首先我想說說事業(yè)單位企業(yè)化管理。肇州縣廣播電視局隸屬于肇州縣

縣委，直接管轄單位是肇州縣縣委宣傳部，肇州縣廣播電視局下設(shè)兩

個臺，肇州電視臺和肇州人民廣播電臺，肇州電視臺又分為肇州綜合

頻道和肇州影視文化頻道，自辦節(jié)目每天約四十小時，是大慶市縣屬

傳播單位中的佼佼者，具有一定的競爭實力。原電視臺和廣播電臺分

屬于兩個單位，現(xiàn)改革為臺局合一制，改名為縣廣播電視局。全局約

70人，包括播音與主持，管理層有局長，臺長，辦公室主任。很幸

運的是，剛剛到肇州電視臺就有了一次在縣委學(xué)習(xí)的機會，因為臺局

剛剛合一，企業(yè)化改革還沒見成效，臺里大量擴招，我也是其中一個，

學(xué)習(xí)關(guān)于事業(yè)單位改革的相關(guān)內(nèi)容。(Firstofall,Iwanttotalk

其實和其他地方的事業(yè)單位一樣，凡有收入的事業(yè)單位，都應(yīng)積極試

行企業(yè)化管理，充分利用自己的人力、技術(shù)、設(shè)備等條件，廣開生產(chǎn)

門路，擴大服務(wù)項目，提高服務(wù)質(zhì)量，合理組織收入，逐步提高經(jīng)費

的自給水平和收入水平。肇州電視臺員工資金除縣財政局撥款外，電

視臺廣告所得的各項費用都由廣播電視局自行管理。這就涉及到廣告

費用，各項收費要公平合理的問題，當(dāng)然是不得隨便提高收費標(biāo)準(zhǔn)，

亂收亂斂，轉(zhuǎn)嫁負擔(dān)。也不能任意降低服務(wù)質(zhì)量，不按計劃完成工作

任務(wù)。為了避免這一系列的問題，縣委高度重視，為了保證其合理運

行，規(guī)定各項收費的標(biāo)準(zhǔn)。其實事業(yè)單位試行企業(yè)化管理后，單位的

性質(zhì)、任務(wù)不變。在保證完成事業(yè)計劃的前提下，盡力擴大社會需要

的服務(wù)項目，制定收費標(biāo)準(zhǔn)，收取合理的服務(wù)費用。單位財務(wù)開支標(biāo)

準(zhǔn)仍按有關(guān)規(guī)定執(zhí)行。增加的收入和節(jié)省的經(jīng)費補貼，留給單位用于

發(fā)展事業(yè)，開展多種經(jīng)營，建立后備基金，舉辦集體福利事業(yè)和發(fā)放

職工獎金。對超額完成事業(yè)計劃和增收節(jié)支成績顯著的單位，按有關(guān)

