacon,nativechicken,andpotatoeshavebecomfamousbestsellers.Agriculturalandothercorollaryproducts,includingecologicallydevelopedpoultry,livestock,Puerarialobata,andvegetableshavemadetheirwaysfromthemountains,intothecityandontothetaIn2020,thetownshipreachedanewtourismhighwithmorethan1,000peopltouristreceptionexceeding360,000andatotaltourismrevenueofoverRMB80million.ApovertyalleviationfundthroughindustrialdevelopmentofRMB4millionhasbeensetuptosupportastablecorramongleadingenterprises,professionalcooperativesandimpoverishedhouseholds.Theyhelpguidethesehouseholdstoengageinplantingandbreeding.Todate,209209209209ithascultivatedmorethan60farmers’professionalcooperatives,agritainment,inns,andtraditionalfoodstores.TheyhavebuiltaPuerarialobatabaseof2,000mu,createdaflowerandseedlingbaseof1,000mu,amountainvegetablebaseof500muandanecologicalricebaseof300mu.Theyhavealsocreatedarockspringaquaculturebaseof100mu,ashiitakemushroombaseof200,000tubes,andaTujiasaucebaseof100,000jin.Asaresult,morethan80%ofpoverty-strickenhouseholdshavebeencoveredbythepovertyalleviationprojectthroughindustrialdevelopment,withtheaveragehouseholdincomeincreaseofmorethprovincial-levelpoverty-strickenvillagesinthetownshiphaveeliminatedpovertyand2,689peopleof889archivedimpoverishedhouseholdshavealsobeenli
