16、協(xié)會(huì)受到學(xué)校學(xué)生處批準(zhǔn)“旅游協(xié)會(huì)”成立的通知之日起，協(xié)會(huì)的章程開始生效。第二條 協(xié)會(huì)是根據(jù)自己的章程，按照一定的制度組織起來的統(tǒng)一整體。協(xié)會(huì)的基本原則是：1 會(huì)員個(gè)人服從協(xié)會(huì)，少數(shù)服從多數(shù)，各部門各小組受管理委員會(huì)監(jiān)督與管理。2 協(xié)會(huì)的各級(jí)成員，應(yīng)該由民主選舉產(chǎn)生。3 協(xié)會(huì)的各部門要時(shí)時(shí)聽取會(huì)員于廣大同學(xué)或群眾的意見，及時(shí)解決他們的問題。4 協(xié)會(huì)的各級(jí)部門實(shí)行領(lǐng)導(dǎo)和個(gè)人分工負(fù)責(zé)相結(jié)合的制度。5 協(xié)會(huì)各部門領(lǐng)導(dǎo)的產(chǎn)生，要體現(xiàn)會(huì)員的意愿。6 協(xié)會(huì)的各部門，對(duì)同會(huì)員有關(guān)重要問題決定時(shí)，在通常情況下，要征求會(huì)員意見，要保證會(huì)員能夠正常行使他們的職權(quán)。7 協(xié)會(huì)的各部門、各小組必須執(zhí)行協(xié)會(huì)決定8 協(xié)會(huì)各部

17、門討論決定問題，必須執(zhí)行少數(shù)服從多數(shù)的原則。決定重要問題，要進(jìn)行表決。對(duì)少數(shù)人的不同意見，應(yīng)當(dāng)認(rèn)真考慮。9 會(huì)員個(gè)人代表協(xié)會(huì)發(fā)表重要主張，如果超出協(xié)會(huì)已有決定的范圍，必須向管理委員會(huì)請(qǐng)示。任何會(huì)員無論職位高低，都不能個(gè)人決定重大問題：如遇到緊急情況，必須由個(gè)人作出決定時(shí)，事后要及時(shí)向協(xié)會(huì)報(bào)告。不允許任何人實(shí)行個(gè)人專斷和個(gè)人凌駕于協(xié)會(huì)之上。第六章 會(huì)員制度第一條 凡是南華大學(xué)在校學(xué)生，對(duì)本會(huì)從事的工作感興趣、有熱情和責(zé)任心。愿意不斷提高自己；愿意為促進(jìn)協(xié)會(huì)發(fā)展做出貢獻(xiàn)。經(jīng)協(xié)會(huì)批準(zhǔn)，均可成為本協(xié)會(huì)的會(huì)員。第二條 會(huì)員的權(quán)利，如下： (一) 擁有本協(xié)會(huì)的選舉權(quán)， 被選舉權(quán)和表決權(quán)；(二) 參加本協(xié)會(huì)

18、一切的活動(dòng)；(三) 獲得本協(xié)會(huì)服務(wù)及活動(dòng)的優(yōu)先權(quán)；(四) 對(duì)本協(xié)會(huì)工作的批評(píng)建議和監(jiān)督權(quán)；(五) 入會(huì)自愿。第三條 會(huì)員的義務(wù)，如下：(一) 執(zhí)行本協(xié)會(huì)的決議；(二) 維護(hù)本協(xié)會(huì)的合法權(quán)益； (三) 完成本協(xié)會(huì)交辦的工作；(四) 按規(guī)定交納會(huì)費(fèi)；(五) 向本協(xié)會(huì)提供相關(guān)信息及資料。第四條 會(huì)員退會(huì)應(yīng)書面通知本協(xié)會(huì), 并交回會(huì)員證。 會(huì)員如果一年不交納會(huì)費(fèi)或不參加本協(xié)會(huì)活動(dòng)的, 視為自動(dòng)退會(huì)第五條 會(huì)員如有嚴(yán)重違反本章程的行為，經(jīng)理事會(huì)表決通過，予以除名。第七章 協(xié)會(huì)紀(jì)律第一條 ：校規(guī)紀(jì)律是協(xié)會(huì)的各部門和全體會(huì)員必需守的行為的規(guī)則. 協(xié)會(huì)必須嚴(yán)格維護(hù)協(xié)會(huì)的紀(jì)律, 會(huì)員必須自覺接受并尊守協(xié)會(huì)的紀(jì)律

19、約束。 第二條 ：協(xié)會(huì)對(duì)違反協(xié)會(huì)紀(jì)律的會(huì)員，應(yīng)當(dāng)嚴(yán)厲懲罰，按照錯(cuò)誤性質(zhì)和情節(jié)輕重，給與批評(píng)、紀(jì)律處分或開除。第三條 ：協(xié)會(huì)紀(jì)律處分有四種：警告、撤銷會(huì)內(nèi)職務(wù)、 開除會(huì)籍、罰款。第四條 ：對(duì)會(huì)員的紀(jì)律處分，必須經(jīng)過管理委員會(huì)討論決 定。第五條 ：各級(jí)組織在維護(hù)協(xié)會(huì)的紀(jì)律方面失職，必須受到追究。第六條 ：會(huì)員違反以下條例，協(xié)會(huì)有權(quán)對(duì)其做出處罰。a) 嚴(yán)重違反國(guó)家法律規(guī)定。b) 違反學(xué)校規(guī)定并給協(xié)會(huì)造成嚴(yán)重影響。c) 嚴(yán)重違反本協(xié)會(huì)規(guī)定。d) 未經(jīng)授權(quán)私自以協(xié)會(huì)的名義發(fā)布言論，并造成不良影響。e) 未經(jīng)授權(quán)私自以協(xié)會(huì)的名義進(jìn)行各種活動(dòng)。f) 會(huì)員如有利用本協(xié)會(huì)的名義進(jìn)行違法犯罪活動(dòng)。g) 私自占有協(xié)