規(guī)定報經(jīng)批準(zhǔn)，職工獎金可略高于一般事業(yè)單位。國家撥給單位的正

常事業(yè)經(jīng)費和各類定額補貼，我剛剛在網(wǎng)上查詢到可從一九八三年

起，參照一九八二年預(yù)算安排，確定一個基數(shù)，一定幾年不變，包干

使用，節(jié)余留用，超支自補。對收大于支較多的單位，主管部門也可

適當(dāng)集中一部分資金，統(tǒng)籌解決本系統(tǒng)事業(yè)單位的經(jīng)費不足。對因遭

受重大自然災(zāi)害，造成較大經(jīng)濟損失，單位又無力解決的，經(jīng)過審查,

持。年薪制，工資等級分化，基層工資越低，高層工資越高就和保險

公司那一樣。其實剛剛進行改革中的肇州電視臺還有很長的一段路要

走，同樣也是在摸索中前進，還好在縣委的高度重視下，剛剛的倒了

接下來我要說說我再廣播電視局的一些具體工作，我聘用的崗位是播

音員主持人，每天出境十分鐘，播報《肇州新聞》，在學(xué)校接受過播

音課的訓(xùn)練，使得自己對播音有了一定的了解和掌握，剛剛到實習(xí)單

位的時候遇到了很多麻煩的事情，比如普通話不標(biāo)準(zhǔn)，本以為我的一

級乙等已經(jīng)可以滿足要求，上鏡以后特別明顯的發(fā)現(xiàn)，自己的調(diào)值還

存在很大的問題，還有自己在播音時的手勢，身勢語，還有面部表情,

都存在一定的問題，還好得到老師的幫助與理解，每天的工作都是一

樣的，但我不感覺枯燥無味，每天上午出稿，傳到我們的播音室，我

們播音員輪流配音，下午兩點左右所有的稿子定稿以后開始錄口導(dǎo)與

口播，再有我們把所有的稿子,配(Next,Iwanttotalkaboutsome

specifictasksoftheRadioandTelevisionBureau.Theposition

事業(yè)單位試行企業(yè)化管理，要本著先易后難的原則，分期分批地進行。

事業(yè)單位實行企業(yè)化管理后，要努力改善經(jīng)營管理。做到有比較健全

的以崗位責(zé)任制為中心的生產(chǎn)經(jīng)營、財務(wù)、物資管理和獎罰等制度；

有控制職工定員定額的措施；有比較完整的原始記錄和帳表；有比較

合理的消耗定額；有按年、按季編報的財務(wù)收支計劃，能正確核算成

本和盈虧；使經(jīng)濟效益有顯著的提高。事業(yè)單位實行企業(yè)化管理，是

克服經(jīng)營管理上“吃大鍋飯”的弊病，用經(jīng)濟手段辦好事業(yè)的一項重

要措施。各地區(qū)、各部門要切實加強領(lǐng)導(dǎo)，經(jīng)常檢查、督促，及時研

究解決工作中遇到的問題。各級事業(yè)主管部門和財政部門要密切配

合，本著塊塊為主、條塊結(jié)合的原則，對本地區(qū)、本系統(tǒng)事業(yè)單位現(xiàn)

