鐵路隧道工程施工承包合同CONTRACTOFRAILWAYTUNNELENGINEERINGCONSTRUCTION（翻譯：張云軍）簽署日期：DateofSignature甲方：中鐵集團(tuán)（以下簡稱甲方）PartyA:ChinaRailwayGroup.(hereinafterreferredtoasPartyA)乙方：隧道工程公司（以下簡稱乙方）PartyB:TunnelEngineeringCompany(hereinafterreferredtoasPartyB)條款目錄CONTENTS一、組成合同的文件：DocumentsConstitutedContract二、工程概況GeneralReviewofProject三、工期WorkTerm四、工程數(shù)量的核實和確認(rèn)CheckandConfirmationofWorkQuantity五、承包工程造價ProjectCost六、工程質(zhì)量標(biāo)準(zhǔn)與驗收ProjectQualityStandardsandAcceptance七、隱蔽工程檢查和簽證InspectionandConfirmationofHiddenWorks八、材料的供應(yīng)SupplyofMaterial九、工程變更Alteration十、雙方責(zé)任與權(quán)利ResponsibilitiesandRightsofParties安全施工SafeConstruction進(jìn)度計劃ProgressSchedule承包工程價款支付和結(jié)算SettlementandPayment十四、履約擔(dān)保PerformanceBond(PB履約金2-5%)十五、保修MaintenanceandRepair違約責(zé)任Liabilities其它約定Miscellaneous鑒于：甲方系鐵路建設(shè)工程總承包商，因鐵路建設(shè)需要并經(jīng)過業(yè)主同意，通過招標(biāo)將一號隧道工程承包給具有隧道建設(shè)資質(zhì)和能力的專業(yè)公司施工；鑒于：乙方系專業(yè)從事隧道工程建設(shè)的施工公司，具有相應(yīng)的工程資質(zhì)和能力，中標(biāo)承包本合同工程；據(jù)此，甲方將一號隧道的洞身鉆爆開挖、洞門修建、防排水設(shè)施、錨網(wǎng)噴支護(hù)、襯砌、洞內(nèi)溝槽及洞室和相應(yīng)的隧道施工附屬項目承包給乙方施工，經(jīng)雙方協(xié)商一致，訂立本合同，共同遵守。WHEREAS:PartyAbeinggeneralcontractorofrailwayengineeringwill,fornecessityofrailwayconstructionandgainemployer’sconsent,contractthroughbiddingNo.Onetunnelprojecttotheprofessionalcompanywithqualificationandcapabilityoftunnelconstructionforexecution;WHEREAS:PartyBbeingtheprofessionalcompanyoftunnelconstructionwithcorrespondingengineeringqualificationandcapacityhaswonbiddingandbeenawardedtheprojecthereof.NOWTHEREFORE,Party,inaccordancewiththenecessityofconstruction,consigntheworksofTunnelNo.1topartyBforexecution,includingblastingexcavation,tunnelportalconstruction,drainagefacilities,boltingandshotcretelining,lining,channelandditchwithintunnelinadditiontocorrespondingprojectsaffiliatedtotunnelengineering,forwhichpartiesbymutualagreementconcludeandenterintothiscontract,partiesherebyagreeasfollows:一、組成合同的文件：DocumentsConstitutedContract組成本合同的文件包括：includingthefollowing:本合同協(xié)議書Agreementhereof本合同條款Termsandconditionshereof本工程適用的標(biāo)準(zhǔn)、規(guī)范及有關(guān)技術(shù)文件Standards,normsandconcernedtechnicaldocumentsapplicabletothisengineering.4、甲方技術(shù)交底圖紙DrawingsdeliveredbypartyA,withexplanationoftechnology.5、附件1《承包人承包工程項目一覽表——工程量清單》，以及雙方有關(guān)工程的洽商、變更等書面協(xié)議或文件視為本合同的組成部分。AppendixOne:TheList,BillofQuantityofEngineeringcontractedbycontractorinadditiontotheagreementsorfilesinwritingrelativetonegotiation,alterationofengineeringbypartiesheretowillbedeemedasintegralpartshereof.二、工程概況GeneralReviewofProject工程名稱：一號隧道。ProjectName:TunnelNo.One工程地點：DK094+506至DK095+658；ProjectPlace:工程規(guī)模：隧道總長1152m。ProjectScale:TotalTunnelLength:1152Meters承包范圍和內(nèi)容包含：ContractedScopeandContentsincludingasfollows:洞身開挖（圍巖級別分類情況見工程量清單）。具體內(nèi)容包括：臨時設(shè)施建設(shè)、腳手架，測量，人工挖除整修，鉆眼、爆破、通風(fēng)、出碴、運料、照明，管線及排水，木支撐制作、安裝、拆卸，整修邊溝，超挖回填等為完成隧道開挖所需的一切工序施工、完成和缺陷修復(fù)工作（棄碴運距從出碴洞口算起1公里、棄碴場用地由甲方負(fù)責(zé)）。TunnelExecution:ThegradeofsurroundingrockrefertoListofQuantity,particularsthereofincludeasfollows:temporaryfacilities,scaffolding,measurement,artificialdiggingrenovation,drilling,blasting,ventilation,ballastleaving,transportmaterial,lighting,pipelineanddrainage,theproduction,installation,disassemblyofwoodensupport,repairsideditchinadditiontobackfillforoverexcavationandotherworkswhicharenecessityforexecution,complementanddefectrepairsoftunnelproject.