18、nomic operati on in our city, but一、編制說(shuō)明1 、說(shuō)明本施工方案是我公司針對(duì)中石化湖南石油分公司加油站油罐區(qū),油罐、透氣管線、卸油管線改造工程之相應(yīng)土石方開(kāi)挖施工編制的技術(shù)文件。2、編制依據(jù)1) 中石化湖南石油分公司加油站現(xiàn)場(chǎng)普遍實(shí)際情況;2) 石油化工施工安全技術(shù)規(guī)程SH35051999;3) 公司承建類(lèi)似工程的施工經(jīng)驗(yàn)。二、 工程概況1 、工程簡(jiǎn)介因加油站拆遷改造需要,需對(duì)油罐區(qū),油罐、透氣管線、卸油管線進(jìn)行拆除,故需對(duì)油罐人孔井、油罐防火堤進(jìn)行拆除工程,并開(kāi)挖拆除上述埋地管線及油罐?,F(xiàn)有油罐人孔井及防火堤一般為水泥砂漿砌磚結(jié)構(gòu);油罐區(qū)地面為回填土,部分加

19、油站的油罐區(qū)地面為872cm厚的混凝土地面。2、工程特點(diǎn)1) 本工程施工,為舊加油站改造,防火防爆工作是安全工作的重點(diǎn)。2)罐區(qū)地下埋設(shè)有油罐。油罐內(nèi)儲(chǔ)存有易燃易爆物品汽油、柴油,罐區(qū)土方可能因長(zhǎng)期運(yùn)行油品滲漏而含油。3)油罐、管線埋于地下,完好狀況不明,并埋設(shè)有地下接地網(wǎng)絡(luò),地下情況復(fù)雜。ectificationand strengthe ning themanageme ntofdaily e ducation,thespirit of reform shortofthe com pletesystem,pay closeattention tosystem implementation,

23、1 、施工工藝方案:根據(jù)本工程施工特點(diǎn),為避免施工產(chǎn)生火花等引起火災(zāi)爆炸等安全事故,本工程不使用挖掘機(jī)等大型機(jī)械設(shè)備施工,全部采用人工開(kāi)挖。2、施工步驟施工準(zhǔn)備一構(gòu)筑物拆除一舊管線開(kāi)挖拆除一新管溝開(kāi)挖(1) 、施工準(zhǔn)備1) 人材機(jī)準(zhǔn)備:施工所需的施工人員、施工機(jī)具進(jìn)場(chǎng)。2) HSE 教育:邀請(qǐng)石油公司及加油站安全管理人員進(jìn)行安全培訓(xùn)。所有參與施工的人員,均須參加HSEW訓(xùn)教育合格。3) 技術(shù)準(zhǔn)備:向業(yè)主單位主管部門(mén)及加油站營(yíng)運(yùn)人員查詢建站技術(shù)資料,了解現(xiàn)場(chǎng)情況,作好技術(shù)準(zhǔn)備工作;組織全體施工人員進(jìn)行施工方案和技術(shù)交底,把工程的施工步驟和施工技術(shù)要求等,詳盡的向施工人員講解清楚。4) 施工機(jī)具檢

24、查,確保施工機(jī)具完好。為避免撞擊產(chǎn)生火花,不得使用鋤頭,用鐵鍬、鏟子挖土。5) 前續(xù)工序檢查。油罐所有接口必須采用法蘭盲板封堵密封;與油罐相連接的所有管線斷開(kāi)、清洗并用法蘭盲板封堵管口;電氣線路、接地線路必須全部拆除斷開(kāi);人孔井及罐區(qū)地面氣體防爆檢測(cè)合格。上述工序全部完成并檢查符合要求之后,方可進(jìn)行后續(xù)的人孔井、防火堤拆除及管溝等土方開(kāi)挖。ectificationand strengthe ning themanagementofdaily e ducation,thespirit of reform shortofthe com pletesystem,paycloseattention t

28、 present,t hethetask com bine3(2) 、構(gòu)筑物拆除1 、管線拆除1) 人孔井內(nèi)卸油、發(fā)油、透氣管線的法蘭短管全部斷開(kāi)。法蘭短管拆除前,法蘭下方應(yīng)放置鋁盆、鋁桶盛接管內(nèi)存油,防止污染地面及油品流散造成安全隱患。如發(fā)現(xiàn)螺栓銹死,可提前用少量柴油浸泡后拆除;如仍不能拆除,可采用手工鋸緩慢切割螺栓,邊切邊澆水冷卻,禁止用氧炔焰割刀切除。2) 發(fā)油管線斷開(kāi)后,松開(kāi)加油機(jī)下方進(jìn)油管法蘭以利進(jìn)氣,方便發(fā)油管線內(nèi)存油流出。3) 發(fā)油管線頂水、沖洗。利用站內(nèi)自來(lái)水管線,對(duì)發(fā)油管線進(jìn)行頂水、沖洗。因發(fā)油管線內(nèi)一般仍有部分存油,頂水沖洗時(shí)應(yīng)在出口端用盆、桶進(jìn)行盛接。盛接到的油水混合物進(jìn)