有的人、財、物力和技術(shù)設(shè)備的利用情況，經(jīng)營管理水平，財務(wù)收支

狀況和增收節(jié)支的潛力，進行分類排隊，分別提出增收節(jié)支和經(jīng)費自

給率的要求，制定分批實施的具體規(guī)劃。從現(xiàn)在起要搞好一批試點單

位，取得經(jīng)驗，逐步展開。要求各有關(guān)部門，對實行企業(yè)化管理的事

業(yè)單位，在原材料供應(yīng)、產(chǎn)品銷售、稅收、貸款等方面給予積極的支

持。年薪制，工資等級分化，基層工資越低，高層工資越高就和保險

公司那一樣。其實剛剛進行改革中的肇州電視臺還有很長的一段路要

走，同樣也是在摸索中前進，還好在縣委的高度重視下，剛剛的倒了

接下來我要說說我再廣播電視局的一些具體工作，我聘用的崗位是播

音員主持人，每天出境十分鐘，播報《肇州新聞》，在學(xué)校接受過播

音課的訓(xùn)練，使得自己對播音有了一定的了解和掌握，剛剛到實習(xí)單

位的時候遇到了很多麻煩的事情，比如普通話不標(biāo)準(zhǔn)，本以為我的一

級乙等已經(jīng)可以滿足要求，上鏡以后特別明顯的發(fā)現(xiàn)，自己的調(diào)值還

存在很大的問題，還有自己在播音時的手勢，身勢語，還有面部表情,

都存在一定的問題，還好得到老師的幫助與理解，每天的工作都是一

樣的，但我不感覺枯燥無味，每天上午出稿，傳到我們的播音室，我

們播音員輪流配音，下午兩點左右所有的稿子定稿以后開始錄口導(dǎo)與

口播,再有我們把所有的稿子,配(Next,Iwanttotalkaboutsome

在大四剛剛開始的時候我很幸運的被大慶市肇州縣廣播電視局錄用，

成為該局的一名普通的實習(xí)播音員，這次被錄用得到了院系老師的高

度重視，正是院里積極地配合和努力，包括我在內(nèi)的三名同學(xué)才獲得

這個職位，在此表示衷心的感謝和誠摯的問候。同樣也對接收單位：

肇州電視臺表示感謝，感謝能給予這個實習(xí)工作的機會，感謝領(lǐng)導(dǎo)在

首先我想說說事業(yè)單位企業(yè)化管理。肇州縣廣播電視局隸屬于肇州縣

縣委，直接管轄單位是肇州縣縣委宣傳部，肇州縣廣播電視局下設(shè)兩

個臺，肇州電視臺和肇州人民廣播電臺，肇州電視臺又分為肇州綜合

頻道和肇州影視文化頻道，自辦節(jié)目每天約四十小時，是大慶市縣屬

傳播單位中的佼佼者，具有一定的競爭實力。原電視臺和廣播電臺分

屬于兩個單位，現(xiàn)改革為臺局合一制，改名為縣廣播電視局。全局約

70人，包括播音與主持，管理層有局長，臺長，辦公室主任。很幸

運的是，剛剛到肇州電視臺就有了一次在縣委學(xué)習(xí)的機會，因為臺局

剛剛合一，企業(yè)化改革還沒見成效，臺里大量擴招，我也是其中一個，

學(xué)習(xí)關(guān)于事業(yè)單位改革的相關(guān)內(nèi)容。（Firstofall,Iwanttotalk

nowtheyhavebeenreformedintoaunifiedsystemofstations

andbureausandrenamedastheCountyRadioandTelevision

Bureau.Thereareabout70peopleintheoverallsituation,

includingbroadcastersandhosts.Themanagementincludesthe

director,thedirector,andtheofficedirector.Fortunately,

Ihadanopportunitytostudyatthecountypartycommitteewhen

IfirstarrivedatZhaozhouTVStation.Becausethebureauhas

justmergedintoone,thecorporatereformhasnotyielded

其實和其他地方的事業(yè)單位一樣，凡有收入的事業(yè)單位，都應(yīng)積極試

行企業(yè)化管理，充分利用自己的人力、技術(shù)、設(shè)備等條件，廣開生產(chǎn)

門路，擴大服務(wù)項目，提高服務(wù)質(zhì)量，合理組織收入，逐步提高經(jīng)費

的自給水平和收入水平。肇州電視臺員工資金除縣財政局撥款外，電

視臺廣告所得的各項費用都由廣播電視局自行管理。這就涉及到廣告

費用，各項收費要公平合理的問題，當(dāng)然是不得隨便提高收費標(biāo)準(zhǔn)，

亂收亂斂，轉(zhuǎn)嫁負擔(dān)。也不能任意降低服務(wù)質(zhì)量，不按計劃完成工作

任務(wù)。為了避免這一系列的問題，縣委高度重視，為了保證其合理運

行，規(guī)定各項收費的標(biāo)準(zhǔn)。其實事業(yè)單位試行企業(yè)化管理后，單位的

性質(zhì)、任務(wù)不變。在保證完成事業(yè)計劃的前提下，盡力擴大社會需要

的服務(wù)項目，制定收費標(biāo)準(zhǔn)，收取合理的服務(wù)費用。單位財務(wù)開支標(biāo)

準(zhǔn)仍按有關(guān)規(guī)定執(zhí)行。增加的收入和節(jié)省的經(jīng)費補貼，留給單位用于

發(fā)展事業(yè)，開展多種經(jīng)營，建立后備基金，舉辦集體福利事業(yè)和發(fā)放

職工獎金。對超額完成事業(yè)計劃和增收節(jié)支成績顯著的單位，按有關(guān)

規(guī)定報經(jīng)批準(zhǔn)，職工獎金可略高于一般事業(yè)單位。國家撥給單位的正

常事業(yè)經(jīng)費和各類定額補貼，我剛剛在網(wǎng)上查詢到可從一九八三年

起，參照一九八二年預(yù)算安排，確定一個基數(shù)，一定幾年不變，包干

使用，節(jié)余留用，超支自補。對收大于支較多的單位，主管部門也可

適當(dāng)集中一部分資金，統(tǒng)籌解決本系統(tǒng)事業(yè)單位的經(jīng)費不足。對因遭

受重大自然災(zāi)害，造成較大經(jīng)濟損失，單位又無力解決的，經(jīng)過審查，

可由事業(yè)主管部門和同級財政部門酌情幫助解決。（Infact,like