支護(hù)Support砂漿錨桿、中空注漿錨桿。Mortaranchor,hollowgroutinganchor.超前小導(dǎo)管--鋼管加工制作、運輸、腳手架、鉆孔、頂管等全部制安過程；Advancedsmallpipe-pipemanufacture,transport,scaffolding,drilling,pipe,jackingandallotherprocessofmanufactureandinstallation.3、襯砌，包括正洞襯砌、仰拱及其鋼筋、仰拱填充、鋪底、大小避車洞襯砌。Lining,includingtunnel,invertedarchandreinforcement,theinvertedarchfilling,beddinginadditiontoliningofrefugeholesofvarioussizes.三、工期WorkTerm開工日期：，竣工日期為：。Commencementdateis,completiondateis.四、工程數(shù)量的核實和確認(rèn)CheckandConfirmationofWorkQuantity乙方向甲方施工技術(shù)人員提交已完工程量計算單或簽證，以便甲方對乙方進(jìn)行驗工計價。PartyBwillsubmitpartyA’stechnicalpersonnelwithListofCompletedQuantityorCertificateofQuantityforpartyA’sacceptanceandcalculationofpartyB’sworks.工程量驗收方法：MeansofQuantityAcceptance隧道開挖數(shù)量以隧道設(shè)計開挖斷面計算；襯砌數(shù)量按照圖紙設(shè)計厚度及尺寸計算；排水溝、電纜槽按照設(shè)計圖紙尺寸及附表清單單價計量；隧道砂漿錨桿、超前錨桿支護(hù)數(shù)量按乙方依照甲方技術(shù)交底施工的實際數(shù)量計算。Tunnelexcavationquantityiscalculatedpursuanttoexcavatedsectionintunneldesign;liningquantityiscalculatedpursuanttothethicknessandsizeofdrawing’sdesign;quantityofdrainageditchandcabletrougharecalculatedunderthedesignsizeindrawingsandunitpriceinappendixlist;quantityoftunnelmortaranchorandaheadoftheboltsupport,subjecttoPartyB’actualworkednumberarecalculatedinaccordancewithpartyA’stechnicalexplanation.乙方應(yīng)按照甲方技術(shù)人員的技術(shù)交底進(jìn)行施工。工程量以乙方按照甲方技術(shù)交底完成的實際施工數(shù)量為依據(jù)。乙方完成的結(jié)算工程量須由甲方施工技術(shù)、質(zhì)量檢驗工程師審核簽證，且須經(jīng)項目總工審批后才能作為驗工計價的依據(jù)。PartyBshould,pursuanttothetechnicaldirectionbypartyA’stechnicalpersonnel,carryoutexecution.ThequantityisthesamewhichareactualcompletionbypartyBinaccordancewithpartyA’stechnicaldirection.ThesettlementofquantityofpartyB’scompletionshould,priortobeingdeemedasthebasisoftheacceptanceandcostcalculation,bedeterminedbythecheckandconfirmationofpartyA’sengineersoftechnicianandqualityinadditiontotheexam/approvalofproject’sgeneralengineer.五、承包工程造價ProjectCost各分項工程承包單價為：見附件一《工程量清單》，結(jié)算工程數(shù)量根據(jù)實際完成的合格工程量計量。乙方根據(jù)甲方提供的施工圖紙，以下述的承包單價即《附件1：承包人承包工程項目一覽表—工程量清單》，完成隧道工程所有項目內(nèi)容施工、竣工和缺陷修復(fù)工作。Unitpriceofsub-projectrefertoAppendixOneBILLOFQUANTITYonwhichthesettlementquantitywillbecalculatedonthequalifiedquantitycompletedactuallybypartyB.PartyBwill,inaccordancewithpartyA’sexecutiondrawingsandsubjecttotheunitprice,viz.Project’sListandQuantityList,makecompletionofanyandallitemsoftunnelconstructionincludingexecution,completionanddefect’srepair.六、工程質(zhì)量標(biāo)準(zhǔn)與驗收ProjectQualityStandardsandAcceptance乙方必須嚴(yán)格按照甲方技術(shù)交底、現(xiàn)行鐵路驗收標(biāo)準(zhǔn)和鐵路施工規(guī)范組織施工。乙方所承包的工程，必須達(dá)到國家或本行業(yè)現(xiàn)行的工程質(zhì)量驗收標(biāo)準(zhǔn)。PartyBshould,instrictconformitywithpartyA’stechnicaldirectionandexistingrailwayacceptancestandard/norm,carryoutexecutionhereof.TheprojectcontractedbypartyBshouldsatisfytotheacceptancestandardwhicharestipulatedbystateorindustry.凡因乙方原因造成的施工質(zhì)量不合格的工程，乙方應(yīng)在規(guī)定的時間內(nèi)無償進(jìn)行返工，如果返工后仍達(dá)不到驗收標(biāo)準(zhǔn)的，甲方有權(quán)委派其它單位或個人進(jìn)行整修，費用由乙方承擔(dān)。