Butbythe third中小學(xué)校體育工作評估辦法第一條為促進(jìn)學(xué)校落實(shí)立德樹人根本任務(wù)，全面推進(jìn)素質(zhì)教育，提高學(xué)校體育工作水平，根據(jù)學(xué)校體育工作條例國家學(xué)校體育衛(wèi)生條件試行基本標(biāo)準(zhǔn)切實(shí)保證中小學(xué)生每天一小時(shí)校園體育活動(dòng)的規(guī)定和國家有關(guān)規(guī)定，制定本辦法。第二條本辦法適用于全日制普通小學(xué)、初中、普通高中、中等職業(yè)學(xué)校的體育工作評估。普通高等學(xué)校體育工作評估另行開展。各地和學(xué)校要把學(xué)校體育工作評估作為深化教育教學(xué)改革，全面提高辦學(xué)水平和人才培養(yǎng)質(zhì)量的重要任務(wù)。第三條評估內(nèi)容主要包括學(xué)校體育的組織管理、教育教學(xué)、條件保障、學(xué)生體質(zhì)、監(jiān)督檢查等，以中小學(xué)校體

12、育工作評估指標(biāo)體系（附表1，以下簡稱指標(biāo)體系，將動(dòng)態(tài)調(diào)整）為評估依據(jù)，逐項(xiàng)細(xì)化分解指標(biāo)，全面反映學(xué)校體育工作的重要領(lǐng)域。第四條評估采用等級評定，評定結(jié)果分為優(yōu)秀、良好、合格、不合格四個(gè)等級，滿分為100 分。其中，90分及以上為優(yōu)秀；7589分為良好；6074分為合格；59分及以下為不合格。第五條體育工作有特色，深化改革有成效，教育理念、內(nèi)容和方法有創(chuàng)新的學(xué)校，可以在評估中獲得加分獎(jiǎng)勵(lì)。第六條凡有下列情形之一者，學(xué)校體育工作等級評定結(jié)果為不合格：不能保證學(xué)生每天一小時(shí)校園體育活動(dòng)時(shí)間的；未按國家規(guī)定開足體育與健康課的；學(xué)生體質(zhì)健康水平連續(xù)三年下降的；未按要求開展學(xué)生體質(zhì)健康標(biāo)準(zhǔn)測試和如實(shí)上報(bào)數(shù)

34、條各地教育行政部門要加強(qiáng)學(xué)校體育工作評估管理，評估工作要做到全面、準(zhǔn)確、客觀，保證評估過程嚴(yán)謹(jǐn)、有序，保證評估結(jié)果公正、公平，及時(shí)改進(jìn)學(xué)校體育工作。各地可設(shè)置一定比例的學(xué)校體育工作評估監(jiān)測點(diǎn)學(xué)校和示范性學(xué)校，先行先試，總結(jié)經(jīng)驗(yàn)。第十條教育部動(dòng)態(tài)管理學(xué)校體育工作評估，設(shè)立學(xué)校體育工作評估專家咨詢組織，建立學(xué)校體育工作質(zhì)量監(jiān)測評價(jià)管理信息系統(tǒng)，設(shè)置學(xué)校體育工作評估監(jiān)測點(diǎn)學(xué)校，每年抽查各地學(xué)校體育工作評估情況，并公布各地學(xué)校體育工作評估情況。在各?。▍^(qū)、市）遴選推薦基礎(chǔ)上，教育部認(rèn)定并公布學(xué)校體育工作示范學(xué)校。第十一條將學(xué)校體育工作納入國務(wù)院教育督導(dǎo)機(jī)構(gòu)和縣級以上地方人民政府負(fù)責(zé)教育督導(dǎo)的機(jī)構(gòu)的工作