20、會(huì)公共財(cái)物。h) 故意損壞協(xié)會(huì)的公共財(cái)物。第八章 財(cái)務(wù)管理制度 第一條：旅游協(xié)會(huì)本著公開、公正、民主的原則。 第二條：自成立之日起，即建立專門管理協(xié)會(huì)經(jīng)費(fèi)收支帳目制度，帳目由主管副部長(zhǎng)負(fù)責(zé)，以備學(xué)校團(tuán)委審查。正式協(xié)會(huì)成員需交納會(huì)費(fèi)，不交納會(huì)費(fèi)的成員視為自動(dòng)退會(huì)。 第三條：協(xié)會(huì)財(cái)產(chǎn)為協(xié)會(huì)集體所有，受學(xué)校團(tuán)委監(jiān)督，協(xié)會(huì)負(fù)責(zé)人和其他成員不得隨意占有。 第四條：在財(cái)務(wù)管理上，實(shí)行發(fā)票制度，收支、出情況一律憑發(fā)票發(fā)放資金。在協(xié)會(huì)重要活動(dòng)資金的發(fā)放上，須經(jīng)過民主討論后方能統(tǒng)一結(jié)算。 第五條：嚴(yán)格執(zhí)行財(cái)務(wù)管理制度，協(xié)會(huì)會(huì)員之間互相監(jiān)督，不得私自挪用公款。 第六條：財(cái)務(wù)人員要做到嚴(yán)格把關(guān)，半年或一年對(duì)財(cái)務(wù)進(jìn)行

21、徹底的結(jié)算，做到款項(xiàng)條理分明，人人心中有數(shù)。 第七條：我們采用資金來源多元化，積極從各企業(yè)各景區(qū)爭(zhēng)取贊助。將我們的協(xié)會(huì)的資金靈活化、社會(huì)化。爭(zhēng)取旅游協(xié)會(huì)更大發(fā)展。 第9章 安全制度 一、 安全教育細(xì)則 （一）、理事培訓(xùn)：團(tuán)訓(xùn)時(shí)，針對(duì)理事進(jìn)行組織能力培訓(xùn)。組織專人進(jìn)行安全防護(hù)技能培訓(xùn)、醫(yī)療救助培訓(xùn)，提高協(xié)會(huì)應(yīng)對(duì)突發(fā)事件的能力。 （二）、搜集突發(fā)事件案例，邀請(qǐng)指導(dǎo)老師作安全講座，強(qiáng)化會(huì)員安全意識(shí)。 （三）、搜集外出旅游注意事項(xiàng)，借鑒旅行社、景區(qū)和其它高校旅游協(xié)會(huì)的先進(jìn)經(jīng)驗(yàn)，結(jié)合本協(xié)會(huì)情況完善安全制度，改進(jìn)安全教育工作。 二、 安全防范細(xì)則 （一）、活動(dòng)前期安全策劃。 1、 景點(diǎn)選取：市內(nèi)優(yōu)先，安全

22、優(yōu)先。 2、 活動(dòng)內(nèi)容安排。 3、 人員確定，線路設(shè)定。 4、 預(yù)測(cè)天氣，安排時(shí)間。 5、 尋求景點(diǎn)工作人員的幫助與指導(dǎo)。 （二）、針對(duì)策劃書做出安全部署，擬定安全方案。 1、 出行、返校期間交通安全保障：分組細(xì)化，負(fù)責(zé)到人。 2、 活動(dòng)期間在以下方面做出安全部署： （）、如何保持聯(lián)系 （）、如何維持紀(jì)律 （）、突發(fā)事件的預(yù)測(cè)及處理方案的制定 （三）、理事會(huì)對(duì)策劃書及安全方案討論商定，并予以完善。 （四）、出行前安排：公布路線方案、時(shí)間安排、組長(zhǎng)配制、突出事件預(yù)測(cè)及應(yīng)急方案并向會(huì)員重申紀(jì)律。 三、 會(huì)員安全管理細(xì)則 （一）、會(huì)員安全教育（二）、會(huì)員應(yīng)急素質(zhì)培訓(xùn)。 （三）、根據(jù)會(huì)員紀(jì)律情況記錄和

23、活動(dòng)具體情況，市區(qū)以外活動(dòng)經(jīng)理事會(huì)決定不允許紀(jì)律較差會(huì)員參加。 （四）、活動(dòng)期間嚴(yán)禁會(huì)員私自離開組織。 （五）、對(duì)活動(dòng)期間不守紀(jì)者給予記錄，并視情況給以處罰，必要時(shí)取消其會(huì)員資格。 四、 其它 （一）、外出旅游活動(dòng)，必要時(shí)與旅行社合作，安全由旅行社全面負(fù)責(zé)，本協(xié)會(huì)輔助組織。 （二）、每次活動(dòng)結(jié)束，總結(jié)備案，為以后活動(dòng)積累經(jīng)驗(yàn)。 以上安全制度若發(fā)現(xiàn)有不完善之處應(yīng)及時(shí)予以修改或補(bǔ)充。 附則第一條：本章程和最高解釋權(quán)屬于本協(xié)會(huì)全體管理委員會(huì)。第二條：本章程自學(xué)校核準(zhǔn)之日起生效。manipulator control mode and programmable controllers introduc