Providedthatanydefect/unqualifiedworkinprojectexecutionduetopartyB,reworkshouldbecarriedoutbypartyBinfree,wherethereworkisstillnotsatisfyacceptancestandard,partyAisentitletodispatchothercontractororindividualtoconductrepairforwhichthecostwillbeonpartyB’saccount.七、隱蔽工程檢查和簽證InspectionandConfirmationofHiddenWorks甲方質(zhì)檢人員在對隱蔽工程檢查前，乙方應(yīng)進(jìn)行嚴(yán)格的自行檢查。RespecttohiddenworkpartyBshouldconductself-strictexambeforetheinspectionbypartyA’squalityinspector.乙方每進(jìn)行一道工序施工前，必須及時通知甲方，對上道工序完成工程量的確認(rèn)。PartyBshould,priortoconductnextworkprocedure,givenoticetimelytopartyAforconfirmationofthecompletionquantityinaheadprocedure.八、材料的供應(yīng)SupplyofMaterial甲方提供給乙方材料單價：主要材料按市場價格執(zhí)行，其他非甲方供應(yīng)材料由乙方自行采購，質(zhì)量滿足相應(yīng)標(biāo)準(zhǔn)。ThepriceofmaterialswhicharesuppliedbypartyAtopartyB:mainmaterialswillbesubjecttomarkedprice,othernon-partyA’sprovisionofmaterials,thequalitythereofshouldbesatisfactionwithcorrespondingstandards,willbepurchasedbypartyBitself.九、工程變更Alteration建設(shè)單位和甲方對原工程設(shè)計進(jìn)行的變更，乙方必須服從。Anyalterationtooriginaldesignbyemployerand/orpartyAshouldbeconformedwithbypartyB.因變更延誤的工期經(jīng)甲方批準(zhǔn)后相應(yīng)順延。Thedelayedtermduetoalterationmay,besubjecttopartyA’sapproval,beallowedcorrespondingextension.由于變更引起工程量的增減，按照附件1的單價執(zhí)行，但是涉及工程項目增加的，雙方另行協(xié)商確定單價。Addition/deductionofengineeringduetoalterationwillbeexecutedpursuanttothestipulationsofappendixOne,providedthatrespectwithadditionofprojectitem,thepricethereofwillbeotherwisegreedbyparties.十、雙方責(zé)任與權(quán)利ResponsibilitiesandRightsofParties1、甲方責(zé)任與權(quán)利ResponsibilitiesandRightsofPartyA負(fù)責(zé)解決施工場地的征用，工程用電主線提供至施工現(xiàn)場。Responsibleforrequisitionofconstructionsiteandprovisionofpowerlineforprojecttosite.甲方負(fù)責(zé)對工程進(jìn)行技術(shù)交底，負(fù)責(zé)隧道主體的線形控制。Responsiblefortechnicalexplanationandlinearcontroloftunnelmainconstructure.（3)負(fù)責(zé)技術(shù)監(jiān)督、檢查工作，甲方技術(shù)人員有權(quán)對乙方不合格工程責(zé)令返工，對乙方提供的施工原始資料進(jìn)行審核。Responsiblefortechnicalsupervisionandinspection,partyA’stechnicianisentitletogiveorderofreworkforpartyB’sanyunqualifiedprojectinadditiontooriginaldataonprojectwhichareprovidedbypartyB.2、乙方責(zé)任與權(quán)利LiabilitiesandRightsofPartyB(1)完成本合同承包范圍項目工程及附屬的施工、竣工和缺陷修復(fù)工作。Tocompletetheprojectworksincontractingscopehereofandtheexecution,completionanddefectrepairofauxiliaryworks.(2)嚴(yán)格按照施工圖紙、《鐵路隧道施工規(guī)范》及鐵路工程有關(guān)的其他技術(shù)規(guī)范和甲方技術(shù)交底進(jìn)行施工，確保工程質(zhì)量。Tocarryoutconstructionandensureprojectqualityinaccordancewithexecutingdrawings,NormofRailwayTunnelConstructionandothertechnicalnormsrelevanttorailwayengineeringinadditiontopartyA’stechnicalexplanation.(3)作好施工原始記錄和編制甲方需要的全部施工資料交甲方存檔。TomakeoriginalrecordsofexecutionwhicharepartyA’snecessityandreferthesametopartyAforarchiving.十一、安全施工SafeConstruction乙方在施工中必須嚴(yán)格按施工技術(shù)規(guī)范、操作步驟及安全保護(hù)措施進(jìn)行施工生產(chǎn)，如果由于乙方原因造成的人員傷亡和財產(chǎn)損失等事故，一切責(zé)任和后果均由乙方承擔(dān)。PartyBshouldinstrictaccordancewithnormofconstructiontechnology,operationprocedureandsafeprotectionmeasure,carryoutexecution,whereanyaccidentsofpersonalcasualtiesorpropertieslossduetopartyB,allliabilitiesandconsequencearisingtherefromwillbeundertakenbypartyB.