前言PREFACE

上海是個(gè)有魅力的城市，東西方文化交融滲透到它的每一個(gè)角落，海納百川的城市品格為市

民提供了多樣化的自由發(fā)展的選擇。面向2035年的未來，我們對(duì)這座城市究竟期待些什么?

我們理想中的上海又是怎樣的模樣？

在《上海市城市總體規(guī)劃（2017-2035）》中，我們的規(guī)劃主旨就是讓各個(gè)年齡段的居民都

能夠享受在上海的生活，并擁有健康的生活方式。

我們希望，2035年的上海，建筑是可以閱讀的，街區(qū)是適合漫步的，公園是最宜休憩的，

市民是尊法誠(chéng)信文明的，城市始終是有溫度的。

我們希望，未來的上海，跑步的人可以有地方跑，在家附近就有一片綠肺，跑累了坐在草地

上看看鳥兒發(fā)發(fā)呆就可以徹底地放松下來。讓愛看戲的人有戲看，不需要去大劇院，在更多

街區(qū)里的小劇場(chǎng)中，觀眾就可以自由地討論、甚至即興客串一把。讓孩子們?cè)谏鐓^(qū)里就可以

安心地玩耍嬉鬧，不需要擔(dān)心被疾馳而過的車輛撞到，不存在任何消極空間和死角，大家相

互注視、相互關(guān)懷、相互守望。

ItisourhopethatthefutureShanghaiisaplacewherepeoplemayjoginthegreenspaces

closetotheirhomes,andsitonthegrassforarestafterjoggingtowatchbirds?yby.Asfor

dramalovers,theymaywatchplaysrightwithintheirneighborhoodinsteadoftravelling

afartoagrandtheater.Theymayevenvoicetheirviewsabouttheplayandimproviseout

《上海市城市總體規(guī)劃（2017-2035）》（簡(jiǎn)稱“上海2035”)由上海市人民政府組織編

制，經(jīng)國(guó)務(wù)院批準(zhǔn)，是上海轄區(qū)內(nèi)城市規(guī)劃、建設(shè)和管理的基本依據(jù)和法定文件，是引領(lǐng)上海

未來城市發(fā)展的重要綱領(lǐng)，實(shí)現(xiàn)“城市，讓生活更美好”的發(fā)展藍(lán)圖。

為了更好地對(duì)本次總體規(guī)劃進(jìn)行宣傳，也為了方便市民理解和閱讀，制作了本讀本，簡(jiǎn)要介紹

我市新一輪城市總體規(guī)劃的成果，希望市民積極關(guān)注。由于版面原因，本讀本內(nèi)容僅是總體規(guī)

劃成果的主要結(jié)論。

TheShanghaiMasterPlan2016-2035(hereinafterreferredtoas“Shanghai2035”orthe

MasterPlan),isorganizedandpreparedbyShanghaiMunicipalPeople’sGovernmentand

isapprovedbytheStateCouncil.Itservesasthebasisando?cialdocumentforcityplan-

ning,constructionandmanagementwithinthejurisdictionofShanghai.Itisalsoanim-

portantdocumenttoguidethefuturedevelopmentofShanghai,andadevelopmentblue-

printtorealize“BetterCity,BetterLife”.

WeherebypreparethispublicreadingtopublicizetheShanghai2040,andgiveabrief

introductiononthenewmasterplanofShanghaisothatwecanhavethefollow-upsand

positivesupportfromourcitizens.Duetothelimitedlayout,contentshereinonlyreferto

立足歷史新起點(diǎn)：開埠建市的一個(gè)半世紀(jì)以來，尤其是經(jīng)歷了改革開放30多年的快速發(fā)展，

上海在歷版總體規(guī)劃的指導(dǎo)下，取得了矚目的發(fā)展成績(jī)。

適應(yīng)發(fā)展新趨勢(shì)：當(dāng)今世界，深度全球化、市場(chǎng)化、信息化影響深遠(yuǎn)，城市化步伐加快，

而城市向生態(tài)化、人文化、區(qū)域一體化的發(fā)展態(tài)勢(shì)日趨明顯，全球進(jìn)入了轉(zhuǎn)型新時(shí)期。

應(yīng)對(duì)發(fā)展新挑戰(zhàn)：上海在城市功能轉(zhuǎn)型、人口持續(xù)增長(zhǎng)、環(huán)境資源約束等方面的壓力日益

上海城市發(fā)展目標(biāo)公眾調(diào)查收集了16000多份有效問卷。結(jié)果顯示，市民對(duì)于上海建設(shè)成

為“環(huán)境友好、經(jīng)濟(jì)發(fā)達(dá)、文化多元、安全宜居的城市”寄予了最大的希望，認(rèn)為“環(huán)境污染、

住房和居住環(huán)境、社區(qū)養(yǎng)老、就醫(yī)”等問題還需要改善。