29、行沉淀分離,油品回罐或作其他妥善處理,不到倒于站內(nèi)污染地面及造成安全隱患。發(fā)油管線持續(xù)沖水清洗,至出水口無(wú)油花冒出方可停止,并對(duì)管線內(nèi)進(jìn)行防爆檢測(cè),應(yīng)合格,否則應(yīng)繼續(xù)沖洗。4) 發(fā)油管線沖洗合格后,根據(jù)加油站的整體改造方案,將管線開(kāi)挖拆除,或?qū)⒐芫€的兩端進(jìn)行封堵。2、原有加油機(jī)拆除1) 原有加油機(jī)拆除前,應(yīng)先行將與加油機(jī)連接的發(fā)油管線、動(dòng)力電源電纜、IC 卡等儀表電纜、靜電接地線等全部斷開(kāi)。ectificationand strengthening themanagementofdaily education,thespirit of reform shortofthe com pletesy

40、牢固,可采用銅錘敲打,禁止使用鐵錘,防止產(chǎn)生火花。3) 原有加油機(jī)拆除,應(yīng)輕抬輕放,盡量不損壞原有加油機(jī),防止加油機(jī)與發(fā)油管口、地面碰撞產(chǎn)生火花。3、原有油罐拆除1) 原有埋地油罐的抗浮措施拆除。抗浮措施一般是兩種:地腳螺栓抗浮或抱箍抗浮。如需切割,一般采用冷切割( 手工鋸緩慢切割,邊切邊澆水冷卻) 。如未發(fā)生油罐漏油,且經(jīng)防爆檢測(cè)合格后,方可采用拆除。原有埋地油罐的起吊。起吊過(guò)程分三步:第一步,拉松油罐與罐池的連接,松動(dòng)即可;第二步,將油罐起吊20cm30cme,停置約2分鐘,以檢驗(yàn)起吊是否安全可靠,并檢查是否有接地線等物體與油罐連接;第三步,油罐吊起裝車(chē)外運(yùn)。2) 人孔井、防火堤、混凝土地

41、面采用大錘、撬棍等工具拆除。3) 大錘錘擊前,人孔井、 防火堤等錘擊區(qū)須墊23層麻布片,并用水淋濕,以達(dá)到避免產(chǎn)生錘擊火花的目的。盡量少錘多撬,錘擊出裂縫后即改用撬棍。(3) 、舊管線開(kāi)挖1) 舊管線開(kāi)挖應(yīng)自管線露出地面的兩端開(kāi)始,沿出露的管線循序漸進(jìn),切忌隨處亂挖蠻干。2) 開(kāi)挖時(shí)忌用力過(guò)猛,禁止使用鋤頭、羊角。3) 開(kāi)挖時(shí)絕對(duì)禁止對(duì)管線本體進(jìn)行撞擊、刮擦、撬。ectificationand strengthe ning themanageme ntofdaily e ducation,thespirit of reform shortofthe com pletesystem,payclo

45、proved liveli present,t he四、施工部署1、施工總體目標(biāo)精心組織,精心施工,優(yōu)質(zhì)、安全、按期地完成工程任務(wù)。2、施工組織機(jī)構(gòu)為了滿足工程施工的需要,公司組建成立施工項(xiàng)目經(jīng)理部,實(shí)行 公司直接領(lǐng)導(dǎo)下的項(xiàng)目經(jīng)理負(fù)責(zé)制。施工項(xiàng)目經(jīng)理部根據(jù)人員精、層次少、調(diào)度靈的原則建立高效率 的指揮控制系統(tǒng)和精干協(xié)調(diào)的職能管理體制, 下設(shè)安全組(專(zhuān)職安全員 1人)、技術(shù)組(技術(shù)員1人)、力工組(組長(zhǎng)及力工共4人)。3、人力資源計(jì)劃根據(jù)工程進(jìn)度和工程特點(diǎn),各工種施工人員計(jì)劃見(jiàn)下表。表1旅工人員進(jìn)場(chǎng)計(jì)劃項(xiàng)目經(jīng)理1人技術(shù)貝1人安全員1人力工班12人4、施工機(jī)具設(shè)備計(jì)劃本工程不使用大型機(jī)械設(shè)備施工,

46、全部采用人工開(kāi)挖。所需工具如下:表2擬將入本工程的主要機(jī)具設(shè)備表8磅大錘4把撬棍3根鐵鍬6把防爆檢測(cè)儀1臺(tái)5、施工進(jìn)度計(jì)劃根據(jù)現(xiàn)場(chǎng)條件、工程特點(diǎn),在確保安全的前提下,盡量縮短工期。本項(xiàng)目施工按加油站改造總體施工進(jìn)度計(jì)劃實(shí)施。五、HS既證措施()HSE方針及目標(biāo):遵循公司HSEf理方針,堅(jiān)持以人為本,關(guān)愛(ài)健康,預(yù)防為主, 保施工全過(guò)程安全;保護(hù)環(huán)境,預(yù)防污染,強(qiáng)化監(jiān)督,走可持續(xù)發(fā)展 道路。(二)HSE管理組織機(jī)構(gòu)及保證體系1、HS既證體系1)建立和健全HSEf理組織機(jī)構(gòu)及HSEfe產(chǎn)管理體系,制定HSEfe 產(chǎn)管理制度,加強(qiáng)全體人員的安全及環(huán)境保護(hù)教育,做好安全技 術(shù)、環(huán)境保護(hù)交底。經(jīng)理部設(shè)置