爆破用炸藥、雷管由甲方安排供應(yīng)，乙方必須安排專用存放地點，安排專人負(fù)責(zé)炸藥、雷管的接收、保管工作。如果因乙方原因造成炸藥、雷管丟失、被盜等，所造成的一切后果和損失，均由乙方負(fù)責(zé)。TheexplosiveanddetonatorforblastingworkwillbesuppliedbypartyA,andpartyBshouldpreparespecialplaceandassignparticularpersontotakechargeofreceiptandcustodyofexplosiveanddetonator,whereanylosingorstealingthereofduetopartyB,theanyconsequenceorlossarisingtherefromwillberesponsibleonpartyB.十二、進(jìn)度計劃ProgressSchedule經(jīng)甲乙雙方同意的施工進(jìn)度計劃，是本合同的組成部分，雙方必須遵守。Partiesheretoshouldconformwiththeprogressschedulewhichisagreedbypartiesandbeingtheintegralpartofthiscontract.乙方必須按照上報甲方的施工組織設(shè)計方案進(jìn)行施工，嚴(yán)格執(zhí)行進(jìn)度計劃，如果由于乙方原因造成進(jìn)度滯后，乙方應(yīng)當(dāng)及時調(diào)整施工計劃，確保施工進(jìn)度。PartyBshouldinaccordancewithDesignScheduleofConstructionOrganization,conductinstrictprogressplan,whereanyprogressdelayoccurduetopartyB,theadjustmentofexecutionshouldbemakeforensureprojectprogress.十三、承包工程價款支付和結(jié)算SettlementandPayment甲方不撥預(yù)付款，根據(jù)實際完成情況，按本合同第四條規(guī)定每月甲方根據(jù)由項目總工審核批準(zhǔn)的工程量核定工程價款。每次應(yīng)付金額為其驗工計價的80%，同時扣減甲方供應(yīng)的材料及提供的水電費；扣留20%作為工程質(zhì)量保證金。NoadvancepaymentwillbepaidbypartyA.Projectcostwill,pursuanttoactualcompletionandstipulationofArticleFourhereof,beapprovedbypartyAateachmonthsubjecttotheprojectquantitywhichhasbeenconfirmedbytheproject’sgeneralengineer.Eachdueamountofpaymentis80%ofapprovedamountwithacceptancecompletionafterdeductionofthecostsofmaterials,waterandpower,whicharesuppliedbypartyAinadditiontodeductionof20%ofduepaymentasqualityretention.乙方施工工程全部完成并通過甲方、監(jiān)理、業(yè)主的驗收達(dá)到質(zhì)量要求后，進(jìn)行工程結(jié)算。結(jié)算支付限額為合同總價的90%，扣減合同總價的10%作為保修金。待承包工程缺陷責(zé)任期、保修期滿后，保修金一次付清（無息）。Engineeringsettlementwill,uponcompletionofallprojectswhicharereachqualityrequirementsandhavebeenthroughacceptanceofpartyA,supervisionandemployer.Thepaymentlimitedforsettlementis90%ofcontracttotalcost,10%oftotalpaymentisdeductedasguaranteeretentionwhichwillberefund,uponexpirationofguaranteeperiod,bydumppaymentwithoutinterest.十四、履約擔(dān)保PerformanceBond合同簽約時乙方必須交納承包工程總造價5%的履約擔(dān)保金交與甲方，在乙方按照合同要求實施和完成本合同工程以前，履約擔(dān)保一直有效，直至乙方承包工程全部完成并通過甲方、監(jiān)理、業(yè)主的檢測達(dá)到質(zhì)量要求后，進(jìn)行工程結(jié)算時退還給乙方。履約擔(dān)保期間履約擔(dān)保金無利息。PartyBshould,uponsignatureofcontract,payperformancebondequalto5%oftotalcontractpricetopartyA,whichwillbeeffectivepriortoexecutionandcompletionofprojectpursuanttotherequirementsbypartyB,andwillberefundtopartyBwithsettlementuntilandunlessfullcompletionofpartyB’scontractedprojectandthroughinspectionbypartyA,supervisionandemployerasinsatisfactionofqualityrequirements.Nointerestofperformancebondinperiodofguaranty.十五、保修MaintenanceandRepair保修范圍：承包工程全部內(nèi)容。ScopeofMaintenanceandrepair:Allcontractedprojects.保修期限：竣工后兩年。TimelimitedofMaintenanceandrepair:Twoyearsaftercompletion.保修金額和支付方式：保修金額為總合同價的10%，在竣工結(jié)算款中扣留，保修期滿后一次性歸返乙方。Sumandpaymentofmaintenanceandrepair:10%oftotalcontractprice,whichwillbedeductedfromcompletionsettlementpaymentandrefundedtopartyBindumppayment.十六、違約責(zé)任Liabilities甲方若沒按合同約定履行自己的責(zé)任和義務(wù)，應(yīng)承擔(dān)違約責(zé)任，并承擔(dān)經(jīng)濟(jì)損失。