本施工質(zhì)量管理工作細(xì)則是根據(jù)SECCO項(xiàng)目的施工質(zhì)量管理的特點(diǎn)，結(jié)合土建專業(yè)在石油化工工程建設(shè)中的主要工程內(nèi)容，為了對施工過程中的工程質(zhì)量進(jìn)行有效控制和具有指導(dǎo)性、可控性和可操作性的原則編制的。ThisconstructionqualitymanagementdetailruleismadeaccordingtothecharacterofSECCOprojectconstructionmanagementandcombinedwithmajorcontentofcivilworksinpetrochemicalengineeringconstruction.Itiscompiledintheprincipleofhavingthefunctionsofguideline,controllabilityandoperabilitytoprovideeffectivecontroloverengineeringqualityinthecourseofconstruction.土建技術(shù)經(jīng)理和土建專業(yè)工程師的工作Workofcivilworktechnologymanagerandcivilworkengineer4.1土建技術(shù)經(jīng)理Civilworkstechnicalmanager4.1.1具體負(fù)責(zé)SECCO土建工程的施工技術(shù)與施工質(zhì)量的管理工作。 BeresponsibleforconstructiontechnologyandqualitymanagementforSECCOcivilwork4.1.2指導(dǎo)專業(yè)工程師的工作，監(jiān)督和支持設(shè)計(jì)、采購、施工、監(jiān)理、檢測承包商的有關(guān)工作。 Guidelinetheworkofcivilworkengineer,superviseandsupportdesign,procurement,construction,superintendent,inspectionandtestcontractor.4.1.3在項(xiàng)目的基礎(chǔ)設(shè)計(jì)和詳細(xì)設(shè)計(jì)審查階段參與設(shè)計(jì)審查工作；指導(dǎo)SECCO項(xiàng)目IPMT各現(xiàn)場項(xiàng)目組的土建施工和安裝的技術(shù)工作。 Civilworkengineer4.2.1土建專業(yè)工程師是由EPC部派出，直接接受專業(yè)技術(shù)經(jīng)理的指導(dǎo)和考核，同時(shí)在各項(xiàng)目包中接受施工經(jīng)理的領(lǐng)導(dǎo)。 Civilworkengineershallreporttoconstructionmanagerandcopytocivilworktechnicalmanagerofcoreteamofconstructiondept.abouttechniqueandqualityweeklyreport,monthlyreportandworkingreport.4.2.4負(fù)責(zé)現(xiàn)場的土建施工組織、協(xié)調(diào)和管理工作。 Beresponsibleforsitecivilconstructionorganization,coordinationandmanagement.4.2.5監(jiān)督、檢查施工安裝承包商在SECCO項(xiàng)目中執(zhí)行國家標(biāo)準(zhǔn)、規(guī)范和SECCO規(guī)定的情況。Superviseandcheckthestatusofcarryingoutnationalstandard,codesandSECCOregulationsinimplementationofSECCOprojectbyconstructionanderectioncontractor.4.2.6施工承包商在SECCO項(xiàng)目中執(zhí)行國家標(biāo)準(zhǔn)、規(guī)范和SECCO規(guī)定發(fā)生偏差時(shí)土建專業(yè)工程師有權(quán)發(fā)布整改令，情況嚴(yán)重時(shí)有權(quán)發(fā)布停工令。施工承包商進(jìn)行認(rèn)真整改后方可提出復(fù)工申請，經(jīng)土建專業(yè)工程師檢查批準(zhǔn)之后方能復(fù)工。 Civilworkengineerhastherighttoissuetheorderofcorrectiononthedeviationagainstnationalstandard,codesandSECCOregulationsbyconstructioncontractorforSECCOproject.Hecanissuetheorderofstoppingtheworkinseriouscase.Theconstructioncontractorshallcorrectinarightwaybeforeapplyingforstartingtheworkagain.There-startofworkissubjecttoapprovalfromthecivilworkengineer.4.2.7土建專業(yè)工程師協(xié)助計(jì)劃工程師、材料控制工程師、費(fèi)用控制工程師，做好進(jìn)度、費(fèi)用、材料的控制工作。 Civilworkengineershallassistplanningengineer,materialcontrolengineerandcostcontrolengineertocontrolwellovertheschedule,costandmaterials.4.2.8土建專業(yè)工程師應(yīng)協(xié)助HSE工程師搞好現(xiàn)場的HSE工作。 CivilworkengineershallassistHSEengineertodowellwithHSEatsite.5、現(xiàn)場HSE管理 SiteHSEmanagement5.1SECCO的HSE具體要求見SECCO出版的《安全健康環(huán)保管理制度》一書。DetailedrequirementsforHSEinSECCOisissuedonthebookof"safety,healthandenvironmentmanagement".5.2在SECCO項(xiàng)目的實(shí)施過程中，在SECCO進(jìn)行施工的承包商都必須嚴(yán)格執(zhí)行SECCO的HSE要求并與SECCO簽訂HSE合同。DuringtheimplementationofSECCOproject,contractorsworkingforSECCOshallstrictlycomplywiththeHSErequirementsassignedintheHSEcontractwithSECCO.5.3SECCO的HSE目標(biāo)：死亡事故為零；損時(shí)事故為零；可記錄事故為零；溢漏事故為零；火災(zāi)事故為零；車輛事故為零。HSEtargetsofSECCO:zerofatalityincident;zerolosttimeincident;zerorecordableincident;zerospillageincident;zerofireincident;zerovehicleincident.5.4土建技術(shù)經(jīng)理及土建專業(yè)工程師在日常工作中均應(yīng)積極協(xié)助HSE工程師落實(shí)和監(jiān)督SECCO的HSE規(guī)定的執(zhí)行情況，發(fā)現(xiàn)問題應(yīng)及時(shí)糾正，并向有關(guān)人員匯報(bào)，確保實(shí)現(xiàn)SECCO的HSE目標(biāo)。