47、HSEf理組,配備專(zhuān)職HSES長(zhǎng) 負(fù)責(zé)檢查工地的安全及環(huán)境保護(hù)措施和執(zhí)行情況,指導(dǎo)安全施工 及環(huán)境保護(hù)。2)堅(jiān)決貫徹“安全第一,預(yù)防為主,改善環(huán)境,保護(hù)健康,全員動(dòng) 手,綜合治理,科學(xué)管理,持續(xù)發(fā)展”的方針。項(xiàng)目部與施工班 組及個(gè)人層層簽定安全、環(huán)境保護(hù)責(zé)任書(shū),確定 HSE目標(biāo),明確 獎(jiǎng)罰條令,進(jìn)行安全生產(chǎn)、環(huán)境保護(hù)達(dá)標(biāo)檢查考核。3)按照公司頒布的(HSE安全生產(chǎn)責(zé)任制的要求,落實(shí)各級(jí)管理 人員、操作人員的安全生產(chǎn)、環(huán)境保護(hù)責(zé)任制,全員承擔(dān)安全生 產(chǎn)、環(huán)境保護(hù)責(zé)任,做到縱向到底,橫向到邊,一環(huán)不漏,人人 做好本崗位的安全及環(huán)境保護(hù)工作。4) 實(shí)行逐級(jí)安全技術(shù)交底制,由項(xiàng)目部組織有關(guān)人員進(jìn)行詳細(xì)

48、的安全技術(shù)交底,凡參加安全技術(shù)交底的人員要履行簽字手續(xù),保存資料,項(xiàng)目部專(zhuān)職HSES長(zhǎng)對(duì)安全技術(shù)的執(zhí)行情況進(jìn)行監(jiān)督檢查,并做好記錄。( 三 ) 施工安全保證措施1) 嚴(yán)格遵守國(guó)家和當(dāng)?shù)匕踩h(huán)保有關(guān)法規(guī)政策,開(kāi)工前必須按批準(zhǔn)的開(kāi)工項(xiàng)目向所在地建設(shè)行政主管部門(mén)辦理施工許可證手續(xù)。2)現(xiàn)場(chǎng)管理應(yīng)符合ISO14000標(biāo)準(zhǔn)要求,保證生產(chǎn)的順利進(jìn)行,減少污染,保護(hù)環(huán)境,達(dá)到業(yè)主和相關(guān)單位滿意的要求。3) 文明施工和環(huán)境管理服從業(yè)主的統(tǒng)一組織安排和協(xié)調(diào),接受業(yè)主安委會(huì)和監(jiān)理的監(jiān)督、檢查。4) 現(xiàn)場(chǎng)應(yīng)遵守業(yè)主及地方政府所制定的消防及安全衛(wèi)生法規(guī)與規(guī)定,所有員工、代理商、訪客都能遵守規(guī)定。5) 施工區(qū)域內(nèi)場(chǎng)地

54、現(xiàn)場(chǎng)的員工必須佩戴標(biāo)明自己身份的胸卡。必須穿戴工作服、安全帽。 在現(xiàn)場(chǎng)施工中,其工作面應(yīng)保持干凈整潔,不留垃圾和雜物及時(shí)調(diào)整設(shè)備、機(jī)具和材料的位置,保持良好的工作環(huán)境。 在現(xiàn)場(chǎng)施工過(guò)程中,其工作行為和表現(xiàn)必須符合施工技術(shù)規(guī)范和施工程序要求,不允許野蠻施工和拒不接受管理的強(qiáng)行施工。 嚴(yán)格執(zhí)行現(xiàn)場(chǎng)施工管理監(jiān)督和檢查制度。杜絕影響和破壞工程安全或工程質(zhì)量的行為發(fā)生,施工現(xiàn)場(chǎng)嚴(yán)禁吸煙、打鬧。班前、班中嚴(yán)禁飲酒,酒后不得進(jìn)入施工現(xiàn)場(chǎng),更不得進(jìn)行施工作業(yè)。 教育員工自覺(jué)保護(hù)現(xiàn)場(chǎng)環(huán)境衛(wèi)生,現(xiàn)場(chǎng)不得隨地吐痰,不得亂扔雜物。 提倡積極向上的業(yè)余生活?,F(xiàn)場(chǎng)應(yīng)禁止賭博、打架斗毆等不良行為?,F(xiàn)場(chǎng)發(fā)現(xiàn)以上行為,將按獎(jiǎng)懲