ProvidedthatpartyAfailtoperformitsresponsibilitiesandobligationsinaccordancewithcontract,shouldundertakebreachliabilityandmakecompensationofeconomiclosstopartyB.如乙方未能按合同工期或甲方同意順延的工期完成施工任務(wù)，延期一天罰款1500元，罰款限額為合同總價的10%。ProvidedthatpartyBfailtocompleteexecutionofprojectoncontractedtermorwithintheextensiontermwhichisbypartyA’sconsent,onedelaydaywillbeimposedfineof1500Yuanandthelimitedfineis10%oftotalcontractprice.3、因乙方原因達(dá)不到質(zhì)量標(biāo)準(zhǔn)，乙方應(yīng)在甲方要求的時間內(nèi)返工，直至符合標(biāo)準(zhǔn)為止，返工過程中發(fā)生的一切費用由乙方負(fù)責(zé)。WherefailuretosatisfactionofprojectqualitypartyBshouldwithinpartyA’srequiredperiodmakereworkthereofuntilsatisfytherequirementofquality,forwhichanyandallcostswillbeaccountonpartyB.4、因第三方原因（主要指業(yè)主、監(jiān)理、重大變更、地震等不可抗力因素）影響進(jìn)度，工期可順延；工期順延期間乙方發(fā)生的一切費用均由乙方承擔(dān)，經(jīng)甲方審核批準(zhǔn)后確定工期延長天數(shù)。Whereprojectprogressisaffectedordelayedduetothirdparty,whichmainlymeanbyemployer,supervision,materialalterationandearthquakeandotherforcemajuere,worktermmaybeextendedcorrespondingly,allcostsduringextensionoftermwillbebornebypartyB.ThedaysofextensionwillbeconfirmedsubjecttopartyA’sapproval.十七、其它約定MiscellaneousTheSchedulesandAnnexesheretoaremadeanintegralpartofthisContractandareequallybindingwiththemainbodyoftheContract.IntheeventofanyconflictbetweenthetermsandprovisionsofthemainbodyoftheContractandtheSchedulesorAnnexes,thetermsandprovisionsofthemainbodyofthisContractshallprevail.本合同的附錄以及附件為本合同不可分割的部分，并且與本合同正文的條款具有同等效力。如果本合同正文的條款與附錄以及附件的條款有沖突，以本合同正文條款為準(zhǔn)。本合同未盡事宜甲乙雙方共同協(xié)商解決，合同期間雙方達(dá)成的任何協(xié)議作為本合同的附加條款，同樣具有法律效力。Anyoutstandingissuehereofwillbecommonlynegotiatedbypartieshereto.Anyagreementconcludedduringcontractperformancewillbedeemedastheappendixtermandconditionstothiscontractandwithequaleffect.若本合同履行過程中發(fā)生任何爭議，雙方將盡其最大努力通過友好協(xié)商解決。若協(xié)商不成，任何一方可將爭端提交至國際經(jīng)濟(jì)貿(mào)易仲裁委員會，按照申請仲裁時該會現(xiàn)行有效的仲裁規(guī)則進(jìn)行仲裁。仲裁裁決是終局的，對雙方均有約束力。Bothpartiesagreethatinthecaseofanydispute,theywillusetheirbesteffortstosolvealldifferencesamicablybynegotiation.IfnosettlementcanbereachedbynegotiationeitherPartymaysubmitsuchdisputetoInternationalEconomicandTradeArbitrationCommissionforarbitrationinaccordancewithitsarbitrationrulesthenineffect.Thearbitrationawardwillbefinalandbindinguponbothparties.本合同附件：隧道施工技術(shù)附件Appendixhereof:TechnicalAppendixofTunnelConstruction本合同正本貳份，甲乙雙方各壹份。ThiscontractismadetoworiginalcopiesforpartyAandpartyBholdeachcopyrespectively.甲方（蓋章）：PartyA(seal)乙方（蓋章）：PartyB(seal)代表（簽字）：Representative(signature)代表（簽字）：Representative(signature)隧道施工技術(shù)附件TechnicalAppendixofTunnelConstruction目錄隧道開挖前的準(zhǔn)備工作洞口施工：TunnelPortalConstruction三、開挖施工：ExcavationConstruction四、安全處理SafetyTreatment五、裝碴與運輸：MuckLoadingandTransportation六、支護(hù)施工：SupportConstruction七、襯砌施工：LiningConstruction八、不良地質(zhì)段施工：Constructionatthesectionwithundesirablegeologicalconditions九、監(jiān)控和測量：MonitoringandMeasuring十、施工用電：ConstructionPowerSupply十一、施工機具：ConstructionEquipment十二、通風(fēng)Airsupply一、隧道開挖前的準(zhǔn)備工作隧道施工前，應(yīng)根據(jù)工程地質(zhì)、水文地質(zhì)資料制定防排水方案；隧道進(jìn)洞前要做好洞頂、洞口、輔助坑道的地面排水系統(tǒng)，防止地表水的下滲和沖刷；施工中要對洞內(nèi)的出水部位、水量大小、涌水情況、變化規(guī)律，補給來源及水質(zhì)成份做好觀測和記錄，并不斷改善防排水措施。Beforethetunnelconstruction,thewaterproofanddewateringplansshallbemadebasedonthegeologyandthehydro-geologicdata.Thesurfacedrainagesystemonthecrown,portalandauxiliaryaditsshallbepreparedbeforeenteringintothetunnel,soastopreventthegroundwater’sinfiltrationandscouring;Observationandrecordshallbemadeontheoutletposition,watervolume,surgingwater,regularityforchange,sourceofsupplyandwaterelements.Andthewaterdrainagemeasuresshallbeimprovedcontinuously.在洞口增設(shè)紅綠警示燈，綠燈時表示正常工作狀態(tài)，可進(jìn)入；紅燈時表示非正常狀態(tài)或緊急處理狀態(tài)，不可進(jìn)入。Thered&greencautionlightshallbeinstalledatthetunnelportal.Thegreencautionlightmeansthenormalworkcondition,sotheconstructionpersonnelcangointothetunnel;Theredcautionlightmeanstheabnormalworksconditionortheemergency,sotheconstructionpersonnelcannotgointothetunnel.遇有不良地質(zhì)地段施工時，應(yīng)按照先治水、短開挖、弱爆破、先護(hù)頂、強支護(hù)的原則穩(wěn)步前進(jìn)。Incasethatundesirablegeologicalstructureisencounteredduringtheconstruction,theexcavationwillbesubjecttotheprincipleof“firstwaterregulation,shortheadway,weakblasting,firstcapping,strongsupporting”soastoensuretheconstructionproceedsonsteadily.二、洞口施工：TunnelPortalConstruction邊坡以上的山坡松動危石應(yīng)在開工前清除；施工中應(yīng)經(jīng)常檢查，特別是在暴雨之后，發(fā)現(xiàn)松動危石必須立即清除。Theloosedangerousrockabovethesideslopeshallberemovedbeforetheconstruction.Regularcheckshallbecarriedoutduringtheconstruction,especiallyafterthestorm,sothattheloosedangerousrockcanberemovedimmediately.進(jìn)洞前應(yīng)作好洞口工程，穩(wěn)定好洞口的邊坡，作好天溝、邊溝等排水設(shè)施，確保地表水不致危及隧道的施工安全。Theportalworksshallbecarriedoutbeforeenteringintothetunnel,suchasstabilizingthesideslopeattheportal,excavatingthedrainagefacilitylikecatchditchandsidedrain,soastopreventthesurfacewaterfromendangeringtheconstructionsafety.洞口的邊坡應(yīng)自上而下開挖，一次將土石方工程做完，開挖人員不得上下重疊作業(yè)。洞口開挖堅持邊開挖，邊防護(hù)的原則，二次開挖完成后，及時按照設(shè)計進(jìn)行邊坡坡面防護(hù)，以保持坡面穩(wěn)定性和整體性。Thesideslopeofthetunnelportalshallbeexcavatedfromtopdownandtheearth-rockworksshallbefinishedinonetime.Theexcavationpersonnelshallnotperformthetop-bottomoverlapexcavation.Theportalexcavationshallbesubjecttotheprincipalof“excavationandprotectionatthesametime”.Afterthesecondaryexcavationfinishes,thesideslopesurfaceprotectionshallbecarriedoutintimesoastokeepthestabilityandintegrityoftheslopesurface.三、開挖施工：ExcavationConstruction隧洞開挖應(yīng)嚴(yán)格按照爆破設(shè)計組織實施，實施前先試爆，并根據(jù)地質(zhì)情況及時修正其參數(shù)。開挖應(yīng)根據(jù)已開挖洞段揭示的地質(zhì)情況及地質(zhì)預(yù)報進(jìn)行前方圍巖類別的預(yù)測，從而確定開挖斷面尺寸及初期支護(hù)的型式。地質(zhì)條件較差時，可進(jìn)行超前探孔施工，以了解前方地質(zhì)及地下水情況，可采取超前灌漿等措施，爆破后及時進(jìn)行支護(hù)。Thetunnelexcavationshallbestrictlycompliedwiththeblastingdesignorganization.Thetrialblastingshallbeperformedbeforecarryingouttheblastingdesignorganization,andtimelyamendtheparametersinaccordancewithgeologicalconditions.Thefrontrocktypeforecastshallbeconductedforexcavationbasedonthegeologicalconditionsandprecastshowedfromthepreviouslyexcavatedcrosssection,soastoconfirmtheexcavatedcrosssectionsizeandtheprevioussupporttype.Whenthegeologicalconditionsarepoor,theadvanceexplorationholeconstructionshallbecarriedoutsoastoknowthefrontgeologyandundergroundwaterconditions.Themeasureslikeadvancegroutingshallbeadoptedandthesupportshallbecarriedouttimelyafterblasting.3.鉆孔前，應(yīng)檢查工作環(huán)境的安全狀態(tài)，應(yīng)待開挖面清除浮石以及瞎炮處理完畢后方可進(jìn)行作業(yè)。風(fēng)鉆鉆孔作業(yè)前，應(yīng)先檢查機身、螺栓、卡套、彈簧和支架是否正常完好；管子接頭是否牢固，有無漏風(fēng)；鉆桿有無不直、帶傷以及供水是否正常等現(xiàn)象；不合要求者應(yīng)予修理或更換。作業(yè)時，必須將支架安置穩(wěn)妥；風(fēng)鉆卡鉆時，應(yīng)用板鉗松動拔出，不可敲打，未關(guān)風(fēng)前不得拆除鉆桿。鑿巖機在碴堆上鉆眼時，應(yīng)保持碴堆的穩(wěn)定。Beforedrillingholes,checkthesafetyoftheworkenvironment.Theworkcanstartonlyafterthepumiceintheto-be-excavatedsurfaceandthemisfireareremoved.Beforethehanddrillisadoptedtodrill,itshallcheckwhetherthebody,screw,socket,springandsupportareingoodconditionsornot;whetherthepipejointareconnectedsecurelyandhaveairleakageornot;thedrillrodisstraight,damagedornot,andthewatersupplyisnormalornot.Theunqualifiedshallberepairedorchanged.Duringtheconstruction,thesupportshallbeplacedsteadily;thewrenchshallbeusedforlooseextractioninsteadofknockingout.Itisprohibitedtodismantlethehanddrillwhentheairsupplyhasnotstopped.Whenthehammerdrillisdrillingholeinthemuck,itshallguaranteethestabilityofthemuck.4.爆破作業(yè)和爆破器材加工人員，嚴(yán)禁穿著化纖衣物。裝藥時嚴(yán)禁煙火和采用明火照明，為防止點炮時發(fā)生照明中斷，爆破工應(yīng)隨身攜帶手電筒。裝藥前應(yīng)檢查爆破工作面附近的支護(hù)是否牢固；炮眼內(nèi)的泥漿、石粉應(yīng)吹洗干凈；剛打好的炮孔熱度過高，不得立即裝藥。Thepersonnelforblastingandprocessingblastingequipmentsareforbiddentowearthefiberclothes.Smokingandlightingfiresarestrictlyforbiddenwhentheexplosivesareloaded.Inordertopreventtheelectricitycutoff,theblastershallcarrythetorchwithhimself.Beforeloadingexplosives,thesupportneartheblastingfaceshallbecheckedwhetheritissecureornot.Thegroundandstonedustshallbecleaned.Becausethetemperatureofthejust-drilledholeistoohigh,itisforbiddentoloadtheexplosivesimmediately.裝炮時應(yīng)使用木質(zhì)炮棍裝藥，嚴(yán)禁火種；無關(guān)人員與機具等均應(yīng)撤至安全地點。爆破采用由塑料導(dǎo)爆管并聯(lián)及串聯(lián)成爆破網(wǎng)絡(luò)；起爆時采取電子激發(fā)器在爆破安全距離以外進(jìn)行起爆。電起爆時主導(dǎo)線宜懸空架設(shè)，據(jù)各種導(dǎo)電體的間距必須大于1米。Woodentampingrodshallbeusedforcharging,andlightingfireisprohibited.Theunrelatedpersonnelandequipmentsshallbeevacuatedtothesafearea.Theblastingnetworkshallbeformedbytheparallelconnectionandseriesconnectionoftheplasticblastingcord.Theelectronicactuatorshallbeadoptedforblastingawayfromthesafetydistance.Themainconductorshallbesuspendedlyerectedforelectricinitiation,whichshallbemorethan1mbetweentheconductors.遇有照明不足、開挖面圍巖破碎尚未支護(hù)、出現(xiàn)流沙未經(jīng)處理、有大量溶洞水及高壓水涌出尚未治理、沒有警戒好等情況，嚴(yán)禁裝藥爆破。洞內(nèi)爆破作業(yè)時必須統(tǒng)一指揮；所有人員必須撤離，撤離的安全距離不小于200m。Incasethattheilluminationispoor,thewallrockattheexcavationsurfacehasnotbeensupported;theshiftsandhasnotbeenhandled;largequantityofcavernwaterandhighpressurewaterfloodout,andthewarningmeasureshavenotbeenready,thechargingforblastingisforbidden.Theblastinginsidethetunnelshallbeunderthecommandofdedicatedpersons.Allthepersonnelmustbeevacuatedwiththesafedistanceofmorethan200m.爆破后必須通風(fēng)排煙15min后，檢查人員方可進(jìn)入開挖面檢查，檢查內(nèi)容為：有無啞炮；有無殘余炸藥或雷管；頂板及兩幫有無松動的圍巖；支撐有無損壞與變形。一旦發(fā)現(xiàn)隱患處理后，方可進(jìn)行下一工序施工。Theventilationandsmokedischargeshalllastfor15minaftertheblasting,andthentheinspectionpersonnelcangointothetunnelforcheck:misfire,residualexplosivesorthedetonator,loosewallrockatthecrestslabandtwosides,anydamageordeformationofthesupport.Oncethehiddendangerisfound,thehiddendangermustbedealtwithandthenthenextconstructionprocedurecanproceed.不得在殘眼中繼續(xù)鉆孔。6、Itisprohibitedtodrillholesinthedeadholes.四、安全處理SafetyTreatment由有經(jīng)驗和技術(shù)的工人來進(jìn)行危石的撬除。清除開挖面上的松動巖體、開裂的噴混凝土?xí)r，作業(yè)人員嚴(yán)禁站在被清除物的下方。Thedangerousrockshallbepriedbyworkerswithexperienceandtechnology.Whenthelooserockandthecrackedshotcreteisbeingremovedfromtheexcavationsurface,theconstructionpersonnelareforbiddentostandbelowthelooserockandthecrackedshotcrete.日常撬挖：當(dāng)爆破結(jié)束后，空氣的質(zhì)量已達(dá)到健康標(biāo)準(zhǔn)時，開始第一次撬挖；撬挖結(jié)束后，由項目部的安全員檢查撬挖質(zhì)量，安全員認(rèn)為撬挖合格后，方可進(jìn)入出渣作業(yè)；出渣結(jié)束后進(jìn)行第二次撬挖；在做第二次撬挖時，首先把前兩次的工作面檢查、撬挖一遍，再撬挖新工作面；在第二次撬挖結(jié)束后，安全員將檢查撬挖質(zhì)量，如安全員同意，將進(jìn)行下一步工作，否則撬挖工作重做。Dailyprying:aftertheblastingfinishesandtheairqualityhasreachedthestandard,thefirstpryingcanstart;afterwhich,thesafetypersonnelshallcheckthepryingquality.Onlyafterthesafetypersonnelconfirmsthatthepryingisqualified,dothemuckingcanstart.Afterthemuckingfinishes,thesecondpryingcanstart,duringwhich,thefirsttwoworkfacesshallbecheckedandpriedofffirst,andthenthenewworkfaceshallbepriedoff.Afterthesecondpryingfinishes,thesafetypersonnelshallcheckthepryingquality,ifsatisfied,thenextworkcanstart,orthepryingshallrepeatfromthefirst.周檢查:每周末，有項目部安全員與撬挖工一起對洞內(nèi)所有洞段進(jìn)行一次檢查、撬挖，并做好撬挖記錄。Weeklycheck:everyweekend,thesafetypersonnelandthepryingworkershallcheckthepryingofallthetunnelsectionsandpreparethepryingrecord.五、裝碴與運輸：MuckLoadingandTransportation裝碴作業(yè)前后，要檢查開挖斷面圍巖的穩(wěn)定情況，發(fā)現(xiàn)松動巖石或有塌方征兆時，要及時上報并進(jìn)行妥當(dāng)處理后，方可繼續(xù)裝碴作業(yè)。Beforeandafterthemuckisloaded,thestabilityofthecrosssectionwallrockshallbechecked.Oncethelooserockorsuchlandslidepossibilityisfound,itshallbereportedtothehigherauthorityandhandledcarefully,andthenthemuckloadingcancontinue.裝碴機械在操作中，要保證開挖斷面凈空能滿足裝碴機械的安全運轉(zhuǎn)，其回轉(zhuǎn)范圍內(nèi)嚴(yán)禁人員通過；若遇巖塊卡堵，嚴(yán)禁用手直接搬動巖塊，身體的任何部位，不得接觸機械的傳送帶。機械裝碴的輔助人員，應(yīng)隨時留心裝碴和運輸機械的運行情況，防止擠碰。Whenthemuckloadingequipmentsareoperated,theexcavationcrosssectionclearanceshallbeenoughsoastomeettherequirementofsafetyrotationforthemuckloadingequipments,nobodycanpassthroughtherotationarea.Ifwhenitisblockedbytherock,itisprohibitedtomovetherockbyhand,andanypartofthebodycannottouchtheconveyorbelt.洞內(nèi)采取有軌運輸時，在一側(cè)應(yīng)設(shè)寬度不小于0.7m的人行道；進(jìn)出隧道的人員應(yīng)走人行道，不得與機械或車輛搶道，嚴(yán)禁扒車，追車或搭車。使用有軌運輸時，洞外與成洞地段的最大行車速度不得超過15km/h，洞內(nèi)施工地段不得超過5km/h。機動車司機不得擅離工作崗位，離開時要切斷電源，擰緊車閘，開亮車燈；非值班司機不得駕駛機動車。Whentherailtransportisadoptedinsidethetunnel,thewalkwaywithnolessthan0.7mwideshallbesetupatoneside.Thepersonnelgoingin/outthetunnelshallwalkonthewalkway,itisforbiddentocutthevehicleorequipmentsoff,climbontoaslow-goingvehicle,vehiclechaseorlift.Whentherailtransportisadopted,themaximumrunningspeedoutsidethetunnelandtunnelingsectionshallnotexceed15km/h,and5km/hontheconstructionareainsidethetunnel.4.運輸線路應(yīng)有專人維修、養(yǎng)護(hù)，線路兩側(cè)的廢渣和余料應(yīng)隨時清理。Thetransportingrouteshallbemaintainedandrepairedspecially.Themuckandtheresidualmaterialsontwosidesalongthetransportationlineshallberemovedtimely.六、支護(hù)施工：SupportConstruction為保持洞內(nèi)圍巖的穩(wěn)定，隧洞的支護(hù)必須及時跟進(jìn)洞挖施工，并與洞挖施工穿插平行作業(yè)。隧道的支護(hù)首先要根據(jù)圍巖的穩(wěn)定情況，采取有效的支護(hù)措施，主要有噴錨支護(hù)和鋼拱架支護(hù)等。施工期間，要對支護(hù
